Bayes adaptive control policies are developed in the present paper for the special case of a one-station lower echelon: a Poisson distribution of demand, whose mean is assumed to have a prior gamma distribution. The cost structure is of a common type. The ordering policy for the upper echelon, which minimizes expected cost, is replaced by a new type of policy, called Bayes prediction policy. This policy does not require tedious computations, of the sort required by dynamic programming solutions. The characteristics of the policies are studied by Monte Carlo simulation, and supplemented by further theoretical development.  相似文献

Abstract

The Military Compensation and Retirement Modernization Commission was established by the Congress in 2013 to perform a systematic review of military compensation to address rising costs and other trends. Their recommendation for reforming the TRICARE health care program was sweeping, and differed greatly from earlier proposals that focused on increasing beneficiary cost shares. Specifically, the commission proposed overhauling the current benefit delivery model and replacing it with a premium-based insurance model offering a menu of DoD-sponsored private health plans. The analysis presented here is based on work that supported the commission by estimating the budgetary impact of its proposed reforms. Results indicate that movement towards the premium-based model would produce an annual budgetary cost savings in the $2 billion to $4 billion range, with a best savings estimate of $3.2 billion.  相似文献

Johnson [2] in 1954 solved the two machine flow shop problem by giving an argument for a sufficient condition of optimality and by stating an efficient algorithm which produces a solution via satisfaction of the sufficient condition. Moreover, Johnson solved two special cases of the corresponding three machine flow shop problem. Since that time, six other special cases have been solved, two contributed by Arthanari and Mukhopadhyay [1], two by Smith, Panwalkar, and Dudek [3], and two of a different nature by Szwarc [5]. This paper contributes an extension to one of the classes described by Szwarc.  相似文献

The present paper extends the results of [7] to cases of multistation lower echelon. For this purpose an algorithm for the optimal allocation of the upper echelon stock among the lower echelon stations is developed. The policy of ordering for the upper echelon is an extension of the Bayes prediction policy developed in [7]. Explicit formulae are presented for the execution of this policy. Several simulation runs are presented and analyzed for the purpose of obtaining information on the behavior of the system, under the above control policy, over short and long periods.  相似文献

A result of Smith previously published in this journal [3], on the use of secondary criteria in scheduling problems, is shown to be incorrect and a counter example is presented. Heck and Roberts [2] suggested that their paper would be extended in the same way Smith's algorithm was. A new algorithm is given that converges to a local optimum for both problems.  相似文献

This paper presents an efficient algorithm for scheduling a single-category work force on 4-day or 3-day work weeks. Employees work 4 or 3 days each week, have A out of every B weekends off, and work no more than 5 consecutive days in a work stretch on 4-day work weeks and no more than 4 days in a work stretch on 3-day work weeks. Such conditions often prevail in 7-day-a-week organizations such as hospitals, manufacturing plants, and retail stores. We determine the minimum number of workers required to satisfy the scheduling constraints under any pattern of daily requirements. Then we present the algorithm for assigning days off for each worker, thereby determining the work schedules. A functional conceptualisation of morale is proposed, which focuses its meaning on motivation and the willingness to act rather than mood and group dynamics. Morale, it is argued, emerges from the subtle interrelationships of the many factors known to affect military means. It can be assessed both qualitatively and quantitatively, allowing the interaction between morale and policy to be explored in a manner that facilitates insight into the strategic process. A case study from the North African campaign of World War II is presented to explore in detail the relationship between morale and the art of war – strategy.  相似文献

ABSTRACT

This article analyses findings from an original survey of 187 private military contractors on their incentives for working in the industry. Perceptions of contractors as “greedy, ruthless, and unscrupulous mercenaries” shape both public and military opinions of outsourcing and may impact U.S. military effectiveness, civil–military relations, and contractor identity. We find that contractors are motivated by a range of factors and that their financial experiences are not clearly more positive than that of state military troops. We recommend broad education of military and defense officials and the public in the U.S. and other relevant nations, regarding the true incentives of modern-day, Western contractors, in an effort to dispel misperceptions, increase effective utilisation of contractors, and beneficially shape PMC-military coordination. DoD may consider integrating such training into its current efforts to improve outsourcing, including its Joint OCS Planning and Execution Course, pre-deployment fora, and curricula of advanced military studies schools.  相似文献
