This paper is a review piece examining the main factors responsible for the civil war, lasting from 1988 to 1998, on Bougainville island, an autonomous region in Papua New Guinea. History, economy, and social aspects of the island – especially traditional society features, mining activities, the effects of colonization and industrialization – are highlighted. The aim of the article is to identify which factors best explain the outbreak of the conflict. The main assumption is that no single factor can explain the civil war, as these elements require a comprehensive analysis. The ‘resource curse’ theory, i.e. the presence of natural resources leading to economic failure, and the existence of ethnic cleavages, are proposed as explanations, although further factors must also taken into account. Finally, the analysis helps to contextualize the unfolding events in Bougainville and its path to democratization.  相似文献

This paper argues that current academic definitions of civil war are largely inadequate for international relations practitioners. While these casualty-based standards have the methodological consistency needed for quantitative research, they do not capture the dynamics most important to policymakers, including the degree of threat to national interests, the level of disruption to the international system, and the political implications of labelling a conflict a civil war. This paper explains how academics and practitioners use civil war definitions in different ways, creating the need for an additional but non-exclusive practitioner-centric definition of civil war. Its purpose is not to replace the existing academic standard, but rather to provide an additional tool for policymakers tailored to their specific needs – identifying when a civil war has emerged in order to implement a policy response.  相似文献

This paper investigates civil conflict as a product of the survival strategies of African leaders. Specifically, the paper offers a theory of risk substitution that predicts coup-fearing leaders will undermine the military effectiveness of the state when making an effort to extend their own tenure. While ‘coup-proofing’ practices have often been noted as contributors to political survival, considerably less attention has been paid to the influence of these strategies on other forms of conflict. Utilising data from a number of cross-national datasets, the analyses show that having a higher number of ‘coup-proofing’ counterweights significantly worsens a state's civil conflict prospects. A brief consideration of multiple episodes of conflict further suggests that in addition to coup-proofing undermining the counterinsurgency capacity of the state, some leaders are simply indifferent to – or can even potentially benefit from – the existence of an insurgency.  相似文献

Contemporary international mediation is often multiparty and involves a number of states and multilateral organisations. What are the conditions that account for successful multiparty mediation in conflict resolution? To address this question, I use qualitative comparative analysis (fsQCA) and focus on individual dimensions of mediation, namely internal cohesion of the mediating coalition, the use of reward and coercive power, and the presence of a ‘mutually hurting stalemate’ (MHS). I posit that the presence of a cohesive mediating coalition is a necessary condition for conflict resolution, whereas the provision of security guarantees, the imposition of sanctions and the presence of an MHS play a causal role in conflict resolution only in conjunction with other conditions. I test these conditions using a fuzzy-set approach and data from 20 mediated agreements over separatist conflicts in the post-cold war era. Empirical findings provide support for some of these propositions and challenge relevant theories of international mediation. More specifically, this research shows that a high convergence of interests among mediators is the only necessary – albeit not sufficient condition – for conflict resolution. Do Private Military and Security Companies (PMSCs) impact peace duration after civil war? I argue that the role these organisations play in a conflict can impact post-conflict stability. Specifically, I suggest that variance in services provided by PMSCs can influence rebels’ calculations about relative capabilities. These calculations then contribute to the probability for civil war recurrence. Building on the bargaining framework, with a focus on information and commitment problems, this article demonstrates that PMSCs participating in armed combat operations can jeopardise the stability of peace following civil war. Three case narratives (Angola, Sierra Leone and Croatia) are used to probe the theoretical argument and results are illustrative – PMSCs serving as force multipliers contribute to an increase in the probability for conflict recurrence.  相似文献

Regardless of the outcome, civil wars are destructive events. They not only devastate the physical and human capital of a society, but also have a direct effect on state capacity. The capacity of the state is critical as it attempts to rebuild society and minimize the risk of a new civil conflict; yet, it is still not clear how civil war precisely affects state capacity. In general, we argue that incumbent victors are more likely to end with a stronger state when the conflict is short and the victory is decisive. In contrast, rebel victors require more time to build their internal capacity and thus have stronger states after a longer conflict, especially when they had access to lootable resources.  相似文献

Whether urbanisation promotes or inhibits the risk of civil war is disputed: while case studies usually support the former, quantitative investigations have found either the latter or no significant correlation at all. I argue that this contradiction is due to a conceptual and operational over-aggregation of urbanisation, ignoring its intrastate variation. I claim that a high relative concentration of the urban population and political, economic and social institutions in the largest city – so-called metropolisation – can increase both the motivation for and the feasibility of rebellion in a country. Triangulating case study evidence with a quantitative cross-national time series design, I show that metropolisation significantly and robustly increases the risk of governmental conflict in particular and hence civil war in general.  相似文献

