ABSTRACT

Debates on military intervention and small wars often include the claim that soldiers should operate among civilians in order to avoid civilian casualties and to protect civilians against third-party violence. This article, by contrast, points at negative unintended consequences of military operations taking place in close proximity to local populations: it argues that also risk-tolerant militaries cause civilian casualties and that their presence triggers third-party violence against civilians. The British military, in particular the British Army, exported risk-tolerant practices from Northern Ireland to the Balkans, with sporadic success. But in southern Iraq and in Helmand, British ground operations harmed civilians. The findings suggest that the chances for protection are better in operations where levels of violence are relatively low than in counterinsurgency where troops face ruthless and well-endowed enemies operating among civilians.  相似文献

Can peacekeeping participation help reform military institutions in democratizing states? Drawing on evidence from Nepal – one of the world's largest troop contributors to UN peacekeeping operations – this essay illustrates that participation in peace missions can sometimes undermine security sector reform and deteriorate civil–military relations. Furthermore, this analysis shows that peacekeeping participation will not necessarily reorient troops away from their conventional internal roles (such as counterinsurgency) or improve civilian control over the armed forces. Hence, civilians can lose control over soldiers just as frequently when they are deployed overseas as when they are at home.  相似文献

This article examines the ways in which the two normative concerns of casualty-aversion and civilian protection influenced US military strategy in the particular context of the asymmetric conflict in Somalia in the early 1990s. The article critically evaluates US military operations through the prism of international humanitarian law and examines whether American forces started prioritizing casualty-aversion over the safeguarding of Somali civilians. Finally, by drawing on emerging moral guidelines (such as Michael Walzer's idea of ‘due care’), the article examines whether lower numbers of Somali civilian deaths could have been achieved if marginal increases to the risks faced by US soldiers had been accepted.  相似文献

How do countries transition from single service to joint operations? This article engages with the discussion on military innovation to argue that civil–military relations are the most important driver for jointness. In doing so it examines jointness in the Indian military. Relying on archival research and primary interviews this article sheds new light on the operations of the Indian Peacekeeping Forces (IPKF) in Sri Lanka from 1987–1990, the 1999 Kargil War and the Post-Kargil defence reforms. The main argument is that the Indian military’s transition to jointness has been ‘incomplete’ primarily because of its prevailing model of civil-military relations. This model prevents civilians from interfering in the operational issues of the military, including on matters pertaining to jointness. It therefore recommends more forceful civilian intervention to overcome the prevailing single service approach.  相似文献

Abstract

Terms like ‘support’ and ‘collaboration’ are often used interchangeably to denote a loose set of acts or attitudes that benefit non-state armed groups (NSAGs). However, these terms are seldom defined, and the alternatives available to civilians are rarely identified. Moreover, existing approaches overlook that the interaction between civilians and NSAGs is often one between ruler and ruled, which makes obedience and resistance central. This paper proposes to conceptualize the choices available to civilians as forms of cooperation and non-cooperation, offers a typology, and discusses the implications for theory building on civilian and NSAG behavior, and on the functioning of armed social orders.  相似文献

How do civilians respond to and shape civil war? Dominant approaches emphasise territorial control, while rival sociological explanations understand civilian behaviour as rooted in justice, pleasure, and social norms. This paper assesses these divergent sensibilities by examining rebel-controlled areas from Aceh, Indonesia. Many civilians provided the rebels with symbolic support, information and provisions, support that deepened over time as the rebels established control. By disaggregating ‘civilians’ into social groups, a more complex story appears. Only some civilian groups supported the dominant armed group, suggesting that control and sociological approaches can be complementary in explaining civilian behaviour.  相似文献

Pirate attacks against commercial vessels in the Western Indian Ocean and nearby seas reached an unprecedented level in 2011. Despite concerted efforts by the international community and shipping companies to address this threat by conducting naval patrols and equipping commercial vessels with non-lethal defenses, the frequency of pirate attacks continues to increase. The general ineffectiveness of existing anti-piracy measures has sparked interest in expanding the use of armed private security contractors to protect commercial vessels from pirate attacks. This article argues that armed private security contractors can, indeed, enhance the security of commercial vessels because these actors can provide onsite protection for commercial vessels, which should allow them to respond very quickly to pirate attacks, and because these actors are willing to use deadly force against pirates. However, this article also argues that expanding the use of these actors may increase the degree of violence used during pirate attacks, pose threats to the safety of innocent civilians, and violate a number of domestic and international laws.  相似文献

