There has been near-universal condemnation of the use of chemical weapons in the Syrian conflict. The international community has nevertheless struggled to make progress on holding the perpetrators to account. This article reviews developments at the international level in terms of Syrian chemical weapon justice between 2011 and 2017. It argues that there have been substantive disagreements between states on the rationale and means of justice in the Syrian case. It also argues that international initiatives have been tightly intertwined with developments in chemical disarmament and conflict resolution processes as well as the broader war. The article describes progress and challenges to chemical weapon justice in a number of distinct formal international mechanisms during the period studied. The analysis concludes by contextualizing international responses—including the U.S. tomahawk strikes against a Syrian airbase—to the Khan Shaykhun chemical attacks of April 2017.  相似文献

One of the biggest challenges currently facing the developing world is the proliferation of small arms and light weapons. Arms control and disarmament have been part of the diplomatic agenda since the middle of the 19th century and were two of the most important issues facing the world's major powers during the 1960s and 1970s. When the Cold War ended, different instruments had been developed to negotiate the control over nuclear, chemical, biological and conventional weapons. However, the proliferation of small arms and light weapons poses new challenges to the international system. While control over legitimate use is laudable, the major problem relates to the illicit proliferation external to the state system. To address this challenge, international and national law faces the challenge of regime creation, and of the implementation and enforcement of international and national standards. Possible approaches to regime creation are discussed in this essay and recent examples are provided of how these were applied in practice to the issue of small arms and light weapons by the OAS, ECOWAS, SADC, the OAU and in East Africa.  相似文献

How do states use nuclear weapons to achieve their goals in international politics? Nuclear weapons can influence state decisions about a range of strategic choices relating to military aggression, the scope of foreign policy objectives, and relations with allies. The article offers a theory to explain why emerging nuclear powers use nuclear weapons to facilitate different foreign policies: becoming more or less aggressive; providing additional support to allies or proxies, seeking independence from allies; or expanding the state’s goals in international politics. I argue that a state’s choices depend on the presence of severe territorial threats or an ongoing war, the presence of allies that provide for the state’s security, and whether the state is increasing in relative power. The conclusion discusses implications of the argument for our understanding of nuclear weapons and the history of proliferation, and nonproliferation policy today.  相似文献

Military interest in incapacitating biochemical weapons has grown in recent years as advances in science and technology have appeared to offer the promise of new “non-lethal” weapons useful for a variety of politically and militarily challenging situations. There is, in fact, a long and unfulfilled history of attempts to develop such weapons. It is clear that advances are opening up a range of possibilities for future biological and chemical weapons more generally. The treaties prohibiting biological and chemical weapons make no distinction between lethal and “non-lethal” weapons—all are equally prohibited. Indeed, a sharp and technically meaningful distinction between lethal and “non-lethal” biological and chemical weapons is beyond the capability of science to make. Thus, interest in incapacitating biochemical weapons, and efforts on the part of various states to develop them, pose a significant challenge to the treaty regimes, to the norms against biological and chemical warfare that they embody, and, ultimately, to the essential protections that they provide. Preventing a new generation of biological and chemical weapons from emerging will take concerted efforts and action at the local, national, and international levels.  相似文献

ABSTRACT

In 2008, the announcement of the Global Zero campaign—an international effort to eliminate nuclear weapons—coincided with the election of Barack Obama. The new president, avowedly pro-disarmament, made getting to zero nuclear weapons a centerpiece of his foreign policy. This article takes on the question of what impact global disarmament might have on international strategic stability. In a break with much of the literature and analysis on nuclear policy, it explicitly focuses on how publics understand the significance of nuclear weapons. In so doing, the article draws on recent international relations scholarship on the role of habit to argue that eliminating nuclear weapons can generate instability by creating widespread perceptions of insecurity and anxiety. If disarmament campaigners wish to achieve their goal without generating instability, they will need to work over the long-term to break habituated beliefs about nuclear weapons.  相似文献

Cyberspace is a new domain of operation, with its own characteristics. Cyber weapons differ qualitatively from kinetic ones: They generate effects by non-kinetic means through information, technology, and networks. Their properties, opportunities, and constraints are comparable to the qualitative difference between conventional and nuclear weapons. New weapons and their target sets in a new domain raise a series of unresolved policy challenges at the domestic, bilateral, and international levels about deterrence, attribution, and response. They also introduce new risks: uncertainty about unintended consequences, expectations of efficacy, and uncertainty about both the target’s and the international community’s response. Cyber operations offer considerable benefits for states to achieve strategic objectives both covertly and overtly. However, without a strategic framework to contain and possibly deter their use, make state and non-state behavior more predictable in the absence of reciprocal norms, and limit their impact, an environment where states face persistent attacks that nonetheless fall below the threshold of armed conflict presents a policy dilemma that reinforces collective insecurity.  相似文献

