由于多智能体系统(MAS)中各个Agent具有自治性、分布性和异构性等特征,导致MAS内部经常会出现冲突现象。首先,运用数学方法对MAS中存在的属性冲突进行形式化描述,并将其分为6类,针对每类冲突提出了相应的消解对策。其次,对属性冲突智能消解系统(AACIRS)流程框架进行了分析,并在此基础上建立了AACIRS系统,实现了MAS中属性冲突的消解。从而为解决MAS中Agent属性冲突提供了解决方案,为MAS的稳定运行提供了技术保证。  相似文献

It has frequently been observed in the literature on hybrid wars that there is a grey zone between peace and war, and that hybrid wars are conflicts which are not clear cases of war. In this paper, I attempt to illuminate this grey zone and the concept and nature of war from the philosophical discussions of vagueness and institutional facts. Vague terms are characterized by the fact that there is no non-arbitrary boundary between entities which lie in their extension, and entities which do not lie in their extension. I apply a theory of vagueness to notions such as “war” and “peace” and go on to suggest that the exact boundary for what counts as a war or not is arbitrary. However, the context in which the conflict occurs determines a range of possible locations for this boundary. The most important contextual parameter is in this respect how the parties to the conflict themselves conceptualize the conflict. I suggest that this can in various ways help us understand grey-zone conflicts.  相似文献

ABSTRACT

Natural resource-based conflicts continue to occur in different parts of Nigeria with negative implications. This study investigated the phenomena of natural resource conflicts vis-à-vis their propensities to impact political economy and national security negatively. Data for the study were sourced from theoretical and empirical evidence. Empirical data were sourced from existing studies selected on the basis on their relevance to the study and analysed based on their content. The limitation to this approach is the obsolete and subjective nature of some the literature. This limitation was, however, addressed among others through the author’s knowledge of the issues under study. The study found that Nigeria is enmeshed in conflict over ownership, distribution, access to or competition over natural resources such as petroleum resources and agricultural land and these conflicts have undermined democracy, human rights, the economy and the nation’s security. The paper identified poor resource governance, environmental factors and poor political leadership as the causes and drivers of these conflicts. It recommends natural resource governance among others, as a way out of the problem.  相似文献

A comprehensive paradigm of future wars can be defined, and is called in this article “Extended conflicts.” These can be characterized by strategic attrition, to which all national resources and all possible international legitimacy are mobilized, in order to achieve a resolution by transformation of the opponent. The use of military force in this kind of conflict is limited. The understanding that we are facing an era of extended conflicts will improve the way it is utilized.  相似文献

South Africa and Kenya experienced various forms of conflict and gross human rights abuse between 1948–1994 and 1963–2002 respectively. In both situations, the conflicts were motivated by various factors; these included unequal distribution of socio-economic resources and skewed political relationships. The centrality of human rights abuse and political violence to both situations places similar issues on the agenda for analysis. In both cases opposition to regimes was justified on the basis that the political systems were constructed in such a way that limited alternative conceptions and prevented democratic freedom (until 19921 in Kenya and 1994 in South Africa). After undergoing transition to democratic rule in 1994, South Africa engaged the idea of a truth and reconciliation commission as an instrument for dealing with its past conflicts. The South African case animated widespread international interest and after an electoral victory in 2002, the National Rainbow Coalition (NARC) government in Kenya mooted the same idea. By the end of 2004 however the NARC government seems to have lost interest in the truth commission concept; this paper probes the question why? Broadly there is room for alternative interpretations both within and between the two cases on how conflicts were perpetuated and the potency of a truth and reconciliation commission as a viable alternative for dealing with past conflicts. This paper broadly aims to offer a clearer account of conflicts and mechanisms for dealing with them from the conceptual lenses of conflict management theory.  相似文献

Most studies on internal armed conflict focus on the dyadic interaction between the state and a rebel group, leaving less attention to inter-group fighting. Addressing this gap in the literature, this study argues that the interplay between economic and political inequality and weak state capacity increases the risk of non-state conflict. An empirical analysis of 178 non-state conflicts in Sub-Saharan Africa between 1989 and 2011 provides support for the theorized conditional effect, but only for the role of economic inequality. The effect of political exclusion in the context of a weak state is not confirmed, suggesting that such conditions may be more prone to violence of another kind (i.e., mobilization against the state). Overall, these findings highlight the importance of a functioning state for maintaining peaceful inter-group relations, while they also lend support to earlier research that reports divergent effects of economic and political inequalities on civil conflict risk.  相似文献

