The paper looks at various scenarios of possible concern for intervening third parties when two factions are engaged in a conflict and act strategically against one another. A standard conflict model is used to determine appropriate intervention strategies in order to lower the overall level of conflict. Choosing a suitable strategy in such a setting, the third party must not only take into account the direct impact of its efforts but also the indirect impacts that result from the strategic interaction among the parties involved.  相似文献

I study a two-period model of conflict with two combatants and a third party who is an ally of one of the combatants. The third party is fully informed about the type of her ally but not about the type of her ally’s enemy. In a signaling game, I find that if the third party is unable to give a sufficiently high assistance to her ally, then there exists a unique separating equilibrium in which the third party’s expected intervention causes her ally’s enemy to exert more effort than in the absence of third-party intervention; this worsens the conflict.  相似文献

This paper presents a simple model to characterize explicitly the role that an intervening third party plays in raising the cost of rebellion in an intrastate conflict. European Journal of Political Economy, 23(4): 954974.  [Google Scholar]), we examine the conditions under which an outside party optimally intervenes such that (i) the strength of the rebel group is diminished or (ii) the rebellion is deterred altogether. We also find conditions in which a third party optimally intervenes but at a level insufficient to deter rebellion. Such behavior, which improves the incumbent government’s potential to succeed in conflict, is overlooked in some conflict studies evaluating the effectiveness of intervention. One policy implication of the model is that an increase in the strength of inter‐governmental trade partnerships increases the likelihood that third‐party intervention deters rebellion.  相似文献

Some scholars counter-intuitively argue that the proliferation of nuclear weapons increases international security by substantially reducing the chances for inter-state armed conflict. This school of thought draws heavily on the history of the American-Soviet Cold War rivalry to inform its analysis. The security dilemmas in the contemporary Middle East and South Asia where numerous states have or want nuclear weapons, however, are profoundly different than the competition between the United States and the Soviet Union. States in the Middle East and South Asia today may see nuclear weapons as usable instruments of warfare in contrast to conventional wisdom in the West that views them as weapons of deterrence and last resort. As common sense would have it, American and Allied policy designed to stem the proliferation of nuclear weapons is prudent. American diplomatic intervention, moreover, in regional crises as a third party may be needed in the future in the Middle East and South Asia to lessen the risks of nuclear warfare. Nevertheless, American policy-makers are likely in the future to find themselves facing a nuclear-armed nation-state-or soon to be nuclear weapons-capable state-in a crisis and will have to grapple with the risks of pre-emptive or preventive military action.  相似文献

The conflict between the rebel group, the Polisario Front, and the Kingdom of Morocco is nearing its 43rd year. Though under-reported, the conflict itself garners attention for the resilience – some would say tenacity – of the ethnically Sahrawi Polisario Front. Despite shifting regional and international politics and the nearly 150,000 Sahrawi refugees waiting in nearby Algerian camps, the rebel group has survived. What explains its resilience? This article uses Bourdieu’s ‘forms of capital’ to understand the Polisario Front’s persistence. Based on field research in Algeria, Western Sahara, and the United States, it finds that social, cultural, symbolic, and economic capital may provide an explanation.  相似文献

Guinea-Bissau's transition toward democracy has been violent and disruptive. Despite holding elections and attempts to promote economic and social development, the latest government, under President Yala, is not equipped to bring stability or even a more democratic state. A politicised military, inexperienced opposition and corrupt government officials have contributed to the current poverty and instability. Although unlikely to be deposed by the fragmented opposition, Yala is not secure within his own party and is likely to use his position to weaken his opponents. As a Catholic, Yala has been careful to avoid religious conflict by reassuring Muslim citizens that they will not be marginalised. The economy is precarious and poverty has not been addressed. Guinea-Bissau is dependent on foreign donors for its financial needs. Guinea-Bissau has begun military operations against rebels opposing the Senegalese government and the battles seem likely to continue to cause regional instability. Without external intervention political and economic development looks remote.  相似文献

Based on newly declassified archival documents, the aim of this study is to contribute to an improved understanding of the evolution of the non-proliferation regime through an examination of US and French nuclear cooperation agreements in the latter half of the 1970s. The four pledges of nuclear assistance examined – US assistance to Egypt and Israel, and French assistance to Pakistan and South Korea – failed to materialise by the end of the decade. Why did that happen? What caused the four pledges to fail? We find that the 1974 Indian nuclear explosion and the emergence of opposing domestic factions on the nuclear front in the supplier states generated major changes in US and French nuclear export policies, and also contributed to the development of a collaborative partnership between the two competing nuclear exporters, on the other.  相似文献

