Africa is severely affected by sub-state terrorism—a phenomenon that is deeply rooted in the crisis facing a number of African states. While the importance of root causes in so-called sub-state terrorism is generally accepted, this issue is hotly contested internationally in debates on terrorism. In fact, both sub-state and transnational terrorism have essentially local causes and linkages, and therefore much of what is categorised as terrorism should be treated more appropriately as insurgencies. Recent events in Somalia are of particular concern, as Western responses to the war on terror may further complicate the domestic situation, with self-fulfilling results. Great care should be exercised by African states in adopting either the language of or the prescribed solutions for transnational terrorism as part of the ‘global war on terror’.  相似文献

This essay locates the West African region in the context of the post-9/11 discourses on terrorism and counter-terrorism, particularly as it relates to the global war on terror. It identifies and analyses the issues and challenges that flow from the integration of West Africa into hegemonic transnational/globalised security arrangements, and the ways in which the emerging state (militaristic) and globalised security framework could reinforce or, paradoxically, undermine regional, intranational human and environmental security in one of Africa's most troubled regions. It critically examines the possibility of a terrorist threat in the region and analyses the global stakes involved in integrating West Africa into the global war on terror. On this basis, it concludes that zero-sum, militarist, globally driven solutions may fail to address the historical, political, and socio-economic roots of a possible terrorist threat in West Africa.  相似文献

The US-led ‘war on terror’ dramatically changed America's security strategy towards Africa. But more fundamentally, it threw the Horn of Africa on the centre stage of global counter-terrorism. A double-edged blade, counter-terrorism has at once catalysed peace processes and intensified insecurity, with Islamic radicalism at the core of the regional storm. Governments utilised the threat of terrorism for political ends, defending old security paradigms that prioritised regime stability over human security. Africa integrated counter-terrorism into its emerging security agenda, but insufficient funds, operational constraints and poor coordination with international initiatives have hampered meaningful progress. Washington, laudably, launched a robust counter-terrorist campaign, but its high-handed military-heavy style put fragile democracies at risk while lapses in its overall policy risk triggering proxy wars. This essay examines the impact of counter-terrorism on security in the Horn of Africa. It argues for stronger coordination between national, regional and international initiatives to curb international terrorism.  相似文献

At a senior officials' meeting held in Algiers from 11–14 September 2002, the African Union proved ready and able to provide the political cohesion and sense of purpose needed for Africa to combat terrorism. While member states inevitably played to a global gallery in demonstrating their commitment to the ‘war on terrorism’, the practical counter-terrorist proposals adopted at the meeting substantially address Africa's security challenges. The resulting Plan of Action on the Prevention and Combating of Terrorism focuses on state building and inter-governmental co-operation, to literally and figuratively close Africa's borders to terrorist activities. Implementing the plan will be a tough challenge for many African governments, especially to ensure that their counter-terrorist measures adhere to international and regional human rights accords.  相似文献

This article presents a dynamic model in which counterterrorism policies have the potential to generate positive public support for terrorism via a backlash that may fuel terror recruitment. For an optimizing government aiming at maximizing security, this phenomenon produces a natural bound on proactive counterterror policy that is related to the dynamic path of conflict. Moreover, terror is a persistent phenomenon that requires patience on the part of the target government for optimal counterterror policies to be realized. Finally, the potential for backlash yields insights into the need for target governments to fight an information war to change public opinion regarding its own policies and the ultimate effect of terror attacks.  相似文献

Boko Haram terrorism has been recognized by Nigerian President Jonathan as the most threatening and complex security issue in Nigeria since independence. In response, the Federal Government of Nigeria has committed itself to different counterterrorism measures, which are largely dominated by “hard politics” and military mobilization. Spending heavily on defense to upgrade military hardware and train personnel in a counterterrorism role, Nigeria has also boosted its strategic importance in the “Global War on Terror”. However, this attempt has become unpopular as it has failed to contain Boko Haram within a short time frame and has made insufficient headway against unabated terror, with human rights costs among the host communities and amidst a surge of stakeholders' discordance. As a matter of concern, this article seeks to assess Boko Haram as an opponent in Nigeria's war on terror (WOT) and to ascertain the challenges the country faces, the alternative measures open to it, and possible ways forward.  相似文献

Since the events of 11 September, regional organisations around the globe have realigned themselves to confront the new security threats posed by terrorism. While these threats can, and do, affect southern Africa in many ways, there has yet to be strong action taken at a regional level, and commitments to dealing with the issue have been varied. This essay attempts to explore why terrorism should demand more attention from southern African states, and reasons why those states should confront the issue through regional apparatuses.

