In recent years, South Africa has come to be used by international terrorists as a safe house, for paramilitary training purposes, as a base from which to plan attacks on other countries and as a conduit for financial transactions. South Africa's own counter-terrorism initiatives have been labelled ‘reactive’ by analysts. Indeed, the existing counter-terrorism regime suffers from a lack of political will to issues of corruption and ineptitude bedevilling the security apparatus of the state. However, using lessons learned from other countries, Pretoria can yet turn the tide against international terrorism by adopting more pro-active measures and by undertaking steps aimed at the depoliticisation and decriminalisation of the security forces.  相似文献

The period after 9/11 can be characterised as the terrorism moment in world history. Every actor in international relations—the state, regional, continental and international as well as civil society organisations—has been mobilised to combat what, apparently has been conceived as a common security threat to humanity. The transformation of the Organisation of African Unity (OAU) into the African Union (AU) was a divine coincidence at a time when multilateralism and international cooperation were being challenged by the threat of terrorism. In the post-9/11 period, the main concern of the Union has been to reinforce and implement existing counter-terrorism instruments adopted at the continental level in coordination with states and regional organisations. This article discusses and appraises the endeavours undertaken by the AU and its precursor organisation, the OAU, in tackling and dealing with the threat of terrorism despite limitations to its human and financial resources. In recognition of the nature of the states in Africa and the challenges facing the Union, we argue that the role of the AU remains critical in order to fill the gaps where its member states or regional mechanisms are lacking. In this regard, we stress that the role of the AU should be complementary and serve as an interface between the continent and the international community, including the United Nations.  相似文献

Since the events of 11 September, regional organisations around the globe have realigned themselves to confront the new security threats posed by terrorism. While these threats can, and do, affect southern Africa in many ways, there has yet to be strong action taken at a regional level, and commitments to dealing with the issue have been varied. This essay attempts to explore why terrorism should demand more attention from southern African states, and reasons why those states should confront the issue through regional apparatuses.

It also examines areas that the SADC region will have to fine-tune in order to successfully implement security measures against terrorism. The essay seeks to take stock of the present capacity within the region as well as learn from what other regions around the world are doing. It highlights how other regions have already taken steps to mitigate their collective vulnerabilities by emphasising coordination, cooperation and harmonization among members. The essay highlights how, by integrating international models with existing regional capacity, southern African states can—and should—begin to confront the threats that terrorism poses to the region.  相似文献

This essay locates the West African region in the context of the post-9/11 discourses on terrorism and counter-terrorism, particularly as it relates to the global war on terror. It identifies and analyses the issues and challenges that flow from the integration of West Africa into hegemonic transnational/globalised security arrangements, and the ways in which the emerging state (militaristic) and globalised security framework could reinforce or, paradoxically, undermine regional, intranational human and environmental security in one of Africa's most troubled regions. It critically examines the possibility of a terrorist threat in the region and analyses the global stakes involved in integrating West Africa into the global war on terror. On this basis, it concludes that zero-sum, militarist, globally driven solutions may fail to address the historical, political, and socio-economic roots of a possible terrorist threat in West Africa.  相似文献

The war against terrorism has brought Somalia, a country located in a key strategic region, back onto the radar of US and Western security concerns. Following a vicious civil war, a failed peace support operation and several attempts to start a peace process, lawless Somalia, a country without government, has gained the potential to be exploited as a terrorist base. Although this country in the Horn of Africa does not represent a direct and immediate threat to the US or its Western allies, its potential to destabilize the region is extremely high. This article offers an analysis of Somalia's potential to become a ground for terrorist activities and suggests a two-track approach. On the one hand, US foreign and security policy in Somalia needs to be more assertive; on the other, the only way to prevent Somalia from becoming a fertile ground for international terrorist groups is to help stabilize the country. In order to achieve this objective, it is crucial to adopt any initiative aimed at strengthening Somalia's civil society.  相似文献

