This article analyzes the public side of the NH90 network consisting of four participating countries (Germany, France, Italy, and the Netherlands) and their industrial partners. Comparable to observations in earlier international projects in the defense sector, the development and production of the NH90 defense helicopter did not match original plans and costs estimates. On the basis of four mechanisms that were intended to facilitate the cooperation between the partnering countries (the General Memorandum of Understanding; coalition formation; the role of the central agency; and the process of vertical escalation) the question is posed whether or not there was a true alignment of national interests and “logics.” The lack of standardization, as well as program delays and issues concerning the division of the work-share, lead to the emerging alignment being characterized as “quasi-alignment” at best.  相似文献

The importance of domestic factors in explaining the foreign-policy process can, today, not be overlooked. It has been suggested that four sets of variables play an important role in determining the chances for domestic groups to exercise influence on this process: external autonomy, internal (domestic) consensus, the availability of time and the presence or absence of conditions of influence such as legitimacy, resources and access. From a series of case studies on foreign policymaking in the Netherlands two were selected for this article: the introduction of the neutron warheads and the deployment of cruise missiles. Both were very controversial in the Netherlands. They show that under favourable conditions, i.e. divisions within the ruling Christian Democratic Party, committed and well-organized domestic groups which are capable of keeping public opinion mobilized over time can have an important and even decisive influence on the outcome of the making of defence and foreign policy. Domestic conditions being what they are, the making of defense policy in the Netherlands is bound to remain a delicate balancing act for any Dutch government.  相似文献

Ethics training has become a common phenomenon in the training of military professionals at all levels. However, the perceived outcomes of this training remain open. In this article, we analyze the experiences of course participants who were interviewed 6–12 months after they had participated in a train-the-trainer course in military ethics developed by the Faculty of Military Sciences of the Netherlands Defence Academy. Through qualitative inductive analysis, it is shown how participants evaluate the training, how they perceive the development of their moral competence, and how they see the impact of the training on their own training practice.  相似文献

One of the achievements of scheduling theory is its contribution to practical applications in industrial settings. In particular, taking finiteness of the available production capacity explicitly into account, has been a major improvement of standard practice. Availability of raw materials, however, which is another important constraint in practice, has been largely disregarded in scheduling theory. This paper considers basic models for scheduling problems in contemporary manufacturing settings where raw material availability is of critical importance. We explore single scheduling machine problems, mostly with unit or all equal processing times, and Lmax and Cmax objectives. To reduce the time-to-market of newly developed systems, manufacturers increasingly adopt strategies where systems are brought to market while system field reliability is still uncertain. These systems are typically sold under performance-based contracts, which incentivizes potential customers to invest in them despite reliability uncertainty. Such contracts make the manufacturer (partly) responsible for the availability of the system. Subsequently, when field reliability is lower than anticipated, the manufacturer may choose to redesign the system to avoid high contract penalties. Redesign is a costly effort which may substantially increase field reliability. Deciding when to redesign is challenging, especially because the initial failure rate estimate by the system's engineers is refined over time as failure data accrues. We propose a model that endogenizes the failure rate updating to analyze this tactical redesign decision. We study additive and multiplicative redesigns and show that the optimal policy has a control limit structure. We benchmark our optimal policy against a static counterpart numerically, and conclude that basing redesign decisions on the updated estimate of the failure rate can substantially reduce costs.  相似文献

We consider an integrated usage and maintenance optimization problem for a k‐out‐of‐n system pertaining to a moving asset. The k‐out‐of‐n systems are commonly utilized in practice to increase availability, where n denotes the total number of parallel and identical units and k the number of units required to be active for a functional system. Moving assets such as aircraft, ships, and submarines are subject to different operating modes. Operating modes can dictate not only the number of system units that are needed to be active, but also where the moving asset physically is, and under which environmental conditions it operates. We use the intrinsic age concept to model the degradation process. The intrinsic age is analogous to an intrinsic clock which ticks on a different pace in different operating modes. In our problem setting, the number of active units, degradation rates of active and standby units, maintenance costs, and type of economic dependencies are functions of operating modes. In each operating mode, the decision maker should decide on the set of units to activate (usage decision) and the set of units to maintain (maintenance decision). Since the degradation rate differs for active and standby units, the units to be maintained depend on the units that have been activated, and vice versa. In order to minimize maintenance costs, usage and maintenance decisions should be jointly optimized. We formulate this problem as a Markov decision process and provide some structural properties of the optimal policy. Moreover, we assess the performance of usage policies that are commonly implemented for maritime systems. We show that the cost increase resulting from these policies is up to 27% for realistic settings. The performance of a laser weapon system based on coherent beam combining (CBC) depends on its propagation properties in the atmosphere. In this study, an analytical model based on partial coherent beam combining (PCBC) for assumed coherence coefficients between beams in a CBC lattice was developed. The Kolmogorov model of atmospheric turbulence and the Hufnagel-Valley model of Cn2 dependence on atmospheric parameters were implemented. Novel simplified metrics were proposed to assess the CBC performance. Several beam profiles (super-Gaussian, truncated Gaussian, etc.) and ge-ometries were analyzed in terms of maximal intensity in the far field. An approximate formula for PCBC efficiency dependent on the Fried radius was proposed. The results of CBC modeling were compared to those of the Gaussian beam propagation model in a turbulent atmosphere. The dependence of CBC performance on the Cn2 parameter, range, and elevation angle was analyzed. It could be concluded that the application of CBC for medium and long range propagation is impractical without an effective adaptive optics system.  相似文献

Since 2000, international organisations such as the UN, NATO and the EU, but also countries, have started to apply what has been called the comprehensive approach to crisis management. This article unpacks this comprehensive approach implemented by the Dutch in Uruzgan province, Afghanistan. It first borrows and expands a conceptual framework developed by De Coning and Friis. Subsequently, it maps the different sorts of coherence in the mission by applying the framework. It shows how in practice there was not one single comprehensive approach, but many different forms of interaction between a number of organisational units. Each interaction had its own distinct issues and its own level of coherence. The level of coherence differed depending on the level at which the interaction took place – strategic at headquarters level versus operational at field level – and at what point in the mission it happened – in most cases it moved towards more cohesion.  相似文献
