HIV/AIDS is not a traditional security threat but the consequences are just as serious. That it is non-violent serves only to disguise its devastation. HIV/AIDS overwhelms health services, shortens lives, destabilises governments and disrupts societies; sometimes to the extent that major conflict ensues. The extent of the virus is far more serious than initially anticipated. Infection rates in Southern Africa indicate that huge numbers of people will die over the next 10 years, affecting the basic functioning of society. The ability to produce and distribute food will be reduced. The skills and human resources needed for effective government will become even more scarce. Political instability may result in complex humanitarian emergencies and crime; neither of which can be addressed without effective government. While the populations of Southern Africa have proved resilient in the past, it is certain that the virus will extract a huge cost from the people of the region in the future.  相似文献

This paper examines the rationale and centrality of private military and security companies (PMSCs) in humanitarian assistance operations in Sudan, asking why PMSCs are involved in humanitarian assistance operations in Sudan and what the principles underlying their activities are. To answer this question, the paper draws attention to the link between humanitarian crises and PMSC interventions. Where there is no meaningful alternative intervention, undergirded by humanitarian concerns that are also profit driven, PMSCs come in to provide the needed services. The protracted and complicated internal armed conflicts in Sudan, which have lasted for over two decades, have produced as many as 4,8 million internally displaced persons (IDPs) – the single largest number in the world. The kind of humanitarian assistance operations provided by PMSCs in Sudan have become critical to the provision of much-needed services which were inadequately provided by governmental authorities at both unilateral and multilateral levels. This paper argues that the humanitarian crises in Sudan created a regime that permits humanitarian assistance operations by both state and non-state actors.  相似文献

Armed groups are usually seen as threats to humanitarian action but less attention has been paid where they provide assistance to constituent populations. Ethnic armed groups (EAGs) in Myanmar have developed associated welfare organisations that perform this role. This article argues this is due to EAG social embeddedness and flexibility to changes in sources of funding and support, and the influence of their relations with international humanitarian organisations. This article further contends a subset of advocacy, health and education organisations have evolved to form a nascent civil society within the political and social non-state sphere of some established EAGs.  相似文献

Hundreds of thousands of African men, women and children are being forced into situations of labour and sexual exploitation both on the continent and abroad every year. Internationally, trafficking in persons has been identified as a serious threat to human security and development by governments, pressure groups and the UN. But for many African governments, the problem has only recently been acknowledged. This article, the first in a two part series on the issue, outlines the types and extent of trafficking in Africa, with a focus on West and Central Africa. Contributing factors, in particular the high profit margins and low risk of arrest and conviction, are reviewed as well as the impact on human rights, public health, community and family development and the growth of organised crime. The second article in the series will consider successful strategies and international programmes, with a focus on the lessons learned for Africa from West Africa.  相似文献

The outbreak of violence following the insurgency by a coalition of armed groups called Séléka represents one of the darkest pages in the contemporary history of the Central African Republic (CAR). Although the country has experienced chronic instability since independence from France in 1960, it has never before descended into the current near-genocidal situation, which has pitted Muslims against Christians. The CAR has been embroiled in conflict since March 2013, with unprecedented security and humanitarian consequences. In December 2013, the United Nations representative for the first time described the situation as an alarming security threat and evoked the likelihood of genocide and humanitarian disaster if nothing is done.  相似文献

Throughout history fighting has been associated with men. Cross‐cultural studies of male/female differences have found serious violence as the most distinctive sex difference there is. Is that a matter of education and social conventions, or are men naturally far more adapted to fighting than women are? This question is at the centre of public debate nowadays regarding the right and ability of women to enlist in combat roles in the armed services. The article attempts to elucidate the nature of the bio‐cultural interactions involved, whose complexity, and even existence, are all too often ignored in the debate.  相似文献

LIVING IN TERROR     
Unlike terrorism, HIV/AIDS deaths are seldom spectacular. The reason being, that those dying are dispersed and the impact not clearly visible. Yet it is one of the greatest threats to mankind as the disease slowly erodes the social fabric of society and weakens national economies, making it difficult for states to respond to the social challenges and political instability this disease poses. This is especially the case in countries with large inequalities in income, which experience rapid urbanisation and where there is high mobility and a Breakdown in social cohesion within society. Armed forces are a crucial part of any state's security, but are often worst affected by this disease as it impacts directly on their operational effectiveness. Where armed forces face high infection rates it renders them less capable of coping with the internal disruption this disease causes as well as with the ability to provide humanitarian and peace support to those in need. With Southern Africa being the region most affected, South Africa as the regional economic and military power is becoming less capable of serving as regional peacekeeper or stabilising force as the impact of the disease becomes more visible.  相似文献