The present-day conflict in Yemen is a valuable case study in the coercive use of airpower. The Saudi-led bombing campaign demonstrates the challenges inherent in applying a punishment-based strategy in a civil war, where coercive mechanisms operate differently than in interstate conflict. The audit from Yemen vindicates the effectiveness of a denial-based strategy and offers insights on the relative utility of interdiction and close air support in advancing that strategy. This examination dissects the campaign, assesses its effectiveness, and extracts insights useful both to the analysis of similar conflicts and to the evaluation of U.S. foreign policy alternatives.  相似文献

The study of civil war has increased exponentially during the post-cold war period. This has not, however, resulted in greater levels of consensus with regard to the causes and nature of this phenomenon. In order to alleviate this situation the current article will draw on critical realist philosophy. It will argue (1) that critical realism provides conflict studies authors with a more sophisticated and coherent understanding of causality than has previously been available to them, and (2) that this understanding paves the way for an approach to social science which – rather than consistently abstracting from context – systematically engages with it.  相似文献

Why are some countries prone to ethno-nationalist conflict, whereas others are plagued by class conflict? This is a question that has seldom been raised and rarely been examined empirically. This paper presents a social-structural theory to account for the variable incidence of these two forms of political instability. These two types of conflict result from distinct principles of group solidarity – ethnicity and class – and since each individual is simultaneously a member of an ethnic group (or many such groups) and a particular class, these two principles vary in the degree to which they are mutually exclusive or cross-cutting. The degree of economic stratification between groups and economic segmentation within them shapes the relative salience of each principle of group solidarity in any society and is associated with a characteristic form of political mobilization. In places where between-group inequalities are high, and within-group inequalities low, ethnicity should be the dominant principle of group solidarity and serve as the primary basis of group conflict. By contrast, in countries where between-group inequalities are low, and within-group inequalities high, class is more likely to serve as the dominant principle of group solidarity, and conflicts along class lines are more likely. We test these conjectures with data in over 100 countries on cross-cutting cleavages, ethnic war, and class conflict. The results are supportive of the theory, and provide evidence that how groups are stratified and segmented in societies shapes the type of civil war.  相似文献

Violent conflict escalated in Africa in 2014, with five sub-Saharan states – the Central African Republic (CAR), Nigeria, Somalia, South Sudan and Sudan – accounting for an estimated 75% of all conflict-related deaths on the continent. This paper provides an overview of the five major sub-Saharan African conflicts in 2014 and considers the underlying causes and dynamics in the Seleka/anti-Balaka conflict in the CAR, the Islamist threats of Boko Haram and al-Shabaab in Nigeria and Somalia, the civil war in South Sudan, and the long-running conflict between Sudan's government and southern and Darfuri rebels. The paper unpacks the general trends evident in these conflicts and the implications for the settlement thereof, including the targeting of civilians, ethnic and religious mobilisation and the state as epicentre of violence. This article considers why the British Army of today holds to the conviction that its peace support operations be conducted with an emphasis on the concept of minimum force. Evidence is presented here to show that the origins of this concept lie in two particular historical determinants: first, the moral parameters set by a religious sentiment refined through interaction with Victorian sensibilities; and, second, the pragmatic necessities of imperial policing. This article goes on to indicate how both these factors shaped – and, most significantly, why they continue to shape – a particularly British approach to the question of low-intensity conflict and, in particular, to the question of the use of military technology in such conflict.  相似文献

This paper challenges recent claims that competitive market dynamics incentivize Private Military and Security Companies (PMSCs) to fully commit to providing effective services, thereby reducing the duration of civil war. Our assessment of a most-likely case scenario for this argument – Sierra Leone – reveals four critical problems. First, there is rarely direct competition, even if numerous companies are present. Second, the presence of multiple PMSCs usually represents a collaboration among subsidiaries providing distinct services, often under the same corporate umbrella. Third, data aggregation obfuscates the overlap of PMSC presence, inflating the amount of perceived competition. Finally, we raise concerns regarding how quantitative analyses can conflate conflict intensity with conflict termination.  相似文献