In the last decade, the nature of peacekeeping in Africa has changed somewhat, especially the manner in which peacekeeping missions are comprised, funded and driven. What one can observe is that there has been new thinking in the field of peacekeeping where this initiative is driven by states with particular interest in a particular issue(s). This thinking has led, to a certain extent, to the United Nations (UN) de-monopolising peacekeeping and ceding its ‘responsibility to protect’ to either lead states or regional organisations to deal with crises in respective backyards. In the first instance, ‘lead states’ have been empowered (financially and militarily) by peacekeeping powers to attend to crises in their respective regions to drive peacekeeping efforts. In the second instance, while financial and military support is not paramount, regional powers have had the blessing of the UN to deal with regional issues and crises in various parts of their respective regions. This situation evidently signifies the shifting nature of peacekeeping on the African continent. On assessing this scenario, the question that emerges in one's mind is where does this leave the UN? Does this mean that the UN and multilateralism is being sidelined in favour of unilateralism? Or does the UN still matter? What is the future of peacekeeping in Africa? These questions and the challenges posed by both the ‘old’ and ‘new’ approach to peacekeeping will be analysed in this article.  相似文献

This article investigates the optimal inventory and admission policies for a “Clicks‐and‐Bricks” retailer of seasonal products that, in addition to selling through its own physical and online stores, also sells through third‐party websites by means of affiliate programs. Through postings on partners' webpages, an affiliate program allows a retailer to attract customers who would otherwise be missed. However, this retailer needs to pay a commission for each sale that originates from the website operators participating in the program. The retailer may also refer online orders to other sources (such as distributors and manufacturers) for fulfillment through a drop‐shipping agreement and thus earns commissions. This would be an option when, for example, the inventories at the physical stores were running low. Therefore, during the selling horizon, the retailer needs to dynamically control the opening/closing of affiliate programs and decide on the fulfillment option for online orders. On the basis of a discrete‐time dynamic programming model, the optimal admission policy of the retailer is investigated in this paper, and the structural properties of the revenue function are characterized. Numerical examples are given to show the revenue impact of optimal admission control. The optimal initial stocking decisions at the physical stores are also studied. © 2009 Wiley Periodicals, Inc. Contemporary international mediation is often multiparty and involves a number of states and multilateral organisations. What are the conditions that account for successful multiparty mediation in conflict resolution? To address this question, I use qualitative comparative analysis (fsQCA) and focus on individual dimensions of mediation, namely internal cohesion of the mediating coalition, the use of reward and coercive power, and the presence of a ‘mutually hurting stalemate’ (MHS). I posit that the presence of a cohesive mediating coalition is a necessary condition for conflict resolution, whereas the provision of security guarantees, the imposition of sanctions and the presence of an MHS play a causal role in conflict resolution only in conjunction with other conditions. I test these conditions using a fuzzy-set approach and data from 20 mediated agreements over separatist conflicts in the post-cold war era. Empirical findings provide support for some of these propositions and challenge relevant theories of international mediation. More specifically, this research shows that a high convergence of interests among mediators is the only necessary – albeit not sufficient condition – for conflict resolution. During the night of 15 December 2013, fighting broke out between factions of the Sudan People's Liberation Army (SPLA) in Juba, the capital of the Republic of South Sudan. The fighting pitted forces loyal to President Salva Kiir against those loyal to former Vice President Riek Machar. Five days later, Uganda sent troops into South Sudan, advancing a number of reasons for intervention, including that it had been invited by the legitimate government of South Sudan to ensure order; it needed to evacuate Ugandan citizens caught up in the fighting; it had been asked by the United Nations Secretary-General to intervene; and that the regional organisation, the Intergovernmental Authority on Development had sanctioned the intervention. As the conflict escalated, Ugandan troops started fighting on the side of forces loyal to Kiir. The underlying reasons for the intervention were clearly economic, but those advanced were legal. This article discusses both sets of reasons and concludes that the economic reasons are more persuasive. Nevertheless, while some of the legal arguments (such as being invited by the legitimate government of South Sudan) can be asserted, others are clearly dubious. In addition, the participation of Ugandan troops in the fighting on the side of the Kiir government renders the intervention illegal.  相似文献

In this paper, I critically analyse the doctrine of the Responsibility to Protect (RtoP), as it relates to the responsibility of intervening forces towards the people they claim to protect and the challenges that the situation in Libya now poses in the region and for the African Union (AU). I focus most of my attention on the coercive elements of the RtoP framework (Pillar III). This is the most contested element in the framework. Three questions guide this article: were there legitimate grounds to justify an external intervention in Libya? In the words of Hugh Roberts in Who Said Gaddafi Had to Go, ‘[w]hat if anything has Libya got in exchange for all the death and destruction that have been visited on it’ since 2011? What are the practical implications and consequences of the North Atlantic Treaty Organization (NATO) intervention, led by the United States (US), for regional peace? I discuss the problems surrounding the US–NATO intervention, followed by an analysis of the various positions and narratives leading up to the intervention, the framing and justifications provided for the intervention, and an analysis of the AU's proposal for the resolution of the Libyan crisis. I analyse the various debates that took place in the US (Pentagon/White House), at the United Nations, among scholars in the West and in Africa, and among various actors who tried to broker a ceasefire in Libya before and during the intervention. I conclude with a discussion of the implications for regional peace.  相似文献

