The South African Defence Review 2014 is the country's new defence policy. The Review, which is expected to steer South African defence policymaking for the next few decades, discusses in detail the role of the South African National Defence Force (SANDF) in peace missions in Africa and proposes the direct involvement of the country's soldiers in both military and civilian tasks, from peacekeeping to humanitarian assistance, post-conflict reconstruction and development. This paper contains a critical review of the Review with regard to South Africa's envisaged contribution to regional and continental peace and stability. It is argued that humanitarian assistance and post-conflict reconstruction should not be securitised and that the SANDF should only be tasked with peacekeeping and the establishment of stability and security in fragile in-conflict and post-conflict settings. The humanitarian work should be left to humanitarian and aid agencies, while reconstruction and development should be left to organisations such as the New Partnership for Africa's Development, continental and international development organisations, and local actors.  相似文献

International peacekeeping in Africa has developed dynamically in the last decade. The majority of global missions are deployed to the continent, the largest regional contingent of troops comes from Africa, and the African Peace and Security Architecture has made significant progress. Peacekeeping is Africanized today more than at any time before. However, mainstream research has insufficiently paid attention to African agency in this context. This article sheds light on the often neglected influence of African politics on international peacekeeping missions. The focus is set on the consequences of neo-patrimonial political systems, which can use international peacekeeping missions as an opportunity to generate rents. It will be shown that such a rent-seeking approach is highly problematic for the troop-contributing as well as mission-hosting countries. Instead of curbing conflict, rentier peacekeeping is prolonging and exporting it. The empirical examples used are the Burundian and Kenyan involvement in peacekeeping in Somalia.  相似文献

This paper argues that the crisis of electoral democracy in Zimbabwe and Cote d'Ivoire is a result of underlying structural and institutional deficiencies within national and regional multinational institutions. It assesses the extent to which they have been ‘enablers’ or ‘spoilers’ of electoral-based transitions to democracy. Yet it avoids generalisations of the security sector's involvement in political transitions. In terms of structure, the paper is divided into four sections. Section one will briefly discuss the theoretical perspectives of the election-democracy trajectory. It argues that although elections are a major variable for democracy, unless the ‘ecology of elections’ is conducive, elections may not be an instrument of transition to democracy. The second section analyses the militarisation of politics and the role of the security sector in aiding or stalling democratisation. Section three will assess the role of regional organisations such as the Southern African Development Community, Economic Community of West African States and the African Union in electoral-based political transitions in Africa. Lastly, the paper will discuss how the security sector and multinational African institutions can aid political transitions to democracy in troubled African countries.  相似文献

In the post-Cold World era, West Africa, like most other regions of the world, experienced significant shifts in its approach to, and understanding of security. The outbreak of brutal domestic conflicts in the sub-region and ECOWAS's subsequent deployment of its peacekeeping force, ECOMOG, marked a turning point in the sub-region's attempt to develop a security architecture that began in the 1970s. This paper argues that in the post-Cold War era, West Africa is in the process of evolving from a security complex to a security community. The inter-linked nature of the conflicts in the Mano River basin reinforced the security interdependence of member states of the Economic Community of West African States (ECOWAS). These factors, coupled with the close cultural and historical ties, geographical proximity qualifies West Africa as a security complex. The adoption of the ECOWAS Protocol on Conflict Prevention, Management, Resolution and Peacekeeping, the supplementary Protocol on Democracy and Good Governance and the ECOWAS Moratorium on Small Arms and Light Weapons are clearly aimed at the institutionalisation of conflict resolution mechanisms—a move away from the ad hoc approach of the 1990s. If the democratic peace theory holds true (that democracies do not fight each other), one could make the argument that democracies do not harbour dissidents from neighbouring states. Hence, the development and consolidation of a democratic ethos in the sub-region would lead to the eventual development of a security community.  相似文献

In the last decade, the nature of peacekeeping in Africa has changed somewhat, especially the manner in which peacekeeping missions are comprised, funded and driven. What one can observe is that there has been new thinking in the field of peacekeeping where this initiative is driven by states with particular interest in a particular issue(s). This thinking has led, to a certain extent, to the United Nations (UN) de-monopolising peacekeeping and ceding its ‘responsibility to protect’ to either lead states or regional organisations to deal with crises in respective backyards. In the first instance, ‘lead states’ have been empowered (financially and militarily) by peacekeeping powers to attend to crises in their respective regions to drive peacekeeping efforts. In the second instance, while financial and military support is not paramount, regional powers have had the blessing of the UN to deal with regional issues and crises in various parts of their respective regions. This situation evidently signifies the shifting nature of peacekeeping on the African continent. On assessing this scenario, the question that emerges in one's mind is where does this leave the UN? Does this mean that the UN and multilateralism is being sidelined in favour of unilateralism? Or does the UN still matter? What is the future of peacekeeping in Africa? These questions and the challenges posed by both the ‘old’ and ‘new’ approach to peacekeeping will be analysed in this article.  相似文献

