Acceptance sampling plans are used to assess the quality of an ongoing production process, in addition to the lot acceptance. In this paper, we consider sampling inspection plans for monitoring the Markov‐dependent production process. We construct sequential plans that satisfy the usual probability requirements at acceptable quality level and rejectable quality level and, in addition, possess the minimum average sample number under semicurtailed inspection. As these plans result in large sample sizes, especially when the serial correlation is high, we suggest new plans called “systematic sampling plans.” The minimum average sample number systematic plans that satisfy the probability requirements are constructed. Our algorithm uses some simple recurrence relations to compute the required acceptance probabilities. The optimal systematic plans require much smaller sample sizes and acceptance numbers, compared to the sequential plans. However, they need larger production runs to make a decision. Tables for choosing appropriate sequential and systematic plans are provided. The problem of selecting the best systematic sampling plan is also addressed. The operating characteristic curves of some of the sequential and the systematic plans are compared, and are observed to be almost identical. © 2001 John Wiley & Sons, Inc. 通过对内置式耐压液舱中实肋板开孔拓扑优化设计后的强度和稳定性分析发现,对于周向范围为162°的内置式耐压液舱,实肋板在中内龙骨附近开孔较优。实肋板开孔后对于其本身的稳定性影响不大,但MISES应力会有所变化;实肋板开孔后,液舱结构的稳定性会稍微降低,后期在进行液舱结构设计时要考虑是否加强。  相似文献

Airpower, drones and cyber-weapons are employed by states in conjunction with local armed non-state actors in an effort to coercively intervene in the crises of the twenty-first century. While the externalization of the burden of warfare is a return to pre-modern war, it is the change in the underlying socio-political relations between the state and its military agent that is a novel phenomenon in surrogate warfare. This article demonstrates that in a post-Westphalian era characterized by non-state violence, globalized conflicts, a prioritization of risk management in a mediatized environment, the state has to explore new ways to remain relevant as the primary communal security provider. Thereby, the organization of violence has departed from the employment of the state’s soldier as the primary bearer of the burden of warfare to a mode of war where technological and human surrogates enable the state to manage the risks of post-modern conflict remotely. In this article, we conceptually explore surrogate warfare as a socio-political phenomenon within the context of globalized, privatized, securitized and mediatized war.  相似文献

ABSTRACT

There have been over 90,000 UN peacekeepers deployed around the world to 78 peacekeeping operations (PKOs) in over 125 countries since 1948. Some scholars have made the case that these missions have had a positive impact on the relationship between the military and the civilians they work for. However, other scholars have identified a negative impact on civil military relations (CMR). This paper contributes to this debate by investigating how peacekeeping has impacted civil-military relations in Latin America's most prolific contributor to peacekeeping: Uruguay. This paper finds that PKOs in Uruguay have facilitated post-transitions attempts by civilians to build first-generation control, but not second-generation control. Further, PKOs have marginally improved military effectiveness, but we find that they do not improve societal trust in the armed forces.  相似文献

ABSTRACT

This article analyses the positions of the Chinese civilian leaders and military elites on Military Operations Other Than War in order to shed light on their preferences about the use of the armed forces in foreign policy between the late 1990s and the early 2010s. Over time, a significant divergence developed between civilians and soldiers until 2011, when the Libyan crisis happened. The study also prompts important considerations about our understanding of civil–military relations in China and future role of the People’s Liberation Army as a tool of statecraft in foreign policy.  相似文献

ABSTRACT

As the First World War came to an end, the U.S. Navy's leadership engaged in a bitter fight over the “lessons” of the war. Admiral William S. Sims and Secretary of the Navy Josephus Daniels fought against each other's irreconcilable positions. Sims argued that the Navy Department's inexpert civilian secretary had hamstrung mobilisation, impeded the anti-submarine campaign, and ostracised capable officers in favour of friends upon whom he bestowed medals. Daniels countered that his administration had masterfully responded to the crisis of war. The Navy's record, Daniels insisted, could best be summarised as “a great job greatly done.” Only disloyal nit-pickers could find fault in its accomplishments. The Sims-Daniels controversy raged in congressional hearings, the press, and in partisan histories written by the protagonists. The heart of the dispute and its uncertain resolution rested in radically different understandings of American civil–military relations, naval heroism, and the determinants of victory.  相似文献
