During the period 1996–2006, the Communist Party of Nepal (Maoist) waged overt people’s war to seize state power and institute a new order that realized the party’s understanding of ‘New Democracy’ as posited by Mao Tse-tung. Contextual shifts led to a crucial strategic turning point in September 2005, when the Maoists agreed to a united front with estranged legal parties to oust the monarchy and establish a republic. Though touted as acceptance of political reintegration, the move was tactical rather than strategic. The party had no intention of supporting a parliamentary version of democracy and thus, 2006–2016, engaged in a covert effort to seize power. Central to this effort was the paramilitary Young Communist League (YCL), the members of which responded to inflammatory party verbiage and exhortations with attacks upon rival political actors. These attacks, academically and legally, were terrorism and offered a salient illustration of intra-state unrestricted warfare. Ultimately, organizational, national, and regional circumstances caused the main Maoist movement to move decisively away from its covert approach. By that time, however, radical splinters had embraced the use of terrorism against rival political actors, creating a situation whereby local politics is yet a dangerous endeavor in certain areas and at certain times.  相似文献

ABSTRACT

This article highlights the difficulty of creating a code of ethics in anthropology, particularly one that appropriately addresses the nuanced nature of the military and the anthropologists who conduct research and disseminate information in the context of war. The article consults one of the most important books on this topic, George R. Lucas' Anthropologists in Arms (2009), along with several other relevant texts, and examines the ethical complexities and dilemmas American and European anthropologists faced during their involvement in both World Wars, as well as those faced during Vietnam and the more recent wars in Iraq and Afghanistan. The article also examines the military's recruitment of cultural experts, the methods used to culturally engage combatants, and the criticisms against social scientists who choose to work as so-called military anthropologists. The anthropologists in this article risked academic exile conducting what some consider an adulteration of academic principles. The article contributes to the discourse regarding unconventional warfare and the methods used by the armed forces to better understand the cultural nuances of people, and to highlight the need for the development of a better anthropological code of ethics that accounts for the challenges of war.  相似文献

This article analyzes the American intervention in Nazi-oppressed Europe during World War II and the way in which this intervention is represented in film. Examining the visual and cinematic aesthetics of Saving Private Ryan and the mini-series Band of Brothers, the article seeks to demonstrate how film has responded to US intervention overseas. It is argued that the need to liberate Europe from the evil Other stands forth as the main, heavily moralized purpose of US military intrusion in the film and the mini-series being analyzed. To shore up this speculation, the author considers other films on the topic, namely, The Longest Day (1962) and Shutter Island (2009). The author claims that the scenes in the concentration camps that are crucial in Band of Brothers and Shutter Island have an ethical function, i.e. they justify US intervention in the foreign territory. Additionally, the article provides a brief overview of Playing for Time (1980), Schindler’s List (1993), The Devil’s Arithmetic (1999), The Grey Zone (2001), as well as the mini-series Holocaust (1978).  相似文献

When twentieth-century authors wrote about ‘partisan warfare’, they usually meant an insurgency or asymmetric military operations conducted against a superior force by small bands of ideologically driven irregular fighters. By contrast, originally (i.e. before the French Revolution) ‘partisan’ in French, English, and German referred only to the leader of a detachment of special forces (party, partie, Parthey, détachement) which the major European powers used to conduct special operations alongside their regular forces. Such special operations were the classic definition of ‘small war’ (petite guerre) in the late seventeenth and in the eighteenth centuries. The Spanish word ‘la guerrilla’, meaning nothing other than ‘small war’, only acquired an association with rebellion with the Spanish War of Independence against Napoleon. Even after this, however, armies throughout the world have continued to employ special forces. In the late nineteenth century, their operations have still been referred to as prosecuting ‘la guerrilla’ or ‘small war’, which existed side by side with, and was often mixed with, ‘people's war’ or popular uprisings against hated regimes.  相似文献

