Sales of arms are a significant component of international trade and raise a range of pressing policy issues. After a short review of the market, this paper provides a formal model of the trade which allows for competing forward‐looking suppliers whose welfare depends on both the economic benefits from the sales and the security repercussions of recipient behaviour. The recipient's behaviour depends on its military capability, a function of the stock of arms it has acquired. We first examine a myopic recipient, whose behaviour depends on current stocks, then a forward looking recipient for whom questions of the time‐consistency and the credibility of supplier threats to embargo or promises to resupply become crucial. Finally we examine the impact of supplier cooperation of the sort currently being discussed in the UN Security Council.  相似文献

Taiwan's international status is such that the country's ability to trade and to supply certain goods and technologies remains its primary means of practicing diplomacy and asserting international influence. U.S. pressure to conform to international nonproliferation standards has made the issue of export controls a troubling one for Taiwan. Limiting Taiwan's economic relations affects its ability to sustain itself economically and to maintain productive relations with other nations. On the other hand, as a recipient of U.S. high-technology transfers and security assurances, Taiwan cannot ignore the directives of the United States. The article focuses on this dilemma and how a shift in power to the Democratic Progressive Party is affecting Taiwan's choice between placing limitations on its global economic power or risking being cut off from U.S. technology and losing U.S. security assurances. In order to address this challenge properly, Taiwan will need to reassess its fundamental economic and security interests.  相似文献

We study an admission control model in revenue management with nonstationary and correlated demands over a finite discrete time horizon. The arrival probabilities are updated by current available information, that is, past customer arrivals and some other exogenous information. We develop a regret‐based framework, which measures the difference in revenue between a clairvoyant optimal policy that has access to all realizations of randomness a priori and a given feasible policy which does not have access to this future information. This regret minimization framework better spells out the trade‐offs of each accept/reject decision. We proceed using the lens of approximation algorithms to devise a conceptually simple regret‐parity policy. We show the proposed policy achieves 2‐approximation of the optimal policy in terms of total regret for a two‐class problem, and then extend our results to a multiclass problem with a fairness constraint. Our goal in this article is to make progress toward understanding the marriage between stochastic regret minimization and approximation algorithms in the realm of revenue management and dynamic resource allocation. © 2016 Wiley Periodicals, Inc. The aim of this paper is to investigate the determinants of international arms transfers in a gravity model framework. By distinguishing between the decision to export arms (extensive margin) and the value of the arms exported (intensive margin), while also considering its interdependence, is what differentiates this paper from previous research. A theoretically justified gravity model of trade augmented with political and security motives is estimated using a two-stage panel data approach for 104 exporting countries over the period from 1950 to 2007. In addition to the usual gravity variables related to the economic mass of the trading countries and the trade cost factors, the model is extended with political and security factors. The level of democracy in both trading partners, political differences between trading partners and voting similarity with the United States in the UN General Assembly of the countries engaged in trade are the main political factors, whereas the existence of conflicts, military pacts, and embargoes are taken as security motives. The key result indicates that both political and security motives are an important determinant of an arms trade, but their effects on the extensive margin of exports (the decision to order a transfer) differs from their effect on the intensive margin (average value of exports). Moreover, the relative importance of the factors under study has changed since 1989. In the post-cold war period, countries that are less democratic are more likely to export arms, military pacts are less relevant and embargoes play a role.  相似文献

The phenomenon of the Boko Haram insurgency in Northern Nigeria has generated many security concerns. This article explores the implications of the Boko Haram insurgency in Northern Nigeria for internal security. The article, which relies on a study of secondary sources of data, reveals that the insurgency has spawned varied implications such as an international image crisis, huge economic losses, a health and humanitarian crisis, a huge burden on the security apparatuses, arms proliferation, and endangered national unity. It holds that the insurgency is essentially interlinked with a breakdown of the social contract manifested in opportunistic behavior, economic stagnation, and lack of functioning institutional mechanisms for policy conduct and conflict resolution. Owing to the security menace posed by the insurgency, the article recommends that the root causes of the insurgency should be tackled rather than relying on reactive measures that cannot guarantee enduring peace and internal security.  相似文献

This article aims to analyze the Brazilian Defense Policy in terms of its ability to reduce the gap between ends and means. Since 2003, the Brazilian defense policy has evolved along with Brazil’s increased role in the international system. Sustaining this process depends on institutional, economic, and operational conditions that are yet to be fully guaranteed. They require negotiations, reforms, and strategic perspective. By identifying specific challenges emerging from the national security institutional framework, the combat capability building process, the budgetary cycle, as well as from the defense industrial base, we sought to explain their rationale and to offer concrete policy pointers to overcome obstacles. As a general conclusion, the Brazilian defense policy was strengthened by the 2008 National Defense Strategy (END) due to its clearer strategic goals. Bridging the gap between those ends and the proper means is a continuous effort for any given country, but in the case of Brazil it has been addressed with firmer steps since the END, even in the face of harder economic and political conditions.  相似文献

