Conflict resolution in the African Great Lakes Region has been linked to the protocols and projects agreed upon at the Second International Conference on the Great Lakes Region (ICGLR). The ICGLR created a continental-wide framework of conflict circuit breakers focused on resolving the structural and surface situational causes of the 1996 to 2003 armed conflicts that drew in at least six nations and destabilised the entire region. The implementation of these protocols and projects will serve as a test for the African Great Lakes Region to move away from conflict and into a cooperation and development phase; however, the effort to bring peace, stability and development will face obstacles not only in the security sector, but also in developing infrastructure, civil society, and good governance. In summary, this article contends that peace in the Great Lakes Region will depend equally on two factors: internal governance and building civil society institutions, and focused regional interlocking circuit-breaking institutions.  相似文献

Abstract

Malawi's political transition from single-party rule to multiparty democracy in June 1994 raised expectations for sustainable peace in the country by, among others, passing a new legal framework that provided for conflict resolution mechanisms and good governance. However, political conflicts that have posed challenges to the foundations of peace and political stability have been a characteristic of the multiparty dispensation, leading to interventions by indigenous institutions whose aim is to build peace. This paper, which is based on field research, analyses the major political conflicts that have occurred on Malawi's political scene since the 1990s. Using the Public Affairs Committee as a case study, the paper illustrates the challenges facing the indigenous conflict resolution mechanisms. It also shows that despite the political transition, the socio-political environment still exhibits political behaviour and norms formed during the 30 years of single-party rule. There is a need for capacity-building and deliberate policy to enhance the indigenous-based mechanisms in order to promote sustainable peace in the country.  相似文献

After only ten years in existence, the African Union (AU) has already made its mark on the landscape of peace and security in Africa. This paper seeks to explore the relationship between the AU's leading collaborative interstate security policy, the African Peace and Security Architecture (APSA), and sustainable peace in the Horn of Africa. It examines four countries – Djibouti, Eritrea, Ethiopia, and Kenya – and how engaging with the APSA through early warning systems can contribute to developing the elements necessary for sustainable peace, namely regional stability, conflict management, and good governance.  相似文献

The global restructuring of state–society relationships driven by neoliberal logic has not only allowed for the taming of the ‘state’, which has paradoxically accentuated its inadequacies, but has also facilitated, for better or for worse, the emergence of business – especially transnational corporations – as a major political force in global governance. Consequently, while the issues of peace and conflict have traditionally been the concern of governments, businesses are now increasingly being expected to make peace and conflict their concern. However, despite claims and counterclaims that businesses can be moneymakers and peacemakers, analyses of the relationship between business and peace remain largely embryonic. This paper seeks to contribute to this emerging business and peace debate by drawing on insights from the Niger Delta conflict to ascertain what we know and what we need to know if businesses are to become peacemakers in conflict zones in Africa.  相似文献

We examine how armed conflict effects financial development in a cross-country setting using dynamic panel data analysis in a panel of 66 developing countries for the period 1985–2010. Financial development is measured by M2 as a share of GDP, and credit allocated to private sector by banks as a share of GDP. Our findings suggest that armed conflict has a significant adverse effect on financial development. Simultaneously, the quality of governance is always highly significant and conducive to the financial development. The quality of governance is more salient in determining financial development compared to low- and medium-intensity armed conflict; however, the quality of governance cannot entirely offset the adverse impact of high-intensity armed conflict on financial development.  相似文献

Unlike many African populations, the overwhelming majority of the Somalis are part of a single, homogeneous ethnic group. All Somalis are Muslim and share the same language and culture. Nevertheless, one of the most terrible civil wars in Africa has been waged in this country for more than two decades. Somalia has been without a functioning central government since the late dictator General Mohamed Siad Barre was ousted in 1991. This essay examines the root causes of the Somali conflict and analyses some of the obstacles that have plagued peace efforts for the last fourteen years. Finally, it identifies peace-building strategies that could help establish durable peace in Somalia. We argue that competition for resources and power, repression by the military regime and the colonial legacy are the background causes of the conflict. Politicised clan identity, the availability of weapons and the presence of a large number of unemployed youth have exacerbated the problem. With regard to the obstacles to peace, we contend that Ethiopia's hostile policy, the absence of major power interest, lack of resources and the warlords' lack of interest in peace are the major factors that continue to haunt the Somali peace process. Finally, we propose ambitious peace-building strategies that attempt to address the key areas of security, political governance, economic development and justice in order to build a durable peace in Somalia.  相似文献