It also examines areas that the SADC region will have to fine-tune in order to successfully implement security measures against terrorism. The essay seeks to take stock of the present capacity within the region as well as learn from what other regions around the world are doing. It highlights how other regions have already taken steps to mitigate their collective vulnerabilities by emphasising coordination, cooperation and harmonization among members. The essay highlights how, by integrating international models with existing regional capacity, southern African states can—and should—begin to confront the threats that terrorism poses to the region.  相似文献

The war against terrorism has brought Somalia, a country located in a key strategic region, back onto the radar of US and Western security concerns. Following a vicious civil war, a failed peace support operation and several attempts to start a peace process, lawless Somalia, a country without government, has gained the potential to be exploited as a terrorist base. Although this country in the Horn of Africa does not represent a direct and immediate threat to the US or its Western allies, its potential to destabilize the region is extremely high. This article offers an analysis of Somalia's potential to become a ground for terrorist activities and suggests a two-track approach. On the one hand, US foreign and security policy in Somalia needs to be more assertive; on the other, the only way to prevent Somalia from becoming a fertile ground for international terrorist groups is to help stabilize the country. In order to achieve this objective, it is crucial to adopt any initiative aimed at strengthening Somalia's civil society.  相似文献

Ten days after the attacks on the World Trade Center and Pentagon US President George W Bush addressed a joint session of Congress. In an emotional speech he declared war on terrorism and vowed that the US would not rest until all of the perpetrators were brought to justice and A1 Qaeda destroyed. In virtually the next breath he hastened to add that the US-led campaign would not be a war on Islam, a promise Muslims might have found more reassuring had the President not sounded so much like a Baptist preacher. Whatever its propaganda value, the speech distorted the reality of the struggle facing the West while tacitly acknowledging an important truth. Since terror is merely a weapon in a larger struggle, there can be no war on terrorism per se. The West faces a counterinsurgency campaign on a global scale. Winning the hearts and minds of disaffected people in lands where terrorism thrives must be central to conducting this campaign.  相似文献

This article outlines some of the pressing causes of war that have plagued Africa since independence. Wars in Africa are unique in some respects because of the particular history of the African continent. However, a close look at the wars in Africa today reveal many contradictions. Whereas many other continents have progressed since their struggle for independence, African communities are still encumbered with large-scale conflicts. Many causes have been suggested for this dire state: greed, extreme ethnic diversity, and colonialism but the solutions to conflict remain stubbornly out of reach. Despite being well-endowed with natural resources, Africa remains the poorest and the most politically unstable region in the world. A comprehensive understanding of Africa depends on understanding these contradictions.  相似文献

September 11 2001 has put the spotlight on terrorism, and it has been at the apex of the international security agenda ever since. Politicians, lawmakers, scholars and others have been debating the meaning and definition of terrorism for many years. Numerous myths and misconceptions persist on this highly debated issue. With the aid of historical case studies, this article aims to demonstrate how broad a concept terrorism has become. It focuses on its subjective and value-laden interpretation and hence the difficulty of arriving at a universally acceptable definition. The author introduces the concept of ‘colonial terror’, which depicts a distinct form of state terrorism perpetrated during the colonial and post-colonial periods. Like many before her, the author concludes that the definition and meaning of terrorism lie in the eye of the beholder.

There are two ways to approach the study of terrorism. One may adopt a literal approach, taking the topic seriously, or a propagandistic approach, construing the concept of terrorism as a weapon to be exploited in the service of some system of power. In each case it is clear how to proceed. Pursuing the literal approach, we begin by determining what constitutes terrorism. We then seek instances of the phenomenon—concentrating on major examples, if we are serious—and try to determine causes and remedies. The propagandistic approach dictates a different course. We begin with the thesis that terrorism is the responsibility of some officially designated enemy. We then designate terrorist acts as ‘terrorist’ just in the cases where they can be attributed (whether plausibly or not) to the required source; otherwise they are to be ignored, suppressed or termed ‘retaliation’ or ‘self-defence’. This article sets out to investigate the current paradoxical roles of border control agencies in order to contribute to the theoretical debate on border porosity and related security issues in West Africa. The colonial demarcation of African borders accounts for their porous nature initially, as borderland populations challenged the unjust scission of their cultural, economic, geographical and geopolitical spaces. However, new forms of porosity also evolved over time, masterminded by new actors. Drawing on the Ghana–Togo border case, and through interviews, observation and documentary analysis, this article argues that border control agencies are partly responsible for the current border porosity and attendant security problems as their jurisdiction has shifted to a multi-layered border parasitism. The article is not, however, an attack on border law enforcement agencies; rather it attempts to explore their roles in shielding the region, already exposed to terrorism and piracy, from further security threats.  相似文献

Using the Boko Haram terrorist group in Nigeria as a point of departure, this paper examines the implications of the operations of terrorist groups on the security and stability of states in West Africa. It predominantly utilises secondary sources of data. Findings indicate that the membership and operations of this terrorist group are spreading across the sub-region. This spread is consequent upon Boko Haram's collaboration with other terrorist groups within West Africa and beyond. This constitutes threats to the security and stability of states in the sub-region. Thus, the paper recommends, among other things: a thorough understanding of the operational strategies of terrorist groups by states and those involved in security policymaking in the sub-region; and for agreements to be reached among Economic Community of West African States (ECOWAS) member states and their governments for collaboration in various areas in order to curtail transnational crime and terrorism, and reduce socio-economic inequality that generates aggressive behaviours among the less privileged.  相似文献

