Abstract

How did the Israel Defense Forces' (IDF) organisational and military culture shape their understanding of security threats, perceptions of warfare, and instinctive responses to security challenges? Israel's early military history is marked by the stubborn persistence of accepted patterns of thought and action. In the first twenty years of its existence, the IDF habitually came to sacrifice both political and military long-term and medium-term considerations in favour of the superficial, short-term satisfaction of its drive for action. The Israeli Army as an institution separated military actions from their political implications, and all too often, granted itself freedom of action at all levels of command. That myopic pattern led to recurring raids and minor operations during the 1950s, and contributed notably to the outbreak of the Six-Day War in 1967.  相似文献

What organisational attributes enhance a military’s ability to effectively adapt on the battlefield? Upon the outbreak of war in July 2014 between Israel and the Palestinian militant group Hamas, the Israel Defense Forces (IDF) encountered an expansive network of tunnels from which Hamas was launching large-scale assaults into Israel. This article illustrates that the IDF’s ability to successfully adapt ‘under fire’ to this battlefield surprise was facilitated by several important attributes related to its organisational learning capacity: a dynamic, action-oriented organisational culture, a flexible leadership and command style, specialised commando units which acted as ‘incubators’ for learning and innovation, and a formal system to institutionalise and disseminate lessons learned.  相似文献

Abstract

This article addresses the following question: how can one explain the neglect of the intellectual aspects of the profession on the part of the Israel Defense Forces (IDF)? The explanations offered for that neglect are a mixture of cultural and societal factors. The cultural explanation focuses on Israeli strategic culture; the traditional Israeli perception of the combination of rich experience and experience-based intuition as a winning ticket; the tendency to extol improvisation; a cult of material strength; and a strong belief in technology. The social explanation stresses the declining attractiveness of a military career for qualitative young Israelis. The article contends that change can take place only if the IDF undergoes a process of institutional intellectualism – if not willingly then one imposed by the political echelon.  相似文献

This article studies the Israeli ‘way of war’ in counterinsurgency in the period 1987–2005 by analysing the characteristic features of Israel's approach and its ability to adapt to the challenges posed by the Palestinian and Lebanese insurgencies. It first outlines the evolution of the Israeli counterinsurgency. It subsequently examines the Israeli approach through the lens of the country's strategic culture, illuminating its features, rationales and goals, and concludes by examining to what extent Israel managed to adapt to the challenges of fighting insurgents.  相似文献

That Dayan was a central figure in Israel's formative years during the 1950s is beyond dispute. His star blazed particularly bright in the Sinai War of October‐November 1956. However, the roots of Dayan's extraordinary influence are to found in the period leading up to the Sinai War rather than in the war itself.

It is impossible to understand the Sinai War, particularly its Israeli aspect, without understanding the central role played by the army and its chief in the preparations and in lobbying for its execution. For the Israel Defense Forces (IDF), the idea of an Israeli‐initiated war was neither a theoretical or a practical surprise. The IDF was prepared to launch an offensive against Egypt, and that fact was of major importance far beyond the Israeli government's decision to launch a war against Egypt.

It was Dayan who ensured full coordination between progress in the military preparations and progress in the diplomatic process (the negotiations with France and Britain), as he himself was at the center of events in both spheres of activity.  相似文献

ABSTRACT

The European Union Police Mission for the Palestinian Territories (EUPOL COPPS) was established in 2006 to contribute to the establishment of effective policing in support of an independent and democratic Palestinian state. EUPOL COPPS is often commended for its contribution to the professionalization of the Palestinian security sector under local ownership. Drawing on 40 interviews, we argue that the mission can be considered effective and locally owned only from a narrow technocratic perspective, which denies the political reality of continued occupation and absence of democracy. A broader analysis, which includes the voices of ordinary Palestinians, reveals that EUPOL COPPS contributed to the professionalization of authoritarian policing under continued Israeli occupation. Our findings show the limits of technocratic approaches to peacebuilding interventions and call for a stronger engagement with the ultimate beneficiaries of peacebuilding missions.  相似文献