States in the Horn of Africa have limited control of their economic situation and very little autonomy in security matters. Globalisation, the growing militarisation of conflicts and an ideological vacuum are some of the reasons for this. The idea that a central power (the state) can, or should, bring order to the periphery, should be questioned. When the rule of law is maintained at the expense of diversity, catastrophic conflict may arise. Regional organisations have too few resources to implement conflict prevention, management or resolution strategies. Refugees and displaced populations are the result. Authoritarian statism, fostered by international capitalist interests, has not prevented the tragic conflicts in the Horn. This Western model has not brought democratic rule, equality or human rights and it should be resisted in future peace efforts. A regional, co-operative union with a strong civil society drawing on pre-colonial wisdom offers the Horn a better path to prosperity and stability.  相似文献

At a senior officials' meeting held in Algiers from 11–14 September 2002, the African Union proved ready and able to provide the political cohesion and sense of purpose needed for Africa to combat terrorism. While member states inevitably played to a global gallery in demonstrating their commitment to the ‘war on terrorism’, the practical counter-terrorist proposals adopted at the meeting substantially address Africa's security challenges. The resulting Plan of Action on the Prevention and Combating of Terrorism focuses on state building and inter-governmental co-operation, to literally and figuratively close Africa's borders to terrorist activities. Implementing the plan will be a tough challenge for many African governments, especially to ensure that their counter-terrorist measures adhere to international and regional human rights accords.  相似文献

This article first looks at the relationship between international terrorism and terrorism in Africa. Since sub-state terrorism is already endemic to Africa, the future threat potential in the continent lies in a complex mixture of sub-national and international terrorism. Africa may come to play a central role in international terrorism. The motivation, means and targets all exist and these opportunities will not go unheeded for much longer. Africa presents both a facilitating environment and a target-rich environment for terrorists that seek to attack the United States, and indeed the global system. After only ten years in existence, the African Union (AU) has already made its mark on the landscape of peace and security in Africa. This paper seeks to explore the relationship between the AU's leading collaborative interstate security policy, the African Peace and Security Architecture (APSA), and sustainable peace in the Horn of Africa. It examines four countries – Djibouti, Eritrea, Ethiopia, and Kenya – and how engaging with the APSA through early warning systems can contribute to developing the elements necessary for sustainable peace, namely regional stability, conflict management, and good governance.  相似文献

ABSTRACT

There is a dearth of studies on indirect victims of sexual violence in counter-terrorism efforts. Using Nigeria as a case study, this paper argues that global and state-level counter-terrorism policies have generally failed to account for the psychological effects of the engagement of female NGO workers in counter-terrorism operations or mitigating the effects of terrorism in conflict zones. Specifically, there has been an increase in sexual violence perpetrated by some members of the security agencies involved in counter-terrorism operations in North-eastern Nigeria. As a result, female NGO workers carry out Medicare, psychosocial counselling and advocacy for these victims. Female NGO workers become exposed to the trauma of victims of sexual violence, which affects their mental health and thus performances in counter-terrorism activities in the country. This altered their worldview on issues of safety even among secured locations or among the presence of security agents and reinforced feelings of powerlessness.  相似文献

Since the terrorist attacks of 11 September 2001, the continent of Africa, particularly Greater East Africa, has played an increasingly signifi cant role in United States (US) national security strategy. Transnational security threats and political authoritarianism continue to plague the region, creating calls for greater US and international involvement. Before reacting to the situation, however, it is prudent to pause, reflect, and understand that the United States developed strategic relations with nation-states in the region well before contemporary concerns for international terrorism and ungoverned spaces entered the strategic lexicon. Toward a more comprehensive understanding of Greater East Africa's strategic history, this paper examines the core strategic relationship in the region, US-Kenya relations, its origins and implications, and offers policy recommendations that will affect future international security.  相似文献

NEW TERRORISM     
New or contemporary international terrorism associated with Islamic fundamentalism and the struggle against Zionism and American interests is a recent phenomenon in Kenya, different to that experienced during the struggle against colonialism. Many explanations have been offered as to why Kenya is being targeted, but have not sufficiently explored its close relationship with the West—especially Britain and the United States, the perceived connection between Israel and the former Presidency of Daniel Arap Moi, domestic forces and government policy. Externally the most important explanations for the increase in regional terrorism are the three waves of global terrorism since 1967, the most recent and significant of which is associated with Osama bin Laden and the Palestinian Intifada. These events reverberated in the region, Sudan and Somalia in particular, but also internally. Both internal and external attribution factors explain the resurgence of new terrorism in Africa. In the case of Kenya, terrorist attacks are associated with the country's internal domestic processes and a naïve approach to broader international issues.  相似文献

