Since Operation Enduring Freedom, Central Asian militants, such as the Islamic Movement of Uzbekistan, have fled to Pakistan from their previous strongholds in Afghanistan. However, many militants have begun returning to Central Asia. Thus questions are raised as to what extent militancy has the potential to thrive with the pending North Atlantic Treaty Organization withdrawal from Afghanistan set for 2014? Is militancy a legitimate security threat to Central Asia? What strategies might militants implement? Thus, this article examines the current state of militancy, analyzes militant trends, introduces Afghanistan and Pakistan into the Central Asian equation, and determines the militants' capability and overall strategy. The article concludes that militant Islam, regardless of its current numbers, remains a viable threat to regional security, Afghanistan will be an essential factor for the future of Central Asian militancy, and the form this re-emergence will take becomes apparent.  相似文献

In the mid-2000s, the United States Army was embroiled in counterinsurgency missions in Iraq and Afghanistan that required deeper understanding of local social systems. The Army turned to systems thinking and design thinking to model and understand the world, define problems, and develop approaches to strategic and operational challenges. However, the Army’s approach as expressed in publications and doctrine encourages the development of complicated, unsupported, and unfalsifiable hypotheses. The risk is that the Army will act on incorrect assumptions and develop plans that are fragile.  相似文献

Recent discoveries of significant mineral deposits offer Afghanistan the opportunity to attain a level of economic development sufficient to stabilize that country's volatile security situation while providing Afghans with a reasonable standard of living. Much, however, depends on whether Afghanistan can avoid the “Natural Resource Curse,” an inter-related set of economic and social pathologies that often bedevil resource-endowed countries. In this article, the authors describe the Natural Resource Curse, evaluate the obstacles it raises for Afghan economic development, and offer a strategy to minimize the risks Afghanistan faces in its efforts to exploit its mineral wealth for the benefit of the population.  相似文献

In the aftermath of 9/11, the USA embarked on a massive global hunt for terrorists and launched its “Operation Enduring Freedom” in Afghanistan. Its failure to control insurgency in Afghanistan spilled over into Pakistan, with disastrous consequences. The resurgence of the Taliban with more formidable tactics and maneuvering skills has become more troublesome for both Afghanistan and Pakistan and for the USA and its allied forces. The fierce comeback of the insurgents has challenged the political and territorial integrity of Pakistan, one that it cannot tolerate. This article analyzes the current situation and its implications for Pakistan's security. Moreover, it looks into the internal and external security complexities that Pakistan faces and the possible implications of the US exit strategy for Pakistan's security. It concludes that the security situation in Pakistan is continuously deteriorating and no part of her territory is immune from terrorists' attacks. To be successful, Pakistan must pursue a broad-based strategy that encompasses military, political, social, economic and informational domains aimed at accomplishing four major objectives: (1) elimination of foreign terrorists and their facilitators; (2) strengthening of the political and administrative institutions in the Federally Administered Tribal Areas (FATA); (3) establishing a safe and secure environment conducive for sustained development and the realization of real socio-economic progress and (4) integrating the FATA into the national mainstream. In the long term, a strategy based on the concept of “Enlightened Moderation” is the right solution, not only to the internal problems of Pakistan but also for the Muslim world and the international community.  相似文献

The effort to degrade and defeat the Islamic State is like many other multilateral military efforts – characterized by widely varying contributions to the effort. This article seeks to understand the patterns of contributions. Three sets of explanations are applied: the lessons of Afghanistan and Libya, variations in how potential contributors feel the threat posed by the Islamic State, and domestic political dynamics. While there may be some political processes that overlap with the big lessons and with the threat of the Islamic State, the patterns of contributions thus far suggest that the key drivers of reactions to the Islamic State are the desire not to repeat Afghanistan combined with some impetus provided by Islamic State attacks in the various homelands. The conclusion suggests some policy implications as well as some ideas for future research.  相似文献

The US strategy in Afghanistan has fallen short of neutralizing the insurgency that threatens the future stability. The primary insurgency's leadership council, the Quetta Shura, has effectively managed influence through a shadow government and superior tactics in recruiting marginalized tribal leaders, leading to a questionable outcome once Coalition forces withdraw in 2014. This article summarizes the threat posed by the Quetta Shura, coinciding with the deficiencies in the current US policy, and recommends a more viable strategy conducive to the current circumstances, based on historical and cultural precedence. Coalition forces have put a great amount of time, money, and effort into establishing a more stable Afghanistan. The USA needs a more aggressive strategy to counter the aspirations of the insurgency, thereby giving the Afghans the opportunity to further progress in the future. Under the current circumstances and policies, a peaceful transition after the Coalition withdrawal is becoming more unlikely.  相似文献

