The EC's recognition of new states in former Yugoslavia is considered by most analysts to have seriously aggravated the conflict in the region. This article challenges the conventional wisdom and argues that the strategic effects of recognition have been largely overstated. The prospect of recognition played no significant role in the Slovene determination to sustain their campaign for independence and therefore bears little responsibility for the first phase of the war. In Croatia, recognition ‐ together with the deployment of UN peacekeepers ‐ may even have had a mitigating effect. Only in Bosnia is there any correlation between recognition and an intensification of hostilities but it is doubtful whether non‐recognition would have prevented the eruption of violence since Bosnian Serb aspirations for an ethnically homogeneous state entity could not be realised without resort to war. The real relevance of recognition lies with the opportunities for more effective international action which it created. It was the failure to seize these opportunities, rather than the strategic effects of recognition, which better explains the tragic events that ensued.  相似文献

ABSTRACT

France’s so-called exceptionalism in multilateral security policy is often explained with its Gaullist political culture. However, a closer look shows that Gaullism cannot easily capture different French policies, particularly toward NATO. To unearth what can explain policy variance, this paper asks the question of whether French political parties value NATO differently and, if so, to what effect? Looking at French governments from 1991 to 2014, I argue that political parties in France carry different values, which lead them to interpret NATO’s role for France’s security policy differently. As a result, French parties in power encouraged, delayed, or halted NATO institutional transformation at specific junctures. This argument builds on the insights of the study of ideational factors in IR and the study of party politics in Comparative Politics. Through an analysis of French governments’ policy preferences toward NATO, this paper stresses that institutional transformation can be understood through the study of veto points in conjunction with national preference formation.  相似文献

The following article aims to examine current counter-insurgency (COIN) strategy in Afghanistan to posit an untried theoretical concept of operations for the war being waged there. By doing so it shall argue that Coalition and NATO forces operating there may be required to fundamentally recast Afghan war-policy if a resurgent Taliban and Al-Qa'eda are to be countered in both the military and political spheres of present day Afghanistan. By way of strategy this article shall posit that a more optimal strategy in Afghanistan, in light of the campaign's apparent difficulties, might be to seed local security apparatuses, designated herein as ‘Rural Paramilitary Forces’.  相似文献

ABSTRACT

The aim of the current study is to discuss which particular factors Russia considers as sufficient deterrent capabilities and whether the national defence models implemented in the Baltic countries have the potential to deter Russia's military planners and political leadership. Whilst the existing conventional reserves of NATO are sizeable, secure, and rapid, deployment is still a critical variable in case of a conflict in the Baltic countries because of the limited range of safe transportation options. However, whilst the Baltic States are developing their capabilities according to the priorities defined by NATO in 2010; which were updated after the invasion of Crimea in 2014, Russian military planners have meanwhile redesigned both their military doctrine and military forces, learning from the experience of the Russo-Georgian war, the Russia-Ukraine conflict, and other recent confrontations. Accordingly, there is a risk that the efforts of the Baltic countries could prove rather inefficient in deterring Russia.  相似文献

The article analyses the Spanish military transformation. This process started in 2004 as a means to adapt the force structure, organization and capabilities of the Spanish military to meet present and future threats in compliance with NATO’s initiatives, thus ensuring the continuity of the equipment modernization, professionalization and the adjustment of the country’s defence architecture to the post-cold war environment. A decade later, although transformation is still a priority for the Ministry of Defence, limited political will, a lack of strategic guidance, poor resource management and the effects of the economic crisis are compromising its development. This article describes the Spanish military transformation and assesses its value in adapting the country’s armed forces to the current and prospective security environment.  相似文献

NATO's post-Cold War transformation, as well as the military alliance's decision to use force in Bosnia in 1994 and 1995, has been examined from multiple perspectives. Among an array of diplomatic, historical and political approaches, however, analysts have given little attention to the role played by NATO's top civilian leader in Brussels, the Secretary General. On the crisis in Bosnia, no research has been devoted to the leadership of Secretary General Manfred Woerner, who oversaw NATO as it moved toward aggressive military action in the Balkans. Using an approach that examines the Secretary General's leadership from three perspectives, this article provides the first assessment of Woerner's role in shaping alliance policy on Bosnia. The findings suggest that Woerner was a critical leader in influencing NATO decisions, which provides new explanations for NATO's conduct in the Balkans, and speaks to the broader literature on NATO's evolution after the Cold War.  相似文献