There are two mainstream schools of thought about the impact of the war against terror on international efforts to resolve African conflicts. One sees in the war against terrorism a renewed focus on eradicating the root causes of civil war in Africa and elsewhere, simply because it is believed that it is these conditions that foster the kind of political alienation that propels people into committing acts of terror. The other sees the continued marginalisation of Africa by powerful nations that, despite rhetoric to the contrary, have clearly become so preoccupied with their own security agenda that the bulk of resources will be directed towards combating the symptoms, rather than the root causes, of terrorism. This article asserts that the US, UN and African responses to 11 September open the door for a manipulation and redefinition of terrorism to justify crackdowns on legitimate dissent, and that peacekeeping and peace-building in Africa must inevitably take a back seat to the war on terror. It calls for a more sober and balanced perspective on what is needed to cope with the ever-increasing challenges to human security in Africa.  相似文献

This article analyzes the political utility of US drone strikes theoretically and deductively. Placing strikes within the context of the theorized political functions of force and considering how they fit into two grand strategies, restraint and selective engagement, I argue that these strikes buy the United States relatively little in the way of political effects assuring its own security because the terrorism threat they are intended to combat is a limited one within the skein of US global interests. Furthermore, their contribution to counter-terrorism efforts is likely to diminish with the adoption of armed drones by non-state actors. Drone strikes can, however, provide leverage over recalcitrant US client states while reassuring liberal partners and giving them some leverage over US choices. In addition, within the counter-terrorism sphere, drone strikes are less likely to inflame popular opinion than are alternative uses of force. This analysis contributes to an increasingly rigorous examination of the strikes’ role in US foreign and security policy.  相似文献

September 11 2001 precipitated the introduction of anti-terrorism legislation in most states and enhanced cooperation between states around the world. Africa may not have witnessed many incidents of international terrorism on its soil, yet the continent has, in the post 9/11 era, often been referred to as the ‘breeding ground of terrorism’ or the conduit for international terrorists. The assumption that countries with weak governments and failing economies (as in most of the continent) seems to be one of the factors that earned Africa this negative image. While the validity of the assumption is debatable, it is clear that prosecuting cases of terrorism is fraught with legal intricacies. This article deals with the difficulties involved.  相似文献

ABSTRACT

The separation of the Indonesian national police (POLRI) from the military (ABRI), now named the TNI, in 1999 led to transfer of domestic security role from the armed forces to POLRI. On one hand, POLRI has a greater role in internal security, particularly in countering terrorism. On the other hand, TNI continually attempts to reassert its dominance in the field of counter-terrorism. Previous studies on the subject place the issue in the context of the early days of democratisation. This paper aims to contribute by counting latest developments, notably the rise of new terrorist groups and recent counter-terrorism legislations. We argue that institutional rivalries between the POLRI and the TNI, and the military's determination to reclaim a greater role in domestic security have become an impediment to achieving successful counterterrorism efforts. This article also examines the development of military reform against the backdrop of the military's disproportionate and growing influence.  相似文献

Abstract

In spite of government counter-terrorism expenditure and efforts, the incidence of terrorism in Nigeria appears to be rising. This paper examines the growth and fiscal consequences of terrorism in Nigeria by estimating the terrorism–macroeconomy relation using different measures of terror incidence. The results show that terrorism has an economically and statistically significant negative impact on growth; although this impact is considerably small and short-lived, manifesting only after a lag of about three years. Specifically, the cost of terrorism to Nigeria, in terms of lost GDP per annum, is estimated at 0.82%. Moreover, there is evidence that terrorism leads to the reallocation of economic activity away from private investment spending to government spending; that is, terrorism crowds out investment at a higher rate than its potential to crowd in government spending. Lastly, terrorism alters the composition of government expenditure – with the defence component of government expenditure rising vis-a-vis other expenditure items. The results are robust to allowing for dynamic interactions between terrorism and macroeconomic aggregates.  相似文献
