This article argues that, under certain conditions, allowing insurgents into the political process – through elections or government posts – can be a useful tool in the peace process and can help end insurgencies. However, bringing insurgents into the political process is unlikely to end insurgencies on its own, particularly if insurgents, the government, or the population believes that force is still a viable means of defeating the opponent and changing the status quo. The article begins with a brief overview of the causes of insurgency and on conflict resolution for internal wars. The article then considers two examples of insurgents that have entered the political process – the Irish Republican Army (IRA) in Northern Ireland and Hezbollah in Lebanon – and the differing degrees of success in transforming these insurgents to non-violent participants in the political process. It concludes by suggesting how insurgents can be brought into the political process as part of conflict resolution and the implications for Afghanistan.  相似文献

URBAN FORTRESSES     
One of the consequences of the state's inability to protect the life and property of all its citizens—especially in developing countries—is the formation of private alternatives to crime prevention and control. Gated communities, or enclosed neighbourhoods, are one such popular alternative. This article compares the phenomenon of gated communities in two developing countries: South Africa and Brazil. Both countries are plagued by violent crime and share key human development indicators. The article also explores key issues that have been raised around gated communities in both countries. Gated communities can contribute to spatial fragmentation in urban areas, and reflect increased polarisation, fragmentation and diminished solidarity within society. By excluding other urban residents and people from surrounding neighbourhoods, gated communities can contribute to social exclusion, inhibiting the construction of social networks that form the basis of social and economic activities.  相似文献

There has been near-universal condemnation of the use of chemical weapons in the Syrian conflict. The international community has nevertheless struggled to make progress on holding the perpetrators to account. This article reviews developments at the international level in terms of Syrian chemical weapon justice between 2011 and 2017. It argues that there have been substantive disagreements between states on the rationale and means of justice in the Syrian case. It also argues that international initiatives have been tightly intertwined with developments in chemical disarmament and conflict resolution processes as well as the broader war. The article describes progress and challenges to chemical weapon justice in a number of distinct formal international mechanisms during the period studied. The analysis concludes by contextualizing international responses—including the U.S. tomahawk strikes against a Syrian airbase—to the Khan Shaykhun chemical attacks of April 2017.  相似文献

The March 2012 coup in Mali opened the door to expanded territorial occupation in northern Mali by Tuareg separatists and subsequently armed Islamist extremists. French forces intervened at the behest of the interim government in Mali. This article examines how various actors frame the conflict to their advantage. While the Malian government and France are allies, the position of various Tuareg actors shift over time as they strategize and weigh the value of allegiance with the French. Local extremist organizations are labeled as terrorists and are targeted as enemies. This article argues that the conflict has been decontextualized and framed within the ‘war on terror’. France’s decision to intervene and to expand their regional military presence, rather than exit, is legitimized by the framing of their intervention as integral to counterterrorism efforts.  相似文献

Despite problems of violence domestically, Brazil has played a key leadership role as part of MINUSTAH peacekeeping operations in Haiti since 2004. This article addresses how Brazil's international military engagement is shaping domestic approaches to urban security, and what may be the implications of the use of military strategies, operations, and norms to address issues of public security in Brazilian cities. It is argued that current approaches toward urban security employing military-trained peacekeepers actually represent a continuation of old paradigms, yet these recent militarised approaches are likely evolving into newer and potentially more accountable forms by constraining indiscriminate use of force and establishing a positive state presence in marginal urban areas. As such, the article connects long-established issues of dealing with urban violence in Latin America with ongoing debates in the United States and beyond about post-counterinsurgency approaches to increasingly urban conflict settings. It reflects on potential lessons to be learned from the Latin American perspective, while showing also how these have changed over the last decade. The article concludes that despite the potential utility of force in some urban conflict settings, this approach could entail a normative shift towards legitimising forceful containment of violence, and hinder democratic consolidation in Brazil.  相似文献

This article explores the historical reasoning behind counterinsurgency thinking, particularly as applied to Iraq, using Douglas Porch's book, Counterinsurgency: Exposing the Myths of the New Way of War as a reference point. It argues that the classic historical analogies of counterinsurgency theory were inapt in dealing with the conflict in Iraq, and that the historical reasoning behind counterinsurgency more generally deserves greater scrutiny. Not only are the analogies of questionable applicability, but the evidence of causation in prior conflicts is ultimately unproveable. In the end, Counterinsurgency theory and the US Army's Field Manual 3-24 on Counterinsurgency were politically useful during the ‘Surge’, beginning in 2007, but remain intellectually and historically problematic.  相似文献