While research has already focused on power-sharing agreements by assessing specific effects of political, economic, territorial and military provisions, some provisions might be more important than others. This paper argues that the content of an agreement is crucial for the cohesion of a signatory rebel group since these are strongly affected by resource-distribution and the way in which the underlying conflict is managed. Investigating on the Free Aceh Movement and the Moro National Liberation Front, this study concludes that the implementation of power-sharing is decisive. When inner-core provisions and single factions are addressed, groups tend to stay united.  相似文献

This article analyses the political relationship between Ethiopia and Egypt. It aims to provide an analytical framework to unpack this complex relationship and assess the impacts that the Nile River has on the nature of this relationship. It further identifies geopolitical factors determining the impacts of the Nile River on frameworks of actions and political opportunity structures in which political actors operate. Accordingly, the different combinations of these determinants lead to the formation of political actors and ensuing actions that can fuel conflict, sustain the status quo or build peace. The article seeks to provide tentative answers to the following questions: what can be done or what mechanisms might be used to reduce the risk of conflict? This article presents a dynamic model in which counterterrorism policies have the potential to generate positive public support for terrorism via a backlash that may fuel terror recruitment. For an optimizing government aiming at maximizing security, this phenomenon produces a natural bound on proactive counterterror policy that is related to the dynamic path of conflict. Moreover, terror is a persistent phenomenon that requires patience on the part of the target government for optimal counterterror policies to be realized. Finally, the potential for backlash yields insights into the need for target governments to fight an information war to change public opinion regarding its own policies and the ultimate effect of terror attacks.  相似文献

A rule that constrains decision‐makers is enforced by an inspector who is supplied with a fixed level of inspection resources—inspection personnel, equipment, or time. How should the inspector distribute its inspection resources over several independent inspectees? What minimum level of resources is required to deter all violations? Optimal enforcement problems occur in many contexts; the motivating application for this study is the role of the International Atomic Energy Agency in support of the Treaty on the Non‐Proliferation of Nuclear Weapons. Using game‐theoretic models, the resource level adequate for deterrence is characterized in a two‐inspectee problem with inspections that are imperfect in the sense that violations can be missed. Detection functions, or probabilities of detecting a violation, are assumed to be increasing in inspection resources, permitting optimal allocations over inspectees to be described both in general and in special cases. When detection functions are convex, inspection effort should be concentrated on one inspectee chosen at random, but when they are concave it should be spread deterministicly over the inspectees. Our analysis provides guidance for the design of arms‐control verification operations, and implies that a priori constraints on the distribution of inspection effort can result in significant inefficiencies. © 2003 Wiley Periodicals, Inc. This paper seeks to answer a simple question: When do regional powers get involved in civil wars? Some civil wars see a significant involvement of regional actors, while others show a remarkable level of isolation. What explains this difference? This research answers this question by looking at two case studies: the Algerian civil war (1991–2002) and the Syrian civil war (2011–up to date). The paper identifies and develops five factors of regional involvement. These are: capabilities, regional dynamics, country’s relevance, regional security issues/containment and domestic–external links. civil wars are today one of the most prominent and deadly forms of conflict, and this paper contributes to understanding the important but understudied issue of regional involvement.  相似文献

Why are large population movements conflict-prone in some regions while they remain peacefully integrated elsewhere? I argue that clashes between ethnically distinct indigenous populations and migrants – i.e. ‘Sons of the Soil (SoS) conflict’ – erupt when there are large socio-economic and political horizontal inequalities between ‘dominant migrants’ and locals. A comparative case study of two Chinese minority regions based on ethnographic fieldwork and population data provides a vivid illustration of the mechanisms linking migration to SoS conflict. With fewer HIs between migrants and locals, Inner Mongolia avoided many of the violent clashes that were commonplace in Qinghai, a province fraught with disparities.  相似文献

This article reviews the gloomy saga of the EU Battlegroups, focusing on four questions: Where do they come from? What do they look like? What have they been hindered by? And where do they go from here? It builds upon earlier findings in the literature and adds novel insights based on original data. In doing so, the article pays particular attention to the standby nations’ constant calculation of political and financial costs. It argues that recognizing these cost–benefit calculations allows for identifying the most crucial areas to be tackled to make the EU Battlegroups functional. In addition, the article stresses that these considerations play out in a setting wherein the Battlegroups are just one among many policy instruments available for rapid response.  相似文献