The task of coming to a proper appreciation of Clausewitz’s thoughts on war is to combine a hierarchical structure with that of a floating balance. This article examines the relation of purpose, aims and means in Clausewitz’s theory and highlights that this relation is methodologically comparable to the floating balance of Clausewitz’s trinity. Modern strategic thinking is characterised by the ‘ends, ways, means relationship’ and the concept of the ‘way’ as shortest possible direct connection between ends and means. If strategy is nothing else than the direct way of linking the political purpose with the means, understood as combat, this understandings results in ‘battle-centric’ warfare. My thesis is that the aim (goal, way) in warfare is not a direct link between purpose and means, but rather an indirect, intermediary dimension, a mediation (in Hegelian terms) between purpose and aims with its own grammar. This article distinguishes (sometimes going beyond Clausewitz) between the rationality of the whole process of war, the rationality of the separate aspects of purpose, aims and means in warfare and finally their conflicting tendencies. This article highlights Clausewitz’s different concepts of purpose and aims and tries to shed at least some light of the strategic implications of this difference. This interpretation of Clausewitz leads to the definition of strategy as maintaining a floating balance of purpose, aims and means in warfare.  相似文献

Among the multiple dimensions of the tous azimuths modernisation of Chinese naval forces, the development of China’s anti-access capacity has recently elicited considerable interest. The important link between this capacity and an overarching vision of the use of force – i.e. a naval doctrine – has, however, often been left implicit. This article shows that the particular development of China’s naval anti-access forces – more precisely, forces with an impact on the naval balance – can be explained by a shift of China’s naval doctrine towards a distinctly pre-emptive posture, which, itself, stems from the set of constraints imposed by the framework of ‘local war under informationised conditions’.  相似文献

This article investigates how US national security planners have envisioned the emerging strategic environment during the early twenty-first century and evaluates how their perceptions of this strategic environment have changed during these years. This conceptual evolution can be seen in how defense planners define threats, identify defense priorities, and design security strategies. Five key strategic planning documents serve as the basis for this analysis and illustrate significant shifts in how the US government has envisioned its own security requirements as well as the context within which its strategic vision will need to be realized. These planning documents are: (1) Joint Vision 2020, (2) the Bush Administration's 2002 National Security Strategy of the United States, (3) the Obama Administration's 2010 National Security Strategy, (4) US Strategic Defense Guidance entitled Sustaining US Global Leadership: Priorities for 21st Century Defense, and (5) the US Chairman of the Joint Chiefs of Staff's Capstone Concept for Joint Operations: Joint Force 2020.  相似文献

‘Doctrine’ has been part of military vernacular for at least a century. Nonetheless, it is a concept which is rather under-explored. The aim of this article is thus to break doctrine down into its component parts in order to grasp what a military doctrine actually is. Thereafter, the article points out different ways to utilise doctrine as a military devise. A doctrine cannot be, or rather should not be, all things to all men. On the contrary, doctrine can be a tool of command, tool of education or a tool of change. The main upshot of the article is that the future of doctrine is far brighter than its critics want us to believe.  相似文献

The purpose of this article is to present an algorithm for globally maximizing the ratio of two convex functions f and g over a convex set X. To our knowledge, this is the first algorithm to be proposed for globally solving this problem. The algorithm uses a branch and bound search to guarantee that a global optimal solution is found. While it does not require the functions f and g to be differentiable, it does require that subgradients of g can be calculated efficiently. The main computational effort of the algorithm involves solving a sequence of subproblems that can be solved by convex programming methods. When X is polyhedral, these subproblems can be solved by linear programming procedures. Because of these properties, the algorithm offers a potentially attractive means for globally maximizing ratios of convex functions over convex sets. © 2006 Wiley Periodicals, Inc. Since the fall of the Taliban in late 2001, the Islamic Republic of Afghanistan (GIRoA), the United States, the United Nations, and the International Security Assistance Force (ISAF) have funded and led three different Disarmament, Demobilization, and Reintegration (DDR) programs. Despite a significant investment in time and treasure, all of them have failed to significantly reduce the number of insurgents or arbaki (militia). This article explores why these programs failed despite incorporating ideas from the prominent DDR schools of thought. Utilizing Stathis Kalyvas’ theory of The Logic of Violence in Civil War as a lens, this article argues that GIRoA and ISAF did not have sufficient control of territory to entice insurgents or arbaki to reconcile and/or reintegrate with the government. Further, in areas GIRoA nominally controlled in northern and western Afghanistan, regional powerbrokers who controlled these areas balked at these programs.  相似文献

