The basic narrative of bargaining theory predicts that, all else equal, anarchy favors concessions to challengers who demonstrate the will and ability to escalate against defenders. For this reason, post-9/11 political science research explained terrorism as rational strategic behavior for non-state challengers to induce government compliance given their constraints. Over the past decade, however, empirical research has consistently found that neither escalating to terrorism nor with terrorism helps non-state actors to achieve their demands. In fact, escalating to terrorism or with terrorism increases the odds that target countries will dig in their political heels, depriving the non-state challengers of their given preferences. These empirical findings across disciplines, methodologies, as well as salient global events raise important research questions, with implications for counterterrorism strategy.  相似文献

Africa is severely affected by sub-state terrorism—a phenomenon that is deeply rooted in the crisis facing a number of African states. While the importance of root causes in so-called sub-state terrorism is generally accepted, this issue is hotly contested internationally in debates on terrorism. In fact, both sub-state and transnational terrorism have essentially local causes and linkages, and therefore much of what is categorised as terrorism should be treated more appropriately as insurgencies. Recent events in Somalia are of particular concern, as Western responses to the war on terror may further complicate the domestic situation, with self-fulfilling results. Great care should be exercised by African states in adopting either the language of or the prescribed solutions for transnational terrorism as part of the ‘global war on terror’.  相似文献

Dying to Win is one of the most important works on suicide terrorism. It purports to unravel the strategic, social, and individual logic that gives suicide terrorism its coercive value. The methodology that Pape uses to support his various assertions is problematic for three reasons. First, he defines his key terms in such a way as to artificially set suicide terrorism apart from other forms of political violence. Second, in a number of cases Pape selects data from single sources to support particular assertions when other sources of data, used together, could provide more rigorous and useful insights into the phenomenon of suicide bombing. Finally, Pape codes his data on suicide attacks according to a loose set of criteria which, if recoded, calls into question some of his broader conclusions about the strategic utility of suicide terrorism campaigns.  相似文献

Boko Haram terrorism has been recognized by Nigerian President Jonathan as the most threatening and complex security issue in Nigeria since independence. In response, the Federal Government of Nigeria has committed itself to different counterterrorism measures, which are largely dominated by “hard politics” and military mobilization. Spending heavily on defense to upgrade military hardware and train personnel in a counterterrorism role, Nigeria has also boosted its strategic importance in the “Global War on Terror”. However, this attempt has become unpopular as it has failed to contain Boko Haram within a short time frame and has made insufficient headway against unabated terror, with human rights costs among the host communities and amidst a surge of stakeholders' discordance. As a matter of concern, this article seeks to assess Boko Haram as an opponent in Nigeria's war on terror (WOT) and to ascertain the challenges the country faces, the alternative measures open to it, and possible ways forward.  相似文献

This paper is the first global investigation of the relationship between remittances and terrorism. To discern this relationship, we draw terrorism event data from the Global Terrorism Database and International Terrorism: Attributes of Terrorism Events. When a host of standard terrorism controls is employed, lagged remittances as a share of gross domestic product have a positive and significant impact on both domestic and transnational terrorist attacks. For the venue country’s viewpoint, lagged remittances have a greater marginal impact on domestic than on transnational terrorism. However, when we investigate remittances to the home country of the perpetrator, lagged remittances have the greatest marginal impact on transnational terrorism. Throughout our investigation, standard terrorism controls perform according to our priors and those of the literature, lending credence to the isolation of the impact of remittances. Ten years of counterinsurgency in Iraq and Afghanistan have produced little in Britain's national interest. This article examines the political objectives set in these wars and the reasons why they have proved elusive. The core foreign policy aim was to sustain Britain's position as a great power by assuming responsibility for global order. Alliances with the United States and NATO would be the diplomatic tool for pursuing this aim. These alliances brought obligations, in the shape of agreed common threats. Rogue regimes with weapons of mass destruction and international terrorists harboured in failed states were deemed the primary threats to British security. Military means were therefore used in Iraq and Afghanistan to attack them. Whether Tony Blair's vision of global order ever made sense is debatable, and it attracted scepticism from the outset. The article argues experience in Iraq and Afghanistan showed that a strategy to eliminate terrorism (the WMD threat turned out never to have existed) by expeditionary counterinsurgency could only fail. Therefore the attention lavished on operational-level performance by most studies is misplaced, because no amount of warfighting excellence could make up for strategic incoherence. Finally, the article proposes the more important question arising from the last ten years is why the UK pursued a futile strategy for so long. The difficulties associated with interpreting events, a malfunctioning strategic apparatus, weak political oversight, and bureaucratic self-interest are posited as the most significant explanations.  相似文献

An increasing number of countries recognize the special risks of nuclear terrorism associated with the civilian use and storage of and commerce in highly enriched uranium (HEU). They are especially concerned that non-state actors might gain access to HEU and use it to build and detonate improvised nuclear devices. The risk is aggravated by the very large global stocks of HEU, some of which are inadequately protected. Although HEU has few commercial uses, and most experts believe it is technically feasible to substitute low-enriched uranium for HEU in nearly all civilian applications, efforts to reduce HEU stocks have been impeded by a variety of economic, political, and strategic considerations. This article analyzes the nature of these impediments and discusses what is required to overcome them.  相似文献

