The Odyssey of the Comprehensive Nuclear-Test-Ban Treaty

This study examines the failures of the William J. Clinton and Barack Obama administrations to secure ratification of the Comprehensive Nuclear-Test-Ban Treaty (CTBT). It applies an integrated analytical framework for assessing treaty ratification that builds upon previous research in order to understand why the Clinton administration failed to achieve CTBT ratification in 1999 and why the Obama administration has so far failed to advance the treaty in the Senate. The study concludes that CTBT ratification, despite Obama administration pledges of support, remains highly unlikely. Finally, the study analyzes the common domestic political factors present in both cases and suggests areas for further research.     

Cover for Thor: Divine Deception Planning for Cold War Missiles

In the late 1950s, as intercontinental ballistic missiles (ICBMs) replaced bombers, the development of Soviet ICBMs prompted fears of strategic vulnerability in the West. The Eisenhower administration's decision to deploy Intermediate Range Ballistic Missiles (IRBMs) on the territory of NATO allies sought to redress the perceived vulnerability until American ICBMs were ready. British deception planners considered how to enhance the threat posed by the IRBMs. An outline plan codenamed ‘Celestial’ was intended to persuade the Soviets that the otherwise vulnerable missiles could not be readily neutralised. This article explores this deception and how such planning also sought to convey accurate information alongside disinformation. It also suggests that deception planners appear to have given little heed to the potentially counterproductive consequences of such an operation.     

Polaris,East of Suez: British Plans for a Nuclear Force in the Indo-Pacific, 1964–1968

This article investigates the little-known plans formulated by Harold Wilson's Labour government to deploy Polaris submarines in the Indo-Pacific region. The scheme was first proposed in 1965 as a response to several problems faced by British policy-makers, including China's acquisition of a nuclear capability, Britain's wish to maintain a meaningful position ‘East of Suez’ at reduced cost, and German pressure for equal treatment within NATO on nuclear matters. Despite extensive high-level discussion, the plans were finally abandoned in mid-1968, as Labour moved more decisively to forsake the world role.

Rent seeking and defence expenditure

A plethora of arguments from the ‘public choice school’ suggest that public goods are ‘under‐supplied’ by comparison with public sector provision of more private goods. The implication is that rent seeking by the ‘military‐industrial complex’ serves, in some measure, to offset potential allocative inefficiency. In this paper a comparison of rent seeking by producers of public goods and producers of private goods identifies a bias that favours public good supply. The bias results from the different way in which collective demand for public goods and for private goods is expressed. The prospect of larger rents to the ‘military‐industrial complex’ implies greater rent‐seeking expenditures in this sector. The extent to which public goods (and, in particular, defence) are ‘under supplied’ is much exaggerated.     

Increased Chinese and American defence involvement in Africa

There is often a perception put forth of a fight for supremacy between China and the USA. This is often the case when discussing the continent of Africa. Both countries have recently increased their involvement in Africa for a variety of reasons. In 2011, China surpassed the USA as Africa's largest trading partner, with Africa predicted to be Beijing's largest trading partner by 2017. As expected, their bilateral and multilateral defence cooperation with strategic countries and organisations has matured and expanded along with it. Washington's own economic interests, al-Qa'ida and threats to maritime security are some of the crucial elements behind the US's presence on the continent. This article analyses both the USA and China's rising defence involvement in Africa. It compares and contrasts their similarities and differences, and argues that cooperation in certain areas can prove beneficial for all parties involved.