ABSTRACT

In 2019, the geostrategic landscape of South Asia significantly changed. A crisis between India and Pakistan involved air strikes across international boundaries for the first time since the 1971 war. Pakistan came close to economic collapse, while India re-elected hawkish Narendra Modi as prime minister in a landslide. These developments, alongside the United States’ efforts to strike a deal to leave Afghanistan and rapidly improving US-India relations, portend new challenges for Pakistan’s security managers—challenges that nuclear weapons are ill-suited to address. Despite the shifting security and political situation in the region, however, Pakistan’s nuclear posture and doctrine seem unlikely to change. This article explores the roots of Pakistan’s reliance on the traditional predictions of the nuclear revolution, most notably the notion that nuclear-armed states will not go to war with one another, and argues that this reliance on nuclear deterrence is a response both to Pakistan’s security environment and to serious constraints on moving away from nuclear weapons toward an improved conventional force posture. Pakistan’s central problems remain the same as when it first contemplated nuclear weapons: the threat from India, the absence of true allies, a weak state and a weaker economy, and few friends in the international system. While 2019 may have been a turning point for other states in the region, Pakistan is likely to stay the course.  相似文献

The lure of regionalism has had profound effects on the foreign policies of African countries. It is contended that such collaborative efforts will serve as building blocks of a future African Economic Community and African Union. This article explores the experiences of SADC and ECOWAS, prominent African subregional organisations. With the domestic state that is more vulnerable to transnational and international developments, globalisation erodes the capacity of the state to pursue broad-based projects and undermines and transforms international relations. This leads to the ‘new security dilemma’ with the state system becoming the key source of insecurity in the contemporary world. The search for security increasingly involves the resort to different forms of exit from the system. State-centric regional co-operation thus becomes less important and in some cases obsolete. The experiences in Africa suggest a call for a more modest expectation of what regional integration can realistically achieve.  相似文献

Why do some protest movements erupt into rebellion, whereas others protest peacefully under similar circumstances? Addressing this question, this paper investigates the cases of Boko Haram (rebellion) and MASSOB (non-violent protest) in contemporary Nigeria. Conventional explanations of rebellion focusing on opportunity, inequality, and repression cannot explain why these movements have pursued different protest strategies. This paper tries to explain this puzzle by investigating the signifying work and meaning construction of both movements drawing on the framing approach from social movement studies. The framing analysis shows that the different protest behavior largely results from the differing cultural context of both movements, from the agency of the framers, and from successful frame alignment, which results in frame resonance and, thereby, the successful mobilization for collective action.  相似文献

ABSTRACT

The popular use of the term “weapons of mass destruction” (WMD) can be understood to imply a relationship between nuclear, chemical, and biological weapons proliferation insofar as it assumes that the separate weapons technologies can be usefully grouped into a single analytic category. This article explores whether WMD is actually a useful construct. It begins by reviewing the literature on nuclear, chemical, and biological weapons proliferation, including a recent study that sought to estimate the relationship between the pursuit and acquisition of these different weapons. It then explores some policy inferences that academics and policy makers may be tempted to draw from these studies, particularly regarding the Barack Obama administration's pursuit of deep nuclear reductions. It argues that many of these policy inferences are premature at best and misleading at worst. It concludes with a call for additional research into the causes and consequences of chemical and biological weapons proliferation, and a call for scholars to remain cautious in their desire to draw premature policy implications from their studies in order to be “policy relevant.”  相似文献

Defence economics uses the tools of economics to study the defence sector and its domestic and international implications. Simple models require careful application in defence economics, since indirect effects may have counterintuitive impacts. For example, while certain arms races can lead to the outbreak of war, others may have the counterintuitive effect of discouraging the outbreak of war owing to mutual deterrence.

