This article discusses roles and missions of the United States Navy with a particular focus on the Baltic Sea. That particular sea has gained renewed political and military attention following Russia's resurgent and increasingly hybrid-offensive foreign policy. Baltic nations, uncertain of what the future holds, ought to look at sea power and maritime missions in the Baltic, as well as US naval presence in Europe, to draw lessons for future posture.  相似文献

Based on unique empirical data, including interviews with smugglers of radiological materials and the investigators who track them, this article discusses nuclear smuggling trends in the former Soviet republic of Georgia. Smuggling in Georgia mainly involves opportunist smugglers and amateurs, as opposed to professional criminals and terrorists; however, this does not mean that radiological smuggling is devoid of professionalism or organization. The article demonstrates that professional criminals are rarely involved in smuggling due to the unreliable nature of the market for radiological materials and the threat radiological smuggling could pose to professional criminals' ability to wield political power and operate legal commercial enterprises.  相似文献

Narratives about Brazil's nuclear program are distorted by supporters and critics alike. In Brazil, the national nuclear infrastructure is undergoing a period of expansion, with plans to build new nuclear power plants and industrial-scale fuel production facilities. While Brazil's leaders herald the nuclear sector as a triumph for indigenous science and technology, foreigners view the nuclear program as a dangerous legacy of the military regime. This discrepancy becomes even more apparent in discussions about the ongoing construction of Brazil's first nuclear powered submarine. Brazil's military touts the submarine as a symbol of political status, economic growth, and military might. But from abroad, the military's involvement in nuclear development is considered unnecessary, worrisome, and even irresponsible. These narratives—often incomplete or selective—have polarized discussions about Brazil's nuclear submarine program and caused considerable political antagonism during safeguards negotiations. This article works to dispel myths, highlight legitimate concerns, and explain historical perspectives that shed light on some difficulties that can be anticipated in future negotiations.  相似文献

This article analyzes why US leaders did not use nuclear weapons during the Vietnam War. To date, there has been no systematic study of US decision-making on nuclear weapons during this war. This article offers an initial analysis, focusing on the Johnson and Nixon administrations. Although US leaders did not come close to using nuclear weapons in the conflict, nuclear options received more attention than has previously been appreciated. Johnson's advisers raised the issue of nuclear weapons and threats on several occasions, and Henry Kissinger, Nixon's national security adviser, looked into nuclear options to bring the war to an end. Ultimately, however, both administrations privately rejected such options. The conventional explanation for the non-use of nuclear weapons during the Cold War – deterrence – is insufficient to explain the Vietnam case. This article analyzes the role of military, political and normative considerations in restraining US use of nuclear weapons in the Vietnam War. It argues that while military and political considerations, including escalation concerns, are part of the explanation, a taboo against the use of nuclear weapons played a critical role.  相似文献

This article critiques recent articles in Foreign Affairs and International Security that argue that in the foreseeable future the United States could acquire an assured first-strike capability vis-à-vis Russia and China thanks to technological improvements in U.S. nuclear delivery systems and a general decline in the numbers and capabilities of Russian nuclear forces. Notwithstanding these articles, this analysis finds that mutual deterrence will persist regardless of the scale of possible future imbalances because deterrence is a highly flexible phenomenon. The pertinent question is not whether the United States will be able, in a surprise first strike, to cripple severely Russian response capabilities, but whether political stakes in any foreseeable conflict could justify the risk of even a small retaliatory strike on the United States. This article also assesses whether the Foreign Affairs and International Security articles could inadvertently exacerbate an already highly charged anti-American sentiment in Russia, possibly laying the foundation for a revitalization and expansion of the Russian nuclear arsenal.  相似文献

Recent developments in artificial intelligence (AI) suggest that this emerging technology will have a deterministic and potentially transformative influence on military power, strategic competition, and world politics more broadly. After the initial surge of broad speculation in the literature related to AI this article provides some much needed specificity to the debate. It argues that left unchecked the uncertainties and vulnerabilities created by the rapid proliferation and diffusion of AI could become a major potential source of instability and great power strategic rivalry. The article identifies several AI-related innovations and technological developments that will likely have genuine consequences for military applications from a tactical battlefield perspective to the strategic level.  相似文献

Through the construction of masculinity in the military and technological advancements in Unmanned Aerial Vehicles, prevailing gender norms of masculinity are being challenged. This article bridges the gap in studies of military technology and ethical dilemmas in the use of force, stressing the impact of prevailing hyper-masculinization in the future of warfare. To strengthen appreciation of hegemonic masculinity in militaries and emerging technological capabilities on the genderization of war, this article applies literature from a variety of fields, including critical gender studies, robotics and military organizations. While a case can be made that genderization of war is inclined towards feminization of battle ground, a deeper analysis of drones and military technology reveals that a state of hyper-masculinity will be more typical of future of warfare. In evaluating the aspects that drones bring to a conflict, it might initially seem that the technology challenges previously dominant masculinity. However, upon further evaluation, it is apparent that the traits of drones and other emerging military technologies support the masculinities currently present, and make armed conflict increasingly hyper-masculinized.  相似文献

