多输出模型确认中的混合矩指标

在不确定性条件下,同时考虑到多维输出之间的相关关系和单输出的均值,构建由多输出数学期望列阵和协方差矩阵组成的多输出模型确认局部混合矩指标和全局混合矩指标。其中局部混合矩指标包括绝对指标(LA-3M)和相对指标(LR-3M),它们适合单点位置的多输出局部模型确认;全局混合矩指标也包括绝对指标(GA-3M)和相对指标(GR-3M),它们适合多点位置的多输出全局模型确认。通过数字算例和工程算例,所提指标可行有效,能够方便地度量计算模型和物理实验之间的差异程度。     

面向AL的战略级仓库备件供应优化方法

针对维修备件供应保障费用较高、管理难度较大等问题,借助自主式保障(AL)理念设计了面向AL的维修备件调度与供应优化框架,提出面向AL的战略级仓库维修备件供应优化思路。在此基础上,为了解决战略级仓库备件供应路线规划不科学、弥补半定量经验方法不足的情况,建立了带混合时间窗的多供应地——多需求地维修备件供应路线优化模型,设计了求解模型的GA-SA混合算法。最后运用算例进行了说明。     

Responsibility in Complex Conflicts: An Afghan Case

This paper discusses soldiers’ moral responsibility in today’s complex conflicts. The point of departure is the increased focus on soldiers as moral decision-makers in war, illustrated by the introduction of core values in the Norwegian Armed Forces. Responsibility is one of these core values, but it is not clear exactly how we should understand responsibility. I use a case where a group of Norwegian soldiers in the International Security Assistance Force (ISAF) sought the cooperation of a group of mujahedeen to solve the military mission of establishing security. As confidence between the parties grew, the soldiers became horrified witnesses to a practice of bacha bazi, where a young boy is dressed up for entertainment and sexual abuse. This situation gives reason to question the limits of role responsibility, the status of soldiers’ legitimacy, and the challenges of making morally sound judgments in a multicultural context. The discussion demonstrates that, even if there are restrictions on the soldiers’ freedom to act, a responsibility reaching beyond or extending their role should be recognized as part of the moral reality of modern soldiers.     

Single‐commodity stochastic network design under demand and topological uncertainties with insufficient data

Stochastic network design is fundamental to transportation and logistic problems in practice, yet faces new modeling and computational challenges resulted from heterogeneous sources of uncertainties and their unknown distributions given limited data. In this article, we design arcs in a network to optimize the cost of single‐commodity flows under random demand and arc disruptions. We minimize the network design cost plus cost associated with network performance under uncertainty evaluated by two schemes. The first scheme restricts demand and arc capacities in budgeted uncertainty sets and minimizes the worst‐case cost of supply generation and network flows for any possible realizations. The second scheme generates a finite set of samples from statistical information (e.g., moments) of data and minimizes the expected cost of supplies and flows, for which we bound the worst‐case cost using budgeted uncertainty sets. We develop cutting‐plane algorithms for solving the mixed‐integer nonlinear programming reformulations of the problem under the two schemes. We compare the computational efficacy of different approaches and analyze the results by testing diverse instances of random and real‐world networks. © 2017 Wiley Periodicals, Inc. 基于相位估计的湍流降质图像盲复原

地基望远镜观测的空间目标图像受大气湍流的影响,其分辨率受到很大的限制。为了提高湍流降质图像的复原效果,提出一种改进的盲解卷积方法。首先,考虑观测图像受到高斯噪声和泊松噪声的干扰,推导出基于混合噪声模型的盲解卷积代价函数;然后,根据傅里叶光学原理,利用波前相位表示点扩展函数,将点扩展函数从像素值估计转换为参数估计;最后,通过参数化表示方式,将代价函数寻优从约束最优化问题转换为无约束最优化问题。模拟实验结果验证了本文模型与数值算法的有效性。     

监视雷达低仰角测角方法分析与工程实现

监视雷达天线孔径较小、垂直波束较宽,当雷达天线低仰角探测目标时,波束打地严重,测量易受多路径影响,仰角测量精度难以满足要求.先对现代雷达常用的和差比幅与比相两种测角方法进行了分析,然后以相控阵天线为例,对两者在低仰角下的测向精度进行了仿真和深入分析.最后结合两种方法的优缺点,对某Ⅰ型监视雷达样机进行改进,使其满足比幅比相混合型测角的条件,并对改进后的样机作动态对比试验,再次证明两种常用测角算法在低仰角下的优劣,为工程应用提供参考.     

试论武警“合训”院校现代化教学模式的构建

武警部队院校体制调整后,作为担负学历教育的“合训”院校,只有大力加强教学理论研究,及时实现教员角色转变,积极营造健康向上的教学环境,才能顺利实现“培养具有较高文化素养、具备扎实军事基础的新型军事人才”的教学目标。     

大地靶场地面散射特性的测试方法

通过对大地靶场地面电磁环境特性的分析,依照大地靶场对武器系统工作状态的影响,提出了大地靶场地面散射特性的测试原理。同时对测量方法、测量系统等,也作了具体的分析论证,这对武器系统的研制、生产、试验等环节及地杂波特性的研究具有重要的意义。     

Production/distribution system design with inventory considerations

This study addresses the design of a three‐stage production/distribution system where the first stage includes the set of established retailers and the second and third stages include the sets of potential distribution centers (DCs) and potential capacitated suppliers, respectively. In this problem, in addition to the fixed location/operating costs associated with locating DCs and suppliers, we consider the coordinated inventory replenishment decisions at the located DCs and retailers along with the appropriate inventory costs explicitly. In particular, we account for the replenishment and holding costs at the retailers and selected DCs, and the fixed plus distance‐based transportation costs between the selected plants and their assigned DCs, and between the selected DCs and their respective retailers, explicitly. The resulting formulation is a challenging mixed‐integer nonlinear programming model for which we propose efficient heuristic solution approaches. Our computational results demonstrate the performance of the heuristic approaches as well as the value of integrated decision‐making by verifying that significant cost savings are realizable when the inventory decisions and costs are incorporated in the production distribution system design. © 2012 Wiley Periodicals, Inc.
