This article assesses the existing literature on logistics in war, concluding that there is no satisfactory conceptual definition of logistics. It proposes a concept of logistics derived from Clausewitz's theory of war to fill that void. This is presented as a derivation because Clausewitz's distinction between (1) the use of the fighting forces (tactics and strategy) and (2) all other activities in war that were required so that forces could be taken as a given. The latter, left unnamed by Clausewitz, corresponds to a concept of logistics that proves to be an analytical peer to Clausewitz's categories of politics, tactics and strategy.  相似文献

ABSTRACT

This article reviews the book by Ofer Fridman and seeks to situate the strategic debate on hybrid war in the context of debate on the US involvement in Iraq. It points to intellectuals from the Marine Corps having a significant role in the initial development of the hybrid warfare concept at a time of some reservation in US military circles over COIN strategy as this was set out in the field manual FM3-24. Thereafter, the hybrid war concept rapidly spread and became a conceptual device used to explain Russian strategic intentions in the aftermath of the invasion of Ukraine in 2014.  相似文献

The task of coming to a proper appreciation of Clausewitz’s thoughts on war is to combine a hierarchical structure with that of a floating balance. This article examines the relation of purpose, aims and means in Clausewitz’s theory and highlights that this relation is methodologically comparable to the floating balance of Clausewitz’s trinity. Modern strategic thinking is characterised by the ‘ends, ways, means relationship’ and the concept of the ‘way’ as shortest possible direct connection between ends and means. If strategy is nothing else than the direct way of linking the political purpose with the means, understood as combat, this understandings results in ‘battle-centric’ warfare. My thesis is that the aim (goal, way) in warfare is not a direct link between purpose and means, but rather an indirect, intermediary dimension, a mediation (in Hegelian terms) between purpose and aims with its own grammar. This article distinguishes (sometimes going beyond Clausewitz) between the rationality of the whole process of war, the rationality of the separate aspects of purpose, aims and means in warfare and finally their conflicting tendencies. This article highlights Clausewitz’s different concepts of purpose and aims and tries to shed at least some light of the strategic implications of this difference. This interpretation of Clausewitz leads to the definition of strategy as maintaining a floating balance of purpose, aims and means in warfare.  相似文献

Abstract

The war on al-Qaeda and its affiliates appears to be endless but every war must end. Winding down the conflicts in Afghanistan and Iraq has been difficult, but both were embedded in what was then called the ‘war on terrorism.’ What does ‘success’ in that war mean? With the death of bin Laden and the increase in drone operations, how far is the US from achieving it? Can this war end? The article analyzes the ongoing US response to the 9/11 attacks in historical context, revealing four patterns common to all prolonged wars: means become ends, tactics become strategy, boundaries are blurred, and the search for a perfect peace replaces reality. It concludes by laying out an effective strategy for ending the war.  相似文献

The profession of arms is distinct from other professions for many reasons. One reason which is not so obvious is that, unlike members of other professions, soldiers may go their entire careers preparing for a day that never arrives. All things considered, we should think this to be a very good thing. For soldiers, however, this can feel somewhat odd, since there is a natural desire to want to feel useful and to see one’s role and purpose find realization. Accordingly, the common soldier is forced to adopt a rather paradoxical mindset, one of longing for peace, and therefore for uselessness, while at the same time longing to be useful, which would entail that there be a war. This latter desire to be useful and to vindicate one’s identity as a soldier can sometimes take on an unhealthy life of its own. The pull of wanting too strongly to live up to a warrior identity, I argue, can sometimes skew a soldier’s ability to assess risk rationally. This article will therefore investigate how a soldier’s concept of self influences his or her overall capacity to evaluate risk in war and when such influence might become morally problematic.  相似文献

The following article aims to examine current counter-insurgency (COIN) strategy in Afghanistan to posit an untried theoretical concept of operations for the war being waged there. By doing so it shall argue that Coalition and NATO forces operating there may be required to fundamentally recast Afghan war-policy if a resurgent Taliban and Al-Qa'eda are to be countered in both the military and political spheres of present day Afghanistan. By way of strategy this article shall posit that a more optimal strategy in Afghanistan, in light of the campaign's apparent difficulties, might be to seed local security apparatuses, designated herein as ‘Rural Paramilitary Forces’.  相似文献

This article argues that logistics constrains strategic opportunity while itself being heavily circumscribed by strategic and operational planning. With the academic literature all but ignoring the centrality of logistics to strategy and war, this article argues for a reappraisal of the critical role of military logistics, and posits that the study and conduct of war and strategy are incomplete at best or false at worst when they ignore this crucial component of the art of war. The article conceptualises the logistics–strategy nexus in a novel way, explores its contemporary manifestation in an age of uncertainty, and applies it to a detailed case study of UK operations in Iraq and Afghanistan since 2001.  相似文献