According to the International Committee of the Red Cross (ICRC) publication Interpretive Guidance on the Notion of Direct Participation in Hostilities under International Humanitarian Law, all civilians (including child soldiers) lose their immunity from direct targeting ‘for so long as’ their actions amount to direct participation in hostilities. All civilians can, however, access the revolving door of protection and return to their civilian activities – complete with full immunity from direct targeting – provided the nature of their direct participation was spontaneous and disorganised. Once it can be ascertained that their participation in hostilities amounts to continuous combative functions, they relinquish their access to the revolving door of protection, and can be targeted at all times until they abandon their formal or functional membership of the belligerent group. This piece analyses how the revolving door phenomenon and the notion of continuous combative functions apply in instances where civilian child soldiers are directly participating in hostilities.  相似文献

A nation's structure and culture of civil-military relations are important and largely overlooked factors in explaining the performance of armed forces involved in complex expeditionary operations. The US model of ‘Huntingtonian’, divided civil-military structures and poor interagency cooperation, makes the US military less suited for complex expeditionary operations. British civil-military relations involve a Defence Ministry that conscientiously integrates military and civilian personnel, as well as extensive interagency cooperation and coordination. This ‘Janowitzean’, integrated form of civil-military relations makes the British military more likely to provide for the planning and implementation of comprehensive campaigns that employ and coordinate all instruments of power available to the state, as well as troops in the field displaying the flexibility and cultural and political understanding that are necessary in complex expeditionary operations.  相似文献

ABSTRACT

This article analyses the positions of the Chinese civilian leaders and military elites on Military Operations Other Than War in order to shed light on their preferences about the use of the armed forces in foreign policy between the late 1990s and the early 2010s. Over time, a significant divergence developed between civilians and soldiers until 2011, when the Libyan crisis happened. The study also prompts important considerations about our understanding of civil–military relations in China and future role of the People’s Liberation Army as a tool of statecraft in foreign policy.  相似文献

The article considers the state of UN peacekeeping through the prism of its long-running operation in the Democratic Republic of the Congo (DRC). Focusing in particular on the challenges raised by use of force and the protection of civilians in conditions of ongoing armed conflict, it argues that UN field operations must be aligned much more closely than they have been over the past 15 years to political and diplomatic efforts aimed at securing viable political settlements to internal conflict. The issues raised by the history of the UN’s troubled mission in the DRC are deeply relevant to the wider discussion of the organisation’s role in the field of peace and security.  相似文献

Multiple ethnic insurgencies have existed in Myanmar since independence. The military junta's response has been extremely brutal at the tactical level, but has shown some political astuteness at the strategic level, with a series of ceasefires with most of the ethnic groups. Despite these ceasefires – most of which have resulted in the continued existence of quasi-independent armed groups – other ethnic movements have continued their armed operations. The overall strategic picture is one of stalemate, with the ethnic movements continuing to exist, but with few realistic prospects of expanding their operations.  相似文献

In post-colonial Africa, the military has been central to sustaining freedom. However, the current political trends in Zimbabwe represent a different phenomenon, with the army perpetrating violence against its own citizens. For many years, the concept of ‘militarisation’ has been used to define social and political practices outside the military. Scholars have deployed the concept of militarisation as a category of analysis and practice. In doing so, scholarly writing portrays the military as an instrument of militarisation. So, who militarises the military? While scholars use the concept of militarisation to analyse other state institutions, the central argument of this paper is that the concept of militarisation has been deployed inappropriately and narrowly by scholars to refer to the appointment of military personnel in state institutions. I argue that in the Zimbabwean post-2000 political crisis, what has in fact been militarised is the military itself as an institution – through the command and control of soldiers against their moral will – and this phenomenon is exemplified by the growing involvement of the military in the perpetration of political violence against the civilian population in Zimbabwe. In recent international armed conflicts private security contractors (PSCs) have played an ever increasing role and military advisors and tribunals are facing the dilemma of assessing the primary and secondary status of PSCs under international humanitarian law. In this article the misconception that PSCs are necessarily mercenaries will be dispelled. The possibility that PSCs might be categorised as combatants or civilians will then be explored. The conclusion is that where they are incorporated into the armed forces of a state, PSCs might attain combatant status. However, given that states are reluctant to formally incorporate PSCs into their armed forces, they will most likely remain essentially civilian. Their degree of participation in hostilities will determine whether they retain their immunity under international humanitarian law from attack and prosecution (as civilians) or whether they are rendered unlawful belligerents.  相似文献

