This article investigates how key actors within the US defence policy community realigned their interests to forge a new consensus on the redirection of US defence strategy following the ‘peace shock’ they faced with the collapse of bipolarity. This consensus centred on the idea that achieving US security in the ‘age of uncertainty’ demanded overwhelming US military power, which was widely interpreted as necessitating military capabilities to fight multiple major theatre wars simultaneously against regional ‘Third World’ adversaries. This helped to preserve many of the principal pillars of US Cold War defence policy through deflecting calls for more radical organisational changes and deeper cuts to defence budgets.  相似文献

Over the last decade, the Iranian Government budget on military has been higher than the average of the world. The current increasing international sanctions aim to reduce the military capabilities and capacities of the Iranian Government. We analyze the response of the Iranian economy to shocks in its military budget from 1959 to 2007, using impulse response functions and variance decomposition analysis. The Granger causality results show that there is unidirectional causality from the military spending growth rate to the economic growth rate. The response of income growth to increasing shocks in the military budget is positive and statistically significant.  相似文献

Judging by recent media reporting and pronouncements by senior US military and security officials, the use of drones by militant groups is both reshaping conflict between armed non-state actors and state parties and now presents a grave and direct threat to nations in the West and elsewhere. But does this threat warrant the attention it is currently receiving? To answer this question, this article surveys how various militant groups have used drones both tactically on the battlefield and for wider strategic purposes. Closely examining how drones have been employed and by whom provides a basis for understanding variation in adoption. The article shows how drone usage or non-usage is highly contingent on the setting of the conflict, the aims of different groups, and the capacity of groups to adopt the technology. Though advances in drone technology could make the use-case more appealing for militant groups, drones will be subject to the same back-and-forth, techno-tactical adaptation dynamic between adversaries that have accompanied prior military innovations.  相似文献

The nature of conflict and crime is changing. Technology allows groups to spread their influence without regard to geographic limitations. A shift from hierarchies to network organizational forms is also occurring. As a consequence non‐state actors can extend their influence to gain social, political or economic power and challenge state institutions. This article examines the potential for gangs, transnational criminals and terrorists to embrace network forms and utilize technology to wage netwar. Factors which influence ‘third generation’ gang organization (politicization, internationalization and sophistication) are described to illustrate how a net‐based threat can mature. A move toward network organization within transnational criminal organizations and terrorist groups demonstrating the potential for these classic criminal entities to emerge as netwar actors is also reviewed. Finally, the need for state institutions such as the police and military to develop networked responses to combat networked threats is stated.  相似文献

Why did the United States, a country notorious for supporting coups and military dictatorships in Latin America during the Cold War, seek to depoliticize security forces in the Caribbean basin during the early twentieth century? Drawing from primary sources, I argue that this emphasis on military non-partisanship abroad stemmed from Progressive Era reforms popular at home. These reforms, which stressed bureaucratic efficiency via nonpartisan expertise, had become institutionalized within the US military and State Department and then channelled into the imperial administration of Nicaragua and the Dominican Republic. The State Department and Marine Corps attempted to replace local partisan armies with the kind of professional, nonpartisan armed forces that the US's own military had come to exemplify. That these civil-military reform efforts ultimately backfired should serve as a reminder of the difficulties inherent in using military interventions to transform coercive apparatuses and their societies.  相似文献

Abstract

The creation of the Africa Command (AFRICOM) has reflected the growth in the strategic importance of Africa in US foreign policy since the end of the 1990s. One of the objectives of this new geographical military command is to forge closer links between foreign, security and development policies. However, this approach met with a number of difficulties associated with the challenge of ‘inter-agency cooperation’ among rather disparate actors from foreign affairs, defence and development. In addition, the establishment of AFRICOM has met with fierce criticism in the US and elsewhere – especially in Africa – culminating in the charge that the US foreign and development policies in Africa are being militarised. Although AFRICOM has a number of interesting features, this paper shows that it has reacted to these criticisms by realigning itself more closely with the traditional model of a military command, at the expense of the innovative interagency elements.  相似文献

The rise of private military and security companies (PMSCs) challenges our notion of military professionals. PMSCs bring new claims to professional status and legitimacy outside military institutions and represent an increasing diffusion of - and competition over - military and security expertise. In light of this development, understanding the formation of professional identities in military and private security organisations is as an important undertaking. This paper contributes to this endeavour by analysing professional self-images in the Swedish Armed Forces and how these relate to PMSCs. The study is based on data collected from official documents, semi-structured interviews and a small-scale survey among senior military officers. Focusing on military understandings of PMSCs and contractors, the analysis provides much-needed insight into relational aspects of professional identity formation outside the US context. Furthermore, it points to discrepancies in organisational and group levels in understandings of commercial security actors, and paves the way for future research.  相似文献