In 2007, 334 nuclear reactors (including for naval propulsion) and isotope production facilities employed highly enriched uranium (HEU) fuel or target material. One year of operations at these reactors and facilities required more than 3,100 kilograms (kg) of HEU for naval propulsion, more than 750 kg for research reactors, and 40?–50 kg for isotope production in civilian facilities—in addition to several tons used in other types of reactors. Material with high enrichment levels and low radiation barriers stored or handled in large batches, such as HEU target waste and certain types of fuel from isotope production, research reactors/critical assemblies, and naval fuel, presents serious safety and security concerns. Forty-eight civilian research reactors have converted to low-enriched uranium as a result of a three-decade international effort to minimize HEU use, resulting in a decrease in HEU consumption of 278 kg per year. This article's establishment of baseline measurements for assessing the results of HEU minimization efforts calls for additional focus on the scope and methodology of HEU minimization. Facility decommissioning and dismantling should play a larger role in the future HEU minimization effort, materials with specific weapons-relevant properties should be given higher priority compared to bulk HEU material, and the use of large quantities of weapon-grade HEU fuel for naval propulsion should be reconsidered.  相似文献

Raising and maintaining military forces have posed enormous challenges for the United States and its allies. Economists have made significant contributions to understanding of how to recruit and manage such forces. This paper highlights key past contributions and discusses challenges for future research. Rapid changes in the roles and missions of military personnel, technology, and the civilian labor market pose serious challenges for future military manpower policy and will challenge economists to develop new approaches to military recruiting and personnel management. Yet the body of past research can continue to provide insight and guidance in making decisions about defense manpower.  相似文献

International technical cooperation on issues relevant to the challenges of nuclear disarmament can demonstrate commitment to obligations under Article VI of the Treaty on the Non-Proliferation of Nuclear Weapons, strengthen the security of fissile materials and weapons, and develop technical approaches to support more ambitious disarmament activities in the future. Including non-nuclear weapon states would ensure that their views are taken into account and would invest them in developing solutions to key challenges. This article discusses three areas for technical cooperation that would build on past activities and that could produce such benefits as improved protection, control, and accounting of nuclear weapons and fissile material; enhanced transparency for nuclear weapon complexes; and mechanisms for international management of sensitive civilian nuclear facilities. International cooperation in each of these areas could provide a technical basis for pursuing possible future disarmament negotiations and substantively demonstrate commitment to Article VI.  相似文献

With the exception of Iran, no Middle Eastern state has an operating nuclear power reactor. Several states, including the United Arab Emirates, Saudi Arabia, Qatar, Kuwait, Israel, Syria, Jordan, Turkey, and Egypt are considering constructing such reactors; some have even taken steps towards commencing nuclear power projects. There exist, however, considerable economic, technical, safety, and security challenges to achieving these goals, many of which are acute in the Middle East region. Regional and international cooperation on nuclear technology could not only help regional states meet their energy objectives, but it could also help to build trust among states as a basic step towards a future Middle East Weapons of Mass Destruction-Free Zone.  相似文献

This article borrows from the work of Clausewitz to posit two general approaches to the pursuit of limitation in war, one being political and the other technical. The political approach seeks to control escalation via consensual arrangements with the adversary, while the technical approach seeks to forestall escalation by peremptorily destroying the enemy's military capability. It is argued that the 'Revolution in Military Affairs' (RMA) instantiates the second, technical, approach to war limitation. By exploiting advanced technology, the US armed forces hope to limit the costs of war by defeating their adversaries in a rapid, decisive manner. The problems associated with this approach are discussed in relation to the nature of the conflicts that the US is likely to face in the foreseeable future. The article concludes by suggesting that such conflicts will require that more attention be paid to the political sources of limitation in war.  相似文献

The ultimate goal of Iran's nuclear programme remains uncertain. While the nuclear reactor of Bushehr has finally been connected to the power grid, the nuclear fuel enrichment activities and their location cause concern to the international community. Thirty years of nuclear investments demonstrate a negative cost–benefit analysis: technical constraints and economic and infrastructural requirements constitute a burden on the implementation of a nuclear programme. This article analyses the economic, legal, technical and political aspects of the Iranian programme in order to uncover its civil and/or military finality.  相似文献

