Declared operationally ready in 2016, the African Standby Force (ASF) has not been deployed in its originally designed form. This is not for the lack of opportunities but rather a demonstration of the power of the Regional Economic Communities/Regional Mechanisms (RECs/RMs) – Africa’s sub-regional security structures – over matters of peace and security. Experience gathered from its short existence suggests that the ASF may never be deployed in its current form. It may instead evolve into a robust framework, adaptable mainly by the RECs/RMs, for addressing varied security challenges. Four things are critical to enhancing the utility of the ASF: the political willingness of the RECs/RMs, the strategic interest of the member states, predictable and sustainable financing, and clarity on the role of the African Capability for Immediate Response to Crisis, the temporary battlegroup that was created to provide the African Union with a rapid response capability, pending the ASF’s operationalization. 相似文献

The problem of detecting a minefield in the presence of clutter can be abstracted to that of detecting a spatial pattern within a set of point locations. The point locations are superpositions of several patterns, one of which corresponds to mines. In contrast to previous articles that take a formal, model‐based approach, this article proposes a statistical methodology that is distinctly exploratory. Each point location is considered separately, and its contributions to a global measure of spatial distances between locations are featured. Different patterns and unusual points can be more easily identified on the new scale. The purpose of this paper is to investigate regional effects of military base closures in Sweden during the last decades. Our analysis is based on a regional growth model, where two equations are estimated; one equation describing the average income growth rate and one equation describing the net migration rate. The data set is a panel of 31 Swedish municipalities covering the period 1983–1998. Our main finding is that a closure of a military base has not had any significant impact on the subsequent average income growth rate nor the net migration rate in the affected municipalities. One potential explanation for these results relates to the labour market and the composition of the labour force. 相似文献

Despite both regional and international efforts to establish a weapons of mass destruction–free zone (WMDFZ) in the Middle East, regional support beyond mere rhetoric seems unattainable. The lack of commitment to WMD disarmament results from the complexity of regional security dynamics, which are characterized by a high level of weaponization and crosscutting conflicts. This article examines a strategy for WMD disarmament in the Middle East. First, such a strategy must reflect the motives underlying a state's WMD aspirations. Security and prestige may be identified as two motives that affect the acquisition, and thus also the abandonment, of WMD. Second, Egypt, Iran, Israel, and Syria are important actors because their reasons for desiring WMD cannot be considered apart from each other, and progress will consequently depend on the inclusion of all these actors. In this regard, we recommend the establishment of a parallel process between efforts to establish a WMDFZ and peaceful relations in the Middle East. Solving central problems, like the lack of political determination and security cooperation, is vital to create consensus on the final framework of a zone. This study suggests a way forward by analyzing the central causes of conflict in the region and recommending ways to resolve them in order to establish a WMDFZ. 相似文献