Nuclear deterrence requires not only the reliability of a state’s strategic weapons and the willingness of its leaders to employ them but also an adversary’s appreciation of these conditions. Weapons perceived as failing to hold their targets at risk may lack deterrent value, just as retaliatory threats that are not believable may fail to deter, even if a state’s operational capabilities are robust. Both the technical and political credibility of the US nuclear deterrent may have suffered self-inflicted harm since the end of the Cold War, often as casualties of intemperate policy debates. In particular, doubts have been sowed about the reliability of aging US warheads under a science-based stockpile-stewardship regime meant to substitute for nuclear-explosive testing. Likewise, the credibility of US deterrent threats may have waned as American leaders have spoken ever more stridently about the horrors of nuclear war and nuclear terrorism, underscoring their extreme aversion to the risk of nuclear attack. Diminished credibility in both spheres threatens to compromise US national-security objectives ranging from nuclear nonproliferation to the outcomes of nuclear crises.  相似文献

There is a dearth of studies on indirect victims of sexual violence in counter-terrorism efforts. Using Nigeria as a case study, this paper argues that global and state-level counter-terrorism policies have generally failed to account for the psychological effects of the engagement of female NGO workers in counter-terrorism operations or mitigating the effects of terrorism in conflict zones. Specifically, there has been an increase in sexual violence perpetrated by some members of the security agencies involved in counter-terrorism operations in North-eastern Nigeria. As a result, female NGO workers carry out Medicare, psychosocial counselling and advocacy for these victims. Female NGO workers become exposed to the trauma of victims of sexual violence, which affects their mental health and thus performances in counter-terrorism activities in the country. This altered their worldview on issues of safety even among secured locations or among the presence of security agents and reinforced feelings of powerlessness.  相似文献

Due to expanding and increasing religious extremism and terrorism coupled with political instability in Pakistan, most western observers believe that Pakistan's nuclear weapons are not secure and could be taken over by terrorists. This would have adverse implications for the region and for global peace, especially for the security of USA and Europe. This article argues that this perception is based on a flawed understanding and knowledge of how Pakistan's command and control setup has evolved and operates. Pakistan's nuclear weapons are as safe as any other state's nuclear weapons. Pakistan has also been active in supporting and participating in global efforts to improve nuclear safety and security. Over the years, Pakistan has been quite open in sharing information regarding how it is improving its command and control system with western governments as well as scholars. This article argues that the steps Pakistan has taken to secure its nuclear weapons are adequate and that Pakistan would continue to further strengthen these measures; however, it is the expanding religious extremism, terrorism and anti-Americanism in the country which make the international perception of Pakistan extremely negative and then seep into the perception of Pakistan's nuclear weapons safety and security.  相似文献

September 11 2001 has put the spotlight on terrorism, and it has been at the apex of the international security agenda ever since. Politicians, lawmakers, scholars and others have been debating the meaning and definition of terrorism for many years. Numerous myths and misconceptions persist on this highly debated issue. With the aid of historical case studies, this article aims to demonstrate how broad a concept terrorism has become. It focuses on its subjective and value-laden interpretation and hence the difficulty of arriving at a universally acceptable definition. The author introduces the concept of ‘colonial terror’, which depicts a distinct form of state terrorism perpetrated during the colonial and post-colonial periods. Like many before her, the author concludes that the definition and meaning of terrorism lie in the eye of the beholder.

There are two ways to approach the study of terrorism. One may adopt a literal approach, taking the topic seriously, or a propagandistic approach, construing the concept of terrorism as a weapon to be exploited in the service of some system of power. In each case it is clear how to proceed. Pursuing the literal approach, we begin by determining what constitutes terrorism. We then seek instances of the phenomenon—concentrating on major examples, if we are serious—and try to determine causes and remedies. The propagandistic approach dictates a different course. We begin with the thesis that terrorism is the responsibility of some officially designated enemy. We then designate terrorist acts as ‘terrorist’ just in the cases where they can be attributed (whether plausibly or not) to the required source; otherwise they are to be ignored, suppressed or termed ‘retaliation’ or ‘self-defence’. This paper models transnational terrorism as a three‐way strategic interaction involving a government that faces armed opposition at home, which may spill over in the form of acts of terrorism by the state's opponents against the government's external sponsor. The external sponsor also utilises deterrence against potential terrorists, which only lowers terrorism if terrorists are not intrinsically motivated by a deep‐seated sense of humiliation. The model highlights the importance of intrinsic motivation. A rise in the external power's preference for deterrence against terrorism may backfire in these circumstances. Increases in the government's military efficiency against the rebels, who are also terrorists against the government's sponsor, raises overall levels of violence.  相似文献

