化工园区一直是大型和超大型火灾的高发地,而这些地方一旦发生火灾,很难在短时间内扑灭,这就需要灭火现场有充足的水源供灭火设备使用。在化工园区火灾案例分析基础上,对远程供水系统作了简要介绍,结合安徽八一化工厂案例,对远程供水系统在具体应用中水源选取、流量选择等内容进行了分析,并分析了输水过程中的水压损失,为远程供水系统在化工园区的选择和应用提供了理论帮助。  相似文献

Russia's 2006 renationalisation of its aerospace industry heralded a new era in industrial policy. Symbolising a return to the importance of securing sovereignty over the Federation's strategic assets, it also posits, powerfully, that sectors like aerospace and shipbuilding are too important to be left to the market. In what now appears a reversal of this policy approach, Moscow is promoting partial privatisation and encouraging partnership with Western aerospace companies. This article explores whether it makes sense for national governments to employ defence industrial policies – such as offsets and discriminatory procurement practices – to support their domestic defence industries. This question has so far primarily been discussed by economists, who have argued strongly against the use of defence industrial policies. This article maintains that these economists fail to address the often complex motivation behind the introduction of these policies. It illustrates these shortcomings by contrasting their arguments against a case study of Norway, which accounts for the country’s use of defence industrial polices from the early post-Second World War era up until today. The article concludes that, depending on their objectives, defence industrial policies can be seen as either a sound security strategy or an economic fallacy.  相似文献

This article aims to analyze the Brazilian Defense Policy in terms of its ability to reduce the gap between ends and means. Since 2003, the Brazilian defense policy has evolved along with Brazil’s increased role in the international system. Sustaining this process depends on institutional, economic, and operational conditions that are yet to be fully guaranteed. They require negotiations, reforms, and strategic perspective. By identifying specific challenges emerging from the national security institutional framework, the combat capability building process, the budgetary cycle, as well as from the defense industrial base, we sought to explain their rationale and to offer concrete policy pointers to overcome obstacles. As a general conclusion, the Brazilian defense policy was strengthened by the 2008 National Defense Strategy (END) due to its clearer strategic goals. Bridging the gap between those ends and the proper means is a continuous effort for any given country, but in the case of Brazil it has been addressed with firmer steps since the END, even in the face of harder economic and political conditions.  相似文献