The idea of establishing a permanent Pan-African army has for long caught the imagination of Africans as a potential solution to many of their continent's manifold security problems. This feature tracks the quest for a Pan-African military force through the past five decades covering the feeble attempts of Africa's freedom fighters to join forces, the repeated failure to establish an African High Command (AHC) in the early years of decolonisation, the subsequent inability of the Organisation of African Unity (OAU) Defence Commission to agree on a common defence structure, and the various fruitless initiatives of the international community to set up a Pan-African peacekeeping force in the 1990s. On the basis of this retrospective journey, the article argues that the African Union's current initiative to establish an African Standby Force (ASF) based on five regionally administered standby brigades should be seen in the tradition of this long quest and not as a groundbreaking new conceptual development, as argued by some. It further contends that even though the ASF is conceptually closer to the Standby Arrangement of the United Nations (UNSAS) than to a Pan-African army as envisioned by leading Pan-Africanists such as Kwame Nkrumah, it nonetheless marks a substantial development in Africa's continental self-emancipation which should be greeted and supported by Africans and the international community alike.  相似文献

There have been over 90,000 UN peacekeepers deployed around the world to 78 peacekeeping operations (PKOs) in over 125 countries since 1948. Some scholars have made the case that these missions have had a positive impact on the relationship between the military and the civilians they work for. However, other scholars have identified a negative impact on civil military relations (CMR). This paper contributes to this debate by investigating how peacekeeping has impacted civil-military relations in Latin America's most prolific contributor to peacekeeping: Uruguay. This paper finds that PKOs in Uruguay have facilitated post-transitions attempts by civilians to build first-generation control, but not second-generation control. Further, PKOs have marginally improved military effectiveness, but we find that they do not improve societal trust in the armed forces.  相似文献

From 2006 to 2011, al-Qaeda's East African proxy, al-Shabaab, served as the de facto ruling party of Somalia despite the efforts of the internationally recognised Transitional Federal Government (TFG). During these five years, a violent struggle between al-Shabaab and the peacekeeping force of the African Union Mission in Somalia (AMISOM) resulted in thousands of dead civilians, hundreds of thousands of internally displaced persons and a strategic environment inhospitable to reconciliation, recovery or development. By 2012, AMISOM was able to break the deadlock and force al-Shabaab from Mogadishu and Kismayo. In order to continue the momentum, the African Union and other partner nations must support the TFG in neutralising al-Shabaab throughout Somalia and providing good governance to its constituents. Al-Shabaab's revenue streams must be shut down and its offensive capability must be degraded while the strategic environment is shaped to ensure that conditions conducive to a revival do not exist. Failure to do so will likely see Somalia continuing to produce Islamist extremists and pirates to menace international maritime traffic in the western Indian Ocean, destabilise East Africa and adversely impact millions.  相似文献

African security, particularly conflict-related political violence, is a key concern in international relations. This forum seeks to advance existing research agendas by addressing four key themes: domestic politics and peacekeeping; security sector reform programs; peace enforcement; and the protection of civilians. Each of the articles in this forum makes a case for analyzing African agency when it comes to African security. To more concretely define what the UN's policy towards international peacekeeping should be in the twenty-first century, novel methods of addressing inter-and intrastate conflict need examining. Consequently, this article argues that UN peacekeeping operations must begin to include technological capabilities – namely UN jamming of hate radio – when certain prerequisites are met. Using the Rwandan genocide and the radio station that largely inspired the conflict, RTLMC, as a case study, this article illustrates hate radio's power in both inter- and intrastate conflict and devises a system wherein UN peacekeeping efforts can effectively silence this menace to international security.  相似文献

