This article explores the proliferation of illicit small arms and light weapons in the West African sub-region and efforts by the regional Economic Community of West African States (ECOWAS) to deal with the problem through the ECOWAS Declaration of a Moratorium on the Importation, Exportation and Manufacture of Small Arms and Light Weapons in West Africa. The paper analyses the degree of compliance with the Moratorium by four ECOWAS member states, namely, Ghana, Nigeria, Sierra Leone and Mali.  相似文献

In July 2001, member states will gather in New York for the UN Conference on the Illicit Trade in Arms in All its Aspects. It represents part of the effort to establish controls on small arms and light weapons. This article argues that it is possible that nuclear and conventional arms control represent two ends of a continuum, with common goals and a common set of mechanisms and processes at work. A decade after the end of the Cold War, it is not surprising that the international community is working on mechanisms to deal with conventional arms. The existence of a continuum and connections between conventional and nuclear arms control is less evident. The two arms control communities appear to function in isolation of each other. The return to the debate on small arms and light weapons echoes post-World War I and II periods. The fact that small arms control is back on the agenda within the context of the UN may signify recognition that any kind of arms control serves the same purpose—preventing and mitigating the effects and duration of, and bringing an end to conflict.  相似文献

One of the biggest challenges currently facing the developing world is the proliferation of small arms and light weapons. Arms control and disarmament have been part of the diplomatic agenda since the middle of the 19th century and were two of the most important issues facing the world's major powers during the 1960s and 1970s. When the Cold War ended, different instruments had been developed to negotiate the control over nuclear, chemical, biological and conventional weapons. However, the proliferation of small arms and light weapons poses new challenges to the international system. While control over legitimate use is laudable, the major problem relates to the illicit proliferation external to the state system. To address this challenge, international and national law faces the challenge of regime creation, and of the implementation and enforcement of international and national standards. Possible approaches to regime creation are discussed in this essay and recent examples are provided of how these were applied in practice to the issue of small arms and light weapons by the OAS, ECOWAS, SADC, the OAU and in East Africa.  相似文献

The British intervention into Sierra Leone, Operation 'Palliser', May-June 2000, ended on a high note with the successful joint operation. Shortly after, military operations in Sierra Leone suffered a serious and embarrassing setback when 11 British soldiers and a Sierra Leonean liaison officer were taken hostage by a bandit group. Following the holding of elections in May 2002, Sierra Leone has embarked on a process of peace-building. While facing multiple challenges, the country's youthful population is one that certainly deserves greater attention. Youths comprise more than 50% of Sierra Leone's population and in the face of scarce economic opportunities in a country devastated by war; they are a segment of the population that must be incorporated into the post-conflict reconstruction processes currently underway. Tracing small arms and light weapons has been identified as an important component in reducing the illicit trafficking of weapons to regions of conflict as well as use in violent crime. At the national, regional and international levels policy makers and practitioners are working to make tracing more effective. This article outlines some of the key elements of an effective tracing regime and reviews where areas of agreement currently exist. It concludes with observations on some of the challenges facing countries as they try to implement these systems and respond to the problem of illicit arms trafficking.  相似文献

Many of the world's poorest states have experienced violent conflict in the past decades and it is today widely accepted that armed conflicts require sustained efforts that address not only the military, but also the political, humanitarian, economic and social dimensions of conflicts. For some years there has been a growing international concern with and emphasis on peacebuilding programming in the area of conflict resolution and peacekeeping. In Sierra Leone, a country that was engulfed in a brutal civil war for more than ten years, peace was hard won—a peace that would not have been possible without the presence and active post-conflict assistance of the United Nations (UN). However, Sierra Leone remains in a precarious state, being one of the poorest countries in the world, and needs the commitment of the international community in ongoing post-conflict peacebuilding to sustain its delicate peace. This article examines the challenges, extent and achievements of peacebuilding programming in Sierra Leone, and assesses the prospects for sustainable peace in this once war-torn West African state.  相似文献

