坚持以解决问题为导向,推进部队建设又好又快发展,是贯彻落实科学发展观的有效切入点。着眼解决问题,要注重研究解决部队建设的重大问题。着眼解决问题,还要突出抓好领导干部作风建设。     

加强党委理财促进空军转型建设又好又快发展

近年来，空军各级部队的财务工作坚持党委理财取得了一些成绩，但依然存在一些问题。为进一步加强转型建设期党委理财工作，应进一步端正党委理财的指导思想，强化党委统筹财权的能力，提高党委把关定向的水平，积极发挥预算管理的“龙头”作用，抓好党委理财“智囊团”的建设。

围绕主题主线紧贴部队需求努力推动装备质量工作又好又快发展

伴随着社会主义市场经济体制的日趋完善,装备采购制度改革逐步向纵深推进,军代表体制编制调整在试点的基础上也将全面铺开.围绕着加快转变战斗力生成模式,军代表实行集中派驻、动态监督,装备质量工作面临新的挑战.一方面,业务涉及的承制单位增加了,可能分属多个行业、多家系统,既有研制生产光电对抗无源干扰特种弹药的地方小军工,也有研制生产高科技导弹电源、制导仪器的航天企业,产品种类繁多,型号规格不一,标准要求各异.另一方面,常驻承制单位的军代表减少了,人手紧、任务重的矛盾更加突出,传统的"力量沉到一线,功夫下在现场"不再可行,质量工作模式、方法手段亟待创新.为此,必须始终坚持"军工产品质量第一"的方针,以部队需求为根本出发点和最终落脚点,迎难而上,敢于担当,狠抓正规化建设,努力推动装备质量工作又好又快发展.

国防动员建设是国防建设的重要组成部分,是增强国家战略实力、应对多种威胁、维护安全与发展的重大战略举措。当前,我国发展正处在一个新的历史起点上,党中央、国务院、中央军委和胡锦涛总书记对新世纪新阶段国防动员建设提出了新的要求、作出了新的部署。我们要准确把握国防动员建设在中国特色社会主义事业总体布局中的战略定位,充分认识加强国防动员建设的重要意义,在新的起点上努力推进国防动员建设又好又快发展。     

潜艇面临的威胁及潜空导弹

随着网络中心战的发展,潜艇出海作战将面临更大的威胁。着重分析了潜艇的空中威胁,概述了国外装备和正在研制的潜空导弹,并对其进行了分析和比较。     

双机空战的仿真与分析

用矩阵博弈理论、计算机仿真的方法研究了空战过程,使双机的空中格斗阶段─目标的跟踪、射击、弹道计算及射击效果的评定连续化,并用ＦＯＲＴＲＡＮ─７７语言编程在计算机上进行了Ｆ＿Ａ、Ｆ＿Ｂ两种飞行的空战,仿真结果与实际情况基本一致。本程序具有通用性,可对不同种类的飞机及武器系统的性能作出定性和定量的分析和评估。     

Vulnerability assessment to projectiles: Approach definition and application to helicopter platforms

Survivability is defined as the capability of a platform to avoid or withstand a man-made hostile environment. Military aircraft in particular, but also other kinds of platforms subjected to external, impacting threats, are commonly designed according to increasing survivability requirements. The concept of survivability was first formalized by R. Ball in 1985 in its seminal work on combat aircraft survivability. On the basis of the theory presented in his work, many computer programs have been developed which implement the modelling techniques and computations required by vulnerability assessments. However, a clear and general view of the operative computational procedures is still lacking. Moreover, to date only a limited number of applications to helicopter platforms have been investigated in the survivability field, even though these platforms experience numerous flight conditions exposing the system to different types of threats. In this context, this work aims at establishing a multi-purpose general framework for the vulnerability assessment of different types of platforms subjected to external threats, with a focus on helicopters. The in-house software specifically developed for this application is here described in detail and employed to present a case study on a representative military helicopter.

谈公安职业化教育的重点与教育训练体系的设计

公安部明确指出：公安教育要立足构建大教育、大培训工作体系,公安院校要适时调整职能定位和办学重心,紧密结合警务实战,积极推进落实＂三项建设＂,院校的学历教育要逐步向职业化教育转变。因此,在公安职业化教育趋势已然明朗的情况下,明确公安教育今后的工作重点和对职业化公安教育训练体系进行恰当的构建和设计,是当前公安院校应当着力研究和亟待解决的首要问题,更是公安高等教育发展面临的挑战与机遇。     

‘Responsibility to protect’ and the African Union: Assessing the AU’s capacity to respond to regional complex humanitarian and political emergencies

Despite its many institutional and political weaknesses and limitations, the African Union (AU) has been developing a variety of tools and mechanisms to respond effectively to complex disasters and emergencies (both natural and manmade) by building up a comprehensive regional security architecture. Furthermore, it has become the first and only regional or international organisation to enshrine the principle of ‘responsibility to protect’ (R2P) in its Constitutive Act. This regional approach to and formal endorsement of the R2P principle allowed it to assume a particular place in the promotion of peace and security in its area. This article aims to critically assess the effectiveness of the AU on the African continent by exploring its real capacity in preventing and responding to emergencies and violent conflicts, and therefore in rendering the principle of R2P operational. The article argues that the formalisation of principles does not necessarily mean their effective implementation. The organisation's use of the R2P principle is also greatly conditioned by internal and external factors.     

Democracy and peace: Reply to oneal and russett

The criticism of James, Solberg and Wolfson (JSW) (1999) by Oneal and Russett (OR) is not responsive to the methodologica] issues at stake. JSW argued that war is an endogenous feature of the world political and economic system. If its causes are to be measured, it must be as a structural equation in a simultaneous system. Wedded to the idea that “democracies never fight each other,” OR rely on a single equation to justify their view. JSW claim that such an equation may be an ad hoc reduced form with no causal implications unless the equation is explicitly identified as a structural equation. JSW expand the model to explain democracy and conflict as two endogenous variables. JSW do not claim to have discovered the true relationships between these variables by their minimal expansion of the structural relation. They do show that unless these (and other) variables are treated as part of a system, the results are unstable, contradictory, of minimal size and not a reliable guide to public policy.     

1934-1945年间国民政府的国民兵组训述评

正吴瑞林将军是中华人民共和国开国157个中将之一,今年是吴瑞林将军诞辰100周年,借此机会,介绍一下吴瑞林将军在抗美援朝战争中作出的贡献。吴瑞林将军率部参加抗美援朝战争时,任中国人民志愿军第42军军长,1950年10月率部入朝,先后参加了抗美援朝战争第一、第二、第三、第四次战役,第五次战役转移阶段的阻击作战,1951年夏季防御作战,1952年春夏巩固阵地作战,曾指挥第66军、第39军第117师作战。1952年秋季,国内第46军入朝