In this paper, we explore trade‐offs between operational flexibility and operational complexity in periodic distribution problems. We consider the gains from operational flexibility in terms of vehicle routing costs and customer service benefits, as well as the costs of operational complexity in terms of modeling, solution methods, and implementation challenges for drivers and customers. The period vehicle routing problem (PVRP) is a variation of the classic vehicle routing problem in which delivery routes are constructed for a period of time; the PVRP with service choice (PVRP‐SC) extends the PVRP to allow service (visit) frequency to become a decision of the model. For the periodic distribution problems represented by PVRP and PVRP‐SC, we introduce operational flexibility levers and a set of quantitative measures to evaluate the trade‐offs between flexibility and complexity. We develop a Tabu Search heuristic to incorporate a range of operational flexibility options. One of the most important issues facing the post‐Cold War U.S. defense establishment concerns the future allocation of combat tasks and responsibilities among different branches of the armed forces. The challenge is to reduce unnecessary redundancy across roles and missions when resources are highly constrained, without compromising military effectiveness. Defining the policy problem as one of resource allocation rather than operational effectiveness, we develop a methodology for allocating roles and missions. Our methodology focuses at the highest level of force aggregation and uses a mathematical programming model to produce cross‐service cross‐mission trade‐offs that will yield the best total force combat and non‐combat potential within resource consumption constraints.  相似文献

Defence offsets have often been described as government‐to‐business compensation arrangements or contracts involving “reciprocity beyond that associated with normal market exchange”. This paper argues that it is irrelevant and misleading to use this notion as a criterion for defining offsets.

The paper also explores the apparent inconsistency between the maximising efficiency in defence procurement and the application of offsets requirements. It is shown that defence offsets are a subset of all the price‐quality‐quantity trade‐offs which in general characterise negotiations surrounding complex transactions.

It is argued that although reciprocal or offsetting arrangements are a normal aspect of commercial transacting, the operation of certain offsets schemes namely mandatory offsets obligations, may inhibit the buyer's flexibility in negotiating deals and result in inefficient procurement. This leads us to ask why these offsets schemes have persisted for so long.  相似文献

How are refugees mobilised in identity based conflicts? How do internally displaced persons and refugees become utilised as a multidimensional source of agitation and escalation? Are there steps the international community can take to limit the political radicalisation and militarisation of refugees? The research and policy recommendations that arise in addressing these broad-based research questions represent a test of how the assistance the international community provides to transitional states operates in relation to the internal dialectic of national security. Specifically, a detailed case study of the Abkhaz-Georgian conflict and the degree of refugee militarisation is analysed through a series of state-centric, sociological and military models in order to form a basis for creating new US policy options able to demilitarise existing demographic pressures.  相似文献

This paper constructs a macroeconomic model of North–South interaction where the flow of narcotics from the South to the North is restricted. The economic effects are akin to quantitative restrictions in trade policy. Two alternative policy scenarios will be considered. One involves reducing the supply of drugs at the source, accompanied by aid. Supply‐side restrictions have negative aggregate supply‐side effects in the producing region, because of the monopoly rents generated from that type of control. This makes them a second‐best policy, particularly if the accompanying aid is not used for poverty alleviation and fails to expand domestic aggregate demand. Alternatively, demand side restrictions will be found to be superior.  相似文献

Entering the twenty-first century, China has demonstrated an assertive foreign policy, not only in employing various types of economic and military leverage but also in conducting the Three Warfares (三战) – psychological warfare, public opinion warfare, and legal warfare. This article attempts to identify the motives and methods of China’s Three Warfares by analyzing its history, logic, and agents. Based on this analysis, the author also presents the position of the Three Warfares in China’s foreign policy and the warfares’ impact on the international security environment involving other major powers and China’s neighbors.  相似文献