This article bridges two literatures: research on social movements, in which framing is widely recognized as an important causal mechanism; and research in civil wars and insurgencies, which tends to deemphasize cultural-interpretative factors such as framing. We argue that it is important that insights of framing be applied to insurgencies because there is a fundamental framing action that often occurs. We have in mind civil wars in which oppositional activists, who previously had pursued nonviolent tactics, apply a prognostic frame of ‘what to do’ that specifies armed conflict. Drawing on methodologies of subject–verb–object grammars used to analyze political texts, this article elaborates a comprehensive approach to framing that involves not only shifts in the < verb>, or specifications of ‘what to do’, but also shifts in a < subject>, or definitions of ‘who we are’, and in an < object>, or the targets of ‘who the enemy is’. We use organizational texts from the first Palestinian Intifada to demonstrate the approach. We also consider frame shifts in the Syrian civil war, inferring the grammatical structures of the frame transformations for secularists and radical Islamists from events leading up to the outbreak of sustained violence. This article proposes that a three-part grammatical approach captures the interrelated elements of a full and robust framing mechanism that is generalizable. It represents an advance over framing perspectives that typically isolate identity and target components from action prognoses, therefore missing the synchronization among the three, and how limits and/or opportunities for one shape the definition of the others.  相似文献

The Colombian civil war lasted for nearly six decades with approximately 10 percent of its population being displaced over the same period. The implications of this conflict have transgressed international boundaries. Countries such as Ecuador experienced an exodus of victims as well as an increase in the presence of armed groups, along with the proliferation of illegal businesses. Even though the internal social and economic consequences of the Colombian conflict have been documented in the literature, there is yet to be a study addressing these issues from the perspective of impacted neighboring countries. In this work, we contribute to the literature by evaluating whether the influx of asylum seekers and the increasing presence of armed groups in the bordering provinces of Ecuador have lead to an increase in violence among these provinces. We do not find any link between the arrival of asylum seekers and the incidence of violent crimes in the Ecuadorean bordering provinces. Similarly, our results indicate that despite an increase in the presence of armed groups, these regions did not experience an increase in the homicide rates significantly different from the other provinces. The results are robust to various specifications and econometric techniques.  相似文献

Vietnam was a complex conflict, which historians and political scientists have struggled to understand. Some of the bitterest disputes in the historiography revolve around the US approach to counterinsurgency in Vietnam. Many different facets of the war have received the attention of filmmakers, and an examination of their work suggests new ways of thinking about the conflict. This article considers film portrayals of three phases of the Vietnam War – firstly, the early period of ‘political action’, then the advisory period, and finally the Americanization of the war after 1965. It suggests that by examining the experiences of participants in each of these phases, Vietnam War cinema helps to illustrate the problems that faced various American approaches to counterinsurgency in the conflict. Combined with the importance of films in determining popular perceptions of both historical conflicts and counterinsurgency in general, it suggests that they are worthy subjects of study and critique.  相似文献

Duration of civil wars has been an elusive area of study particularly because of the tedious task of disentangling the interplay of actors’ agencies, incentives' structures and constraints. This article tackles Syria’s civil war that has completed its fifth year with little hope for an end any time soon. I examine a plausible cause leading to its protraction. Namely the formation of a war system, which made the costs of war less than the expected risks of peace giving the local, regional and international actors that are shouldering the costs. The war system approach combines class analysis with system-structural analysis capturing nuances and dynamics of conflict. This study models the structural sources of variation in the use of selective (discriminate) repression within 89 civil wars fought between 1981 and 2005. The severity of repressive violence is modeled as a function of the amount of territory being contested by the insurgents. This idea is operationalized using measures of the location, size, and density of insurgency violence. The analysis finds evidence that the repressive behavior of both governments and rebel groups is linked to conflict geography. Governments violate physical integrity rights more frequently and kill more civilians the greater the overall amount of territory under contestation. Rebels kill more civilians in highly dispersed insurgencies that lack a clear epicenter.  相似文献

ABSTRACT

When on the wrong end of an asymmetry in the projection of hard power, weaker sides countenance the grim arithmetic of avoiding direct and massed confrontations. Invariably, insurgents have over the ages tended to employ indirect tactical methods to render their stronger opponents ineffective. Ultimately – interest asymmetry, regime type, asymmetries of strategy, and external intervention – combine in a complex interplay and pattern, to militate against a strong side. In Sudan, these factors interacted throughout the civil wars to produce regional autonomy and finally an independent South Sudan in 2011. Similar strategic logic had confronted many large African states battling insurgencies in Ethiopia, Angola, Nigeria, Zaire, and apartheid-era South Africa. Oftentimes, weakening public resolve has caused these governments to accommodate, capitulate or withdraw even if they try not to blink. Notwithstanding the regime type, it can be concluded that the majority of strong actors are prone to fail in a protracted, asymmetric conflict. Hence, the notion of linking victory in counterinsurgency to the degree of openness (democratic polyarchies); or closeness (totalitarianism) – is still valid but highly contestable in the case of Africa’s large dysfunctional states.  相似文献