This article explains the demise of Sierra Leone's Revolutionary United Front (RUF) rebellion. It argues that the main cause of this fate was the group's relationship with its primary sponsor, Charles Taylor. The RUF's dependency on Taylor's patronage, coupled with the rebellion's weak organisational endowments harmed the group's prospects of success. Based on original research, the article shows how Taylor used the RUF as a strategic instrument for his own regional interests, which led to the group's unravelling. More broadly, the article speaks about proxy warfare in Africa and how the relationship between resource flows and rebellion are not always beneficial to rebels as one might expect.  相似文献

Following frustrating campaigns in Iraq and Afghanistan, Western interventions are becoming more limited, with troops being deployed for short bursts and residual peace-building tasks being left to others. Although this approach limits exposure for the intervening government, it struggles to achieve meaningful political change. Examining the comparatively successful British intervention in Sierra Leone (2000–02), this article identifies the conditions for effectiveness in these campaigns. It challenges the historiography of the case by framing armed confrontations and raids as enablers of politics rather than ends in themselves; indeed, in both the conduct and study of intervention, politics must reign supreme.  相似文献

This essay explores the proliferation of small arms and light weapons (SALW) in Nigeria's oil-rich Delta. Its thesis is that the intersections which the global and local environment provide have fuelled the proliferation of SALW in the region. Since the conflict in the region is resource-driven, the global and local context for its resolution must be taken into account. Military capacity building (MCB) is as problematic as it is ubiquitous, with the British experience in Sierra Leone providing a rare example of ostensible success. This article critiques the dominant conceptualisation of MCB as purely a principal–agent (PA) problem, using military change scholarship to examine the impact of wartime British intervention on the Sierra Leonean armed forces. Here, indigenous military change was both externally driven and fundamentally adaptive in nature, allowing MCB to bypass some of the difficulties predicted by PA models. However, this adaptive approach nonetheless failed to reconcile Western military values with prevailing Sierra Leonean culture, complicating post-war stabilisation efforts.  相似文献

US nuclear deterrence and arms control policy may be moving, by design and by inadvertence, toward a posture of strategic “defensivism”. Strategic “defensivism” emphasizes the overlapping and reinforcing impact of: (1) reductions in US, Russian and possibly other strategic nuclear forces, possibly down to the level of “minimum deterrence,” (2) deployment of improved strategic and/or theater antimissile defenses for the US, NATO allies and other partners; and (3) additional reliance on conventional military forces for some missions hitherto preferentially assigned to nuclear weapons. This article deals with the first two of these aspects only: the interaction between missile defenses and offensive force reductions in US–Russian strategy and policy. The findings are that stable deterrence as between the USA and Russia is possible at lower than New Strategic Arms Reduction Treaty levels, but reductions below 1000 deployed long-range weapons for each state, toward a true minimum deterrent posture, will require multilateral as opposed to bilateral coordination of arms limitations. Missile defenses might provide some denial capability against light attacks by states with small arsenals, but they still fall short of meaningful damage limitation as between powers capable of massive nuclear strikes.  相似文献

Available sources value transfers of weapons irrespective of whether they are paid for and how. Data from the U.S. indicates that the shares of arms given for free or on credit are high. If other arms exporters, all military aid and all credits used for military purposes are considered, which is done here on the basis of rough estimates and an opportunity cost model, the true cash costs of weapons in the year of the actual transfer are small. On the other hand, the financial burden of earlier arms imports via debt service has grown over time. It most probably exceeded the true cash cost of imports of arms in the late 1980s. Large differences between arms transfer data and the actual true costs of arms transfers means that analysis of the economic effects of arms imports without considering these financial aspects makes little sense.  相似文献

With the burgeoning influence of emerging markets in Asia, a tectonic shift is taking place in the global security landscape. Asian states are concomitantly arming as their economic clout grows. In light of these developments, security analysts would benefit from a formal means of placing these arms acquisitions in a structural context. Are arms acquisitions on par with the expectations of Asian states, given their structural dispositions, or are recent acquisitions beyond anticipated levels? By using a dynamic panel regression of 187 states from 1950 to 2011, this research predicts arms import volume using the degree of interstate arms linkages, the size of a state's military, and its level of economic development. The technique offers analysts a formal means of distinguishing orthodox behavior in importing conventional weapons from extraneous security motivations. The article concludes by generating near-term forecasts of Asian arms imports and discussing the implications of the technique.  相似文献