Can peacekeeping participation help reform military institutions in democratizing states? Drawing on evidence from Nepal – one of the world's largest troop contributors to UN peacekeeping operations – this essay illustrates that participation in peace missions can sometimes undermine security sector reform and deteriorate civil–military relations. Furthermore, this analysis shows that peacekeeping participation will not necessarily reorient troops away from their conventional internal roles (such as counterinsurgency) or improve civilian control over the armed forces. Hence, civilians can lose control over soldiers just as frequently when they are deployed overseas as when they are at home.  相似文献

Recruiting more women into peacekeeping operations due to the perceived unique contributions they are said to make to missions has been widely advocated by the United Nations (UN) and other agencies as a means to overcome the unintended consequents of deployments – mainly the ongoing reports of sexual abuse of locals by male soldiers. However, taking into account the broader gender debates surrounding women’s contributions to peacekeeping, and by considering the experiences of women in the South African National Defence Force (SANDF), this study reveals the challenges women face in realising these widely advocated contributions. These challenges include the current recruiting processes, the self-perception of female soldiers, the deeply patriarchal ideologies within South African society, and the hyper-masculine culture which overwhelms the military. The study concludes that, for women to be properly utilised, a reassessment of recruitment processes in the SANDF is necessary, gender training should be prioritised, and an androgynous soldier identity should be advocated.  相似文献

The African Union is preparing for its enhanced role in the maintenance of peace and security by establishing a Peace and Security Council that is tasked with identifying threats and breaches of the peace. To this end, the AU has recommended the development of a common security policy and, by 2010, the establishment of an African Standby Force capable of rapid deployment to keep, or enforce, the peace. The ASF would comprise of standby brigades in each of the five regions, and incorporate a police and civilian expert capacity. G8 leaders have pledged support for the AU proposal through funding, training, and enhanced co-ordination of activities. For its part, the AU will need to undertake a realistic assessment of member capabilities, to clearly articulate its needs, and to set realistic and achievable goals. The latest plan for establishing a rapidly deployable African peacekeeping force will require something that similar proposals have lacked: the political will to fund and implement a long list of recommendations. Success will ultimately be judged by the AU's future responses to situations of armed conflict. Even if such responses are largely symbolic in the short term, a sufficient display of political will among African leaders could inspire the confidence needed to galvanise international support.  相似文献

The mandate to promote human rights in Africa is a challenging one and the African Commission on Human and Peoples' Rights, whose mandate it is, will have to use partnerships, such as NEPAD and other supportive multilateral institutions to fulfil it. The African human rights enforcement mechanism can only be as strong as the African peoples themselves make it. This paper examines the African Commission on Human and Peoples' Rights and looks at the role of the Commission in the New African dispensation following the adopting of the Constitutive Act of the African Union and the adoption of the New Partnership for African Development (NEPAD).  相似文献

Africa is arguably the most important regional setting for United Nations peacekeeping challenges. In the 1990s, extensive efforts have been made by the United Nations in the fleld of peacekeeping with the speciflc aim of reducing the levels of conflicts on the continent. Another significant development relates to the fact that organisations in Africa have started to feature as important peacekeeping instruments in recent years as it is increasingly being accepted that there is a need for such institutions to take care of their own security requirements. However, a key issue at stake is the need to achieve greater consistency with regard to third-party intervention in African conflicts. A look at the more glaring examples of multinational operations in the name of peace and security gives a sense of the magnitude and difficulties often experienced during such endeavours. In addition, both past and current operations have brought to light certain perspectives and lessons that require careful analysis and study. In this article, an overview is given of some of the perils and challenges associated with multinational operations in the realm of peace and security. Specifically, the focus is on Africa and on key issues and challenges regarding the strategic and operational management of such operations in view of the need to consider a more integrated approach towards multinational operations in support of peace and security in Africa.  相似文献

Using the Boko Haram terrorist group in Nigeria as a point of departure, this paper examines the implications of the operations of terrorist groups on the security and stability of states in West Africa. It predominantly utilises secondary sources of data. Findings indicate that the membership and operations of this terrorist group are spreading across the sub-region. This spread is consequent upon Boko Haram's collaboration with other terrorist groups within West Africa and beyond. This constitutes threats to the security and stability of states in the sub-region. Thus, the paper recommends, among other things: a thorough understanding of the operational strategies of terrorist groups by states and those involved in security policymaking in the sub-region; and for agreements to be reached among Economic Community of West African States (ECOWAS) member states and their governments for collaboration in various areas in order to curtail transnational crime and terrorism, and reduce socio-economic inequality that generates aggressive behaviours among the less privileged.  相似文献
