Military commanders, policymakers, and analysts have recently embraced the concept of combined action as a powerful tool to improve the effectiveness of Afghan security forces in the fight against the Taliban. In doing so, they explicitly draw inspiration from the Combined Action Program employed by US Marines during the Vietnam War. This program is widely considered to have greatly improved the effectiveness of South Vietnamese government forces and contributed to increased population security in its area of operations and is considered a model worthy of emulation. This study finds that the success of the Vietnam-era Combined Action Program was more qualified than contemporary proponents argue. It argues that successes were tempered, and conditioned, by the choice of junior commanders, the level of operational control enjoyed by the US Marines, and the way the local forces were recruited and deployed. These conditions offer valuable lessons for those seeking to employ combined action not only in present-day Afghanistan, but also in future counterinsurgency campaigns.  相似文献

Abstract

In Operation Iraqi Freedom, which ended in August 2010, nearly 3500 hostile deaths occurred among US military personnel and 32,000 more were wounded in action (WIA). More than 1800 hostile deaths occurred during Operation Enduring Freedom (in and around Afghanistan) through 2014 and about 20,000 were WIA. A larger proportion of wounded personnel survived in Iraq and Afghanistan than during the Vietnam War, but the increased survival rates were not as high as some studies have asserted. The survival rates were 90.2% in Iraq and 91.6% in Afghanistan, compared with 86.5% in Vietnam. The casualty rates varied between the conflicts in Iraq and Afghanistan and before, during, and after the respective surges. Amputation rates are difficult to measure consistently, but I estimate that 2.6% of all WIA and 9.0% of medically evacuated WIA from the Iraq and Afghanistan theaters combined resulted in the major loss of a limb. Elevated non-hostile death rates (including deaths due to accidents, illnesses, homicides, or suicides) resulted in about 220 more deaths in Iraq and about 200 more deaths in Afghanistan than would have been expected in peacetime among populations of the size deployed to those two conflicts.  相似文献

This paper investigates what motivates young people to volunteer for peace-keeping or peace-enforcing missions and how their motives change between pre- and post-deployment. Data include information about social and military background, and motives for more than 600 soldiers, 444 of whom answered the survey both before and after deployment. Soldiers are deployed to different missions under the same circumstances. To conceptualize motives among soldiers, we use factor analysis and find three factors: challenge, self-benefit, and fidelity. Challenge represents an occupational orientation; fidelity, an institutional orientation; and self-benefit, a desire for adventure. Exploiting the within-subject design of our data, we find that pre- and post-deployment motives vary significantly according to the type of mission and soldiers’ previous experiences (first-timers or experienced soldiers). Our results suggest that after the mission, peace-keepers are generally more disappointed than peace-enforcers. Our results also show that self-benefit motives are important for younger soldiers with only a high school education, and that this group usually serves as peace-enforcers during their gap year.  相似文献

During the Cold War, the spread and fear of communism furnished the overarching ideological rationale for American foreign policy and for the deployment of United States military forces and resources. Subscribing to the domino theory and its potential impact on Southeast Asia, the Johnson Administration committed the United States to the Vietnam War. Following the September 11, 2001 attacks on the United States, and the commencement of the Global War on Terrorism, Washington once again set a national agenda rooted in a simplistic analysis reminiscent of Vietnam and the domino theory. Ignorant of Iraq’s mammoth sectarian, historical, ethnic, and global strategic complexities, the Bush Administration launched Operation Iraqi Freedom (OIF). The absence of critical analysis, contrarian viewpoints, and sound judgment characterized the US policy and strategy for both the Vietnam War and OIF, exhibiting the lack of moral courage that the national security enterprise seeks, but seldom attains. Faced with this challenge, this article draws attention to the ethical lessons we can learn from the dissent of William Fulbright and Andrew Bacevich.  相似文献

The paper reveals how Zimbabwean soldiers who fought in the Democratic Republic of the Congo (1998–2002) were challenged by the terrain of war. While soldiers are trained to live and fight in dreadful wars, I argue that immersing oneself in the war terrain is neither mathematical nor calculative; rather, war tactics to be employed are defined by the context in which soldiers operate in. When soldiers reflect on and about the war, they unconsciously produce accounts that are often not completely heroic, but a life lived in fear as well an issue that they had never anticipated when they set out to war. A main finding of this study is that while these soldiers were deployed to fight against the rebels, they find difficulties in locating physical features from map reading to the ground, distinguishing the enemy from civilian people and deployed for days without eating a proper meal as well as seeing their fellow soldiers dying in the context of war. The paper provides a vantage point in which we can also understand that trained soldiers do not exert total power over war terrains, they are sometimes challenged by the war situation itself.  相似文献

