In January 2000, the Kashmir militancy is gaining ground and Indian forces are on the defensive. This is despite a decline in militancy from 1996 to mid‐1999. While India has managed to secure greater international support from the West, the failure of an elected state government in Kashmir to regain the confidence of Kashmiris has cost Delhi support. The militant revival is being driven by increasing professionalism, along with strong support from backers in Pakistan. Given there is now a 12‐year period of violence to analyse, new literature brings interesting insights.1  相似文献

This paper considers the case of Kashmir to examine the relation between the people of the contested land (Indian-occupied Kashmir) and one of the nation states claiming it (India, in this case) in a game-theoretic framework. The motivation for this paper was whether it was possible to rationalize the lack of democratic space in Kashmir, relative to other states in India (especially since the founding fathers of the country had announced such democratic practices to be the guiding principles of the new nation) and at the same time, a highly rigid stance of the Indian Government on the Kashmir issue. An otherwise standard political economic model is used to capture how the way in which citizens determine their allegiance to one or the other nation state (India or Pakistan) can, in turn, affect the nation state's (India's) policies towards the contested land. I conclude that if the Indian Government perceives allegiance of the citizens to be determined primarily by partisan preferences of the citizens, not so much by their preferences for policies, then the government rationally concentrates on minimizing its disutility due to deviations from its ‘most-favorite' policy. This understanding rationalizes the policies of the Indian Government towards Kashmir. More importantly, it points towards areas that need consideration for any peace-making process to take-off.  相似文献

This article looks at the Kashmir conflict in South Asia, which has been going on since 1947, when India and Pakistan became independent from British colonial rule. After looking at some historical background, the article looks at both the external dimension as well as the internal dimension of the conflict. The external dimension tends to focus on Indo-Pak relations over Kashmir and the internal dimension looks at India's repressive state policies within the state of Kashmir. This article uses Mary Kaldor's “New War” thesis as a theoretical framework to understand the situation and pays special attention to the conflict's very complex and multifaceted nature. The article argues that although the levels of violence have differed from time to time in the region since 1947, today the conflict seems to have less to do with Indo-Pak relations or the external side of things and has more to do with the internal dimension and India's undemocratic ways within Kashmir. Today, Kashmir is one of the most militarised conflict zones in the world. The stationing of the Indian military and paramilitary forces in the region has only exacerbated the situation since it is the security personnel who cause much of the problem. The Armed Forces Special Powers Act gives these security forces extraordinary powers in the region, which they often abuse. The armed forces have no real understanding of the local culture or sympathy for local religious sentiments. Poverty, corruption, administrative failure, police brutality, identity politics and human rights abuses are some of the key features associated with this conflict. Methodologically, a number of interviews were carried out with the local people in the region recently. From the data gathered through the interviews, it is very obvious that the people still feel very oppressed and that the situation is still very volatile, fraught with uncertainty. Finally, after making an assessment of the situation, the article tries to suggest methods of peaceful building and conflict management as the way forward.  相似文献

India’s Afghanistan policy in the 1990s is termed a zero-sum game of influence with Pakistan. New Delhi’s aversion to the pro-Pakistan Taliban regime is considered a marker of this rivalry. This paper revisits India’s approach towards Afghanistan and examines if New Delhi was necessarily averse to engaging with pro-Pakistan political factions during 1990s. Based on fresh primary interviews with former Indian policymakers, media archives, and official reports, the paper shows that India engaged with and accommodated pro-Pakistan factions after the Soviet withdrawal in 1989 until 1996. The Taliban’s rise to power in Kabul in September 1996 challenged India’s engage-with-all approach. Nonetheless, the decision to sever ties with the Taliban and to bolster anti-Taliban factions was highly debated in New Delhi. Many in India saw the Taliban as a militant Islamist force sponsored by Pakistan. For others, however, it was an ethno-nationalist movement representing Pashtun interests, and not necessarily under Islamabad’s control.  相似文献

Since Operation Enduring Freedom, Central Asian militants, such as the Islamic Movement of Uzbekistan, have fled to Pakistan from their previous strongholds in Afghanistan. However, many militants have begun returning to Central Asia. Thus questions are raised as to what extent militancy has the potential to thrive with the pending North Atlantic Treaty Organization withdrawal from Afghanistan set for 2014? Is militancy a legitimate security threat to Central Asia? What strategies might militants implement? Thus, this article examines the current state of militancy, analyzes militant trends, introduces Afghanistan and Pakistan into the Central Asian equation, and determines the militants' capability and overall strategy. The article concludes that militant Islam, regardless of its current numbers, remains a viable threat to regional security, Afghanistan will be an essential factor for the future of Central Asian militancy, and the form this re-emergence will take becomes apparent.  相似文献

The India–Pakistan War of September 1965 has attracted little attention in the larger body of work on South Asia. Further, almost nothing has been written on the earlier skirmish, in April 1965, between Indian and Pakistani security forces in the Rann-of-Kutch, an uninhabited salt marsh. This article argues that the limited conflict in the Rann, its immediate consequences, and its impact on Pakistani military and civilian leaders were central to Pakistan’s consideration of a military solution to the ongoing dispute in Kashmir, which then led to Indian retaliation and the outbreak of war.  相似文献