Abstract

Pastoralist groups in Eastern Africa are extremely vulnerable as a result of inter-community conflicts, the harsh terrain, and unfavourable climatic conditions. They have been neglected by successive regimes on matters of socio-economic development. At present pastoralist areas in Eastern Africa have the lowest literacy rates and insufficient health care facilities. This article interrogates the historical relationship between governments, humanitarian groups and pastoralists. It notes with great concern that pastoralists have been branded as hunger-stricken populations with insignificant economic potential that can be harnessed from their day-to-day livelihood. They are treated as sedentary populations who need a constant supply of relief food to keep going. In order to reverse these misconceptions, the article places emphasis on mitigating the threats of intra-community conflicts, diseases and natural disasters through investment in social schemes and infrastructure in order to open up the areas for service provision. Indeed, for a majority of the pastoralists, insecurity comes not so much from traditional security concerns, but from human insecurity concerns about their survival, preservation of their lifestyle and well-being in a day-to-day context.  相似文献

Understanding the nature of armed conflict in Africa requires more than a political and military analysis of forms of warfare such as the employment of children as fighters. Children are seldom only instruments for other causes but can actively support their own agenda through the choices they make. Problems of governance, resource use and social organisation also need to be considered. There arc often no clear lines between civilians and militaries and a simplistic ‘oppressor vs victim’ dichotomy is of limited use. The political character of youths can be better understood by considering the factors that shape their consciousness, as well as the predisposition of the society to care for them. Society has failed to offer youth protection from the adult consequences of immediate involvement in economy and politics. This has been a dynamic process rather than a static set of political and economic circumstances favourable to the outbreak of revolution.  相似文献

In recent international armed conflicts private security contractors (PSCs) have played an ever increasing role and military advisors and tribunals are facing the dilemma of assessing the primary and secondary status of PSCs under international humanitarian law. In this article the misconception that PSCs are necessarily mercenaries will be dispelled. The possibility that PSCs might be categorised as combatants or civilians will then be explored. The conclusion is that where they are incorporated into the armed forces of a state, PSCs might attain combatant status. However, given that states are reluctant to formally incorporate PSCs into their armed forces, they will most likely remain essentially civilian. Their degree of participation in hostilities will determine whether they retain their immunity under international humanitarian law from attack and prosecution (as civilians) or whether they are rendered unlawful belligerents.  相似文献

While popular narratives about success in South Africa focus on individual effort, accidents of birth continue to determine life prospects. Inequalities in early childhood development, health, and education narrow the range of possibilities that young people have available to them, and this impacts on their risk appetite, including, through the workings of the maturing brain, a propensity to violence, substance abuse, and unsafe sex. New technology offers young people an unprecedented ability to organise and network. This fact, combined with high levels of youth dissatisfaction, unemployment, and marginalisation, leads many to worry that the young are “ticking time bombs”. While there certainly are risks, great unused pools of youth labour also present an opportunity for engaging them in social advancement programmes. Structured youth service is a tried and tested policy option that, when implemented as part of an integrated youth development strategy, can enlist thousands of young people in devoting their considerable energies to leadership for the public good.  相似文献

Children are defined by the United Nations Convention on the Rights of the Child and the African Charter on the Rights and Welfare of the Child as people under the age of 18. Youth, although commonly used to describe the age group between 15–25, is not a term recognized in legislation designed to protect children. It has, however, become a concept employed by regimes and rebels alike to mobilize Africa's young population for political and military ends. African youth are caught in the chasm between childhood and the unattainable social, political and economic status that would define them as adults. Deprived of educational opportunities and livelihoods, youth are actively mobilized by politicians and armed groups alike, who recognize that their alliance is valuable and their enmity dangerous. The militarization of disaffected young people, of which the problem of child soldiers is only a small part, originates with the idea that youth constitute “potential”: a commodity that can and has been plundered alongside natural resources and public funds to serve the agendas of warfare.  相似文献

This article explores the phenomenon of herdsmen militancy as a new trajectory for the farmer–herder crisis in Nigeria, with reference to its humanitarian implications. Relying on a systematic analysis of secondary data and aligning with the analytical anchorage of liberal political ecology theory, the article posits that herdsmen militancy depicts a contradiction in agrarian relations in the context of a national security crisis which has been complicated by salient socio-ecological factors such as climate change, armed violence, and identity politics. In view of the dire humanitarian consequences of this situation, the article submits that herdsmen militancy constitutes a major threat to human and national security in Nigeria. It makes a case for a pragmatic policy capable of mitigating the myriad socio-ecological factors that tend to trigger herdsmen militancy, with prohibition on open grazing in critical hotbeds of herder–farmer conflict as a strategic measure.  相似文献