This article demonstrates the inconsistent and wavering Soviet attitude towards national liberation movements in general and the Palestinian organizations in particular. Until the late 1960s, the Soviets viewed these organizations with suspicion, hesitating to engage in political dialogue with them. However, in the 1970s, political and military events in the region, as well as modifications in the Kremlin's Cold War strategies, led to a general shift towards the Middle East in Soviet foreign policy. Soviet leaders showed increased willingness to provide certain Palestinian organizations with arms with which to conduct terrorist activities against Israeli, pro-Israeli, Jewish and Western targets. The article explores the complex relations between Palestinian organizations and the USSR in the field of international terror. The study also exposes and analyzes the nature and content of Soviet–Palestinian arms dialogues and transactions. It provides clear evidence that Soviet policymakers and other luminaries were fully informed of, and sometimes directly involved in, these transactions and dialogues at the highest levels.  相似文献

The question of what enables some militaries to innovate effectively is of great interest to both scholars and commanders. However, the traditional models of military innovation fail to capture the complex innovation process. This study develops a new analytical framework that examines the pressures on and incentives for military innovation in the international, civil/military, organizational, and cultural planes and uses it to evaluate Israel Defense Forces (IDF) innovation between 2000 and 2009. Based on interviews with Israeli commanders and extensive research in Israel, this work finds that the IDF struggled to innovate before the 2006 war against Hizballah, but innovated effectively after the conflict once military and civilian leaders understood threats similarly. New models are needed to analyze the contemporary multi-dimensional innovative process.  相似文献

This study reports and explains a cluster of deviations from the basic rational criteria of national liberation strategy exhibited by ‘inside’ West Bank Fatah leaders during the al-Aqsa uprising, based on an analysis of public statements of three such leaders. The leaders fail to recognize that their attempt to deter Israeli offensives by threatening to reciprocate them with attacks inside the Green Line is sabotaged by Islamists independently attacking inside the Green Line; inadequately attend to the distinct possibility that attacks within the Green Line increase Israeli opposition to desired concessions on refugees and territory; and appear to occasionally get swept-up in the sentiment that reciprocating Israeli aggression is inherently just. The study elaborates and examines the possible roles in these strategic deficiencies of leader strategic desperation; rage and indignation; and the political need to satisfy widespread popular militancy. The study's logic complements existing asymmetric conflict research and can inform research beyond the Palestinian–Israeli case.  相似文献

The changes in the nature of warfare and its transformation toward Low Intensity Conflict (LIC) intrastate conflict have challenged the patterns of interaction between the political and the military echelons in Israel. It seems that the political echelon's superiority is maintained at the institutional and formal levels, but on the substantive level, which demands relying on knowledge and systematic staff work, the political echelon's position is weakened and loses its validity.

Introducing the military echelon in Israel as an epistemic authority regarding the violent confrontation and the main outlines of the military knowledge development process might clarify why the absence of the required dialogue between the echelons and the weakness of the intellectual effort increased the military's influence over the shaping of Israeli conflict-management strategy. The argument's validity and its explanatory power can be found relevant for other countries whose militaries are deeply involved in the management of LIC.  相似文献

The article discusses processes of “religionization” within the institutional identity and ethos of the Israel Defense Forces (IDF) and the connection of these processes with the significant structural changes the IDF has undergone in recent decades. The main argument presented is that since the late 1980s, the IDF has been in a culture conflict, torn between soldiers and civilians who advocate turning the IDF into a professional army “military professionalization,” and others who wish to preserve, and even strengthen, the “people's army” model. The present article shows that the meaning of the term “people” in this phrase has shifted to refer strictly to the Jewish people, and that a national-ethnic perception strongly influenced by religious-national ideology has been adopted.  相似文献