Particularly in African operations, United Nations (UN) peacekeeping forces have faced significant problems in restoring stability. In at least a few situations, unilateral national military interventions have been launched in the same countries. In the cases of Sierra Leone and Côte d’Ivoire, the British and French interventions respectively played a significant role in re-establishing stability. Lessons from these operations suggest that if effective coordination and liaison channels are established, such hybrid unilateral-UN missions can in fact be more successful than “pure” peace operations.  相似文献

The article discusses the disconnect between arms control and disarmament practices vis-à-vis peacebuilding practices. It critically analyzes Disarmament, Demobilization, and Reintegration (DDR) practices focusing on their absence of dialogue with international arms control and disarmament (ACD) practices. It proposes that a conversation between experts involved in these distinct practices could promote a political discussion on the place of weapons held by state and non-state actors in times of peace. The argument is illustrated through an analysis of the treatment of rules on weapons in the Colombian peace process (2012–present) with the Revolutionary Armed Forces of Colombia (FARC). The article concludes that the disconnect between the arms control and disarmament and the peacebuilding associations, as seen in the context of DDR practices, reinstates the rule on the monopoly of violence by the state, preventing a broader discussion of the role of weapons and violence in the building of political communities.  相似文献

The economic value, social status and symbolic meaning of small arms are particular and temporal in nature. This is demonstra ted through a historical account of the dynamics of cultural change and adaptation in Nuer society. Specifically, the article shows how attitudes towards small arms shif ted over time from a positive valuation of guns as prestigious objects, to ambivalence between the need for protection and the experience of increased local lawlessness and violence. More generally, it demonstrates how weapon-rela ted activities can only be fully understood when seen against a specific cultural background. Even if the display, use and circulation of weapons appear to carry cross-cultural references, typically as expressions of power and masculine identity, the meaning is always primarily local. Therefore, strategies to reduce the destructive impact of small arms through demand side programs, based on voluntary participation, can only be carried out successfully if built on an in-depth understanding of a particular cultural context.  相似文献

The theory of directed graphs and noncooperative games is applied to the problem of verification of State compliance to international treaties on arms control, disarmament and nonproliferation of weapons of mass destruction. Hypothetical treaty violations are formulated in terms of illegal acquisition paths for the accumulation of clandestine weapons, weapons‐grade materials or some other military capability. The paths constitute the illegal strategies of a sovereign State in a two‐person inspection game played against a multi‐ or international Inspectorate charged with compliance verification. The effectiveness of existing or postulated verification measures is quantified in terms of the Inspectorate's expected utility at Nash equilibrium. Some of the most active arms races are taking place between developed and less developed countries. The inability of less developed countries to compete financially, as well as technologically, with developed countries may be forcing the former to acquire terror weapons (TWP). The Iran–Iraq war in the 1980s and the events of 9/11 proved that the use of TWP is no longer a mere threat; there are several organizations and countries that will not hesitate to use them. This study develops a model of resource allocation in an arms race between a developed country that is characterized by state‐of‐the‐art technology and high GDP, and a less developed country whose technological capability and GDP are much lower. The model is used to predict the optimal mix of weapons of the two countries that are engaged in the arms race. Applying the model to the arms race between Israel and Syria demonstrates its use.  相似文献

This article reviews the origins and evolution of the Middle East weapons of mass destruction-free zone (WMDFZ) concept and the proposal for a 2012 conference on the subject, and explores new challenges and opportunities for regional arms control in the current regional environment. It suggests that new models may be necessary to revitalize regional arms control efforts. The establishment of a broad regional security forum could include, but should not be limited to, curtailing weapons of mass destruction through the zone approach. Even if the 2012 conference fails to materialize, or is limited to a one-time event, the proposal for such a conference has provided an important opportunity to rethink future options for a regional arms control and security process.  相似文献
