针对当前虚拟士兵感知行为模型的缺陷,介绍有限理性理论和基于有限理性虚拟士兵的概念,分析了加入有限理性理论的虚拟士兵的特点,提出了基于有限理性虚拟士兵的感知行为模型。该模型包括有限视觉模型、有限听觉模型和有限记忆模型,基于该感知模型的虚拟士兵在感知、决策和运动能力方面与类似真实士兵具有较高的一致性。这对虚拟士兵的感知行为建模研究具有一定的探索意义。  相似文献

The paper reveals how Zimbabwean soldiers who fought in the Democratic Republic of the Congo (1998–2002) were challenged by the terrain of war. While soldiers are trained to live and fight in dreadful wars, I argue that immersing oneself in the war terrain is neither mathematical nor calculative; rather, war tactics to be employed are defined by the context in which soldiers operate in. When soldiers reflect on and about the war, they unconsciously produce accounts that are often not completely heroic, but a life lived in fear as well an issue that they had never anticipated when they set out to war. A main finding of this study is that while these soldiers were deployed to fight against the rebels, they find difficulties in locating physical features from map reading to the ground, distinguishing the enemy from civilian people and deployed for days without eating a proper meal as well as seeing their fellow soldiers dying in the context of war. The paper provides a vantage point in which we can also understand that trained soldiers do not exert total power over war terrains, they are sometimes challenged by the war situation itself.  相似文献

Recruiting more women into peacekeeping operations due to the perceived unique contributions they are said to make to missions has been widely advocated by the United Nations (UN) and other agencies as a means to overcome the unintended consequents of deployments – mainly the ongoing reports of sexual abuse of locals by male soldiers. However, taking into account the broader gender debates surrounding women’s contributions to peacekeeping, and by considering the experiences of women in the South African National Defence Force (SANDF), this study reveals the challenges women face in realising these widely advocated contributions. These challenges include the current recruiting processes, the self-perception of female soldiers, the deeply patriarchal ideologies within South African society, and the hyper-masculine culture which overwhelms the military. The study concludes that, for women to be properly utilised, a reassessment of recruitment processes in the SANDF is necessary, gender training should be prioritised, and an androgynous soldier identity should be advocated.  相似文献

Jeff McMahan’s much-discussed work Killing in War is an important part of the revisionist school of just war studies. This paper avoids discussion of McMahan’s use of human rights and examines the practical consequences of his argument about duress on soldiers to fight an unjust war. These arguments are found to be wanting and to be impractical ones that do not fit battlefield realities. The importance of the Law of Armed Conflict and the legal equality of combatants that is part of it is emphasised and accepted as the most practical way of regulating battlefield behaviour and saving lives. It is concluded that attempts to tell soldiers what to do when they may be fighting an unjust war add to their burdens and are misplaced.  相似文献

This paper discusses soldiers’ moral responsibility in today’s complex conflicts. The point of departure is the increased focus on soldiers as moral decision-makers in war, illustrated by the introduction of core values in the Norwegian Armed Forces. Responsibility is one of these core values, but it is not clear exactly how we should understand responsibility. I use a case where a group of Norwegian soldiers in the International Security Assistance Force (ISAF) sought the cooperation of a group of mujahedeen to solve the military mission of establishing security. As confidence between the parties grew, the soldiers became horrified witnesses to a practice of bacha bazi, where a young boy is dressed up for entertainment and sexual abuse. This situation gives reason to question the limits of role responsibility, the status of soldiers’ legitimacy, and the challenges of making morally sound judgments in a multicultural context. The discussion demonstrates that, even if there are restrictions on the soldiers’ freedom to act, a responsibility reaching beyond or extending their role should be recognized as part of the moral reality of modern soldiers.  相似文献

