In the Post-Bipolar Era the growing complexity of the military operations requires a new approach for the resolution of international crises. Since the end of the Cold War, peace support operations (PSO) have become the mainstay and principal occupation of most Western armies. At the same time, Italy has been one of the most important actors in such an area. The article focuses on the cooperation between military and civil components (a process called CIMIC) as a key variable in the Italian PSOs. We will analyse in detail the main lessons learned from past military interventions as well as the general context in which new tendencies are taking place. The maintaining of a minimum security frame becomes essential to fulfil activities ‘collateral’ to the mission: reconstructing services and infrastructure, food distribution, water and medication, law and order, de-mining, training of local forces, and supporting local institutions. These are the main tasks to obtain thrust and support from the population.  相似文献

The Taliban's ‘code of conduct’, which lists rules of discipline for the fighters, has been widely discussed, but do the Taliban try to implement it? This article discusses the structures that the Taliban have put in place for this purpose and their evolution over the years. It assesses that while the Taliban's ‘military justice’ system is still work in progress, the fact that it has attracted a significant investment in human resources bears witness to a serious intent of the leadership. However, the Taliban's concern with the behaviour of their fighting force is driven by their own political calculus, not by any sympathy for the international law of conflict.  相似文献

The decline in military spending that began in the mid‐1980s continued through 1995, and this decline was widespread both geographically and by level of development. Cuts in military spending appear to have potentially important implications for non‐military spending and fiscal adjustment. In contrast to findings for previous periods, military spending has declined more than proportionately in those countries that have reduced total spending. Countries with Fund programs have reduced military spending more sharply than other developing countries, largely reflecting outcomes in the transition economies. Further, military spending appears to have been less resilient in program countries than other developing countries.  相似文献

This paper evaluates Boko Haram’s military capabilities and details the process of how its standing army, driven by these capabilities, came to pose a phased threat between 2013 and 2015 in particular. This was a period when military fighting dominated the insurgency in north-east Nigeria. Whereas there is an abundance of literature on Boko Haram’s histories and the impact of its insurgency on north-east Nigeria, analysis of Boko Haram’s military campaigning is still deficient. Attempting to fill this gap, this paper uses field findings and battlefield case studies from north-east Nigeria to highlight how Boko Haram’s overt front – its standing army – came to supplant its guerrilla operations as the main security threat to the frontier area.

This pivot towards military fighting, for a group initially composed of a few ragtag combatants, on the surface might seem surprising. Yet, whereas Boko Haram may lack the popular support required for ‘people’s war’, classic insurgency theories nevertheless hold some explanatory power for this deliberate shift: away from guerrilla warfare as the expedient of the weaker side, and towards the use of a large standing army of locals to swarm, and sometimes successfully overrun, state forces.  相似文献

This article empirically explores the effect of military spending on external debt, using a sample of ten Asian countries over the years from 1990 to 2011. The Hausman’s test suggests that the random-effects model is preferable; however, both random-effects and fixed-effects models are used in this research. The empirical results show that the effect of military spending on external debt is positive, while the effects of foreign exchange reserves and of economic growth on external debt are negative. For developing countries caught in security dilemma, military expenditure often requires an increase in external debt, which may affect economic development negatively.  相似文献

In contrast with a widespread perception of Russia as an expansionist power in the Arctic, this article argues that Moscow does not seek military superiority in the region. Rather, Moscow's military strategies in the Arctic pursue three major goals: first, to demonstrate and ascertain Russia's sovereignty over its exclusive economic zone and continental shelf in the region; second, to protect its economic interests in the High North; and third, to demonstrate that Russia retains its great power status and still has world-class military capabilities. The Russian military modernization programs are quite modest and aim at upgrading the Russian armed forces in the High North rather than providing them with additional offensive capabilities or provoking a regional arms race. The Russian ambitions in the Arctic may be high, but they are not necessarily implying the intentions and proper capabilities to confront other regional players by military means. On the contrary, Moscow opts for soft rather than hard power strategy in the Arctic.  相似文献

“Perception is a second reality!”

This essay discusses the military as a part of wider society and the interactions between the two. It argues that civil—military relations are complex and not always harmonious. In its focus on Africa, the essay describes some differences in the development of African militaries and civil—military relations on the continent as compared with the West, but argues that the differences are merely a matter of degree. As civil—military relations on the continent have been strongly influenced by its colonial history, which caused fear and even dislike of the colonial military, it still impacts on these relations in the post-colonial era. After examining the relationship between the armed forces, democracy and politics in the politically turbulent African environment, it is concluded that a simplistic definition of civil—military relations is difficult to arrive at. The essay identifies the key principles of democratic civil—military relations and, although admitting that these principles are not always easy to adhere to, argues that as Africa develops civil—military relations, African militaries have moved and will move closer to observing these principles. To enhance this process it is essential for African militaries to include civic education programmes at all levels of education and training in order to gain a better understanding of and commitment to these principles.  相似文献

