US national security guidance, as well as the US Army’s operational experiences since 2001, emphasizes the importance of working closely with partner countries to achieve US strategic objectives. The US Army has introduced the global landpower network (GLN) concept as a means to integrate, sustain and advance the Army’s considerable ongoing efforts to meet US national security guidance. This study develops the GLN concept further, and addresses three questions. What benefits can the GLN provide the Army? What are the essential components of the GLN? What options exist for implementing the GLN concept? By developing the GLN concept, the Army has the opportunity to transition the GLN from an often ad hoc and reactive set of relationships to one that the Army more self-consciously prioritizes and leverages as a resource to meet US strategic objectives.  相似文献

Analytical resolution of search theory problems, as formalized by B.O. Koopman, may be applied with some model extension to various resource management issues. However, a fundamental prerequisite is the knowledge of the prior target density. Though this assumption has the definite advantage of simplicity, its drawback is clearly that target reactivity is not taken into account. As a preliminary step towards reactive target study stands the problem of resource planning under a min–max game context. This paper is related to Nakai's work about the game planning of resources for the detection of a stationary target. However, this initial problem is extended by adding new and more general constraints, allowing a more realistic modeling of the target and searcher behaviors. © 2007 Wiley Periodicals, Inc. This article explores the nature of the American war in Vietnam in an effort to determine whether it was a response to an indigenous uprising or an external effort by the Communist Party of Vietnam (CPV) to use a wide array of policies and programs to unite North Vietnam and South Vietnam under the party’s leadership. It argues that, although there initially were elements of the South Vietnamese population that rose against the southern leadership, the CPV gained control of their resistance and relegated it to a secondary role in the CPV war effort.  相似文献

Abstract

This article answers three questions: What is the nature of the Long War? How is progress (or lack thereof) to be assessed? Where is it likely to go next? An appreciation of Clausewitz shows that practical centers of gravity exist for the Long War, and that the conflict pivots upon the ability to persuasively link ideology to events via a strategic narrative. A close examination of an illustrative case study, the interaction between the US and the late Abu Musab al-Zarqawi in Iraq 2004 – 2006, shows that Al Qaeda has suffered a severe setback, but also that the nature of the war is set to shift yet again. Further tangible progress for the US requires waging the Long War as a global counterinsurgency based on a strategy of ‘selective identification’ (versus pure ‘disaggregation’) as well as an understanding of how to more effectively craft a strategic narrative.  相似文献

ABSTRACT

When on the wrong end of an asymmetry in the projection of hard power, weaker sides countenance the grim arithmetic of avoiding direct and massed confrontations. Invariably, insurgents have over the ages tended to employ indirect tactical methods to render their stronger opponents ineffective. Ultimately – interest asymmetry, regime type, asymmetries of strategy, and external intervention – combine in a complex interplay and pattern, to militate against a strong side. In Sudan, these factors interacted throughout the civil wars to produce regional autonomy and finally an independent South Sudan in 2011. Similar strategic logic had confronted many large African states battling insurgencies in Ethiopia, Angola, Nigeria, Zaire, and apartheid-era South Africa. Oftentimes, weakening public resolve has caused these governments to accommodate, capitulate or withdraw even if they try not to blink. Notwithstanding the regime type, it can be concluded that the majority of strong actors are prone to fail in a protracted, asymmetric conflict. Hence, the notion of linking victory in counterinsurgency to the degree of openness (democratic polyarchies); or closeness (totalitarianism) – is still valid but highly contestable in the case of Africa’s large dysfunctional states.  相似文献

ABSTRACT

The decision by the US government to drop the atomic bombs on Japan is one of the most heavily debated questions in history. This article examines one element of that debate, in many ways the most surprising. That was the different views of the top of the military hierarchy in the USA, the Joint Chiefs of Staff (JCS). The JCS was on the whole more sceptical about using atomic weaponry than the USA’s civilian leadership, for ethical and strategic reasons. ABSTRACT

This article examines how scholars of the just war tradition think about the ethical dilemmas that arise in the endgame phase of modern warfare. In particular, it focuses upon their reticence to engage the idiom of ‘victory’. Why, it asks, have scholars been so reluctant to talk about what it means to ‘win’ a just war? It contends that, while just war scholars may have good reason to be sceptical about ‘victory’, engaging it would grant them a more direct view of the critical potentialities, but also the limitations, of just war reasoning.  相似文献

India’s nuclear doctrine and posture has traditionally been shaped by minimum deterrence logic. This logic includes assumptions that possession of only a small retaliatory nuclear force generates sufficient deterrent effect against adversaries, and accordingly that development of limited nuclear warfighting concepts and platforms are unnecessary for national security. The recent emergence of Pakistan’s Nasr tactical nuclear missile platform has generated pressures on Indian minimum deterrence. This article analyzes Indian official and strategic elite responses to the Nasr challenge, including policy recommendations and attendant implications. It argues that India should continue to adhere to minimum deterrence, which serves as the most appropriate concept for Indian nuclear policy and best supports broader foreign and security policy objectives. However, the form through which Indian minimum deterrence is delivered must be rethought in light of this new stage of regional nuclear competition.  相似文献

Psychological warfare had been used by the French army in the Indochina War (1946–54), and had spawned a sub-caste of French officers who moulded it and counter-insurgent propaganda into a doctrine known as guerre révolutionnaire (revolutionary war). In Algeria, in 1956, the army established a specialist training centre, the CIPCG, at Arzew on the Algerian coast, to provide courses for all officers arriving ‘in country’. By this, the French command sought to ensure that field officers possessed an approach to pacification and the political dimension to their missions well suited to the terrain and socio-political make-up of Algeria. The real ‘revolutionary war’ zealots were kept away from the directing staff, although some delivered guest lectures. Despite complaints from commanders of field units at losing experienced officers to the CIPCG instructing staff, Arzew students testified that the courses aided them in their missions. Some 10,000 French officers undertook courses at the CIPCG before it was downgraded and then disbanded after Pierre Messmer, a Gaullist, became Minister for the Armed Forces in 1960.  相似文献