ABSTRACT

In his seminal study of the changing nature of warfare between Agincourt and the Somme, military historian John Keegan proposed that future historians might consider combatants’ emotions in their assessments of the impact and nature of conflict. Recent years have witnessed the emergence of the history of emotions as an analytical approach, but rarely, if ever, is this directed toward the study of military history, far less the history of insurgencies and counter-insurgencies. This paper examines America’s civil war (1861–1865) as a case study of the ways in which an emotional history approach might illuminate not the physical experiences of but rather the immediate and longer-term reactions to counter-insurgency conflict through a focus on one specific individual, the future Supreme Court Justice Oliver Wendell Holmes, Jr. It proposes that Holmes, whilst not a man of the ranks, nevertheless can reveal the wider ramifications of civil war and its emotional impact, both individually and culturally. As a relatively limited internecine war, one not fought by professional armies but by volunteer forces, America’s civil war highlights the ways in which the soldier’s response points us toward the kind of emotional revolution that has, to date, mainly been located within the European nations.  相似文献

Case summary, by James Cook (Case Study Editor):

In the final issue of the 2015 volume of the Journal of Military Ethics, we published a case study entitled “Coining an Ethical Dilemma: The Impunity of Afghanistan’s Indigenous Security Forces”, written by Paul Lushenko. The study detailed two extra-judicial killings (EJKs) by Afghan National Police (ANP) personnel in an area stabilized and overseen by a US-led Combined Task Force (CTF). To deter further EJKs following the first incident, the CTF’s commander reported the incidents up his chain of command and used the limited tools at his disposal to influence local indigenous officials directly. Apparently, the ANP unit took no notice. In his commentary on the case study, Paul Robinson considered moral compromise in war more generally. Coalition troops in Afghanistan, for instance, have encountered not just EJKs but also sexual abuse of minors, killing of non-combatants, kidnapping, torture, and widespread corruption. What should the soldier on the ground do if indigenous personnel violate Laws of Armed Conflict (LOAC) with impunity? Refusing to serve will not right or prevent moral wrongs, while staying on to fight the good but futile fight will mire the soldier in moral compromise. “?… [S]oldiers faced with this dilemma have no good options. The systemic failings surrounding them mean that it is probable that nothing they do will help”. In a concluding note, I suggested that while an individual soldier may indeed have no good options, as Paul Robinson suggests, that soldier’s military and nation at large are obliged to do what they can. At least, they must keep to the moral high ground so as not to give indigenous security forces an excuse to misbehave, and determine the nature of crimes such as EJKs: are they outlaw acts or in fact endorsed by the indigenous culture and perhaps even government? Airpower, drones and cyber-weapons are employed by states in conjunction with local armed non-state actors in an effort to coercively intervene in the crises of the twenty-first century. While the externalization of the burden of warfare is a return to pre-modern war, it is the change in the underlying socio-political relations between the state and its military agent that is a novel phenomenon in surrogate warfare. This article demonstrates that in a post-Westphalian era characterized by non-state violence, globalized conflicts, a prioritization of risk management in a mediatized environment, the state has to explore new ways to remain relevant as the primary communal security provider. Thereby, the organization of violence has departed from the employment of the state’s soldier as the primary bearer of the burden of warfare to a mode of war where technological and human surrogates enable the state to manage the risks of post-modern conflict remotely. In this article, we conceptually explore surrogate warfare as a socio-political phenomenon within the context of globalized, privatized, securitized and mediatized war.  相似文献

Central to the mainstream Sikh identity is the concept of ethically-justified force, used as a last resort. There is no place for absolute pacifism in this conception of ethical living. Fighters and martyrs occupy an important place in the Khalsa narrative, and Sikhs are constantly reminded of the sacrifices and heroism of their co-religionists of the past. This article explores how the Sikh warrior identity is manifested in the contemporary world. It examines the Sikhs who, in the 1980s and 1990s, were involved on both sides of the Punjab crisis: those militants who fought for a Sikh homeland (“Khalistan”) and those Sikhs in the Indian army who suppressed the insurgency. The article also looks beyond the militants and soldiers to Sikhs employed in modern security-related professions, the broader issue of Sikh symbols relating to the use of force, and violence within the Sikh diaspora. An examination of the Sikhs in various parts of the world reveals additional uses and consequences of ideology, whether in enlistment in the armed forces of the states in which they live, or in the support of the militancy in India, particularly in the 1980s. The conclusion is that the modern Sikh warrior is a nuanced actor behaving in various ways, some overt and some subtle: the warrior is willing to physically fight those perceived to be tyrannous, but most initiatives have shifted to pursuing justice through non-violent means, such as legal struggles for civil rights. Although armed Sikh militancy against the Indian government is in the past, there are strong residual resentments still requiring redress. All of this is of great relevance to understanding the ethics of armed force within modern Sikhism.  相似文献