This article provides a critical analysis of counterinsurgency in Afghanistan at the tactical level. The efforts of several Naval Special Warfare detachments deployed to Naw Bahar district in Zabul Province, Afghanistan are examined in detail to identify key successes and failures in planning and execution. It defines the operating environment in which the detachments worked and identifies the goals and outcomes of the first and second phases of the counterinsurgency effort. The article concludes by placing the tactical effort in the context of the overall strategy in Afghanistan and suggests that time is the limiting factor to success.  相似文献

The following article aims to examine current counter-insurgency (COIN) strategy in Afghanistan to posit an untried theoretical concept of operations for the war being waged there. By doing so it shall argue that Coalition and NATO forces operating there may be required to fundamentally recast Afghan war-policy if a resurgent Taliban and Al-Qa'eda are to be countered in both the military and political spheres of present day Afghanistan. By way of strategy this article shall posit that a more optimal strategy in Afghanistan, in light of the campaign's apparent difficulties, might be to seed local security apparatuses, designated herein as ‘Rural Paramilitary Forces’.  相似文献

This article addresses the principles that should guide commanders, and the rules they must adhere to, when dealing with community disputes in Afghanistan. An important feature of these principles and rules is that they have been developed to ensure that coalition forces minimize the harm caused to the local population; and that members of the coalition do not violate their own laws and policies. The principles and rules have also been developed to be consistent with counterinsurgency guidance as practiced in Afghanistan. The article concludes with a number of ‘Dos and Don'ts’ concerning dispute settlement that are relevant for coalition forces dealing with disputes at the tactical level. The article also has two appendices, which are intended to guide commanders to better understand dispute settlement systems in Afghanistan.  相似文献

In September 2011, the Commander of the International Security Assistance Force (ISAF) in Afghanistan directed the Afghan Assessment Group to redesign the way in which ISAF was assessing the status of the war, and to be ‘revolutionary’ in so doing. The resulting assessment paradigm was novel, non-doctrinal, and effectively addressed the unique complexities of the counterinsurgency in Afghanistan and the needs of the ISAF Commander. It had a two-tier structure consisting of both strategic and campaign assessments. The former focused on answering a set of strategic questions in narrative, analytic form to address the strategic environment, while the latter used a set of standards and accompanying narrative responses to gauge accomplishment of campaign tasks. Both tiers captured the current state of the war while maintaining an eye on future challenges and opportunities. The two assessments and their associated processes were designed to stimulate discussions leading directly to decisions by senior leaders on actions they could take, direct, or request. While any assessment paradigm will have advantages and disadvantages, an examination of the pros and cons of this assessment paradigm makes clear that it should be considered a ‘best practice’ in the field of counterinsurgency assessment.  相似文献

The dielectric constant (DC) is one of the key properties for detection of threat materials such as Improvised Explosive Devices (IEDs). In the present paper, the density functional theory (DFT) as well as ab-initio approaches are used to explore effective methods to predict dielectric constants of a series of 12 energetic materials (EMs) for which experimental data needed to experimentally determine the dielectric constant (refractive indices) are available. These include military grades energetic materials, nitro and peroxide compounds, and the widely used nitroglycerin. Ab-initio and DFT calculations are conducted. In order to calculate dielectric constant values of materials, potential DFT functional combined with basis sets are considered for testing. Accuracy of the calculations are compared to experimental data listed in the scientific literature, and time required for calculations are both evaluated and discussed. The best functional/basis set combinations among those tested are CAM-B3LYP and AUG-cc-pVDZm, which provide great results, with accuracy deviations below 5% when calculated results are compared to experimental data.  相似文献

Ten years of counterinsurgency in Iraq and Afghanistan have produced little in Britain's national interest. This article examines the political objectives set in these wars and the reasons why they have proved elusive. The core foreign policy aim was to sustain Britain's position as a great power by assuming responsibility for global order. Alliances with the United States and NATO would be the diplomatic tool for pursuing this aim. These alliances brought obligations, in the shape of agreed common threats. Rogue regimes with weapons of mass destruction and international terrorists harboured in failed states were deemed the primary threats to British security. Military means were therefore used in Iraq and Afghanistan to attack them. Whether Tony Blair's vision of global order ever made sense is debatable, and it attracted scepticism from the outset. The article argues experience in Iraq and Afghanistan showed that a strategy to eliminate terrorism (the WMD threat turned out never to have existed) by expeditionary counterinsurgency could only fail. Therefore the attention lavished on operational-level performance by most studies is misplaced, because no amount of warfighting excellence could make up for strategic incoherence. Finally, the article proposes the more important question arising from the last ten years is why the UK pursued a futile strategy for so long. The difficulties associated with interpreting events, a malfunctioning strategic apparatus, weak political oversight, and bureaucratic self-interest are posited as the most significant explanations.  相似文献

