Lobbyists may not share the same interests, but they usually agree to form a link in a network which could eventually be used to spread information, to search for potential partners, to speak with one voice to decision makers. In other words, social links represent value for lobbyists because they may ultimately facilitate access. Ammonium nitrate and fuel oil (ANFO) based explosive is a classic example of non-ideal high explosives. Its detonation is characterized by a strong dependence of detonation parameters on explosive charge diameter, presence and characteristics of confinement, as well as incomplete consumption of explosive at the sonic point.In this work we propose a detonation model based on the Wood-Kirkwood (WK) theory coupled with the thermochemical code EXPLO5 and supplemented with reaction rate models. Our objective is to analyze the validity of the model for highly non-ideal ANFO explosives, with emphasis on effect of reaction rate models.It was found that both single-step and two-step pressure-based models can be calibrated to reproduce experimental detonation velocity-charge radius data of ANFO at radii significantly above the failure radius (i.e. for D/Did > ∼0.6). Single-step pressure-based model, with the pressure exponent equal to 1.4, proved to be the most accurate, even in the vicinity of the failure radius. The impact of the rate models is most evident on temporal (and spatial) distribution of flow parameters in detonation driving zone, especially when it comes to the conversion and width of detonation driving zone.  相似文献

Latin American countries have historically followed different paths and logics toward the nonproliferation regime. Some states have unconditionally advocated for global and nonproliferation efforts, while others have vehemently opposed such measures or remained ambivalent toward the regime itself. By historically comparing two of Latin America's most influential countries—Brazil and Mexico—this study identifies the underlying domestic conditions and external influences that explain their differences in behavior and policy toward the nonproliferation regime. Because little is known about the reasons why different Latin American countries adopt these different approaches, the purpose of this article is to resolve this problem, primarily by focusing on the ways in which evolving civil-military relations and US influence have shaped nonproliferation policy preferences in Latin America. It concludes with a discussion of how these historical cases might shed light on current nonproliferation policies in Latin America.  相似文献

Can peacekeeping participation help reform military institutions in democratizing states? Drawing on evidence from Nepal – one of the world's largest troop contributors to UN peacekeeping operations – this essay illustrates that participation in peace missions can sometimes undermine security sector reform and deteriorate civil–military relations. Furthermore, this analysis shows that peacekeeping participation will not necessarily reorient troops away from their conventional internal roles (such as counterinsurgency) or improve civilian control over the armed forces. Hence, civilians can lose control over soldiers just as frequently when they are deployed overseas as when they are at home.  相似文献

This paper asks whether Bosnian Serb leaders’ choice to carry out a secession war in 1992–1995 was rational from the point of view of their stated goal of ethnic cleansing. We construct two indexes, one of ethnic purity and another of ethnic Serb concentration, and apply them to a counterfactual estimate of the outcome of ‘peaceful’ ethnic cleansing – what could have been achieved by population exchange based on pre-war territorial Serb power without war – in comparison to the actual outcome of the war. We find that the gross benefits of the chosen strategy of secession and war far exceed anything that could be achieved by the peaceful alternative. A conjectural assessment of perceived costs suggests that also net benefits were maximized by the war strategy. The implication for international deterrence policy is that credible judicial prosecution and punishment is the best way to alter the prospective perpetrators’ calculus.  相似文献

There is relatively little formal modeling of the economic effects of armed conflicts even though they have substantial economic effects. We set forth a new model, namely the armed conflict economic impact model – ACEI-Model. The model looks at the economic effects of war in three different stages: (i) pre-conflict stage; (ii) armed conflict stage; and (iii) post-conflict stage. The model is based on economic desgrowth (-δ) and other new conceptual indicators. We evaluate an imaginary armed conflict between China and Japan by applying the ACEI-Model.  相似文献

ABSTRACT

Between 1892 and 1894 the Force Publique of King Leopold II’s Congo Free State engaged in a series of little-known counter-insurgency operations against ivory and slave traders from Zanzibar, commonly referred to as Arabs. Without a particularly strong tradition of imperial service, this article argues that the predominantly Belgian officer corps borrowed and adapted methods used by more experienced colonial forces in the 19th Century. Whether taken from existing literature or learned through experience, it reveals that the Force Publique’s counter-insurgency methods reflected many of the more recognisable aspects of traditional French and British approaches. It suggests that, despite the unique nature of each colonial campaign, basic principles could be adapted by whomsoever to overcome the military and political challenges of colonial conquest. The Force Publique’s campaigns in the Congo-Arab War, therefore, provide further evidence as to how some base theories could be universally applied.  相似文献

This article argues that the nuclear nonproliferation norm (NNPN) is a social fact with a relatively independent life of its own and that it has a powerful impact on the behavior of both nuclear-weapon states (NWS) and non-nuclear-weapon states (NNWS). It challenges the application of critical constructivist research on norms to the NNPN and the idea that its legitimacy and structural power depend on contestation “all the way down.” State and non-state actors play an important role in explaining the dynamics of the NNPN, but agential constructivism runs the danger of “throwing the baby out with the bath water,” neglecting the structural impact of the NNPN on state behavior. The article examines the limitations of norm-contestation theory, arguing that some norms are more resistant to contestation than others. The NNPN is more difficult to contest than new norms (such as the Responsibility to Protect) because it is rooted in fifty years of nonproliferation nuclear diplomacy. The US-India nuclear deal is not a case of “norm change” but a violation of the NNPN. The “core” of the NNPN has not changed since the US-India nuclear deal. The conflict confronting NWS and NNWS is about the implementation of “type 2” norms (organizing principles) and “type 3” norms (standardized procedures), and not about the “hard core” of the NNPN.  相似文献