ABSTRACT

Research concerning authoritarian stability and peace usually investigates co-optation and repression. Recently, several studies argue that traditional legitimacy is also important for stability in monarchies. However, existing research rarely considers how legitimacy constrains rebellions and help the royal family to stay in power. Hence, this article explores the causal links between sources of traditional legitimacy and absence of uprisings. The study investigates the relationship with a case study of the Kingdom of Swaziland. In line with my expectations, I find a causal relationship between sources of traditional legitimacy and absence of popular uprisings. First, the royal family actively uses traditional legitimacy to justify their rule. Second, the Afrobarometer indicates that the Swazi people trust the King more than citizens in other African countries trust their head of state. Third, opposition actors have limited opportunities to mobilize the broader population against the monarchy. Fourth, traditional legitimacy dampens ongoing protests and thereby hinders their escalation into popular uprisings or political violence. Repression is clearly an important explanation for limited rebellion in Swaziland, but this article shows that also traditional legitimacy sources play a role.  相似文献

When comparing two series systems with components of equal cost, one with lifetimes {Xi} and the other with lifetimes {Yi}, it is shown that a risk-averse decision-maker will prefer the HNBUE system. The sequential order statistics (SOS) are a good way to model the lifetimes of the components in a system when the failure of a component at time t affects the performance of the working components at this age t. In this article, we study properties of the lifetimes of the coherent systems obtained using SOS. Specifically, we obtain a mixture representation based on the signature of the system. This representation is used to obtain stochastic comparisons. To get these comparisons, we obtain some ordering properties for the SOS, which in this context represent the lifetimes of k‐out‐of‐n systems. In this article, I analyze the use of historical counterfactuals in the Campaign of 1815 by Carl von Clausewitz (1780–1831). Such is the importance of counterfactuals in this work that its gist can be given in a series of 25 counterfactuals. I claim that a central role is played by evaluative counterfactuals. This specific form of counterfactuals is part of a didactic method that allows Clausewitz to teach young officers a critical method that prepares them for the challenge of decision-making in real warfare. I conclude with the enduring relevance of Clausewitz’s use of evaluative counterfactuals for contemporary military historiography.  相似文献

This paper presents a simple model to characterize explicitly the role that an intervening third party plays in raising the cost of rebellion in an intrastate conflict. (2007b Chang, Y.‐M., Potter, J. and Sanders, S. 2007b. War and peace: third‐party intervention in conflict. European Journal of Political Economy, 23(4): 954974.  [Google Scholar]), we examine the conditions under which an outside party optimally intervenes such that (i) the strength of the rebel group is diminished or (ii) the rebellion is deterred altogether. We also find conditions in which a third party optimally intervenes but at a level insufficient to deter rebellion. Such behavior, which improves the incumbent government’s potential to succeed in conflict, is overlooked in some conflict studies evaluating the effectiveness of intervention. One policy implication of the model is that an increase in the strength of inter‐governmental trade partnerships increases the likelihood that third‐party intervention deters rebellion.  相似文献

While terrorist and insurgent groups have often combined anti-state subversion with ‘purely‘ criminal activities in order to obtain the financial means to wage their ideological struggle, little is known about the transformation of such groups into non-ideological organised crime groups (OCG) with close links to authorities. This holds particularly for jihadist groups that have on ideological grounds ruled out collaboration with their archenemies – ‘infidels’ and ‘apostates’. Using unique ethnographic data from Russia’s Dagestan, this article explores the causes and contexts of the gradual transformation of some of Dagestan’s jihadist units – jamaats – into organised crime groups collaborating with local authorities.  相似文献