States commonly take one of three approaches to militant groups on their soil: collaboration; benign neglect; or belligerence. All three approaches are present in Pakistan, where some groups also move back and forth among these categories. I employ the term “coopetition” to capture this fluidity. The dynamic nature of militancy in Pakistan makes the country an excellent laboratory for exploring a state’s assessment of the utility an Islamist militant group offers, and the threat it poses relative to other threats informs the state’s treatment of that group. In this article, I put forward a typology that situates Islamist militants in Pakistan in one of the above four categories. I also illustrate how a group’s identity, objectives, and alliances inform assessments of its utility and threat relative to other threats. In addition to enhancing our understanding of militant–state dynamics, this taxonomy builds on and helps to unify earlier typologies of Pakistani militancy.  相似文献

The Indian Army, a force trained primarily for conventional warfare, has been engaged in internal counter-insurgency operations since the 1950s. Despite such a long innings on a counter-insurgency mode, little attention has been accorded within military circles to doctrinal innovation for waging sub-conventional warfare in India's democratic political context. At best, the Army continues to view counter-insurgency duty as secondary to its primary duty of defending India from external conventional threats. By conceptualizing a counter-insurgency strategy of ‘trust and nurture’, this article aims to fill this critical doctrinal gap in India's military policy. The author argues that a counter-insurgency strategy of ‘trust and nurture’ based on democratic political culture, measured military methods, special counter-insurgency forces, local social and cultural awareness and an integrative nation-building approach will result in positive handling of India's internal security problems. The author utilizes India's counter-insurgency experiences in Assam, Mizoram, Nagaland, Punjab, and Operation ‘Sadhbhavana’ in Jammu and Kashmir as illustrative empirical indicants in order to validate the ‘trust and nurture’ strategy.  相似文献

ABSTRACT

The Kargil conflict was a limited war between India and Pakistan fought along the Kashmir Line of Control during the spring/summer of 1999. Named for the principal town in the combat zone on the Indian side, it was the first open warfare between India and Pakistan as declared nuclear weapons states and included the first combat employment of the Indian Air Force since 1971. Despite its intensity, it was also characterised by considerable restraint on both sides. The potential for conventional escalation, however, was high and the possibility of nuclear confrontation could not be excluded. It had significant long-term ramifications for both countries and constitutes an important part of the backdrop to their relations today.  相似文献

For 74 days in mid-1999, India waged an intense war against intruding Pakistani forces on the Indian side of the Line of Control dividing Kashmir in the Himalayas. The Indian Air Force (IAF) was a key contributor to India's eventual victory in that war. Among other things, the IAF's combat performance showed how the skillful application of air-delivered firepower, especially if unmatched by the other side, can shorten and facilitate the outcome of an engagement that might otherwise have persisted indefinitely. It also showed that a favorable position in the conventional balance remains strategically useful even in conditions of mutual nuclear deterrence.  相似文献

This article assesses South Africa's 20 years of democracy, which has frequently been bedevilled by local protests. This article is particularly interested in those unrest incidents that have been distinct for one reason or another. In South Africa, the surge in local unrest incidents is often linked to police behaviour, which has become increasingly militant and brutal when quelling protests. While the right to protest is constitutional, the damage caused during protest action can be immense owing to acts of violence. Protestors' resorting to violent protest action is often linked to increased frustrations as a result of the government's inability to live up to the expectations of marginalised and poor communities. While this article draws primarily on existing scholarly debates focusing on social protests, the primary objective is to examine the impact of unrest incidents on local protests in post-apartheid South Africa. The article further argues that ‘spaces’ for participation in local governance should be created so that citizens can become architects of development and their own future.  相似文献

Although this is an emerging field of research, there is still much to discover about the roles that diasporas play in conflict resolution and transitional justice. This article intends to fill this gap by scrutinising the Kurdish Diaspora as a case study. Judging by recent media reporting and pronouncements by senior US military and security officials, the use of drones by militant groups is both reshaping conflict between armed non-state actors and state parties and now presents a grave and direct threat to nations in the West and elsewhere. But does this threat warrant the attention it is currently receiving? To answer this question, this article surveys how various militant groups have used drones both tactically on the battlefield and for wider strategic purposes. Closely examining how drones have been employed and by whom provides a basis for understanding variation in adoption. The article shows how drone usage or non-usage is highly contingent on the setting of the conflict, the aims of different groups, and the capacity of groups to adopt the technology. Though advances in drone technology could make the use-case more appealing for militant groups, drones will be subject to the same back-and-forth, techno-tactical adaptation dynamic between adversaries that have accompanied prior military innovations.  相似文献