Private military and security companies (PMSCs) play an increasingly important role in the provision of security-related services. In their attempts to win new clients and find suitable personnel, they take on different identities by presenting themselves as conventional businesses, military actors, and humanitarians. In this article, we examine how PMSCs deploy these identities when they recruit new personnel through social media. Our computer-assisted content analysis of Twitter messages posted by two major United States-based companies—CACI and DynCorp International—shows that while both PMSCs amplify their business and military identities to attract the most talented personnel, they construct and communicate these identities in different ways with CACI branding itself as a sophisticated, modern, and patriotic business and DynCorp as a home-grown, traditional military provider. In addition, our analysis lends force to scholars suggesting that state militaries and the private security sector compete increasingly for prospective employees using similar strategies.  相似文献

Abstract

This paper analyses the multiple pathways through which legitimacy of armed groups is constructed in conflict-affected states. It adopts a political sociological approach to the study of armed group legitimacy. Such a strategy assists in identifying whether armed groups enjoy legitimacy in a given empirical context and avoids applying pre-determined normative criteria. The focus is on three types of relationships: civilian communities, the state or regime in power and external actors including regional and international sponsors, to discern which types of legitimacy matter for armed groups in different relationships.  相似文献

This paper examines the rationale and centrality of private military and security companies (PMSCs) in humanitarian assistance operations in Sudan, asking why PMSCs are involved in humanitarian assistance operations in Sudan and what the principles underlying their activities are. To answer this question, the paper draws attention to the link between humanitarian crises and PMSC interventions. Where there is no meaningful alternative intervention, undergirded by humanitarian concerns that are also profit driven, PMSCs come in to provide the needed services. The protracted and complicated internal armed conflicts in Sudan, which have lasted for over two decades, have produced as many as 4,8 million internally displaced persons (IDPs) – the single largest number in the world. The kind of humanitarian assistance operations provided by PMSCs in Sudan have become critical to the provision of much-needed services which were inadequately provided by governmental authorities at both unilateral and multilateral levels. This paper argues that the humanitarian crises in Sudan created a regime that permits humanitarian assistance operations by both state and non-state actors.  相似文献

Over the last three decades, Hezbollah adapted its military strategy and the operational function conferred to its missiles. Starting in 1992, rocket warfare became one of the primary tactics of the group to compel Israeli Forces in Lebanon. After the Israeli withdrawal in 2000, the strategy evolved into a deterrence posture to support the Party’s objective to remain the primary military power inside Lebanon. Hezbollah’s posture could serve as a template for smaller terrorist groups. It would broaden the array of strategic options for violent non-state actors, allowing them to implement military postures that could be described as rudimentary and low-cost denial of access strategies. However, this scenario would require the same level of state support that Hezbollah currently enjoys from Iran, and that other non-state actors (Hamas, Houthi insurgents) do not at this stage.  相似文献

This paper examines the security relationship between the US and Europe, focusing on potential spillin effects of US military expenditures on European demand for military expenditures during the early twenty-first century. The goal is to test whether or not European states view US expenditures as a complement or as a substitute to their own military expenditures. Past work in this area has found mixed results concerning the effect of US military expenditures, but focus strictly on the spillins within a formal alliance, specifically NATO, and use a time series dominated by Cold War dynamics. This study differentiates itself by accounting for both US total military expenditures and its regional expenditures through incorporation of US military base and personnel deployments across Europe. Additionally, this paper uses government revenue in its estimation to mitigate potential endogeneity. Findings using Arellano–Bond dynamic panel analysis suggest that there is a strong probability of substitution among European states.  相似文献

美国能够保持军事技术的长期领先与其稳定的军事科研投入和科学的资助策略密不可分,但以往研究存在切入角度单一、关注领域有限、缺少长时间跨领域研究等不足。本文基于Web of Science数据库收录的2010年至2020年美国军方机构参与资助的科研项目文献数据,分析了美军长期关注的主要研究方向和重点研究领域以及美军主要资助机构及其各自的侧重领域。研究结果表明,美国军方以国防战略目标为根本,超前谋划军事科研资助,坚持基础研究和颠覆性技术研究的平衡,军方主要资助机构重视前沿科技领域,积极开展跨部门跨领域以及跨国合作。该研究对了解美国军事科研资助策略提供了新的视角,对促进我国军事科技发展有一定借鉴意义。  相似文献

ABSTRACT

Over the past two decades, the United States has increasingly turned to targeted sanctions and export restrictions, such as those imposed against Iran and North Korea, in order to curb the spread of weapons of mass destruction. One vexing problem, however, is how to contend with jurisdictional hurdles when the violations occur overseas, in countries that are unable or unwilling to assist US enforcement efforts. To solve this problem, US prosecutors are turning to strategies with significant extraterritorial implications— that is, exercising legal authority beyond national borders. One such tool is to use civil legal procedures to seize assets linked to sanctions or export-control violations in jurisdictions that lack cooperative arrangements with US enforcement agencies. While this may be an attractive strategy to bolster enforcement efforts against overseas illicit procurement, using such tools is not without consequence. This article explores the political, legal, and technical implications of enforcing extraterritorial controls against overseas non-state actors by exploring the recent uses of civil-asset forfeiture against Iranian and North Korean procurement networks.  相似文献

