ABSTRACT

Narratives about Brazil's nuclear program are distorted by supporters and critics alike. In Brazil, the national nuclear infrastructure is undergoing a period of expansion, with plans to build new nuclear power plants and industrial-scale fuel production facilities. While Brazil's leaders herald the nuclear sector as a triumph for indigenous science and technology, foreigners view the nuclear program as a dangerous legacy of the military regime. This discrepancy becomes even more apparent in discussions about the ongoing construction of Brazil's first nuclear powered submarine. Brazil's military touts the submarine as a symbol of political status, economic growth, and military might. But from abroad, the military's involvement in nuclear development is considered unnecessary, worrisome, and even irresponsible. These narratives—often incomplete or selective—have polarized discussions about Brazil's nuclear submarine program and caused considerable political antagonism during safeguards negotiations. This article works to dispel myths, highlight legitimate concerns, and explain historical perspectives that shed light on some difficulties that can be anticipated in future negotiations.  相似文献

Stochastic dynamic programming models are attractive for multireservoir control problems because they allow non‐linear features to be incorporated and changes in hydrological conditions to be modeled as Markov processes. However, with the exception of the simplest cases, these models are computationally intractable because of the high dimension of the state and action spaces involved. This paper proposes a new method of determining an operating policy for a multireservoir control problem that uses stochastic dynamic programming, but is practical for systems with many reservoirs. Decomposition is first used to reduce the problem to a number of independent subproblems. Each subproblem is formulated as a low‐dimensional stochastic dynamic program and solved to determine the operating policy for one of the reservoirs in the system. © 2006 Wiley Periodicals, Inc. The paper considers the economic lot scheduling problem (ELSP) where production facility is assumed to deteriorate, owing to aging, with an increasing failure rate. The time to shift from an “in‐control” state to an “out‐of‐control” state is assumed to be normally distributed. The system is scheduled to be inspected at the end of each production lot. If the process is found to be in an “out‐of‐control” state, then corrective maintenance is performed to restore it to an “in‐control” state before the start of the next production run. Otherwise, preventive maintenance is carried out to enhance system reliability. The ELSP is formulated under the capacity constraint taking into account the quality related cost due to possible production of non‐conforming items, process inspection, and maintenance costs. Consider the problem of scheduling two products on a single machine or through two machines in series when demand is constant and there is a changeover cost between runs of different products on the same machine. As well as setting batch sizes, it is assumed that the production scheduler can choose the production rate for each product, provided an upper bound is not exceeded. This is equivalent to permitting distributed inserted idle time over the production run. It is shown that characteristic of the optimum schedule is that there is no idle time concentrated between runs; it is all distributed over the run. If the inventory charge is based on average inventory then one product is always produced at maximum rate on the bottleneck stage; however, if there is an inventory constraint based on maximum inventory then in the single-stage case it can occur that neither product is produced at maximum rate.  相似文献

The focus of this research is on self-contained missions requiring round-trip vehicle travel from a common origin. For a single vehicle the maximal distance that can be reached without refueling is defined as its operational range. Operational range is a function of a vehicle's fuel capacity and fuel consumption characteristics. In order to increase a vehicle's range beyond its operational range replenishment from a secondary fuel source is necessary. In this article, the problem of maximizing the range of any single vehicle from a fleet of n vehicles is investigated. This is done for four types of fleet configurations: (1) identical vehicles, (2) vehicles with identical fuel consumption rates but different fuel capacities, (3) vehicles which have the same fuel capacity but different fuel consumption rates, and (4) vehicles with both different fuel capacities and different consumption rates. For each of the first three configurations the optimal refueling policy that provides the maximal range is determined for a sequential refueling chain strategy. In such a strategy the last vehicle to be refueled is the next vehicle to transfer its fuel. Several mathematical programming formulations are given and their solutions determined in closed form. One of the major conclusions is that for an identical fleet the range of the farthest vehicle can be increased by at most 50% more than the operational range of a single vehicle. Moreover, this limit is reached very quickly with small values of n. The performance of the identical fleet configuration is further investigated for a refueling strategy involving a multiple-transfer refueling chain, stochastic vehicle failures, finite refueling times, and prepositioned fleets. No simple refueling ordering rules were found for the most general case (configuration 4). In addition, the case of vehicles with different fuel capacities is investigated under a budget constraint. The analysis provides several benchmarks or bounds for which more realistic structures may be compared. Some of the more complex structures left for future study are described.  相似文献

This article uses a sequential mixed method approach to examine the origins and persistence of paramilitaries and state-sponsored militias in the developing world. Combining comparative case studies of Southeast Asia and the Middle East with statistical analysis, it shows that revolutionary decolonization produces more decentralized and localized force structures, while direct inheritance of colonial armies leads to more conventional force structures. Subsequently, the level of competition within the regional system influences whether a state can persist in the use of paramilitaries or must transition to a more centralized, conventional force.  相似文献

Through unprecedented access to archival documents, the author places Soviet Premier Joseph Stalin's decisions regarding the navy in the context of a national economy in ruins, bureaucratic infighting, and Stalin's own unique understanding of geopolitics and naval strategy. These documents illustrate the decidedly defensive character of Stalin's maritime conception, as it reveals the Kremlin leader's strong disposition against attempts to ‘mimic the Americans’ and pursue an ocean-going fleet. The author also discusses Stalin's lessons from the Korean War and the impact of these lessons on the subsequent development of the Soviet fleet. Finally, this study offers insights for students of asymmetric warfare, as it explores the challenges and dilemmas that confront relatively limited powers within intense rivalries.  相似文献