Scholars and policymakers argue that violent actors – termed ‘spoilers’ – pose a significant threat to civil war peace agreements. Yet existing research, which is overly reliant on single-case studies, has not effectively determined how prevalent spoiling is, or thoroughly examined what its ultimate effects are on peace agreements. This article draws on a newly constructed cross-national dataset of spoiling following 241 civil war peace agreements in the post-Cold War era to analyze spoiling. It finds that spoiling intended to terminate an agreement is not as common as typically assumed, but still plagues a sizeable number of peace agreements. Moreover, most actors who resort to this strategy typically fail in their goals and the agreement is not at risk, despite the high publicity and attention given to these threats. Yet particular types of actors, most notably paramilitaries and state security forces excluded from the agreement, can pose a significant threat to peace.  相似文献

This article examines Egyptian–Soviet relations in the run up to the 1967 Arab–Israeli war. It argues that Egypt and the Soviet Union stumbled into brinkmanship with little coordination and no agreement on common objectives or goals. The article demonstrates how frustration and mutual disappointment were recurring features of the interactions between the two allies during the critical weeks prior to the war. In doing so, the article exposes new aspects of how Cairo and Moscow managed their alliance and assesses what that means to our understanding of the origins of this transformative war. These conclusions challenge revisionist accounts that attribute the start of the war to Egyptian–Soviet collusion and some traditional narratives that present the Soviet Union as an enterprising risk-taker invested in regional brinkmanship. The article draws heavily on Egyptian and Arabic language sources to examine Egyptian–Soviet interactions during this key period of Middle Eastern history.  相似文献

ABSTRACT

This article argues that the US Navy’s roles (which have historically been bifurcated between warfighting and political use of force) manifest in its organisational culture as two different concepts of war: the US Navy as diplomatic actor and the US Navy as warfighting force. The conflict between these different concepts of war can be seen in the current debate about the definition and function of presence. The debate about presence is not just theoretical, but represents a deep and enduring conflict within the Navy as an organisation about its concept of war. Since the end of WWII, the Navy has been designing its fleet architecture according to a Mahanian concept of war, despite the preponderance of non-lethal missions and activities. The result is a mismatch between platforms and tasks.  相似文献

Abstract

This article reviews the five volume series, published by Cambridge University Press, on the history of total war from the American Civil War and Wars of German Unification to World War II. The discussion focuses on two questions: how to define total war; and is total war a useful conceptual tool for understanding warfare during this period? Although the editors were unable to come up with a definition of total war, they did identify elements or tendencies that together contributed to the growing totalization of war during the nineteenth and especially twentieth centuries. Regarding the second question, the editors suggest that total war is best thought of as an ideal type, one to which reality can approach but never reach. If this use of total war facilitates comparison between wars (and different aspects of one war) by providing a common standard, it leaves open the question of how to undertake such a comparison.  相似文献

ABSTRACT

The post-Cold War period nearly up to the present has been characterised as the age of liberal wars, yet key facets of the liberal guidance of war remain under appreciated. This article seeks to address this wider gap with regard to the particular concern of war termination and the fulfilment or failure of policy. First, it develops characterisations of liberal wars based on the existing literature, identifying three broad types through consideration of context—defensive versus offensive—and of political and strategic agency, particularly regarding the motives for and intents of action. Three types of liberal wars result: defensive liberal wars, offensive liberal wars with humanitarian motive and geopolitical intent, and offensive liberal wars with geopolitical motive and humanitarian intent. The article then presents one exemplary case for each liberal war with an emphasis on how liberal strategy required an illiberal ally and that ally's effect on the subsequent peace.  相似文献

ABSTRACT

This paper re-examines the theoretical underpinnings of Strategic Studies, proposing a novel theory and a new framework for analysing war’s fundamental relationship with politics in line with the Clausewitzian tradition. Throughout modern history, Clausewitz’s concept of politics has been misconstrued as referring only to policy whereas in fact, for him, ‘politics’ was a much broader concept, including domestic power struggles. The political logic of war is defined here as the convergence of the interrelating factors of power struggles and policy objectives within a given polity that restrains and enables these political forces. The analysis of the Clausewitzian political logic of war is conducted through the sociological ‘liquid modern’ lens. It is argued that with power increasingly shifting from centralised state-oriented political leadership towards market forces, non-state actors and other political bodies, the effectiveness of war has been reduced. This is evident in the fragmentation of Western political systems and, as a result, suboptimal strategy and the domination of domestic power struggles in political decision-making concerning war.  相似文献