Today there are many calls for other elements of the government to do more to ‘do their part’, assist the military to restore order and stability and ‘win the peace’ in Iraq and Afghanistan, and prepare for similar roles in future conflicts. The authors here instead briefly review the history of US armed forces’ involvement in military governance operations from the Mexican War through World War II, and recommend the re-establishment of a School of Military Government similar to that created during the latter conflict.  相似文献

The use of commercial business management techniques is widespread in all government departments, including the Ministry of Defence. This article examines the use of popular management techniques in the Armed Forces and argues that their application is misplaced. It looks at what the “effs” – “efficiency” and “effectiveness” – mean in the business world and to the Armed Forces. It compares the definitions both in business and the Armed Forces and finds that there are few, if any, situations where the same measurements can be applied. Whilst many management techniques are suited for business, the function of the Armed Forces and its output cannot be measured in the same way, complicated by the different metrics of “efficiency” in peace and in war. This difference may not be clearly understood by some politicians, or indeed by some senior military personnel. Using examples from some of the most popular management techniques such as “Lean” and “Agile” it is possible to see that their use might actually diminish the capabilities of the Armed Forces when it comes to performing their principal role – the use of force to achieve political objectives.  相似文献

The ultimate goal of Iran's nuclear programme remains uncertain. While the nuclear reactor of Bushehr has finally been connected to the power grid, the nuclear fuel enrichment activities and their location cause concern to the international community. Thirty years of nuclear investments demonstrate a negative cost–benefit analysis: technical constraints and economic and infrastructural requirements constitute a burden on the implementation of a nuclear programme. This article analyses the economic, legal, technical and political aspects of the Iranian programme in order to uncover its civil and/or military finality.  相似文献

Defense industrial complexes in leading Cold War nations have downsized and reallocated resources to other productive activities in the 1990s. In this paper, we analyze the experience of two key countries ‐ the US and France. Comparing the two countries, we find similar outcomes in budgetary retrenchment and large firm restructuring but marked differences in the pace of downsizing and diversification among small and medium‐sized firms. We hypothesize that three sets of contextual differences may explain these differences: 1) institutional differences in the way that the State bureaucracies ‐ the Pentagon and the French Délégation générale pour l'armement (DGA) ‐ oversee defense industrial matters, 2) differences in military industry ownership and firm size patterns, and 3) differences in the regional distribution of defense industrial capacity and associated regional policies. In closing, we note that the two countries’ defense industrial complexes are becoming more alike and speculate on the significance of invidious competition and interactions between them. We address briefly the future of French/American arms industrial competition and cooperation, given the trend towards transnational security arrangements and defense industry globalization  相似文献

This article analyzes the public side of the NH90 network consisting of four participating countries (Germany, France, Italy, and the Netherlands) and their industrial partners. Comparable to observations in earlier international projects in the defense sector, the development and production of the NH90 defense helicopter did not match original plans and costs estimates. On the basis of four mechanisms that were intended to facilitate the cooperation between the partnering countries (the General Memorandum of Understanding; coalition formation; the role of the central agency; and the process of vertical escalation) the question is posed whether or not there was a true alignment of national interests and “logics.” The lack of standardization, as well as program delays and issues concerning the division of the work-share, lead to the emerging alignment being characterized as “quasi-alignment” at best.  相似文献

This article fills a gap in the research on Hezbollah by evaluating their military performance from their formation in 1982 and up till the 2006 Israel–Hezbollah war. This study tests the theses that Hezbollah had developed a very strong tactical proficiency in the late 1990s and that there are more similarities in their strategy and tactics during the 2006 war and the 1982–2000 insurgency in Southern Lebanon than previously assumed. Another central theme of this article is how Hezbollah has been constantly adapting and evolving for the duration of its existence.  相似文献

Over centuries there have been different definitions and criteria for alliances. Within this, however, there are categories entitled ‘military alliances’. The article arrives at 11 different criteria for categorisation of alliances and applies them to the different facets of the European Union. It concludes that, on the broadest terms, the EU does meet the criteria for an alliance but that the jury is still out on some aspect of the European Union being a military alliance. This conclusion has consequences for the foreign, security and defence policies of several member states and, indeed, for the future of the European Union itself.  相似文献

China’s rapid economic growth is facilitating massive increases in its military spending and causing increased security concerns in Asia and the Western Pacific. But there is uncertainty over how large China’s military spending is relative to other countries, or how fast it is growing in real terms. We address this issue by deriving a relative military cost price index based on the relative unit costs of inputs. We find that China’s real military spending is much larger than suggested by exchange rate comparisons, and even larger than standard purchasing power parity comparisons. We also find, however, that the real growth of China’s military spending has been smaller than conventionally thought. This is due to rapidly growing wages in China and the large share of personnel in China’s military budget.  相似文献