International concern over nuclear terrorism has grown during the past few decades. This has driven a broad spectrum of efforts to strengthen nuclear security globally, including the widespread adoption of radiation-detection technology for border monitoring. Detection systems are now deployed at strategic locations for the purported purpose of detecting and deterring the smuggling of nuclear and radioactive materials. However, despite considerable investment in this area, few studies have examined how these programs are implemented or the operational challenges they face on a day-to-day basis. This article seeks to address this with a focus on radiation-detection efforts at maritime facilities. Utilizing practitioner interviews and a survey, this article identifies the factors that influence the planning and use of these systems in this fast-moving environment. The results clearly demonstrate that the implementation of these systems varies significantly across different national and organizational contexts, resulting in a fragmented global nuclear-detection architecture, which arguably undermines efforts to detect trafficked nuclear-threat materials. Greater consideration should therefore be given to developing international standards and guidance, designing and adopting tools to support key parts of the alarm assessment process, and broader sharing of good practice.  相似文献

Does terrorism work? Its targets and victims steadfastly maintain that it does not; its practitioners and apologists that it does. Scholars and analysts are divided. But, if terrorism is as ineffective as many claim, why has it persisted for at least the past two millennia and indeed become an increasingly popular means of violent political expression in the twenty-first century? Using the Jewish terrorist campaign against the British in Palestine during the 1940s, this article attempts to shed light on this question. It concludes that notwithstanding the repeated denials of governments, terrorism can, in the right conditions and with the appropriate strategy and tactics, indeed ‘work’. At minimum, even if terrorism's power to dramatically change the course of history (along the lines of the 11 September 2001 attacks) has been mercifully infrequent; terrorism's ability to act as a catalyst or fulminate for either wider conflagration or systemic political change appears historically undeniable.  相似文献

Postmodern terrorism presents a significant challenge to global security and law enforcement institutions. Non-state actors operating across international borders, engaged in an apparent global insurgency of extremism that transects the traditional boundaries of crime and war, pose significant challenges to both intelligence and law enforcement agencies. These networked global insurgents blend political and religious fanaticism with criminal enterprises to challenge the rule of law and pose an epochal shift in the structures and relations among states. Negotiating this epochal shift requires traditional organs of national security (the diplomatic, military and intelligence services) to forge new partnerships with police and public safety organizations at the state and local (sub-national), as well as transnational levels. Significant operational, policy and cultural challenges must be overcome to forge an effective multi-lateral global network to counter global terrorism and insurgency.  相似文献

The Emperor Napoleon I is regarded as one of the greatest generals of all time and, as such, he has attracted an immense bibliography. In spite of this, there have been few studies of him as a strategist: instead, it is simply assumed that it was enough for the Emperor to have conducted an operation for it to have had a logical strategic goal. In this article, however, Napoleon is shown to have been primarily an opportunist, who was frequently guided by the needs of the moment and swayed from his course by circumstance, while it is further suggested that, even considered on their own merits, many of his decisions were faulty in the extreme.  相似文献

NEW TERRORISM     
New or contemporary international terrorism associated with Islamic fundamentalism and the struggle against Zionism and American interests is a recent phenomenon in Kenya, different to that experienced during the struggle against colonialism. Many explanations have been offered as to why Kenya is being targeted, but have not sufficiently explored its close relationship with the West—especially Britain and the United States, the perceived connection between Israel and the former Presidency of Daniel Arap Moi, domestic forces and government policy. Externally the most important explanations for the increase in regional terrorism are the three waves of global terrorism since 1967, the most recent and significant of which is associated with Osama bin Laden and the Palestinian Intifada. These events reverberated in the region, Sudan and Somalia in particular, but also internally. Both internal and external attribution factors explain the resurgence of new terrorism in Africa. In the case of Kenya, terrorist attacks are associated with the country's internal domestic processes and a naïve approach to broader international issues.  相似文献

This article first looks at the relationship between international terrorism and terrorism in Africa. Since sub-state terrorism is already endemic to Africa, the future threat potential in the continent lies in a complex mixture of sub-national and international terrorism. Africa may come to play a central role in international terrorism. The motivation, means and targets all exist and these opportunities will not go unheeded for much longer. Africa presents both a facilitating environment and a target-rich environment for terrorists that seek to attack the United States, and indeed the global system. Many scholars and analysts have studied intelligence failure and surprise and developed theories to explain disasters such as the attack on Pearl Harbor. Others, especially since the 9/11 attacks, have examined the rising threat of terrorism and see it as posing a particularly difficult challenge for the intelligence community. But little work has been done to integrate the earlier literature on intelligence failure with the newer threat of terrorist attack. This article attempts such an integration, by examining the bombing of the US Marine Barracks in Beirut in 1983; it concludes that most studies of the Beirut bombing are mistaken in their assessment of the role played by intelligence in that disaster, and suggests that our understanding of intelligence failure against surprise attacks needs to be revised in the age of terrorism.  相似文献

Does an emergency such as a natural disaster lead to a surge of terrorism? This paper contributes to the emerging literature on this issue. We consider the experience of 129 countries during the period 1998–2012 to determine the effect of a natural disaster on both domestic as well as transnational terrorism. We also control for endogeneity using expenditure on health care and land area in a country as instruments. In contrast to the existing literature, we measure the extent of terrorism by the value of property damage. The results indicate that after natural disasters, (a) transnational terrorism increases with a lag, and (b) a statistically significant impact on domestic terrorism is not observed.  相似文献