The role of war in processes of state-making has long been hotly disputed. Although generally considered an African ‘success story’, the case of Somaliland, whose unilateral declaration of independence was embedded in violent conflict, may be instructive. Applying the conceptual prism of ‘rule standardization’, this article argues that episodes of large-scale violence were constitutive of Somaliland’s state-making trajectory. Based on theoretical reasoning and empirical findings, the article concludes that, while collective political violence is neither an angel of order nor a daemon of decay, war can be constitutive of state-making under the condition that it advances institutional and identity standardization.  相似文献

The jus ad bellum criterion of right intention (CRI) is a central guiding principle of just war theory. It asserts that a country’s resort to war is just only if that country resorts to war for the right reasons. However, there is significant confusion, and little consensus, about how to specify the CRI. We seek to clear up this confusion by evaluating several distinct ways of understanding the criterion. On one understanding, a state’s resort to war is just only if it plans to adhere to the principles of just war while achieving its just cause. We argue that the first understanding makes the CRI superfluous, because it can be subsumed under the probability of success criterion. On a second understanding, a resort to war is just only if a state’s motives, which explain its resort to war, are of the right kind. We argue that this second understanding of the CRI makes it a significant further obstacle to justifying war. However, this second understanding faces a possible infinite regress problem, which, left unresolved, leaves us without a plausible interpretation of the CRI. This constitutes a significant and novel reason for leaving the CRI out of the international law of armed conflict (LOAC).  相似文献

This paper examines the ways in which the military infringes on the social and political rights of soldiers who joined the Zimbabwe National Army in post-independence Zimbabwe. Contrary to the scholarly and policy debates that present Zimbabwean soldiers as the silent prop behind President Robert Mugabe and the perpetrators of political violence, this paper argues that these soldiers have also been victimised in army barracks. The victimhood of soldiers has been explicit in the ways in which they are forced to execute their duties beyond their professional expectations. In substantiating this argument, the paper explores the unethical military training and the ways in which soldiers are disciplined and punished through Chapter 11:02 of the draconian Defence Act. The paper’s contribution stems from a ‘rights’ perspective that emphasises the right to freedom, justice and protection, which is usually quite silent in the military. But the question is how can soldiers’ concerns be translated into new practices without compromising so-called ‘state security’?  相似文献

Nuclear optimists and pessimists disagree on whether the odds of nuclear war are low or high. This viewpoint assesses the odds of nuclear war over the past sixty-six years, exploring three pathways to nuclear war: an international crisis leading directly to nuclear war, an accident or misperception leading to nuclear escalation or nuclear retaliation against an imaginary attack, and a general conventional war leading to nuclear war. The assessment is based on the application of Bayes's theorem and other statistical reasoning and finds that the expected probability of nuclear war during this historical period was greater than 50 percent. This level of risk is unacceptably high. It is therefore urgent that effective measures be taken to substantially reduce the risk of nuclear war.  相似文献

The Australian Army has adopted “respect” as a new addition to the existing trio of values, “courage, initiative and teamwork.” This article explores what respect may mean as an army value. The significance of respect surrounding two incidents involving Australian Defence Force personnel while on duty in Afghanistan is considered. The first is the so-called “green on blue” attack by an Afghan National Army soldier killing three Australian soldiers on 29 August 2012. The second concerns allegations of mutilation of suspected Afghan insurgents’ corpses by soldiers attached to an Australian Special Forces Unit on 28 April 2013. The incidents have resulted in internal military investigations: in the second incident, with a view to possible prosecution for breach of the law of armed conflict and related disciplinary offences; and in the case of the green on blue attack, leading to a civilian coronial inquest. This article discusses the training and modelling of behaviour required to instil such a value as respect.  相似文献