Observers of United States (US) interventions have almost universally characterized the 1994 Haiti intervention as multilateral, a model for how international cooperation can achieve common security goals. A closer analysis of the intervention reveals that the planning and execution of the intervention were almost entirely unilateral and therefore cost the US few if any of the theoretical costs of coalition warfare, including interoperability and policy compromise. Mapped onto the unilateral strategy and operation of the intervention, however, was a multilateral diplomatic effort that secured United Nations Security Council authorization and provided a cover for an intervention that the US had already planned and intended to execute with or without that authorization. That the US sought a multilateral cover for an intervention that it could easily accomplish unilaterally shows the importance of two factors: A domestic audience that opposed unilateral peacekeeping but would accept using US resources as part of a broader multilateral operation, and a local population that would be more responsive to a multilateral coalition than a use of force that was perceived to be unilateral. The Haiti intervention shows that the determinants of success in operations other than war are as much political as military. When the US already has overwhelming military superiority vis-à-vis its adversary, building military coalitions becomes as much about enlisting political support as aggregating material capability.  相似文献

The interpretation of self-determination as a vote for secession shaped the state that South Sudan has become since the 2011 referendum. Self-determination, this paper argues, is a democratic political process in which citizens determine their preferred form of statehood and nature of governance for their country. In South Sudan, however, political actors—with international support—established conditions that reduced such complex democratic processes to narrow technical matters. Equating self-determination with secession consolidated political and military domination in a process designed to end such domination. This was done at the expense of a more inclusive, process-oriented and political interpretation of self-determination.  相似文献

What explains the variation in states’ nonstate partners in civil warfare? States often use nonstate actors to do what their regular military forces cannot do well – navigate the local population. Some of their nonstate partners are ordinary civilians, while others are battle-hardened fighters with a rebellious or criminal past. The choice of proxy carries serious implications for the patterns and effects of violence during civil war, human rights, and international security. This article is the first to disaggregate the nonstate counterinsurgents and offer an explanation for why and how states use each type. It brings together the politics of collaboration with the politics of exploitation. The article shows that the state’s use of nonstate proxies is shaped by the supply of willing collaborators, the state’s ability to exercise control over them, and the trade-offs underlying the use of the different types of nonstate actors. The empirical evidence used to support this argument comes from a novel, comparative study of Turkey’s counterinsurgency campaign against Kurdish separatists and India’s counterinsurgency against Kashmiri separatists. The original data were collected through fieldwork in the disputed territories of each country.  相似文献

The increasing use of private military and security companies (PMSCs) has attracted considerable scholarly attention due to its corrosive effects on US democracy. Drawing on neoclassical realism, this article provides a comparative dimension to the study of the political drivers of military privatisation by analysing contractor support to US and UK operations in Iraq and Afghanistan. Domestic political constraints have shaped both US and UK response to the need for more boots on the ground, increasing the propensity to use contractors as a force multiplier in spite of their problematic impact on military effectiveness.  相似文献

This article examines the ‘political’ and ‘military’ strategies used by the Indian state successfully to quell the Sikh insurgency in Punjab, and applies these lessons to controlling the Sunni insurgency in Iraq. At a conceptual level, this article argues that insurgencies are both a ‘military’ and ‘political’ phenomenon, and that ways to quell them can be either ‘military’ or ‘political,’ or a combination thereof. At the empirical level, this article argues that stability cannot be restored to Iraq until Sunni political actors are effectively brought into the mainstream political process through either ‘military’ or ‘political’ means, or a combination thereof. The analysis in this article provides substantive depth and detail to these otherwise seemingly straightforward propositions.  相似文献

In the Post-Bipolar Era the growing complexity of the military operations requires a new approach for the resolution of international crises. Since the end of the Cold War, peace support operations (PSO) have become the mainstay and principal occupation of most Western armies. At the same time, Italy has been one of the most important actors in such an area. The article focuses on the cooperation between military and civil components (a process called CIMIC) as a key variable in the Italian PSOs. We will analyse in detail the main lessons learned from past military interventions as well as the general context in which new tendencies are taking place. The maintaining of a minimum security frame becomes essential to fulfil activities ‘collateral’ to the mission: reconstructing services and infrastructure, food distribution, water and medication, law and order, de-mining, training of local forces, and supporting local institutions. These are the main tasks to obtain thrust and support from the population.  相似文献