Conflict resolution processes must meet certain prerequisites and conditions. Unless the warring parties or the mediators meet, it will be difficult to find lasting and just solutions to the conflicts in the Horn (Djibouti, Eritrea and Ethiopia, and Somalia). Most of these conflicts have ethnic or religious components and also have a lot do with the nature of the government institutions and the power distribution among the communities within these states. Identifying the main causes of the conflict and the issues involved in each country is a very necessary first step toward peace. Secondly, conditions have to be identified that would make the current peace agreements work. This includes identifying the specific problems faced by the parties involved; ascertaining the validity of the mechanisms through which the problems will be overcome; and planning how the agreements will be maintained. The knowledge that mediators have about the conflict is often as important as the actual meeting of parties at the negotiation table. This article also evaluates the peace initiatives underway in the Horn and attempts to identify the apparent reasons that prevented their implementation.  相似文献

This article interrogates the continuing relevance of the contractarian governance paradigm to resource governance and the impact of exploitation on the local population and environment in the Democratic Republic of Congo (DRC), Zimbabwe and Ghana. It highlights the susceptibilities of their governance processes, particularly the roles of the elites of the host communities, the multinational corporations, and the governing authorities in appropriating resources for their personal interests, resulting in tensions and conflicts. This scenario is borne out of inept leadership, as well as the defective and compromised administrative mechanisms operational in these countries. In view of this, the article underscores the need for a ‘new governance management paradigm’ anchored on a communitarian framework, which incorporates all stakeholders, to guarantee sustainable peace and prosperity, particularly in conflict zones. The article therefore concludes that achieving a nexus between forestry, mining activities and economic development in these countries will require a restructuring of the existing governance mechanisms; and advocates for a new governance model capable of curbing the excesses of local and foreign hegemony, including a total overhaul of the seemingly compromised supervising authority.  相似文献

This paper explores the relationship between human capital and international conflict. In theory, human capital may increase the opportunity cost of military service and the economic cost of injury and loss of life in combat; it may decrease the benefits of conflict as human capital cannot be easily appropriated or transferred; it may affect societal norms toward peace and war; and it may alter military productivity through new technology and complementarities between military technology and personnel. Using a panel of politically relevant dyads, I find robust empirical evidence that human capital may significantly decrease the likelihood of militarized conflict between nations. In short, the findings suggest that promoting human capital‐oriented development may help to increase peace in the world.  相似文献

Peace and global security are human endeavors, and thus their attainment depends as much on psychology as it does on governance and technology. In this paper I outline 3 ways our evolved psychology is an obstacle to achieving international cooperation and peace. First, humans show strong evidence of adaptations for cooperation within groups, but equally clear evidence that this cooperative nature does not extend to members of other groups. Second, humans evolved to have a relative sense of fairness, and thus will often reject even mutually beneficial agreements if they benefit others more than themselves. Third, humans evolved to be self-deceptive and hypocritical, believing in the unique righteousness and inevitable victory of their own cause, which tends to exacerbate conflict. Nevertheless, these obstacles are not insurmountable and an awareness of them can help in the development of strategies to increase the chances of lasting peace and security.  相似文献

The African Union is preparing for its enhanced role in the maintenance of peace and security by establishing a Peace and Security Council that is tasked with identifying threats and breaches of the peace. To this end, the AU has recommended the development of a common security policy and, by 2010, the establishment of an African Standby Force capable of rapid deployment to keep, or enforce, the peace. The ASF would comprise of standby brigades in each of the five regions, and incorporate a police and civilian expert capacity. G8 leaders have pledged support for the AU proposal through funding, training, and enhanced co-ordination of activities. For its part, the AU will need to undertake a realistic assessment of member capabilities, to clearly articulate its needs, and to set realistic and achievable goals. The latest plan for establishing a rapidly deployable African peacekeeping force will require something that similar proposals have lacked: the political will to fund and implement a long list of recommendations. Success will ultimately be judged by the AU's future responses to situations of armed conflict. Even if such responses are largely symbolic in the short term, a sufficient display of political will among African leaders could inspire the confidence needed to galvanise international support.  相似文献

It has frequently been observed in the literature on hybrid wars that there is a grey zone between peace and war, and that hybrid wars are conflicts which are not clear cases of war. In this paper, I attempt to illuminate this grey zone and the concept and nature of war from the philosophical discussions of vagueness and institutional facts. Vague terms are characterized by the fact that there is no non-arbitrary boundary between entities which lie in their extension, and entities which do not lie in their extension. I apply a theory of vagueness to notions such as “war” and “peace” and go on to suggest that the exact boundary for what counts as a war or not is arbitrary. However, the context in which the conflict occurs determines a range of possible locations for this boundary. The most important contextual parameter is in this respect how the parties to the conflict themselves conceptualize the conflict. I suggest that this can in various ways help us understand grey-zone conflicts.  相似文献