Nuclear energy is an integral part of China's energy strategy and will increasingly contribute to China's total energy supply. China has more than twenty civilian facilities, including power reactors, mines, and enrichment plants, to support its nuclear power program. As China operates more nuclear plants, more nuclear materials will be produced and stockpiled, and more nuclear facilities will be spread around the country. To ensure that this expanded network of nuclear facilities does not increase the risk that nuclear materials will be diverted or become the target of attack, China will need to develop more reliable domestic nuclear security strategies. China is also poised to become a major exporter of nuclear energy technology. China has committed to keeping nuclear technologies out of the hands of dangerous states and/or sub-state organizations, but in order to fulfill its nonproliferation obligations as well as its treaty-based commitment to share nuclear technologies, China will need to strengthen nuclear export controls and practices. This report examines and evaluates security measures at Chinese civilian nuclear power plants and suggests ways to improve them. It also reviews current export control policies and systems, identifies likely challenges to the expanding nuclear sector, and proposes possible solutions.  相似文献

ABSTRACT

Nuclear disarmament is often seen as eventually requiring access to nuclear warheads or to the warhead-dismantlement process to verify that a state has not hidden weapons or weapon-materials despite promising to disarm. This article suggests this view is misplaced, and that what is needed is a verification mechanism able to provide reliable assurances of the absence of fissile materials available for use in weapons after a state has disarmed. Such a mechanism will need an initial declaration of the amount of fissile materials held by a state for all purposes, military and civilian. In a state with a nuclear arsenal awaiting elimination, this declaration would have to include materials that may not be available for verification because they are in nuclear weapons or are in other classified or proliferation-sensitive forms. This article describes a verification arrangement that does not require access to materials in weapons and in sensitive forms while still allowing checks on the overall accuracy of the declaration. Verification of the completeness and correctness of the declaration is deferred to the time when the weapons-relevant material enters the disposition process, at which point it no longer has any sensitive attributes. By removing the focus on monitoring warheads and dismantlement, this new approach could provide a more manageable path to nuclear disarmament.  相似文献

How do states use nuclear weapons to achieve their goals in international politics? Nuclear weapons can influence state decisions about a range of strategic choices relating to military aggression, the scope of foreign policy objectives, and relations with allies. The article offers a theory to explain why emerging nuclear powers use nuclear weapons to facilitate different foreign policies: becoming more or less aggressive; providing additional support to allies or proxies, seeking independence from allies; or expanding the state’s goals in international politics. I argue that a state’s choices depend on the presence of severe territorial threats or an ongoing war, the presence of allies that provide for the state’s security, and whether the state is increasing in relative power. The conclusion discusses implications of the argument for our understanding of nuclear weapons and the history of proliferation, and nonproliferation policy today.  相似文献

Since President Jacques Chirac's 1996 decision to professionalise the armed forces, many political and military leader expressed concerns about its potential consequences on civil–military relations. Will the shift to an all-volunteer force create a gap in civil–military relations? The goal of the article is to provide a preliminary assessment of civil–military relations in France before the full professionalisation of the armed forces. Using the results of existing polls conducted annually, I lay out a basis of comparison to evaluate the future evolution of civil–military relations on several dimensions: image of the military, perception of civil–military relations, social and political values, and the legitimacy of the use of force. Although civil–military relations in France have never been as harmonious since the Second World War as they are today, the article argues that these relations are not as rosy as they may seem.  相似文献

Although the Soviet missile defence effort was begun to protect the USSR from attack by nuclear missiles, Khrushchev was quick to see its political value, and used the prospect of an anti‐ballistic missile system to emphasize Soviet technological superiority. Within the Soviet armed forces there was widespread consensus about the importance of ABM's damage‐limiting role. The debates about strategy for future war in Soviet military publications demonstrate that support in the armed forces for an ABM capability transcended service loyalties and remained remarkably strong even after 1962, when technical problems and an effort to improve relations with the US following the Cuban Missile Crisis meant that the missile defence project no longer enjoyed the public backing of senior Party and military figures.  相似文献

Russia holds the largest stocks of civilian highly enriched uranium (HEU) of any country, operating more than fifty research reactors, pulsed reactors, and critical assemblies using HEU, as well as nine HEU-fueled icebreakers. Russia's participation in international efforts to phase out civilian HEU is crucial if international HEU minimization efforts are to succeed. Individual Russian institutes and organizations participate in international programs to replace HEU with low-enriched uranium in Soviet-supplied research reactors, develop alternative fuels, and repatriate fresh and spent HEU fuel from third countries. However, an overarching national policy on HEU phase-out has yet to be adopted. There are many obstacles to obtaining such a commitment from Moscow. At the same time, the ongoing reform of the Russian nuclear industry and plans for expansion of domestic nuclear power generation and for increased nuclear exports create opportunities for securing such a commitment.  相似文献