ABSTRACT

There have been over 90,000 UN peacekeepers deployed around the world to 78 peacekeeping operations (PKOs) in over 125 countries since 1948. Some scholars have made the case that these missions have had a positive impact on the relationship between the military and the civilians they work for. However, other scholars have identified a negative impact on civil military relations (CMR). This paper contributes to this debate by investigating how peacekeeping has impacted civil-military relations in Latin America's most prolific contributor to peacekeeping: Uruguay. This paper finds that PKOs in Uruguay have facilitated post-transitions attempts by civilians to build first-generation control, but not second-generation control. Further, PKOs have marginally improved military effectiveness, but we find that they do not improve societal trust in the armed forces.  相似文献

This article reviews the circumstances surrounding a relatively obscure and almost forgotten US Marine Corps and Army security enhancement operation undertaken in Panama that commenced in early April of 1988. Marines were sent to Panama to protect oil and ammunition storage facilities from potential saboteurs. By April 1989 they had reported sighting armed, uniformed intruders on at least 43 occasions and receiving gunfire or discharging their own weapons during 16 incidents. Yet despite the repeated barrages of small arms fire over the course of a year, they failed to recover enemy ammunition, bodies or body parts and their own equipment and positions displayed no signs of suffering from hostile fire. This article analyzes the events from the point of view of a veteran of the operation and highlights the role that psychological operations may have played in generating the situation.  相似文献

This article analyzes how the conflict environment in which a civilian monitoring mission is deployed influences the monitors' assessment of the operation. It draws on unique empirical material from the experience of the Sri Lanka Monitoring Mission (SLMM), deployed to oversee a ceasefire agreement in Sri Lanka 2002–2008. With material from a survey and in-depth interviews, experiences of the monitors are analyzed and changes over time are traced in relation to the monitors' assessment of the mandate and organizational set-up of the mission. The study points to the difficulty of monitoring missions to address escalation during an ongoing peace process. Its function is dependent on the goodwill of the parties. In essence, monitoring missions have the potential to strengthen peace when there is momentum in favor of progress, but when relations between the parties turn sour and the conflict escalates a civilian monitoring mission basically loses its potential. During the final stages of the war, which saw a very large number of civilian casualties, the war-torn areas were closed to international observers. Moreover, international pressure for a short-term ceasefire to alleviate the humanitarian situation was dismissed by the Sri Lankan government, which also saw the backing of several important actors, not the least China.  相似文献

International peacekeeping in Africa has developed dynamically in the last decade. The majority of global missions are deployed to the continent, the largest regional contingent of troops comes from Africa, and the African Peace and Security Architecture has made significant progress. Peacekeeping is Africanized today more than at any time before. However, mainstream research has insufficiently paid attention to African agency in this context. This article sheds light on the often neglected influence of African politics on international peacekeeping missions. The focus is set on the consequences of neo-patrimonial political systems, which can use international peacekeeping missions as an opportunity to generate rents. It will be shown that such a rent-seeking approach is highly problematic for the troop-contributing as well as mission-hosting countries. Instead of curbing conflict, rentier peacekeeping is prolonging and exporting it. The empirical examples used are the Burundian and Kenyan involvement in peacekeeping in Somalia.  相似文献

Abstract

From Iraq to the Gulf of Aden and the South Pacific, this paper evaluates how far theoretical ideas about smart power manifest in operational missions of the Japan Self-Defense Forces (JSDF). To function within a ‘smart’ power context, this paper suggests that JSDF operates in ‘assisting’ mode, rather than the ‘threatening’ behavior of ‘hard’ power. JSDF also deployed alongside other Japanese ‘soft’ power tools – diplomatic, cultural, developmental, and NGOs, using tailored programs for different cultural and geographical contexts. Given constitutional constraints and public sensitivity towards coercive force, JSDF missions could be integrated more into a ‘whole-of-government’ approach advancing foreign policy goals through ‘smart power’.  相似文献

Abstract

Insomnia is prevalent among Veterans with post-traumatic stress disorder (PTSD), it exacerbates PTSD symptoms, and it contributes to impaired functioning and quality of life. To improve treatment outcomes, it is important to identify risk factors for insomnia and sedative-hypnotic use. Classification and regression trees and logistic regression models were used to identify variables associated with insomnia or sedative-hypnotic use. Key findings include low insomnia diagnosis rates (3.5–5.6%) and high rates of sedative-hypnotics (44.2–49.0%). Younger Veterans and those without a breathing-related sleep disorder (BRSD) were more likely to receive an insomnia diagnosis. Veterans with greater service connection and those with an alcohol/substance use disorder were more likely to be prescribed sedative-hypnotics. Interaction terms may have identified potential groups at risk of being under-diagnosed with insomnia (i.e. non-black Veterans with psychiatric co-morbidity, black Veterans without psychiatric co-morbidity) as well as groups at risk for sedative-hypnotic use (i.e. younger Veterans without BRSD). In sum, Veterans with PTSD have high rates of sedative-hypnotic use despite minimal evidence they are effective. This is counter to recommendations indicating behavioral interventions are the first-line treatment. Policy changes are needed to reduce use of sedative-hypnotics and increase access to behavioral insomnia interventions.  相似文献