Although the environmental movement was established in the West, there is currently an Islamist variant that has received less attention. The Quran and the Hadiths provide guidance for the faithful on the relationship between Allah, humanity and nature. The article will examine and compare the environmental agendas of six Islamist groups: Hizb'allah, Hizb ut-Tahrir, Hamas, the Muslim Brotherhood, Jamaat-e-Islami, and al Qaeda. While they all share similar concerns, Islamists have developed globalized, glocalized, or localized ‘scales’ of engagement, depending on the targeted audience. Finally, the article will examine the security implications of Islamist environmentalism, including the possibility of an alliance between Islamists and militant environmentalists.  相似文献

India is at a crossroads today. While it is fast emerging as a global power with a vibrant democratic polity, a robust economy and a nuclear-weapons capable military, the country is also witnessing a growing polarisation between the rich and poor and between urban and rural areas, a rise in communal tensions, large numbers of suicides by impoverished and indebted farmers and a spurt in terrorist activities and attacks by various disgruntled organisations and groups. Of these various challenges, as attested to by Prime Minister Manmohan Singh himself, the most dangerous threat to India's territorial integrity, prosperity and wellbeing has come from the Naxalite insurgency or ‘people's war’ that is manifest in large areas of eastern, central and southern India. But what factors account for the formation and persistence of Naxalite insurgency in India? What are the key objectives of the Naxalites and why is violence directed against the Indian State? And how has the Indian State (both central and state governments) responded to the Naxalite insurgency and with what effect? These are the main research questions that we attempt to answer in this paper. We put forward two broad arguments. First, the Naxalite insurgency in India is the latest manifestation of peasant struggles caused by grinding poverty, exploitation and inequality that have prevailed in rural areas for centuries. What sustains these struggles to this day is the fact that socio-economic conditions in rural areas have changed little and the policies followed by the post-independent Indian State have generally failed to mitigate rural problems. Second, the Naxalite insurgency has emerged as the most dangerous threat mainly due to the movement's spatial spread, growing support base in tribal and backward areas and enhanced fighting capabilities. The Indian State has viewed the movement as a ‘law and order’ problem and responded with force. But a ‘law and order’ approach to the Naxalite insurgency is unlikely to produce a lasting resolution of the problem, since it would not effectively redress deep-rooted grievances felt by a majority of India's rural poor for decades.  相似文献

This article uses a novel database of 1,625 posthumously published biographies of members of two Islamist militant organizations (Lashkar-e-Taiba (LeT) and Hizb-ul-Mujahideen (HM)), all of whom were killed in the course of carrying out militant attacks. In general, each biography provides data on the militant’s birthplace, education, recruitment, and training. The number of observations in this database is a full order of magnitude larger than those of previous databases assembled from militant biographies. While the sample of militants in this database is the product of multiple selection effects, analysis of the database undermines many common myths about Pakistani militants and casts doubt on current policy approaches to mitigating Islamist militancy in Pakistan.  相似文献

The terrorist attacks in France and Belgium of 2015–2016 that occurred while these countries were in a heightened state of alert raise questions about indications and warning methodology as well as effectiveness of the blanket-protection deployment of security services assisted even by the military. Response and perhaps even more anticipation may require strategic rethinking in light of the predatory attacks that target the most vulnerable spots of the public space. This study looks at threat analysis in Belgium as conducted through her intelligence fusion centre Coordination Unit for Threat Analysis (CUTA)?????? since its inception in 2006. With a special focus on what is known, at the time of writing, about the terrorist attacks in Paris and Brussels, this study hopes to put into context how the system (mal)functions and will also consider the preventive measures that respond to the threat, and the international aspects which have implications far beyond Belgian borders. Therefore, a case is made for not just a Belgian homeland security framework, but one that fits into an EU-wide security concept.  相似文献

In 1999 India and Pakistan engaged in a limited war in the Himalayan peaks of Kashmir. Pakistani irregulars occupied territory in the Indian-held district of Kargil. A campaign that lasted 74 days and cost each side more than 1,000 casualties concluded with India in control of the commanding heights around Kargil. The conflict exposed flaws in the Indian armed forces as well as enduring truths of combat in the high mountains. Political constraints combined with the unforgiving environment and a determined enemy to diminish India's military advantage. Transition from counterinsurgency to high-intensity combat in the Himalayas proved to be a daunting task. Early failure was only overcome through innovation and adaptation to the environment. Specialised forces, unconventional techniques and the focused application of overwhelming firepower ultimately secured victory.  相似文献

Investments in R&D constitute a major share of the expenditures of the hi-tech industry since, generally, they enable firms to successfully compete in the rapidly and constantly changing markets for hi-tech products and services. The role of R&D projects is particularly important in the areas of defense and homeland security due to the nature of warfare and the continuous threats posed by arms races and by terror organizations. This study analyzes the choice of the R&D projects designed to counter multiple related military threats. It develops the methodology required to assess whether it is preferable to develop one project to thwart several related threats, or several distinct projects, each of which provides an answer to one specific threat or a partial set of the threats. An analytic solution is provided and assessed for two simple models with two related threats. A solution of the model is then provided for any number of related threats, using a dynamic programming methodology. Finally, we demonstrate the usefulness of our model and methodology to Israel’s missile defense problem; that is, we show how to optimally develop systems aimed at thwarting the multiple threats of short-, medium-, and long-range missiles.  相似文献