This essay contends that allies are vital for counterterrorism, but what we ask of them and their institutional form is quite different from what was asked of traditional alliance partners during the Cold War and its immediate aftermath. Despite these differences, some of the alliance dilemmas that plagued the United States in the past are likely to remain, though they will have different manifestations relevant to the war on terrorism. This essay concludes by arguing that, for purposes of the war on terrorism, the list of key allies has shifted and offers recommendations for improving US alliances.  相似文献

Boko Haram (BH) is an insurgent group that operates mainly in northeastern Nigeria. Its stated aim is to establish an Islamic state, and it employs terrorism as its strategy. Earlier interests of security analysts centred on the drivers of BH uprising and the possibility of its internationalisation. Today's concerns relate more to why the rebellion has lasted this long. In toeing the same line, this article demonstrates that BH is a purposive terror group against which the government has evolved no viable strategy. It examines some gains of BH over the past six years and how it benefitted from the government's underestimation of its capacity and determination. It concludes that to effectively engage BH, the Nigerian government must revaluate its threat and sincerely pursue an expanded strategy beyond the current military-centric approach. To be effective, government's response must be packaged in such a way as to enhance human security in the region.  相似文献

In the late 1990s and 2000s, a slew of books and journal articles proposed that a nexus between risk management and warfare was emerging. This article argues that risk management ideas continue to shape recent campaigns against Libya, Islamic State, Syria, and the war on terror from Niger, Yemen to Somalia. It uses existing literature on risk and warfare to examine four key aspects of contemporary interventions. First, the article evaluates the overall strategic context as security concerns shift from terrorism toward renewed great power competition. Second, it re-assesses the risk calculus for military action through the language and grammar of risk invoked by politicians. Third and fourth, it addresses the continuing reliance on air power and the managerial ethos of military operations as important features of war as risk management.  相似文献

The Building Security Overseas Strategy is at its core an ‘Intervention to end all Interventions’ – from a Western as well as an African perspective. Two of its main pillars are security sector reform in specific countries and systematic support to the development of the African Peace and Security Architecture. This article addresses the question why such efforts have met little success in francophone Africa. It argues that the failure of Western advisers to understand the sociological dynamics of African armed forces, shaped by a political culture based on personal loyalty to the leader, is at the root of the problem. In that context, the Huntingtonian-type distinction between the civilians and the military does not apply as military and civilians act in concert within common clientelism systems. As a result of the curtailing of the state-formation experience in most African countries, the military never had to demonstrate its performance as a state builder, nor did it have to bargain its legitimacy against the support of the citizens. Partnership in that context will remain a misnomer, at least until African military can credibly demonstrate commitment to state-building grounded in a broad-based social contract.  相似文献

This essay recalls the immediate and longer-term responses of the US and its allies to the events of 9/11. It contends that the die for contemporary developments in transnational terrorism was cast in the immediate aftermath of 9/11 – in particular the launching of sustained ‘anti-terrorist’ military combat operations in Afghanistan and Iraq, and more covert ‘kinetic’ operations elsewhere in the Middle East and Africa. The essay seeks specifically to expose the counter-productivity of using military operations as the primary antidote to transnational terrorism. Focusing on the African ‘laboratory’ and the spread of transnational terrorism and Islamic militancy, particularly in West and East Africa, the essay concludes that radical Islamists have mastered the ‘battle of the narrative’ and that the Western penchant for dispensing a kinetic brand of medication is feeding rather than fighting the virus of global terrorism.  相似文献

ABSTRACT

Traditionally the African concept of security concept has been dominated by land-based conflicts with little attention being paid to maritime threats and the protection of the maritime environment. With the rapid escalation of piracy on the East Coast, the African Union (AU) was compelled to develop a joint strategy to address its changing African Maritime Domain (AMD). This was achieved by the AU’s Africa’s Integrated Maritime Strategy (AIMS 2050) in 2014, culminating in the adoption of a binding maritime security and safety charter in Lomé in 2016. The Lomé Charter should ideally focus the general provisions of AIMS 2050 so that Africa, as a continent, can take responsibility for security and economic empowerment of the AMD. This article considers various maritime security documents against the backdrop of an African context for understanding maritime security, in order to evaluate whether the Lomé Charter, as a manifestation of AIMS 2050, will realise its aspirations. Focussing on security is not sufficient and too much emphasis is placed in the Lomé Charter on restriction rather than development. Strong political will and leadership is required to facilitate implementation, identifying common security concerns to ensure better cooperative and collective strategies in a diverse implementation environment.  相似文献
