AbstractThe Military Compensation and Retirement Modernization Commission was established by the Congress in 2013 to perform a systematic review of military compensation to address rising costs and other trends. Their recommendation for reforming the TRICARE health care program was sweeping, and differed greatly from earlier proposals that focused on increasing beneficiary cost shares. Specifically, the commission proposed overhauling the current benefit delivery model and replacing it with a premium-based insurance model offering a menu of DoD-sponsored private health plans. The analysis presented here is based on work that supported the commission by estimating the budgetary impact of its proposed reforms. Results indicate that movement towards the premium-based model would produce an annual budgetary cost savings in the $2 billion to $4 billion range, with a best savings estimate of $3.2 billion. 相似文献

This paper presents a model for choosing a minimum-cost mix of strategic defenses to assure that specified production capacities for several economic sectors survive after a nuclear attack. The defender selects a mix of strategic defenses for each of several geographic regions. The attacker chooses an allocation of attacking weapons to geographic regions, within specified weapon inventories. The attack is optimized against any economic sector. This formulation allows the defense planner the capability to assess the results of the optimal defense structure for a “worst case” attack. Johnson [2] in 1954 solved the two machine flow shop problem by giving an argument for a sufficient condition of optimality and by stating an efficient algorithm which produces a solution via satisfaction of the sufficient condition. Moreover, Johnson solved two special cases of the corresponding three machine flow shop problem. Since that time, six other special cases have been solved, two contributed by Arthanari and Mukhopadhyay [1], two by Smith, Panwalkar, and Dudek [3], and two of a different nature by Szwarc [5]. We consider a single-machine scheduling model in which the job processing times are controllable variables with linear costs. The objective is to minimize the sum of the cost incurred in compressing job processing times and the cost associated with the number of late jobs. The problem is shown to be NP-hard even when the due dates of all jobs are identical. We present a dynamic programming solution algorithm and a fully polynomial approximation scheme for the problem. Several efficient heuristics are proposed for solving the problem. We measure the effectiveness of a repairable system by the proportion of time the system is on, where on-time and off-times are assumed independent and both gamma-distributed. This measure is helpful for system planning and control in the short term, before the steady-state is reached, and its mean value is intermediary between instantaneous and steady-state availabilities. This article considers batch scheduling with centralized and decentralized decisions. The context of our study is concurrent open shop scheduling where the jobs are to be processed on a set of independent dedicated machines, which process designated operations of the jobs in batches. The batching policy across the machines can be centralized or decentralized. We study such scheduling problems with the objectives of minimizing the maximum lateness, weighted number of tardy jobs, and total weighted completion time, when the job sequence is determined in advance. This article deals with investigating the effect of cut-outs on the natural frequencies of magneto-electro-elastic (MEE) plates incorporating finite element methods based on higher order shear deformation theory (HSDT). In order to consider the influence of cut-out, the energy of the cut-out domain is sub-tracted from the total energy of the entire plate. The governing equations of motions are derived through incorporating Hamilton's principle and the solution is obtained using condensation technique. The proposed numerical formulation is verified with the results of previously published literature as well as the numerical software. In addition, this research focuses on evaluating the effect of geometrical skewness and boundary conditions on the frequency response.