The pattern of civil–military interaction in India is informed by the notion that civilians should refrain from involvement in operational matters. The emergence of this trend can be traced back to the defeat against China in 1962. In its aftermath, the belief that the debacle occurred because of civilian interference took hold. Thereafter, politicians restricted themselves to giving overall directives, leaving operational matters to the military. The Indian ‘victory’ in the subsequent war with Pakistan was seen as vindicating this arrangement. This essay argues that the conventional reading of the China crisis is at best misleading and at worst erroneous. Further, it contends that the subsequent war with Pakistan actually underscores the problems of civilian non-involvement in operational issues. The historical narrative underpinning the norm of civilian abstention is at the very least dubious.  相似文献

ABSTRACT

There have been over 90,000 UN peacekeepers deployed around the world to 78 peacekeeping operations (PKOs) in over 125 countries since 1948. Some scholars have made the case that these missions have had a positive impact on the relationship between the military and the civilians they work for. However, other scholars have identified a negative impact on civil military relations (CMR). This paper contributes to this debate by investigating how peacekeeping has impacted civil-military relations in Latin America's most prolific contributor to peacekeeping: Uruguay. This paper finds that PKOs in Uruguay have facilitated post-transitions attempts by civilians to build first-generation control, but not second-generation control. Further, PKOs have marginally improved military effectiveness, but we find that they do not improve societal trust in the armed forces.  相似文献

The analysis aims at detecting patterns in the use of violence against the civilian population in the Civil War that was fought in the North of Uganda by the Lord’s Resistance Army (LRA), an armed group that is known for its atrocities. One-sided violence increased with a decline in popular support and was related to the support of an external patron who influenced the relative military strength. The results of the quantitative analysis indicate that the LRA’s use of violence varied systematically with battle-related activities and was higher after the LRA had to suffer losses in combat.  相似文献

Measuring nationwide progress of counterinsurgency operations in Afghanistan using violence trends is difficult due to several factors: aggregation of data to the national level may obfuscate disparate local trends; the observed seasonality in violence makes comparisons difficult and may obscure progress; and short-term spikes or troughs – attributable to weather, military operations and tempo, or holiday periods – heavily influence simple averaging schemes. Despite these challenges, proper understanding of violence statistics is critical to estimating the effectiveness of military forces added during a surge or redeployed as part of transition. This article explores methods for analyzing observed violence trends to identify causal factors, to provide a comparable baseline, and to inform assessments at appropriate levels of aggregation. One methodology for seasonal adjustment of violence data is discussed and shown to provide a logical baseline for examining trends. An ordinary least squares regression model is developed and implemented using time-series violence data.  相似文献

This paper challenges the widely held view in the research communities around the world that US drone strikes on the Pakistan's north-western border area with Afghanistan lead to large-scale civilian casualties and are unpopular in that tribal area. As an example of that view the author analyses a recent research report, ‘The Year of the Drone’, produced by the New American Foundation, and argues that sources of the report are questionable and doubtful. The author, who is a native of the border area with Afghanistan and has lived almost all of her lifetime in the area, informs that the drone attacks are popular in the region and the reports about large-scale civilian casualties are baseless. She provides some evidence in support of her argument and cautions the researchers against the uncritical acceptance of the notions, like the drone attacks are unpopular or have killed civilians.  相似文献

This article seeks to assess the magnitude of military reform in Indonesia and its impact in establishing greater levels of professionalism within the armed forces. To this end, the authors will offer some reflections on the studies of civil-military relations and military transformation for inculcating a higher degree of military professionalism; analyse to what extent the process of military reform in Indonesia has reshaped the institutional role of the armed forces; and discern three major strategic gaps in Indonesia's military reform, namely the “legal loopholes and regulation vacuum,” the “shortcomings of democratic civilian control,” and the “defence-economic gap.” This article asserts that military professionalism will grow more substantially depending on the ability of civilian elites to exercise effective control over the military and the capacity of the government to transform the military establishment keeping pace with strategic challenges and operational requirements.  相似文献