Although this is an emerging field of research, there is still much to discover about the roles that diasporas play in conflict resolution and transitional justice. This article intends to fill this gap by scrutinising the Kurdish Diaspora as a case study. Based on a literature review, this article examines the dynamics in pastoral systems, natural resource conservation and conflict in the drylands of East Africa. It argues that, in the context of East Africa, pastoralism and biodiversity conservation in general are distinct forms of land use that are complementary rather than competitive. The present state of natural resource degradation in the drylands is explained in terms of factors related to ecological and demographic pressures, land use conflicts and inefficient land administration policies. When the customary pastoral institutions of land administration and resource management are threatened, the problem of degradation is further exacerbated and violent conflicts occur among multiple resource users, including pastoralists, farmers and the state. The article recommends the revitalisation, empowerment and recognition of pastoral institutions in a way that ensures effective synergy between the formal and customary structures of resource governance.  相似文献

The Intergovernmental Authority on Development's (IGAD) Conflict Early Warning and Response Mechanism (CEWARN) 2012–2019 Strategy Framework has proposed that the CEWARN mechanism expand its conflict typologies and geographic coverage. The argument advanced in this paper is that the proposed CEWARN expansion should be welcomed. Since its establishment in 2003, CEWARN had restricted itself to dealing with cross-border pastoral conflicts among the member states. However, conceptually and legally, CEWARN was not precluded from dealing with other types of conflict. Firstly, in the past, any conflict, other than cross-border pastoral ones, had been considered by the member states as firmly within their national jurisdiction that mechanisms like CEWARN are precluded from handling. Secondly, CEWARN, which has hitherto been dependent on external donations, just does not have the requisite financial resources to expand its coverage. Thirdly, and most importantly, governments often know the imminence of some, if not all, of the conflicts because they cause them. Thus, they are not interested in reacting to them. In the end, the paper concludes that the proposal to expand CEWARN's conflict portfolio and geographic spread may just remain that – a proposal.  相似文献

The aim of this article is to evaluate how French Major Conventional Weapons (MCW) exports impact on the conflict intensity of recipient countries. The recent increase in French arms exports seems to contradict the French political discourse on the promotion of regional stability. We run zero-inflated ordered probit model in order to analyze the role of the arms trade on the intensity of civil conflicts in 144 countries from 1992 to 2014, using SIPRI and UCDP/PRIO data. Our results suggest that French MCW exports tended not to exacerbate intrastate conflicts during this period. This finding is robust to changes in the empirical framework. We propose two lines of explanations: France seems to be prone to choosing partners that respect human rights and selling more ‘defense-oriented’ MCW than the rest of the world.  相似文献

Despite the burgeoning literature on Russia’s renewed power politics, little attention has been paid to the fact that US reactions towards Russia’s military interventions were all but coherent. The USA has chosen weak measures in Georgia in 2008 (shaming) compared to its assertive response in Ukraine in 2014 (sanctions, hard deterrence). This article assesses the explanatory power of neorealist, liberal and constructivist theories for the variation in US reactions towards Russian interventions in Georgia and Ukraine. Our argument is that the constructivist perspective explains the cases best as it highlights the power and communality of normative assessments. The Ukraine crisis was perceived by the USA as a violation of core international norms, especially the non-use of force and the principle of territorial integrity. Relevant international norm carriers shared this assessment of the conflict. In contrast, the perception of the Georgian war centred on the issue of democracy promotion. While democracy is an important aim of US foreign policy, it does not summon the same normative importance as general principles of international law. Furthermore, the perception of the Georgian war remained contested among Western allies, which decreased the communality of the normative assessment.  相似文献

Abstract

Malawi's political transition from single-party rule to multiparty democracy in June 1994 raised expectations for sustainable peace in the country by, among others, passing a new legal framework that provided for conflict resolution mechanisms and good governance. However, political conflicts that have posed challenges to the foundations of peace and political stability have been a characteristic of the multiparty dispensation, leading to interventions by indigenous institutions whose aim is to build peace. This paper, which is based on field research, analyses the major political conflicts that have occurred on Malawi's political scene since the 1990s. Using the Public Affairs Committee as a case study, the paper illustrates the challenges facing the indigenous conflict resolution mechanisms. It also shows that despite the political transition, the socio-political environment still exhibits political behaviour and norms formed during the 30 years of single-party rule. There is a need for capacity-building and deliberate policy to enhance the indigenous-based mechanisms in order to promote sustainable peace in the country.  相似文献

This article outlines some of the pressing causes of war that have plagued Africa since independence. Wars in Africa are unique in some respects because of the particular history of the African continent. However, a close look at the wars in Africa today reveal many contradictions. Whereas many other continents have progressed since their struggle for independence, African communities are still encumbered with large-scale conflicts. Many causes have been suggested for this dire state: greed, extreme ethnic diversity, and colonialism but the solutions to conflict remain stubbornly out of reach. Despite being well-endowed with natural resources, Africa remains the poorest and the most politically unstable region in the world. A comprehensive understanding of Africa depends on understanding these contradictions.  相似文献