History teaches that counterinsurgency and counterterrorism campaigns have never been won through purely military action. Defeating an opponent who avoids open battle, but who uses force to reach his goals, including terrorist action, requires a combination of police, administrative, economic and military measures. As a counterinsurgency campaign should pursue a comprehensive political objective, it requires high levels of civil–military cooperation. However, current NATO doctrine for Civil–Military Cooperation (CIMIC) as it emerged from the 1990s is founded in conventional war-fighting and outdated peacekeeping doctrine. CIMIC's focus is on supporting military objectives rather than enabling the military to make a coherent contribution to political objectives. This makes CIMIC unfit for the Alliance's main operational challenges that have expanded from peace operations on the Balkans to countering insurgent terrorism in Afghanistan. When developing CIMIC, the Alliance obviously neglected the historical lessons from counterinsurgency campaigns.  相似文献

Deterioration in security relations as between NATO and Russia reached boiling point in the aftermath of Russia’s annexation of Crimea in 2014 and its subsequent destabilization of Eastern Ukraine. As a result, some voices in the West look forward to the departure of Vladimir Putin from power, and others to the possible disintegration of Russia as a unitary state. However, both the departure of Putin and the collapse of Russia have a nuclear dimension. Putin has issued pointed reminders of Russia’s status as a nuclear great power, and Russian military doctrine allows for nuclear first use in the event of a conventional war with extremely high stakes. Beyond Putin, a breakup of Russia would leave political chaos in Eastern Europe, Central Asia and elsewhere, inviting ambiguous command and control over formerly Russian nuclear forces.  相似文献

Britain's failure to cut military commitments in spite of escalating defence costs was not the result of blocking policies by disgruntled services. Rather, there was no determination among Whitehall's political departments to cut commitments even before the service departments could obstruct a decision on force levels. The Conservative governments under Macmillan and Douglas‐Home showed a propensity for substantial force reductions in Europe rather than in out‐of NATO areas. This remained London's long‐term aim even after it had been accepted to build up British troops in Europe to agreed force levels. During Alec Douglas‐Home's premiership Britain's global military role, especially east of Suez, gained a greater significance. An Anglo‐American military axis operating in the Far East and the Indian Ocean became a prominent feature. Ultimately, Anglo‐American military interdependence outside NATO was to ensure that Britain would be able to pursue a policy with more room for independent action.  相似文献

Russia has long been pursuing an intended and calculated policy of keeping enough influence in Bulgaria in order to have control over national decisions. Together with the economic, energy, political and information tools used by Russia in its hybrid war against Bulgaria and in its bid to achieve an enduring “state capture,” defence is also a distinct target of Russian subversion now. A list of noticeable subversive actions with tangible effects can be summarised, ranging from fuelling division and manipulating public opinion, preventing the strengthening of the NATO position in the Black Sea, sabotaging defence reform to various options of subverting the modernisation of the Bulgarian Armed Forces and seeking new ways to keep legacy Soviet military equipment in operation as long as possible. This issue must be urgently addressed both nationally and in NATO.  相似文献

So far, economic analyses of NATO enlargement have been restricted to aspects of regional security while political analyses focused on indirect peace‐building effects on democracy in the first place. Our panel regressions for 25 post‐communist countries for the period from 1996 to 2008 reveal that direct incentives provided by NATO pre‐accession are important for broad‐based institutional development. Results are even more robust than for variables measuring EU pre‐accession or NATO membership effects. This supports the argument that NATO can act as a transformative power and should strengthen its political agenda.  相似文献

Controversy has long surrounded the role and profitability of US defense contractors. From a financial perspective the question becomes whether defense contractors earn greater profits and investor returns than other companies during military conflicts. We explore this question by examining the accounting profitability and investor returns of US aircraft manufacturers before, during, and after World War II and compare them to a sample of non-defense firms. We also examine the reactions of aircraft stock prices to important political and military events of the time. We find that (1) aircraft stocks exhibited positive abnormal returns around events associated with defense buildups and outbreaks of hostile action and negative returns around events signaling an end to hostilities, (2) the company’s accounting returns improved during the war but these higher accounting returns did not translate into higher stock returns for the shareholders, and (3) investors could have earned higher stock returns had they switched out of aircraft stocks after Pearl Harbor and reinvested the proceeds in the overall market.  相似文献

According to the NATO’s collective defence strategy and the principle of deterrence, “no one should doubt NATO’s resolve if the security of any of its members were to be threatened”. In this sense, credible deterrence acts as a guarantee for peace and stability in the Euro-Atlantic region. However, recent events in Ukraine and Georgia have revealed the potential weaknesses of the current deterrence models. Without any overt fear of retaliation, we have seen Russia’s aggressive steps towards its neighbours, which were planned and executed with great sophistication, initiative, agility and decisiveness. Although contrary to Ukraine and Georgia which are not the members of the Alliance, Estonia, Latvia and Lithuania are granted security guarantees in the NATO framework, the Baltic countries clearly constitute Russia’s point of contact with NATO and are, therefore, also subject to the interests of Russia to test mutual capabilities and commitment, and to send strategic messages to the Alliance. In this context, the article aims to assess how credible is the deterrence posture provided by NATO in avoiding potential aggression on the part of Russia against the Baltic countries.  相似文献