With strategic success in Iraq and Afghanistan far from certain, comforting beliefs about Britain's superiority at counterinsurgency have come under increasingly sceptical scrutiny. This article contributes to the debate with particular reference to the supposedly pivotal principle of minimum force. After discussing the recent literature on the subject, the article critiques the methodology employed by advocates of the traditionalist view on British COIN, arguing for a more rigorous historical approach based on primary sources. Following these historical matters, it is argued that conceptually, minimum force should be analysed dialectically in relation to practices of exemplary force, and above all, on the evidence of what happens in a conflict. Arguably the value ascribed to doctrine in strategic analysis has become unduly inflated, and we must look beyond it to understand war and political violence.  相似文献

The United States’ global strategic outlook has shifted markedly since the end of major combat operations in Iraq and Afghanistan. As the United States’ strategic posture shifts, the nature of military operations is simultaneously changing rapidly. Many analysts predict that cyber-operations, autonomous weapons systems, artificial intelligence, and clandestine special forces operations will be central features in future conflicts. Although often overlooked by scholars and policy analysts, defence contractors are integral to the development and implementation of these emerging categories of warfare. This inquiry examines the evolving nature of the American defence industry and the roles corporations play in current theatres of conflict. Surprisingly, rather than becoming less reliant on defence contractors after their much-maligned performance in the wars in Iraq and Afghanistan, American military and intelligence agencies have become more dependent on the private sector as technology becomes increasingly central to warfare.  相似文献

This article – based on data that employs interviews conducted with British Army personnel – adopts a social theory of learning in order to examine how both formal and informal learning systems have affected organizational learning within the Army in relation to the counter-insurgency campaign in Afghanistan. It argues that while the Army has adopted new, or reformed existing, formal learning systems, these have not generated a reconceptualization of how to conduct counter-insurgency warfare. It, furthermore, argues that while informal learning systems have enabled units to improve their pre-deployment preparations, these have created adaptation traps that have acted as barriers to higher-level learning.  相似文献

Rarely has a military commitment led to such intense discussion in the Netherlands as the Task Force Uruzgan (TFU) mission in Afghanistan. In February 2010, the Netherlands' coalition government even collapsed after the two largest parties failed to agree on the withdrawal of Dutch troops from Afghanistan later this year. This article deals first of all with the difficult discussion over the Afghanistan mission of the TFU. The authors then subject three ISAF operations to close scrutiny. The authors provide some suggestions to help understand better this pivotal point in the execution of the whole operation and thus give a fuller picture of the Dutch counterinsurgency approach in Uruzgan.  相似文献

ABSTRACT

The American way of war in Afghanistan presents a conundrum for proponents of 21st-century state-building projects. How can liberal peace proponents engage in efficient state building without sacrificing their ideals? The US learned that state-building allocates a degree of command and control to powerbrokers operating in the shadows to launder aid money, traffic illicit narcotics, and engage in extrajudicial punishments. These clients failed to represent the liberal values foreign patrons endorsed, because the latter not only offered resources without conditions but also rewarded bad behavior. This issue is examined by looking at the case of post-2001 northern Afghanistan, where powerful warlords should have held greater control over their paramilitary forces, limited predatory behavior, and built stronger relationships with the community. Instead, warlords-turned-statesmen expanded their material and social influence in the north, while holding onto the informal instruments of racketeering and patronage that overwhelmed Western ideals and shaped the predatory state present in Afghanistan today. Moreover, paramilitaries were influenced by material, social, and normative incentives that rewarded violent and predatory behavior and further eroded already weak community control mechanisms at the subdistrict level.  相似文献

Commanders of the International Security Assistance Force (ISAF) have repeatedly stressed the hearts and minds approach in Afghanistan, in saying that the human terrain is decisive for a successful outcome of the mission. Avoidance of civilian casualties is considered of strategic importance, and by nature highly dependent on the management of tactical level Escalation of Force (EoF) situations. Non‐lethal weapons (NLWs) are expected to enable tactical commanders to avoid innocent civilian casualties in such situations. This article considers a selected NLW on its potential to accomplish this requirement. It uses a defence technology assessment approach to analyse EoF situations experienced by Dutch ISAF forces in which the NLW is inserted. The analysis demonstrates that a range of contextual factors in the Afghanistan high‐risk environment tend to narrow down the window of opportunity for the NLW to help defuse the risk of unintended civil casualties.  相似文献
