In this article, I outline a holistic approach to the military concept of “Rules of Engagement” (ROE), which complements the legal aspects of ROE with considerations of operational and political requirements for the use of military force. Drawing upon two illustrative cases from the US military experience with the use of ROE, I demonstrate that ROE for any particular military operation should be formulated to balance optimally, if not harmonize fully, the legal, operational and political concerns related to the use of force. In this task, political decision-makers and military practitioners alike are confronted with unavoidable and real-life dilemmas. How these dilemmas are handled has significant implications for how legal requirements concerning accountability and concerns for civilian lives in military combat can be preserved through ROE.  相似文献

The increasing use of private military and security companies (PMSCs) has attracted considerable scholarly attention due to its corrosive effects on US democracy. Drawing on neoclassical realism, this article provides a comparative dimension to the study of the political drivers of military privatisation by analysing contractor support to US and UK operations in Iraq and Afghanistan. Domestic political constraints have shaped both US and UK response to the need for more boots on the ground, increasing the propensity to use contractors as a force multiplier in spite of their problematic impact on military effectiveness.  相似文献

Observers of United States (US) interventions have almost universally characterized the 1994 Haiti intervention as multilateral, a model for how international cooperation can achieve common security goals. A closer analysis of the intervention reveals that the planning and execution of the intervention were almost entirely unilateral and therefore cost the US few if any of the theoretical costs of coalition warfare, including interoperability and policy compromise. Mapped onto the unilateral strategy and operation of the intervention, however, was a multilateral diplomatic effort that secured United Nations Security Council authorization and provided a cover for an intervention that the US had already planned and intended to execute with or without that authorization. That the US sought a multilateral cover for an intervention that it could easily accomplish unilaterally shows the importance of two factors: A domestic audience that opposed unilateral peacekeeping but would accept using US resources as part of a broader multilateral operation, and a local population that would be more responsive to a multilateral coalition than a use of force that was perceived to be unilateral. The Haiti intervention shows that the determinants of success in operations other than war are as much political as military. When the US already has overwhelming military superiority vis-à-vis its adversary, building military coalitions becomes as much about enlisting political support as aggregating material capability.  相似文献

International peacekeeping in Africa has developed dynamically in the last decade. The majority of global missions are deployed to the continent, the largest regional contingent of troops comes from Africa, and the African Peace and Security Architecture has made significant progress. Peacekeeping is Africanized today more than at any time before. However, mainstream research has insufficiently paid attention to African agency in this context. This article sheds light on the often neglected influence of African politics on international peacekeeping missions. The focus is set on the consequences of neo-patrimonial political systems, which can use international peacekeeping missions as an opportunity to generate rents. It will be shown that such a rent-seeking approach is highly problematic for the troop-contributing as well as mission-hosting countries. Instead of curbing conflict, rentier peacekeeping is prolonging and exporting it. The empirical examples used are the Burundian and Kenyan involvement in peacekeeping in Somalia.  相似文献

The Egyptian military's unconstitutional removal of President Mohamed Morsi has reignited a debate regarding the theory of the ‘democratic coup’. Though coups are almost invariably condemned, many political observers and a few scholars have recently argued that coups can act as catalysts for democratisation. This paper empirically assesses the democratic coup hypothesis for Africa. Multivariate analyses from 1952 to 2012 suggest that coups statistically improve a country's democratisation prospects. Extensions of the model show that coups appear to be likely precursors for democratisation in staunchly authoritarian regimes and have become less likely to end democracy over time, and that their positive influence has strengthened since the end of the Cold War. As of 2012, countries that have experienced a recent coup are expected to be four times more likely to witness a democratic transition than those that have remained coup-free.  相似文献

Abstract

This paper addresses the waves of mass killings recently perpetrated by individuals with a weak or nonexistent ideological motivation, whose acts either appear to contradict their purported political cause or are admittedly driven by a quest for notoriety. Examples range from killers who have been waging jihad against European Jews to unattached mass killers such as the Germanwings pilot to the perpetrators of mass school shootings in America and worldwide. We argue that these phenomena can be understood as instances of the Herostratos syndrome, which has been known for thousands of years as characterizing the behavior of people who seek to survive in the collective memory by excelling in their infamous acts. We provide a model of hybrid killers which accommodates the Herostratic motive alongside a political motive and characterize a well-behaved Nash equilibrium where Herostratic killers are competing with one another with a view to make a name for themselves in infamy. The policy implications point towards reducing the publicity the killers enjoy, thus frustrating their quest for notoriety.  相似文献

In post-colonial Africa, the military has been central to sustaining freedom. However, the current political trends in Zimbabwe represent a different phenomenon, with the army perpetrating violence against its own citizens. For many years, the concept of ‘militarisation’ has been used to define social and political practices outside the military. Scholars have deployed the concept of militarisation as a category of analysis and practice. In doing so, scholarly writing portrays the military as an instrument of militarisation. So, who militarises the military? While scholars use the concept of militarisation to analyse other state institutions, the central argument of this paper is that the concept of militarisation has been deployed inappropriately and narrowly by scholars to refer to the appointment of military personnel in state institutions. I argue that in the Zimbabwean post-2000 political crisis, what has in fact been militarised is the military itself as an institution – through the command and control of soldiers against their moral will – and this phenomenon is exemplified by the growing involvement of the military in the perpetration of political violence against the civilian population in Zimbabwe. The political side of counterinsurgency has long been recognized as more important than the military side. The major works on counterinsurgency call for political reform that redresses legitimate insurgent grievances. Thereby, insurgents are encouraged to pursue their aims via political instead of military means. In western Iraq, insurgent perceptions of US weakness inhibited effective political reform. Moderate Sunnis did not engage the Coalition or Iraqi government until these perceptions had been revised. The connection between insurgent perceptions and effective political reform deserves greater attention. With the exception of some arguments from the political science field, the literature on counterinsurgency insufficiently addresses the importance of insurgent perceptions.  相似文献