This article examines the ‘political’ and ‘military’ strategies used by the Indian state successfully to quell the Sikh insurgency in Punjab, and applies these lessons to controlling the Sunni insurgency in Iraq. At a conceptual level, this article argues that insurgencies are both a ‘military’ and ‘political’ phenomenon, and that ways to quell them can be either ‘military’ or ‘political,’ or a combination thereof. At the empirical level, this article argues that stability cannot be restored to Iraq until Sunni political actors are effectively brought into the mainstream political process through either ‘military’ or ‘political’ means, or a combination thereof. The analysis in this article provides substantive depth and detail to these otherwise seemingly straightforward propositions.  相似文献

Amid tensions with the West over Ukraine, Russia pulled out of the Treaty on Conventional Armed Forces in Europe in March 2015. The Russian case is another example of a country disengaging from conventional arms control when relations with other member states deteriorate. This raises an important question: can arms control regimes aimed at preventing conflict survive periods of tension and preserve peace? This article argues no. It demonstrates that the prospect and stability of conventional arms control regimes depend on healthy international relations. In times of tension, governments rely on military institutions for advice and absorb military biases incompatible with arms control. Therefore, these regimes fail when most needed and are impotent as instruments of peace. Beyond conventional arms control, the article hints at the fragility of nuclear agreements such as the 2015 Iran deal and the 2010 New START between the United States and Russia.  相似文献

This article provides an in-depth examination and analysis of the 2006–2009 Tuareg rebellion in Mali and Niger. It identifies the underlying reasons behind the rebellion, explores contrasting counter-insurgency (COIN) strategies employed by the two governments, and presents some lessons learned. While both COIN approaches ultimately produced similar peace settlements, the article argues that the Malian strategy of reconciliation combined with the selective use of force was far more effective than the Nigerien iron fist approach at limiting the size and scope of the insurgency and producing a more sustainable peace. It concludes by looking at the role of external actors, particularly the United States, and how the failure to internationalize the conflict was actually more beneficial to the local COIN effort, as well as to the longer strategic interests of the United States in the region.  相似文献

Abstract

This article argues that the current conflict in Yemen is better understood as a competition over who controls the state, rather than as a conflict between the state and a non-state actor. It traces the development of the Houthis and shows how the movement managed to seize key government institutions. However, the Houthis lack internal legitimacy and have not been able to position themselves as a nationally relevant political elite. The fragmentation of the Yemeni state has resulted in a shift to more localized struggles over access to resources and power that involve both internal and external actors.  相似文献

This article looks at the Kashmir conflict in South Asia, which has been going on since 1947, when India and Pakistan became independent from British colonial rule. After looking at some historical background, the article looks at both the external dimension as well as the internal dimension of the conflict. The external dimension tends to focus on Indo-Pak relations over Kashmir and the internal dimension looks at India's repressive state policies within the state of Kashmir. This article uses Mary Kaldor's “New War” thesis as a theoretical framework to understand the situation and pays special attention to the conflict's very complex and multifaceted nature. The article argues that although the levels of violence have differed from time to time in the region since 1947, today the conflict seems to have less to do with Indo-Pak relations or the external side of things and has more to do with the internal dimension and India's undemocratic ways within Kashmir. Today, Kashmir is one of the most militarised conflict zones in the world. The stationing of the Indian military and paramilitary forces in the region has only exacerbated the situation since it is the security personnel who cause much of the problem. The Armed Forces Special Powers Act gives these security forces extraordinary powers in the region, which they often abuse. The armed forces have no real understanding of the local culture or sympathy for local religious sentiments. Poverty, corruption, administrative failure, police brutality, identity politics and human rights abuses are some of the key features associated with this conflict. Methodologically, a number of interviews were carried out with the local people in the region recently. From the data gathered through the interviews, it is very obvious that the people still feel very oppressed and that the situation is still very volatile, fraught with uncertainty. Finally, after making an assessment of the situation, the article tries to suggest methods of peaceful building and conflict management as the way forward.  相似文献

Some scholars would have us believe that the distinctions between military and policing roles, methods and objectives have become increasingly blurred by the security demands of a post-Cold War and post-11 September global and domestic order. This article explores the current state of the police–military divide through a conceptual and case study analysis. It concludes that, in this case, there is some conflation occurring at a macro-level as international and domestic affairs have become increasingly indistinct, but the article also demonstrates that the actual ethos and practice of these agencies still differs strongly. To more concretely define what the UN's policy towards international peacekeeping should be in the twenty-first century, novel methods of addressing inter-and intrastate conflict need examining. Consequently, this article argues that UN peacekeeping operations must begin to include technological capabilities – namely UN jamming of hate radio – when certain prerequisites are met. Using the Rwandan genocide and the radio station that largely inspired the conflict, RTLMC, as a case study, this article illustrates hate radio's power in both inter- and intrastate conflict and devises a system wherein UN peacekeeping efforts can effectively silence this menace to international security.  相似文献