Taking insurgency sponsorship as an instrument states have available for achieving foreign policy objectives, I consider how state-sponsors could best manipulate their support to maximize control of the proxy group. Building on research that models the state-sponsor–insurgent relationship using a principal–agent framework, I identify two key vulnerabilities to which the state-sponsor is exposed: adverse selection and agency slack. As an original contribution to the literature on state-sponsorship of insurgency, I articulate reasons why certain forms of support would be most conducive to overcoming these problems and illustrate how South Africa and Iran used those kinds of support to influence the behavior of their proxies, RENAMO and Hezbollah. Additionally, I consider how this principal–agent analysis of insurgency sponsorship also could apply when the principal is an international terrorist organization such as al Qaeda. Finally, I address the relevance of these ideas to two contemporary conflicts taking place in Syria and the Congo.  相似文献

Contrary to earlier notions that religious diversity, ethnicity and the lack of economic development are the main factors responsible for the surge of violence in Nigeria, this article argues that the means of attaining or retaining political authority by politicians are responsible for violent conflicts and the formation of insurgent groups. Using theories of patrimonialism and prebendalism, the article argues that political power and authority are often channelled for personal use in a predatory manner that results in the formation of insurgent groups. The aim of this article is to proffer a different analytical framework for the understanding of the formation of insurgent groups based on political authority.  相似文献

This paper examines the insurgency in Nepal (1996–2008) from a military theoretical point of view. It looks at the insurgency from André Beaufre's exterior/interior framework, which is modified to match postmodern conflicts. Simultaneously the importance of the political is underlined. The author critically examines the relevance of the Maoist label the movement and insurgency have received. He claims that the insurgency became a hybrid consisting of Chinese, Latin American, and Leninist thoughts wrapped in pragmatic/revisionists and nationalist ideas. The author also suggests that the ability of insurgents – or counter-insurgents – to combine the effects of the exterior and interior is more likely to constitute the key centre of gravity of a conflict than any single political, economic, or military factor.  相似文献

Despite both regional and international efforts to establish a weapons of mass destruction–free zone (WMDFZ) in the Middle East, regional support beyond mere rhetoric seems unattainable. The lack of commitment to WMD disarmament results from the complexity of regional security dynamics, which are characterized by a high level of weaponization and crosscutting conflicts. This article examines a strategy for WMD disarmament in the Middle East. First, such a strategy must reflect the motives underlying a state's WMD aspirations. Security and prestige may be identified as two motives that affect the acquisition, and thus also the abandonment, of WMD. Second, Egypt, Iran, Israel, and Syria are important actors because their reasons for desiring WMD cannot be considered apart from each other, and progress will consequently depend on the inclusion of all these actors. In this regard, we recommend the establishment of a parallel process between efforts to establish a WMDFZ and peaceful relations in the Middle East. Solving central problems, like the lack of political determination and security cooperation, is vital to create consensus on the final framework of a zone. This study suggests a way forward by analyzing the central causes of conflict in the region and recommending ways to resolve them in order to establish a WMDFZ.  相似文献

Conflict resolution in the African Great Lakes Region has been linked to the protocols and projects agreed upon at the Second International Conference on the Great Lakes Region (ICGLR). The ICGLR created a continental-wide framework of conflict circuit breakers focused on resolving the structural and surface situational causes of the 1996 to 2003 armed conflicts that drew in at least six nations and destabilised the entire region. The implementation of these protocols and projects will serve as a test for the African Great Lakes Region to move away from conflict and into a cooperation and development phase; however, the effort to bring peace, stability and development will face obstacles not only in the security sector, but also in developing infrastructure, civil society, and good governance. In summary, this article contends that peace in the Great Lakes Region will depend equally on two factors: internal governance and building civil society institutions, and focused regional interlocking circuit-breaking institutions.  相似文献

Many African countries gained political independence in the 1960s. This era of independence came with promises and great expectations of economic, political and social development. Fifty years later, it is certain that the promises and expectations of independence have not been easily realised. Perennial violent conflicts have continued to ravage many countries in Africa, causing the catastrophic breakdown of law and order. Therefore, one of the major issues in conflict resolution discourse in Africa is how to develop functional mechanisms for the prevention of violent conflicts. This article examines the capacity of the International Criminal Court (ICC) to act as a mechanism for conflict prevention in Africa. Notwithstanding the doubts and uncertainties associated with the impact of law on conflict transformation, this article argues in the main that the ICC contributes to conflict prevention in Africa by expressing global norms of international law, challenging the culture of impunity in some countries, contributing to general deterrence, speedily intervening in some violent conflicts, and contributing to building some records of atrocities by identifying who did what.  相似文献