‘Mowing the Grass’, Israel’s strategy in the twenty-first century against hostile non-state groups, reflects the assumption that Israel finds itself in a protracted intractable conflict. The use of force in such a conflict is not intended to attain impossible political goals, but a strategy of attrition designed primarily to debilitate the enemy capabilities. Only after showing much restraint in its military responses does Israel act forcefully to destroy the capabilities of its foes, hoping that occasional large-scale operations also have a temporary deterrent effect in order to create periods of quiet along its borders. The Israeli approach is substantively different from the current Western strategic thinking on dealing with non-state military challenges.  相似文献

This article challenges the myth that Israel cannot afford to become involved in a draining war of attrition, arguing instead that Israeli society has repeatedly demonstrated a relatively high staying power. The article opens with a theoretical discussion that focuses on the difference between attrition and blitzkrieg and on the dilemmas Western democracies (WDs) face when coping with attrition. Following sections present Israeli aversion to attrition and the circumstances under which Israel eventually adopted an explicit attrition strategy, and analyse Israeli society's success in demonstrating a high cost tolerance during eight cases of attrition from the 1950s to the present.  相似文献

The links between environmental degradation, renewable resource scarcity, and conflict are still poorly understood. One reason for this is the positivist–rationalist bias which is characteristic of the mainstream literature on socio-environment conflicts but has largely remained unaddressed so far. Many studies are therefore unable to utilize insights from environmental sociology, constructivist conflict research, and political ecology. Drawing on this literature and discourse theory, the article develops a constructivist understanding of socio-environmental conflicts. The proposed framework highlights the relevance of discursively constructed identities, situation assessments, and interests for understanding the dynamics of such conflicts. The plausibility of the framework across different contexts is demonstrated by a discussion of the Israeli–Palestinian water conflict and forest conflicts in northern Thailand.  相似文献

This article analyzes the quality of the Egyptian and Israeli intelligence advice and decision-making process in the October 1973 War as key factors that determined its course. Following a background to the subject, we focus on the 9–13 October standstill stage, in which Sadat decided, despite his generals’ advice, to renew the Egyptian offensive. Effective Israeli intelligence collection about the coming attack, which was well used by the decision-makers, saved Israel from accepting an undesired ceasefire. The result was the 14 October failed Egyptian offensive that turned the tide of the war and led to Israeli military achievements at the war’s final stage  相似文献

This paper explores the construction of combat motivation in the Israel Defense Forces (IDF), arguing that although Israeli society at large is in a ‘Post Heroic’ era, the ‘Heroic Spirit’ is revealed during emergencies. A total of 1535 questionnaires were administered among combat soldiers during large-scale operations fought during national emergency and during small-scale routine operations. The results reveal differences in the construction of combat motivation typical for emergency vs. routine, as well as for reserves vs. regular units. These results indicate that the Post Heroic era is a condition that could be shifted according to cultural, organisational and individual determinants. This paper discusses the roots of these constructions and their implications on the theory of combat motivation and combat experience.  相似文献

In the course of the 2006 Lebanon War the Israel Defense Forces (IDF) employed special operations forces (SOF) for raids against Hizb'allah's command and control structure. This article argues that a faulty conceptualization of the value of special operations and misguided expectations determined by the new IDF concept of operations impacted adversely on the employment of SOF for this kind of operations. Both these elements contributed in turn to substantially degrade SOF performance in the context of the war.  相似文献

This article highlights a pattern of military adaptation and tactical problem-solving utilized by the Israel Defense Forces (IDF) while engaged in protracted conflict with the Lebanese militant group Hizballah. It discusses the IDF’s recent attempts to institutionalize their historically intuitive process of ad-hoc learning by developing a formal tactical-level mechanism for ‘knowledge management’. The diffusion of this battlefield lesson-learning system that originated at lower-levels of the organization is examined, as well as its implementation and effectiveness during the 2006 Lebanon War. A nuanced analysis of IDF adaptation illustrates the dynamic interplay between both ‘top-down’ and ‘bottom-up’ processes of military innovation.  相似文献