In this paper we change the structure of the basic conflict model. This makes it possible to found an economic theory of war and peace. Apart from few exceptions there exist no peace equilibria in the related literature of conflict theory. The aim of the paper is to fill this gap, because most parts of the world live in peace. Further we show that negotiations are possible to avoid a war. The main result is that war breaks out only if the distribution of resources and/or the effectiveness of weapons is sufficiently unequal.  相似文献

Today there are many calls for other elements of the government to do more to ‘do their part’, assist the military to restore order and stability and ‘win the peace’ in Iraq and Afghanistan, and prepare for similar roles in future conflicts. The authors here instead briefly review the history of US armed forces’ involvement in military governance operations from the Mexican War through World War II, and recommend the re-establishment of a School of Military Government similar to that created during the latter conflict.  相似文献

Negotiations to end Sudan's devastating civil war have repeatedly faltered, but among other developments, the re-emergence of civil society in both the north and south provides greater impetus for peace, as well as greater prospects for democracy and respect for human rights. Particularly important, but thus far relatively unnoticed, is the rise of a southern-led civil society movement in the north. Although Sudan's complex history and demographics provide an explanation for much of the conflict, in fact the conflict is essentially political, while it is this very complexity that could provide a basis for the resolution of the conflict. Some intriguing parallels with South Africa's recent experience underscore the role of civil society, and point to some options for the future.  相似文献

The armed conflict in the DRC has been characterised by appalling, widespread and systematic human rights violations. It varies from civil war to a war between national armies. Much of the conflict falls between these two categories due to the involvement of foreign troops in civil strife, as well as foreign rebel groups fighting their home government's troops but on Congolese soil. The most pressing need is to cease hostilities and address the humanitarian situation in the country. Questions of justice and accountability, and issues relating to the rule of law will have to be addressed soon in order to achieve a durable peace in the country and in the region. Since there are links between different conflicts in the region, a broader solution should preferably be found. However, this would further complicate an already difficult proposition. Efforts limited to the DRC would be more feasible and could lead to similar measures in other conflict ridden countries in the region. Despite a generally valiant effort on the part of the United Nations (UN) since 1999 to bring peace and stability to the Democratic Republic of the Congo (DRC), the country continues to be destabilised by rebel forces. These armed movements pose a constant threat to the fragile transition in the DRC, and security in the country is continuously undermined. This article examines rebel forces in the DRC from two perspectives. Firstly, it examines such movements as a manifestation of sub-national terrorism. Secondly, it examines armed movements from the perspective of so-called ‘ungoverned spaces’. The view taken in this article supports the scholarly insight and argument that in countries such as the DRC, armed movements and militias are filling power vacuums that are the result of the inability and lack of military capacity of weak states to fight these movements effectively. Specifically, the eastern and north-eastern parts of the DRC have been major conflict zones where sub-national terrorists employ terror as a strategy. In this context, the DRC is severely affected by terrorism – a phenomenon in the DRC that is intimately linked to the failure to effect sustained development and to consolidate accountable and effective governance.  相似文献

This article aims to identify and elaborate the causes and ramifications of applying transitional justice, in particular accountability measures, to situations of war. It focuses on the correlations between peace and justice – and hence an important perspective on the question ‘how do wars end’. The article seeks to understand some of the main challenges associated with pursuing accountability for crimes committed in contemporary forms of conflict, including civil wars and abuses committed by major powers in armed conflict.  相似文献

This article considers why the British Army of today holds to the conviction that its peace support operations be conducted with an emphasis on the concept of minimum force. Evidence is presented here to show that the origins of this concept lie in two particular historical determinants: first, the moral parameters set by a religious sentiment refined through interaction with Victorian sensibilities; and, second, the pragmatic necessities of imperial policing. This article goes on to indicate how both these factors shaped – and, most significantly, why they continue to shape – a particularly British approach to the question of low-intensity conflict and, in particular, to the question of the use of military technology in such conflict.  相似文献

Peace parks are a modern means of conflict resolution through nature conservation. The Great Limpopo Peace Park (GLPP), which spans South Africa, Zimbabwe and Mozambique, was established to bring new hope to an area that is infamous for racial and political divisions, civil war and widespread poverty. This paper discusses the impact of international laws governing landmines, the current priority choices of the countries involved, and the situation in the two mine-affected countries: Mozambique and Zimbabwe. Minefields and politics are interrelated, and have an impact at local, national and international level. Using the GLPP as a case study, the article argues that although they have been presented as excellent examples of integrated biodiversity conservation and socio-economic development in developing countries, peace parks will not fulfil their main objective of promoting an image of peace in the aftermath of conflict without addressing landmine contamination.  相似文献