Since Operation Enduring Freedom, Central Asian militants, such as the Islamic Movement of Uzbekistan, have fled to Pakistan from their previous strongholds in Afghanistan. However, many militants have begun returning to Central Asia. Thus questions are raised as to what extent militancy has the potential to thrive with the pending North Atlantic Treaty Organization withdrawal from Afghanistan set for 2014? Is militancy a legitimate security threat to Central Asia? What strategies might militants implement? Thus, this article examines the current state of militancy, analyzes militant trends, introduces Afghanistan and Pakistan into the Central Asian equation, and determines the militants' capability and overall strategy. The article concludes that militant Islam, regardless of its current numbers, remains a viable threat to regional security, Afghanistan will be an essential factor for the future of Central Asian militancy, and the form this re-emergence will take becomes apparent.  相似文献

In this paper, we examine the current state of knowledge in the economics literature on the conduct of reconstruction activities in Iraq and Afghanistan. As stabilisation and reconstruction missions grow in importance for units deployed to these regions, it becomes more important to understand what activities can promote economic growth at the local level. While military operations focus on interdicting the insurgency, successful counter-insurgency campaigns have typically addressed the conditions conducive to the insurgency. Mitigating the incentives for individuals to participate in an insurgency is imperative. Well-crafted and timed reconstruction activities can, we argue, attenuate these incentives.  相似文献

Can peacekeeping participation help reform military institutions in democratizing states? Drawing on evidence from Nepal – one of the world's largest troop contributors to UN peacekeeping operations – this essay illustrates that participation in peace missions can sometimes undermine security sector reform and deteriorate civil–military relations. Furthermore, this analysis shows that peacekeeping participation will not necessarily reorient troops away from their conventional internal roles (such as counterinsurgency) or improve civilian control over the armed forces. Hence, civilians can lose control over soldiers just as frequently when they are deployed overseas as when they are at home.  相似文献

This article seeks to compare Australia's involvement in two key 1990s peace missions: those to Somalia in 1992–93 and Rwanda in 1994–95. While there are many similarities between the two missions in terms of time, scale and theatre, the differences are more important. Both missions are usually recalled as failures despite the Australian troops having been extremely successful in their roles during both deployments. Moreover the experiences with intervention in Africa seem to have forever blighted Australian participation in peace missions on that continent.  相似文献

How do states defect from multinational military coalitions? The question deserves considerable academic scrutiny, as states increasingly rely on coalitions to prosecute military missions. Yet to the extent that coalition defection has been explored, the extant literature tends to see defection as a binary undertaking – states are either in or out. In practice, however, defection is an act of risk minimization in a manner that forces other coalition partners to fill resulting operational gaps. A coalition can therefore appear stable due to a constant number of flags associated with the mission, but in practice be much less coherent and capable. After defining defection as a non-routine abrogation of operational responsibility at other coalition partners’ expense, significantly prior to mission conclusion, this article explores several states’ participation in Operation Iraqi Freedom and the various manners by which they defected from that coalition. This paper reviews recent developments among African regional organisations in undertaking peacekeeping operations, as well as in preparing for future missions. It focuses on those that have been the most active: the Organisation of African Unity/African Union, the Economic Community of West African States and the Southern African Development Community. The paper goes on to briefly describe and analyse the activities of the French, UK, and US capacity-building programmes designed to develop African peacekeeping capacities. The author then identifies some specific concerns and recommends actions to help meet today's challenges. The paper concludes with a short analysis of African organisations' capacities and proclivities to provide a peacekeeping force for Sudan.  相似文献

Declared operationally ready in 2016, the African Standby Force (ASF) has not been deployed in its originally designed form. This is not for the lack of opportunities but rather a demonstration of the power of the Regional Economic Communities/Regional Mechanisms (RECs/RMs) – Africa’s sub-regional security structures – over matters of peace and security. Experience gathered from its short existence suggests that the ASF may never be deployed in its current form. It may instead evolve into a robust framework, adaptable mainly by the RECs/RMs, for addressing varied security challenges. Four things are critical to enhancing the utility of the ASF: the political willingness of the RECs/RMs, the strategic interest of the member states, predictable and sustainable financing, and clarity on the role of the African Capability for Immediate Response to Crisis, the temporary battlegroup that was created to provide the African Union with a rapid response capability, pending the ASF’s operationalization.  相似文献