Intervention which violates state sovereignty is often justified by its humanitarian goals. In Africa, the debate goes beyond humanitarian objectives and considers intervention when collapsed state authority threatens regional security. Poorly planned interventions can do more harm than good while also weakening the norm of non-intervention in international relations. The brutal and often degrading history of colonization and neo-colonialism still influences African thinking on intervention. Africa's relative geopolitical weakness has compelled it to rely strongly on the international rules. African state's view on intervention should be rethought in the light of failed states, the spill-over of conflicts, threats to the democratic process and an abject failure to act in the face of hummanitarian catastrophe. Military intervention should be an exceptional action of last resort but it will remain an option while states are unwilling or unable to protect their own populations. The objective should be prevention through good governance and the democratic process.  相似文献

The popular adage has it that ‘prevention is better than cure’. Given the heavy and enduring costs of armed conflicts, there is no disputing the fact that making efforts to prevent them from breaking out in the first place is better than waiting until it is too late. This entails two things: conflict prevention measures and early warning systems. Anything that could be done to effectively address the root causes of a conflict before it turns violent may fit into the former, while the latter aims to identify threats to these elements so that effective conflict prevention measures can be taken. In other words, ensuring ‘human security’ is the thrust of the former, while the latter serves as a surveillance camera for any deficit in providing the different components of this ‘human security’. It is with these two important issues that this essay deals, with particular reference to West Africa.  相似文献

While unmanned aerial vehicles (UAVs) have become a standard element of modern armed forces, African countries have been reluctant to acquire remotely piloted aircraft for military purposes until recently. This is mainly due to a lack of industrial capabilities and, for military purposes so far, procurement policies that have concentrated on small arms and light weapons, more prestigious armoured vehicles and combat aircraft. Moreover, counter-insurgency strategies in Africa tend to focus on manoeuvre warfare, co-opting rebels or fighting them using armed proxies. As a consequence, international counterterrorism operations against fanatical and reckless groups like al-Qaeda in the Islamic Maghreb and Boko Haram in sub-Saharan Africa are characterised by a strong dependence on Western forces providing UAV-based reconnaissance and, in some cases for the United States, military strikes by drones. This essay reviews some of the incentives and problems of the use of UAVs in the African context. Given the geographical and military conditions of asymmetric warfare in Africa, and potential problems concerning international law, ethical aspects of the use of arms, and civil–military relations notwithstanding, it is argued that African security forces should develop their own UAV capabilities by intensifying their cooperation with Western armed forces.  相似文献

A truly universal ban on anti-personnel mines cannot be realized without engagement of armed non-state actors and armed groups operating outside state control, including rebels and national liberation movements. Events after 9/11 have complicated engagement with organizations that can be classified as ‘terrorists’. Yet, the use of anti-personnel landmines itself can be viewed as an act of terrorism and African leaders have, on various occasions, classified the use of landmines and the presence of unexploded ordnance as engendering insecurity and a serious impediment to development. The success of a total ban ultimately depends upon ensuring that armed non-state actors act in accordance with international humanitarian law. The Geneva Call Deed of Commitment for Adherence to a Total Ban on Anti-Personnel Mines and for Cooperation in Mine Action (DoC) might be described as an alternative instrument to the Anti-Personnel Mine Ban Convention and can serve an important and impartial channel of communication with non-state actors. Already 18 armed groups in Africa have signed the Geneva Call DoC.  相似文献

Since the 1st oil crisis in 1973, the economies of sub-Saharan Africa have barely kept pace with their burgeoning populations. Women in Sub-Saharan Africa give birth more often than women in any other region of the world, with an average of more than 6.5 live births each. The region's natural increase average 2.5% a year in the 1960s, 2.7% in the 1970s, and in the mid-1980s, it is 3.1% per annum--a rate that will double the regions population in 22 years. National leaders in Sub-Saharan Africa were slow to consider population policy as a key component of the social and economic development effort. The neglect of population issues is reflected in the limited scope of public or private family planning programs in the sub-continent. Donor countries and institutions play an important role in developing the information base by providing technical training to government staff, supporting research, and disseminating information to a broad spectrum of political actors. Some examples of policy reconsiderations in Nigeria, Zambia, Liberia, and Niger are given. These countries are starting to give active consideration to population policies to reduce fertility and high rates of population growth by expanding family planning services, raising the age of marriage, improving the status of women, providing family-life education, and incorporating economic incentives for smaller families into the provision of social services. The highly centralized nature of African governments dictates that the acquiescence of the governmental elite must be obtained before any policy can take hold. Overall, high population growth rates in combination with a stagnating social and economic development effort throughout the region have provided the catalyst for a new look at Sub-Saharan Africa population policy. The ability of African nations to implement policies that reduce fertility is more open to question; no African nation has as yet done so, and the socioeconomics factors contributing to high fertility remain strong.  相似文献
