We consider the shortest path interdiction problem involving two agents, a leader and a follower, playing a Stackelberg game. The leader seeks to maximize the follower's minimum costs by interdicting certain arcs, thus increasing the travel time of those arcs. The follower may improve the network after the interdiction by lowering the costs of some arcs, subject to a cardinality budget restriction on arc improvements. The leader and the follower are both aware of all problem data, with the exception that the leader is unaware of the follower's improvement budget. The effectiveness of an interdiction action is given by the length of a shortest path after arc costs are adjusted by both the interdiction and improvement. We propose a multiobjective optimization model for this problem, with each objective corresponding to a different possible improvement budget value. We provide mathematical optimization techniques to generate a complete set of strategies that are Pareto‐optimal. Additionally, for the special case of series‐parallel graphs, we provide a dynamic‐programming algorithm for generating all Pareto‐optimal solutions.  相似文献

Transfer pricing refers to the pricing of an intermediate product or service within a firm. This product or service is transferred between two divisions of the firm. Thus, transfer pricing is closely related to the allocation of profits in a supply chain. Motivated by the significant impact of transfer pricing methods for tax purposes on operational decisions and the corresponding profits of a supply chain, in this article, we study a decentralized supply chain of a multinational firm consisting of two divisions: a manufacturing division and a retail division. These two divisions are located in different countries under demand uncertainty. The retail division orders an intermediate product from the upstream manufacturing division and sets the retail price under random customer demand. The manufacturing division accepts or rejects the retail division's order. We specifically consider two commonly used transfer pricing methods for tax purposes: the cost‐plus method and the resale‐price method. We compare the supply chain profits under these two methods. Based on the newsvendor framework, our analysis shows that the cost‐plus method tends to allocate a higher percentage of profit to the retail division, whereas the resale‐price method tends to achieve a higher firm‐wide profit. However, as the variability of demand increases, our numerical study suggests that the firm‐wide and divisional profits tend to be higher under the cost‐plus method than they are under the resale‐price method. © 2013 Wiley Periodicals, Inc. This report sheds new light on the CIA and US Special Forces' covert campaign alongside Afghan Northern Alliance leader General Dostum's horse-mounted Uzbeks during 2001's Operation Enduring Freedom. In 2003 and 2005 the author traveled over the Hindu Kush Mountains to the plains of Northern Afghanistan and lived with the legendary Northern Alliance opposition leader General Dostum. His aim was to recreate Dostum's campaign alongside the CIA and Special Forces to seize the holy city of Mazar i Sharif from the Taliban in November 2001. Based on interviews with Dostum and his Uzbek commanders, this article recreates this proxy offensive that saw the Northern Alliance opposition break out of the mountains, seize this shrine town and bring the Taliban house of cards falling down in a matter of weeks. Up until now the indigenous Afghan Uzbeks, who played a crucial role as a ‘boots on the ground’ fighting force for Centcom, have been cast as a mere backdrop for American heroics. Now their side of the story and their links to the mysterious shrine of Mazar i Sharif are for the first time revealed.  相似文献

In this paper, new data from the south west of England are used to illustrate that defence dependent firms are likely to purchase more inputs locally than less defence‐dependent firms. The results confirm that the defence industry's supply chain has unusual characterises and that defence industrial restructuring is therefore, likely to produce different outcomes to previous rounds of manufacturing restructuring.  相似文献

Abstract

Military burden sharing has been a subject of repeated debates in NATO and the UN. Despite more modest goals, the European Union’s (EU) Common Security and Defense Policy (CSDP) has experienced no fewer difficulties in garnering men, money, and materiel. While this may not come as a surprise, the fact that some EU member states have carried disproportionate shares of the burden of CSDP operations is a puzzle that remains unaccounted for. We address this gap by analyzing determinants of contribution levels to CSDP operations. In employing an innovative multi-method design that combines insights from collection action theory with those from integrated theories of military burden sharing, our results indicate that EU countries tend to contribute in positive disproportion with their capabilities when they have a strong peacekeeping tradition and elections are distant. In contrast, they undercontribute when small trade volumes with the area of operations combine with a weak peacekeeping tradition.  相似文献

The Arab Spring, a pro-democracy uprising that has been sweeping through North Africa and the entire Arab world since 2010, has been described as a cataclysmic revolutionary wave that has left the overthrow of political regimes in its wake. Studies have comprehensively x-rayed the political and socio-economic circumstances that gave rise to the uprising. Apart from the impact of the uprising on political developments and democratic governance in the Arab world in particular and the world in general, the circumstances that resulted in the revolutions constitute empirical security implications for Nigeria. This is the focus of this article. Using the Ibrahim Index of African Governance (IIAG) and other selected indicators, this article draws a comparative analysis of the key factors that led to the uprisings in Egypt, Libya and Tunisia, pointing out areas of social and security tensions in Nigeria. Based on these findings, it points out the urgency of and imperative for security sector reforms in Nigeria.  相似文献

The Asia-Pacific is emerging as a critical region in the fight against the proliferation of weapons of mass destruction. The Proliferation Security Initiative (PSI) is an aggressive global strategy designed to interdict the transport of these weapons and associated technologies. However, some observers have suggested that the Asia-Pacific has given the PSI a less than enthusiastic reception. The authors posit a more sanguine view. They caution against taking such a holistic approach to the region. Asia does not speak with one voice when it comes to security, and opposition to the PSI is not as widespread nor deep-rooted as may have been anticipated. In addition, the PSI's informal structure encourages flexibility, enabling states to participate in certain activities while eschewing others that may be technically or politically untenable.  相似文献

There is often a perception put forth of a fight for supremacy between China and the USA. This is often the case when discussing the continent of Africa. Both countries have recently increased their involvement in Africa for a variety of reasons. In 2011, China surpassed the USA as Africa's largest trading partner, with Africa predicted to be Beijing's largest trading partner by 2017. As expected, their bilateral and multilateral defence cooperation with strategic countries and organisations has matured and expanded along with it. Washington's own economic interests, al-Qa'ida and threats to maritime security are some of the crucial elements behind the US's presence on the continent. This article analyses both the USA and China's rising defence involvement in Africa. It compares and contrasts their similarities and differences, and argues that cooperation in certain areas can prove beneficial for all parties involved.  相似文献