Israel and Hezbollah have applied the lessons learned from the 2006 Lebanon War and have been preparing for a future conflict with both sides aiming for a more decisive victory. With improved capabilities from 2006, future hostilities will be far more destructive. This article analyzes their performance in 2006 and the lessons they have drawn to predict what a future conflict is likely to look like. The article analyzes both parties in three categories: ground forces; rockets, missiles, and anti-armor weapons; and lastly, Israel's air and sea dominance and Hezbollah's efforts to counter that dominance. Finally, this article argues that, contrary to conventional wisdom, a large-scale conflict between Israel and Hezbollah is unlikely to become a larger regional conflict involving Syria and Iran.  相似文献

This article assesses explanations of identity-based violence, evaluating in particular framing theory's strengths. It argues that framing specifies some of the key mechanisms and processes between factors too often studied in vacuum: the purposefulness of human beings, social structures, as well as environmental factors and opportunities. Framing therefore suggests answers to the main puzzles in conflict studies and enjoys a broader explanatory reach than existing perspectives because it coherently integrates existing theoretical insights, as well as takes us beyond them.  相似文献

This article argues that the US Navy’s roles (which have historically been bifurcated between warfighting and political use of force) manifest in its organisational culture as two different concepts of war: the US Navy as diplomatic actor and the US Navy as warfighting force. The conflict between these different concepts of war can be seen in the current debate about the definition and function of presence. The debate about presence is not just theoretical, but represents a deep and enduring conflict within the Navy as an organisation about its concept of war. Since the end of WWII, the Navy has been designing its fleet architecture according to a Mahanian concept of war, despite the preponderance of non-lethal missions and activities. The result is a mismatch between platforms and tasks.  相似文献

This article attempts to place in historical perspective the latest effort by Colombia’s military (Colmil) to defeat the now half century old insurgency of the Fuerzas Armadas Revolucionarias de Colombia – Ejército del Pueblo (FARC-EP). It argues that the ‘surge’ initiated under President Álvaro Uribe in 2002 with the assistance of the United States can only be fully analyzed in the context of the Colmil’s intellectual framework for counter-insurgency. Specifically, this article will explain how the protracted engagement with counter-insurgency has shaped the Colmil’s understanding of the nature of the conflict, as well as its attitudes towards its adversary, civil authority and the instrumentality of force. An understanding of the Colmil’s strategic tradition can also help to explain their apprehensions about the ongoing peace negotiations with the FARC-EP.  相似文献

In 2011, the Department for International Development, the Foreign & Commonwealth Office, and the Ministry of Defence launched the Building Stability Overseas Strategy (BSOS). This document sought to integrate cross-government activity as it related to conflict and security so as to ‘take fast, appropriate and effective action to prevent a crisis or stop it escalating and spreading’. At the heart of the strategy was the recognition that addressing instability and conflict overseas was morally right and in the UK's national interests. This confluence of foreign policy realism and ethical outlook most clearly found harmony in the acknowledgement that it was cheaper for the international community to avoid conflict than it was to try to manage it. Through an examination of three historical case studies (Uganda 1964–1972, Rhodesia–Zimbabwe 1979–1981, and Sierra Leone 2000–2007), this article seeks to demonstrate just how difficult this seemingly sensible strategic outlook is. In particular, the article shows there are historical parallels in British postcolonial history that very closely resemble contemporary policy choices; that these can be used to define what is different about past and present practice; and, which in turn, can be used to – at least tentatively – mark out the potential strengths and weaknesses in BSOS.  相似文献

Conventional constructivism presents conforming to normative expectations as a constituent force in state legitimacy. However, what is broadly considered appropriate is not necessarily realized since concrete action can collide with other norms, just as prevention of human rights violations is generally viewed as desirable, but related action provokes a debate over sovereign integrity and the use of force. This article argues that this ‘norm dilemma’ prompts states to develop international organizations. That is to say, if international mechanisms exist to deal with regional contingencies effectively, such dilemmas that accompany intervention are more likely to be pre-empted. For this reason, states move towards development of institutions for security management. This article examines this claim by analyzing North Atlantic Treaty Organization's (NATO's) reorganization through the intervention in Bosnia and explains why investigating norm dilemmas elucidates more aspects of this case than paying attention to the influence of humanitarian norms alone. Given the stress placed on conflict ‘prevention’ in NATO today, instead of promotion of intervention, as reiterated in the 2010 Strategic Concept, analysis of the first major crisis in post-Cold War Europe offers important insights into future management of norm dilemmas by the Alliance.  相似文献
