Counter-ideological work is touted as crucial in combating terrorism. This article attempts to analyse the role of counter-ideology in dealing with a particular type of terrorism: Muslim jihadist extremism. This paper reiterates findings from existing research, in arguing that counter-ideology is indispensable for three reasons: firstly, to prevent Muslims from genuinely believing that terrorism is sanctioned by the faith; secondly, it is instructive to assure non-Muslims that Islam per se, is not the problem; and finally, it can be used to ‘rehabilitate’ terrorists who are in detention. However, this paper also suggests four criticisms of many counter-ideological efforts, and posit that in order for such work to be truly effective, the following shortcomings need to be rectified: firstly, the creation of unnecessary frontiers that may alienate potential allies; secondly, the inability to ‘preach to the right crowd’; thirdly, the perils of promoting ‘moderate’ and ‘progressive’ Islam; and finally, credibility issues associated with the people spearheading such works. An underlying factor that lurks in the background of all of these is the role of the ulama, or Islamic religious scholars. This article further hopes to contribute to the literature on counter-terrorism by exercising more scrutiny on the role of the ulama.  相似文献

This article explains why Singapore, despite its small size and semi-authoritarian regime, retains one of the best military forces in the Indo-Pacific. It unpacks Singapore’s ability to continuously innovate since the 1960s – technologically, organizationally, and conceptually – and even recently joined the Revolution in Military Affairs bandwagon. Drawing from the broader military innovation studies literature, this article argues evolutionary peacetime military innovation is more likely to occur in a state with a unified civil–military relation and whose military faces a high-level diverse set of threats. This argument explains how the civil–military fusion under the People’s Action Party-led government since Singapore’s founding moment has been providing coherent and consistent strategic guidance, political support, and financial capital, allowing the Singapore Armed Forces to continuously innovate in response to high levels and diversity of threats.  相似文献

Abstract

This paper critically assesses the conceptual utility of smart power to Singapore’s evolving defence and foreign policy and behaviour. First, as a political concept adopted by the United States for its post-Afghanistan strategy, smart power does not travel easily. With qualifications, however, the notion is relevant to Singapore’s policy pragmatism and its emphasis on deterrence and diplomacy. Second, Singapore’s willingness to employ its military assets in disaster relief and peacekeeping arguably hews most closely to smart power’s mix of hard and soft approaches. Third, Singapore’s contributions to global governance, albeit limited, imply a rethinking among its leaders on the place of values in its policy.  相似文献