This article fills a gap in the research on Hezbollah by evaluating their military performance from their formation in 1982 and up till the 2006 Israel–Hezbollah war. This study tests the theses that Hezbollah had developed a very strong tactical proficiency in the late 1990s and that there are more similarities in their strategy and tactics during the 2006 war and the 1982–2000 insurgency in Southern Lebanon than previously assumed. Another central theme of this article is how Hezbollah has been constantly adapting and evolving for the duration of its existence.  相似文献

ABSTRACT

This article constitutes an attempt to demonstrate the complexity of factors affecting the legitimate acquisition and reasonable exercise by a political community of the right to war as specified in the just war criteria of jus ad bellum. To achieve this purpose, a brief analysis is presented of the intentional participation in World War I of thousands of Polish volunteers forming military units deployed by the Central Powers on the Austrian-Russian front. Considered in light of the standard principles of just war, the military enterprise of the Polish Legions, as they were called, turns out to be a paradoxical instance of warfare which, while being part of a state-to-state aggression, must be deemed compliant with all the principles in question. As a means of explaining this paradox, a modification of the concept of justified intervention is proposed, embracing military efforts aimed at the ultimate defeat of all the (unjustly) warring parties operating within a given territory. In consonance with the classic just war approach, it is also argued that the justification for such an intervention is essentially dependent on its being initiated by, or attributable to, an unquestionable state agent acting in defence of the state’s basic prerogatives.  相似文献

This article evaluates the performance of the Special Air Service (SAS) during secret cross-border raids conducted as part of Britain’s undeclared war against Indonesia from 1963–1966. The analysis reviews the existing debate on the SAS’ performance during this campaign; it looks more closely at how military effectiveness might be defined; and it then examines, using the SAS’ own operations reports, the nature of their activities and their success or failure. This article concludes that critics of the SAS’ effectiveness during Confrontation are right; but for the wrong reasons. SAS operations did indeed have less effect than orthodox accounts would have it. But the reasons for this lay not in their misuse but in the exigencies of British strategy. This article demonstrates an enduring truth – no matter how ‘special’ a military force might be, tactical excellence cannot compensate reliably for problems in strategy.  相似文献

This article examines the concept of ‘shock and awe’ in US military thought. It argues that the term derives from two main sources in defense thinking: rapidity in operations and overwhelming military superiority and is reflected in the concept of ‘full spectrum dominance’. However, the concept is not well attuned to fighting net-based counter insurgency war in a terrain such as Iraq which depends upon both intelligence gathering and adaptive military organizations. The article concludes that US military thinking should be more attuned to the effects of military force especially on political processes and the capacity of insurgents to mobilize popular support.  相似文献

This article challenges the widely held belief that that the United States ‘won the war but lost the peace’ following the war with Iraq in 1991. Fears of a resurgent Iraq grew throughout the decade, despite abundant evidence that Iraq was becoming desperately weak and was no longer a threat to regional security. In fact, the United States won the war as well as the peace by any meaningful definition of the term. The article also discusses the reasons why US policymakers and observers convinced themselves that they had lost. The final section considers implications for strategy and policy in wars of limited objectives.  相似文献

The revival of nuclear strategy in US policy and scholarship has been strengthened by arguments that the ‘nuclear revolution’ – the assumption that thermonuclear bombs and missiles had made major war too dangerous to wage – does not affect international behaviour as much as nuclear revolution advocates claim. This article shows that the Soviet leader Nikita Khrushchev indeed regarded nuclear war as too dangerous to wage, a decision which manifested itself not so much in foreign policy or military doctrine but in his determination to avoid war when the possibility arose. We argue that Khrushchev’s experience provides us with a more useful way to characterise the nuclear revolution and suggest some implications of this argument for contemporary debates about nuclear weaponry.  相似文献

This article identifies a consistent approach to stability across a wide range of conflict situations at the heart of Thomas Schelling's strategic theory. It finds that there are two main aspects of this ‘general’ concept of stability. The first is the ability to strike a bargain at a mutually acceptable resting place as seen in the Korean War stalemate. The second is the ability to maintain a strategic bargain over the long term as in the stability of the balance of terror. This article finds that crucial assumptions which underpin Schelling's general concept, such as the existence of restraints on the degree of competition and the idea that nuclear weapons assist the bargaining process, hold up better in some cases than in others. Stability consequently seems more possible in a conventional conflict or crisis when nuclear weapons are a background influence than in a war where the nuclear threshold has already been crossed.  相似文献