Abstract

Libya in 2011 witnessed a real process of political change, though different from all the policy-oriented jargon equating transition with a teleological transition to democracy. Due to the resilience of the Qadhafi regime in power and with the essential role of NATO intervention, the process was eased out by a eight-month civil war. Governance in post-Qadhafi Libya was not done through the rebuilding of centralized authorities. But it took the specific form of the emergence of multiple non-state actors embedded in local dynamics and then connected with weakened central authorities that had access to the huge Libyan resources. That raised complex questions about the quality of this mode of governance, especially at a time of pressing problems for Libya and its neighbors, whether direct ones (Tunisia, Egypt, Mali) or farther countries across the Mediterranean sea: terrorism with the expansion of Da’esh into the country and flows of refugees crossing Libya’s uncontrolled borders and flowing into Italy and then Europe by thousands.  相似文献

Recent tensions between Russia and the United States have sparked debate over the value of the North Atlantic Treaty Organization (NATO). One controversy surrounds the extent to which NATO raises the risk of war through entrapment—a concept that scholars invoke to describe how states might drag their allies into undesirable military conflicts. Yet scholars have advanced different, even conflicting arguments about how entrapment risks arise. I offer a typology that distinguishes between the mechanisms through which entrapment risks allegedly emerge on the basis of their institutional, systemic, reputational, and transnational ideological sources. I use the 2008 Russo-Georgian War to illustrate how the purported mechanisms of entrapment fare in elucidating that conflict. In analyzing why entrapment risks emerge, and thinking counterfactually about The 2008 War, I argue that scholars need to disentangle the various mechanisms that drive both alliance formation and war to make sure that entrapment risks do indeed exist.  相似文献

This article argues that the perceived need by NATO to nurture political cohesion within the Alliance during the 1950s resulted in the adoption of strategic concepts that were out-of-step with the military environment in which it was operating. It maintains that the Alliance acquiesced to American leadership on nuclear issues which led to the development of tactical nuclear capabilities at the expense of conventional war-fighting capabilities for the defence of the European Central Front. This resulted in a strategic concept that enhanced political cohesion but was militarily unviable.  相似文献

ABSTRACT

This paper re-examines the theoretical underpinnings of Strategic Studies, proposing a novel theory and a new framework for analysing war’s fundamental relationship with politics in line with the Clausewitzian tradition. Throughout modern history, Clausewitz’s concept of politics has been misconstrued as referring only to policy whereas in fact, for him, ‘politics’ was a much broader concept, including domestic power struggles. The political logic of war is defined here as the convergence of the interrelating factors of power struggles and policy objectives within a given polity that restrains and enables these political forces. The analysis of the Clausewitzian political logic of war is conducted through the sociological ‘liquid modern’ lens. It is argued that with power increasingly shifting from centralised state-oriented political leadership towards market forces, non-state actors and other political bodies, the effectiveness of war has been reduced. This is evident in the fragmentation of Western political systems and, as a result, suboptimal strategy and the domination of domestic power struggles in political decision-making concerning war.  相似文献

Many scholars and policy practitioners believe that the US invasion of Iraq triggered a civil war. Several major scholarly data-sets, however, do not code a civil war, due to the challenge of coding multiple simultaneous patterns of violence. Further, many political actors have resisted the term, due to obvious political and public relations concerns. This paper analyses these discrepancies in the use of the label, arguing that, for scholars, the coding problem could limit or even bias models of civil war, while for policymakers, the failure to see Iraq’s civil war as such has contributed to major policy failures, from the Bush administration’s state of denial early in the war to the Obama administration’s withdrawal and the subsequent reescalation of violence.  相似文献

Why do states make substantial military contributions to coalition operations, while at the same time apply reservations, or caveats, to how the coalition can use the military contributions? Caveats rose to prominence in defense and policy circles with NATO’s campaign in Afghanistan. In the scholarly security literature, the term remains a buzzword for all types of reserved efforts by states in coalition warfare, but there are few theoretical accounts addressing caveats. This article contributes to the knowledge gap on caveats through a comparative case study of Denmark’s, the Netherlands’, and Norway’s contributions to NATO’s intervention in Libya in 2011. It demonstrates that caveats can occur through three different causal pathways: compromises from domestic bargaining, handling of alliance commitments, and implementation and civil–military relations. Insights into the complexity that causes caveats are highly relevant for both political and military decision-makers that are trying to coordinate states’ effort in coalition operations.  相似文献