In its colony of Angola, Portugal during its colonial wars (1961–1974) was able to exploit the economic dependence and divided population loyalties of its hostile neighbours the Congo and Zambia as well as the cleavages within the nationalist movements to prevent a crippling insurgency. The rulers of both countries were largely dependent on Angola for trade, and were eager to have the side effects of the robust Angolan economy with its 11% annual growth brush off on their own moribund ones. While relationships were never comfortable, the sponsors of revolution were forced to reign in their ‘freedom fighters’ in order to maintain the functioning of their export-dependent economies. Portuguese leadership also played a vital role, as it was able to bring together diverse elements of national power in a concerted policy for dealing with these enemies, whether they were insurgents or their sanctuary countries. This policy of leveraging national power and playing on the vulnerabilities of its opponents worked well during its war in Angola and still holds valuable lessons for countries that find themselves in similar circumstances.  相似文献

Africa has emerged as a strategic location for transcontinental narcotics trade. Particularly the West African subcontinent has turned into a cocaine warehousing and trans-shipment hub along the way to the European underground markets. At this juncture, African drug networks (ADNs) began to play a momentous role in global drug trade, and pose a considerable threat to international security, as they operate in more than 80 countries. The United Nations Office on Drugs and Crime, Interpol, and Europol perceive ADNs as one of the primary issues in international counter-narcotics policy. These agencies have launched several multilateral initiatives to contain the West African threat. None of these initiatives, however, retarded the expansion of the problem. Indeed, the containment efforts turned out to be quite embryonic. The ADNs eventually entered the Turkish market by the early 2000s. West African drug networks (WADNs) in particular have begun to operate within Turkey extensively, often supplying and distributing drugs. The gravity of the threat became ever more serious by 2012. The upsurge of the new threat has compelled the Turkish drug-law enforcement agencies to adopt new policies and counter-strategies. These policies have to be based upon proper strategic analysis of the threat. This paper seeks to address the need for a threat assessment of ADNs. It investigates the dimensions of the problem, profiles the members of WADNs, their modes of operation, and the factors that compelled them to exploit the illicit Turkish drug markets. The analyses are based upon the scrutiny of 227 narcotic interdictions files and statements from the African individuals in these case files. The paper concludes by presenting policy implications and recommendations for the Turkish security and foreign-policy institutions to cope with this impending threat.  相似文献

This article examines Poland's national potential and its international position within the European Union (EU) with respect to security issues. It presents research results based on a comparison of Poland's national potential as it relates to other EU countries, which is useful when evaluating Poland's power within the EU. The article also evaluates Poland's crisis potential, i.e. it identifies those factors that may potentially be treated as threats to national and regional security. Finally, it enables the identification of challenges to Poland's security in the second decade of the twenty-first century. The research is conducted according to a multidimensional comparative analysis, which is perceived by the author as the best available to measure a country's power despite its weaknesses.  相似文献

Domestic factors play an important role in the formulation and evolution of a country's foreign and security policy. This is clearly seen in the case study of a Soviet successor state, Ukraine. The article brings together in seven sections theory with the key domestic factors that influence Ukrainian security policy, such as economics, energy, national identity, elites and political parties. The article provides an insight into how these domestic factors influence the course of Ukrainian security policy which is striking a balance between the twin extremes of Soviet re‐integration, which would be tantamount to the loss of independence, and nationalist maximalism which seeks to place as much distance as possible between Ukraine and Russia.  相似文献

Postmodern terrorism presents a significant challenge to global security and law enforcement institutions. Non-state actors operating across international borders, engaged in an apparent global insurgency of extremism that transects the traditional boundaries of crime and war, pose significant challenges to both intelligence and law enforcement agencies. These networked global insurgents blend political and religious fanaticism with criminal enterprises to challenge the rule of law and pose an epochal shift in the structures and relations among states. Negotiating this epochal shift requires traditional organs of national security (the diplomatic, military and intelligence services) to forge new partnerships with police and public safety organizations at the state and local (sub-national), as well as transnational levels. Significant operational, policy and cultural challenges must be overcome to forge an effective multi-lateral global network to counter global terrorism and insurgency.  相似文献

The US-led ‘war on terror’ dramatically changed America's security strategy towards Africa. But more fundamentally, it threw the Horn of Africa on the centre stage of global counter-terrorism. A double-edged blade, counter-terrorism has at once catalysed peace processes and intensified insecurity, with Islamic radicalism at the core of the regional storm. Governments utilised the threat of terrorism for political ends, defending old security paradigms that prioritised regime stability over human security. Africa integrated counter-terrorism into its emerging security agenda, but insufficient funds, operational constraints and poor coordination with international initiatives have hampered meaningful progress. Washington, laudably, launched a robust counter-terrorist campaign, but its high-handed military-heavy style put fragile democracies at risk while lapses in its overall policy risk triggering proxy wars. This essay examines the impact of counter-terrorism on security in the Horn of Africa. It argues for stronger coordination between national, regional and international initiatives to curb international terrorism.  相似文献