The world is now multipolar rather than bipolar, analogous to an oligopoly situation. This multipolar world can be analyzed by a qualitative characteristic function, where the formation of a potential coalition allows study of the shift from conflict to cooperation in international relations. Some new issues to be considered in this framework include accidental nuclear war, potential arms races and conflicts in the third world, and the proliferation of chemical weapons and missiles.  相似文献

This essay outlines recent developments in the Horn of Africa with particular focus on the emerging democratic state of Somaliland. It maps out the key political contours of Somaliland and Somalia. In this respect, the implications of recent developments for the international community and multilateral institutions are analysed. Somaliland has shown extraordinary determination to succeed. Those governing Somaliland have shown respect for democratic principles, begun to develop natural assets which will strengthen the economy, and rebuilt much of the capital city. The union with Somalia has proved difficult to say the least, while relations with Kenya, Djibouti and African multilateral organisations remain complex. Yet despite the advances the citizens of Somaliland have made, recognition of Somaliland as a viable independent entity by the international community remains an uncertain hope.  相似文献

In 2003, Libyan leader Muammar Qaddafi agreed to eliminate his country's weapons of mass destruction (WMD) programs and long-range Scud missiles under strict verification by U.S. and British experts and international inspectors. This article examines the negotiation and implementation of Libya's WMD rollback, with a primary focus on its chemical weapons program, and draws some lessons for the future. Although the Libyan case was unique in many ways, some aspects have relevance for other countries, including the critical role played by multilateral nonproliferation organizations, the utility of economic sanctions and export controls, the importance of a flexible U.S. disarmament funding mechanism, the value of rotating technical assistance teams in and out of the country that is disarming, and the desirability of remaining politically engaged with a former proliferator after rollback is complete.  相似文献

I develop a dynamic model of social conflict whereby manifest grievances of the poor generate the incentive of taking over political power violently. Rebellion can be an equilibrium outcome depending on the level of preexisting inequality between the poor and the ruling elite, the relative military capabilities of the two groups and the destructiveness of conflict. Once a technology of repression is introduced, widespread fear reduces the parameter space for which rebellion is an equilibrium outcome. However, I show that repression-driven peace comes at a cost as it produces a welfare loss to society.  相似文献

ABSTRACT

There is a lingering disagreement among scholars on how the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) affects nonproliferation and disarmament outcomes. Drawing on constructivist scholarship on international norms, this article examines the extent of the NPT's effect in the case of Ukraine's nuclear disarmament. In the wake of the Soviet Union's collapse, Ukraine found itself host to the world's third largest nuclear arsenal. Despite Ukraine's initial commitment to become a non-nuclear state, it proceeded along a difficult path toward NPT accession. Most controversial and directly at odds with the NPT was Ukraine's claim to ownership of its nuclear inheritance as a successor state of the Soviet Union. This article argues that, while much domestic discourse about the fate of these nuclear weapons was embedded in the negotiation of Ukraine's new identity as a sovereign state vis-à-vis Russia and the West, the NPT played an important, structural role by outlining a separate normative space for nuclear weapons and providing the grammar of denuclearization with which Ukraine's decision makers had to grapple.  相似文献

ABSTRACT

What restrains states from employing chemical weapons during modern war? Despite widespread and consistent efforts by the international community to outlaw chemical weapons in the twentieth century, major deviations from this goal occur. Two of the strongest explanations that exist for this trend are the logics of deterrence and norms that consider the use of chemical weapons to be a taboo. We test these theories using factor analysis and find that norms provide a better explanation of non-use in the twentieth century among states with a chemical-weapon capability. We then conclude with avenues for future research in this burgeoning field of study, which includes closer qualitative examination of norms, as well as the expansion of the dataset to include intrastate warfare and non-state warfare.  相似文献

The laser technology has made remarkable progress over the past couple of decades.It is being widely employed in diverse domains,such as holography,space sciences,spectroscopy,medical sciences,micro and power electronics,industrial engineering,and most distinctively,as directed energy military weapons.Owing to their active transmissions,laser systems are similar to microwave radars to some extent;however,unlike conventional radars,the laser operates at very high frequencies thus making it a potent enabler of narrow-beam and high energy aerial deployments,both in offensive and defensive roles.In modern avionics systems,laser target indicators and beam riders are the most common devices that are used to direct the Laser Guided Weapons(LGW)accurately to the ground targets.Additionally,compact size and outstanding angular resolution of laser-based systems motivate their use for drones and unmanned aerial applications.Moreover,the narrow-beam divergence of laser emissions offers a low probability of intercept,making it a suitable contender for secure transmissions and safety-critical operations.Furthermore,the developments in space sciences and laser technology have given syner-gistic potential outcomes to use laser systems in space operations.This paper comprehensively reviews laser applications and projects for strategic defense actions on the ground or in space.Additionally,a detailed analysis has been done on recent advancements of the laser technology for target indicators and range-finders.It also reviews the advancements in the field of laser communications for surveillance,its earlier state of the art,and ongoing scientific research and ad-vancements in the domain of high energy directed laser weapons that have revolutionized the evolving military battlefield.Besides offering a comprehensive taxonomy,the paper also critically analyzes some of the recent contributions in the associated domains.  相似文献