There is a growing consensus that multinational military operations are often less effective than the theoretical sum of their constitutive parts. Multiple chains of command, restriction on intelligence sharing, and capability aggregation problems can reduce fighting power. However, partners may be necessary to provide legitimacy to an intervention. As such, most studies assume that the state leading a coalition (usually the United States) has to accept a degree of operational ineffectiveness in order to gain political benefits from the participation of junior partners to a multinational military operation. However, such analysis puts all junior partners under the same category, without taking into account the differentiated contributions of those junior partners based on their relative military power and international status. This article explores variation between the junior partners’ contributions and their impact on coalition political and military dynamics. It teases out the implications of adopting a fine-grained analysis of junior partners.  相似文献

This article analyses the political relationship between Ethiopia and Egypt. It aims to provide an analytical framework to unpack this complex relationship and assess the impacts that the Nile River has on the nature of this relationship. It further identifies geopolitical factors determining the impacts of the Nile River on frameworks of actions and political opportunity structures in which political actors operate. Accordingly, the different combinations of these determinants lead to the formation of political actors and ensuing actions that can fuel conflict, sustain the status quo or build peace. The article seeks to provide tentative answers to the following questions: what can be done or what mechanisms might be used to reduce the risk of conflict? What parties should participate and what will be their roles? And how can modern technology and science contribute to a possible solution?  相似文献

The use of commercial business management techniques is widespread in all government departments, including the Ministry of Defence. This article examines the use of popular management techniques in the Armed Forces and argues that their application is misplaced. It looks at what the “effs” – “efficiency” and “effectiveness” – mean in the business world and to the Armed Forces. It compares the definitions both in business and the Armed Forces and finds that there are few, if any, situations where the same measurements can be applied. Whilst many management techniques are suited for business, the function of the Armed Forces and its output cannot be measured in the same way, complicated by the different metrics of “efficiency” in peace and in war. This difference may not be clearly understood by some politicians, or indeed by some senior military personnel. Using examples from some of the most popular management techniques such as “Lean” and “Agile” it is possible to see that their use might actually diminish the capabilities of the Armed Forces when it comes to performing their principal role – the use of force to achieve political objectives.  相似文献

The interpretation of self-determination as a vote for secession shaped the state that South Sudan has become since the 2011 referendum. Self-determination, this paper argues, is a democratic political process in which citizens determine their preferred form of statehood and nature of governance for their country. In South Sudan, however, political actors—with international support—established conditions that reduced such complex democratic processes to narrow technical matters. Equating self-determination with secession consolidated political and military domination in a process designed to end such domination. This was done at the expense of a more inclusive, process-oriented and political interpretation of self-determination.  相似文献

Rough diamonds are one of the easiest minerals to extract from a war zone. Their high value to weight ratio means that a significant investment can be suitably concealed to evade detection. This attribute generally makes researchers assume that diamond smuggling from war zones to international trading centers is impossible to control—that the illicit diamond trade is like a river, which when confronted with an obstacle, will always find an alternative channel. This is true for the multitudes of African middlemen who smuggle varying amounts of diamonds across porous borders. International dealers who purchase diamonds from war zones are, however, much more constrained in their business and must rely on a limited number of routes to access rebel territory. These dealers almost always use operating platforms in a reasonable geographical proximity to the war zone to facilitate access to rebel groups, transfer cash to diamond buying operations, physically remove diamonds from the buying zone and organise their onward transfer to the legal international market. The multitude of networks that could deal with one particular rebel group and their infinite number of international hideouts is constricted to a bottleneck in these regional diamond trading platforms, without which access to rebel groups is either impossible or becomes a highly costly affair. This paper will consider the principle regional mechanisms by which diamond dealers organise, finance, orchestrate and conceal their business dealings with African rebel groups. Conflict diamond dealers interviewed by the author expressed economic rather than political motivation for their business activities, and in this context this paper will analyse why they have chosen regional operating platforms that conform to regional political alliances.  相似文献

在我国的反腐败斗争中,有一种保护主义现象。它来自社会各个方面,存在于人们的思想感情、政治倾向及权力运作等各个领域,是影响反腐败斗争深入开展的严重障碍。文章从我国当前反腐败斗争的社会现实出发,着重列举了“保护主义”在党员、干部思想行为上的主要表现及其原因,提出了治理办法:要教育广大党员、干部进一步加强建设有中国特色的社会主义理论和社会主义市场经济理论的学习,确立社会主义的改革开放观;要把清除“保护主义”影响的工作纳入源头治理的范畴,实行综合治理;要切实落实党风廉政建设责任制,增强各级领导干部反腐败的责任意识,加大党内和群众监督的力度;要建章立制,加强对党风廉政建设工作的检查和考核。  相似文献

Most research on strategic narratives has explored their creation, and their interaction with other elements of national power in the conduct of foreign policy. Yet, the issue of how the targeted political communities receive those strategic narratives, and thus how those narratives are likely to have a political impact, is understudied. This article argues that in order to understand the ways strategic narrative are received within a political community, political myths must be taken into account. It introduces a typology of political myths based on their degree of universality and their degree of coherence with other myths, and shows how those factors influence the reception of strategic narratives. These mechanisms are illustrated through a study of the reception of the Russian strategic narrative in France. This approach offers opportunities to assess the differentiated impact strategic narratives have on political communities.  相似文献
