Various application domains require the integration of distributed real-time or near-real-time systems with non-real-time systems.Smart cities,smart homes,ambient intelligent systems,or network-centric defense systems are among these application domains.Data Distribution Service(DDS)is a communi-cation mechanism based on Data-Centric Publish-Subscribe(DCPS)model.It is used for distributed systems with real-time operational constraints.Java Message Service(JMS)is a messaging standard for enterprise systems using Service Oriented Architecture(SOA)for non-real-time operations.JMS allows Java programs to exchange messages in a loosely coupled fashion.JMS also supports sending and receiving messages using a messaging queue and a publish-subscribe interface.In this article,we pro-pose an architecture enabling the automated integration of distributed real-time and non-real-time systems.We test our proposed architecture using a distributed Command,Control,Communications,Computers,and Intelligence(C4I)system.The system has DDS-based real-time Combat Management System components deployed to naval warships,and SOA-based non-real-time Command and Control components used at headquarters.The proposed solution enables the exchange of data between these two systems efficiently.We compare the proposed solution with a similar study.Our solution is superior in terms of automation support,ease of implementation,scalability,and performance. 相似文献

As Canada's military mission in Afghanistan winds down and the country faces several years of fiscal austerity, all of Canada's major political parties are agreed that Canadian defence budgets must stay level or be cut. This comes at a time when the defence department is slated to replace the Canadian Forces’ (CF) major equipment fleets. Canada's defence establishment thus faces some critical decisions. One option is to try to maintain its expeditionary capabilities across all three services: army, navy and air force. Absent substantial new infusions of funds, however, this approach is likely to lead to an overall and largely chaotic reduction of capabilities. Another option is to make some difficult choices as to which expeditionary capabilities to maintain as part of a strategic review of Canada's future military needs. Such an option would ensure that Canada has at least some military capacities which can reliably be devoted to the most demanding international operations, while maintaining those capabilities required for domestic duties and North American defence. Pursuing this option would accord with the new North Atlantic Treaty Organization Strategic Concept and the call for “Smart Defense” within the Alliance. This article assesses the arguments for and against the option of specialising Canada's future defence capabilities and explores scenarios as to what a future CF may look like. 相似文献

Both the increasing defense spending and the widening divergence between rich and poor countries are of great concerns. This paper attempts to explain the two concepts in a unify theory framework. In the view of conflict economics, a nation’s defense spending can be seen as the fighting commitment of distributive effort in the global economy while other is the productive effort. The development of global economy needs the productive efforts from almost every nation, and the distribution of the aggregate output is determined in large degree by the fighting commitment of each nation. The numerical simulation of the model gives a reasonable explanation of the patterns of the divergence/convergence of prosperity-poverty gap between nations, the fact which is evidenced by many empirical analyses. (1) Given the initial wealth ratio between nations fixed, there is a critical value of fighting decisiveness, when the actual value is larger than the critical value, it is more likely to result in Matthew effect; otherwise the gap would gradually be shortened. (2) Given the fighting decisiveness fixed, there is a critical value of initial wealth ratio, when the actual value is larger than the critical value, it is more likely to result in Matthew effect; otherwise, the gap would gradually be shortened. Hungary, a former communist state, adapted a Western-style defense planning system during the 1990s and 2000s. Although on the surface the elements of this planning system were similar to the planning programming budgeting system (PPBS) developed by the US Department of Defense, strategic guidance for defense planning has not been properly developed until recently. Thus, albeit PPBS-based defense plans were developed in the Hungarian Ministry of Defense (Hungarian MoD) regularly, they lacked both an expression of clear priorities and strategic focus. This article delineates the evolution of strategic guidance in the Hungarian MoD concentrating on current developments, and introduces the newly elaborated analytical concepts and tools, which helped to create needed strategic guidance in Hungary. 相似文献

‘Mowing the Grass’, Israel’s strategy in the twenty-first century against hostile non-state groups, reflects the assumption that Israel finds itself in a protracted intractable conflict. The use of force in such a conflict is not intended to attain impossible political goals, but a strategy of attrition designed primarily to debilitate the enemy capabilities. Only after showing much restraint in its military responses does Israel act forcefully to destroy the capabilities of its foes, hoping that occasional large-scale operations also have a temporary deterrent effect in order to create periods of quiet along its borders. The Israeli approach is substantively different from the current Western strategic thinking on dealing with non-state military challenges. 相似文献

This paper models the space race between the US and the Soviet Union during the Cold War using time series econometric modelling. The analysis shows that, post the Vietnam‐war era, military considerations play a key role in explaining the behaviour of US space expenditure. In particular, the US Department of Defense (DoD) Strategic Defense Initiative (SDI) of the early 1980s is shown to result in a changing structure of the space race. This is expected to continue in the future with the current anti‐ballistic missile (ABM) programme and the withdrawal of the US from the ABM treaty of on space militarization. 相似文献

This paper develops and implements a methodology for quantifying defense conversion in Russian manufacturing in the early 1990s. A two‐sector, three‐good model is employed to analyze the flows of resources from military to non‐military uses and applied to firm‐level survey data under alternative definitions of military production and the MIC. An aggregation framework is constructed to estimate the total quantity and change in Russian military production, the latter decomposed into intrafirm and intersectoral resource reallocation and overall industrial decline. Although there is evidence of substantial decline in military production, the data show little reallocation to productive civilian uses, neither within the MIC nor to other manufacturing sectors. 相似文献

This paper provides new evidence on the question of the effects of defense spending on aggregate output in the United States. Earlier studies of this basic issue relied on traditional econometric techniques and the neoclassical production function theory. In this paper, recently developed cointegration methodology and modeling that is inspired by new macroeconomic theory is employed. The results from earlier studies concerning the effects of defense spending are mixed. The findings presented in this paper reveal that there is a quantitatively important and positive relation between defense spending and aggregate output in the United States. 相似文献

There are conflicting views as to the relationship between a nation’s defense expenditure (DE) and its population’s income inequality (INEQ). DE, always an important part of government budget, can easily crowd out transfer payments, necessary to improve INEQ; however, these payments may also create a demand that may raise the income levels of the lower income earners. Consequently, the relationship between DE and INEQ is an important question. This paper examines the relationship between DE and INEQ in China for the period of 1989–2012. Utilizing basic cointegration and causality tests, our objective is to add to the literature by providing evidence that China’s DE, in fact, do have an impact on INEQ. 相似文献
