The African Peer Review Mechanism is a novel system created by Africans to improve governance, promote compliance with global and continental standards and enhance development. Preventing and managing conflict is one of the many objectives of this process. The article examines the connections made between peace, governance and development, and how conflict-related concepts are described and interrogated in the mechanism's self-assessment questionnaire. It analyses and contrasts how the country review reports from Ghana, Kenya and Rwanda have described and assessed conflict issues in practice. ABSTRACT

Since the 1990s, the group of stakeholders working to combat biological weapons (BW) proliferation has broadened to include new actors who have not traditionally focused on security issues, including organizations from the public health sector, researchers in the life sciences, and the biosafety community. This has had significant benefits for the Biological and Toxin Weapons Convention (BWC) and the arms control establishment more broadly. However, the BWC's agenda has become increasingly dominated by issues of international health and global health security. By focusing solely on response strategies, the United States and other interested parties risk losing sight of other important elements of a counter-BW strategy, including deterrence and prevention. Focusing on public health-related issues to the exclusion of more traditional security matters puts the nonproliferation regime at risk, because it limits the amount of time that stakeholders have available to grapple with the critical questions facing the BWC and the biological weapons nonproliferation establishment—questions that must be answered if the regime is to survive.  相似文献

This article examines the positions held by Brazil under the administration of Luiz Inácio Lula da Silva (2003–present) on nuclear nonproliferation, arms control, and disarmament regimes and on contentious issues in those areas. Under Lula's government, Brazil has wanted to mediate between nuclear weapon and non-nuclear weapon states to consolidate its position as a strong negotiator and to benefit from the possible gains of this position in terms of greater participation in international institutions. It has also wanted to pressure nuclear weapon states to fulfill their disarmament obligations in order to reduce asymmetries in its relations with powerful nuclear weapon countries. At the same time, Brazil has tried to preserve its autonomy and flexibility to protect commercial secrets and preserve national security in relation to its own nuclear program.  相似文献

THE HARD CASES     
Many countries received Soviet-origin highly enriched uranium (HEU) for civilian nuclear research purposes. Because of inadequate nuclear security at a number of the research sites, U.S. policy has sought to remove or otherwise safely dispose of their HEU stocks as quickly as possible. Although the pace of HEU disposition has accelerated significantly in recent years, several sites have posed formidable technical, economic, and political challenges. This article identifies the major obstacles to HEU removal at two key installations—Kharkiv in Ukraine, and Sosny in Belarus—and recommends a strategy for overcoming these impediments. Key components for a successful disposition strategy include: treating these cases with the urgency they deserve, expanding potential compensation packages, explicitly addressing the institutional and political issues involved, engaging high-level political leaders, working with third parties, and promoting these efforts as part of a nondiscriminatory initiative to phase out HEU in the civilian nuclear sector globally.  相似文献

The 2005 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) failed to produce any agreed action plan for addressing nuclear disarmament or proliferation. Detailed discussions and negotiations on such a plan were much curtailed because of procedural wrangles. This article describes the evolution of the conference and argues that changes in the international political environment and problems inherent in the revised NPT review process agreed at its 1995 Extension Conference contributed to the meager outcome. The main issues raised by delegations in their plenary statements, working papers, and the limited time available for interactive discussion are summarized, and three perspectives are offered on the reasons for the lack of any substantive product. Finally, the implications of that failure for the NPT, its review process, the wider regime for international nuclear governance, and nuclear disarmament, nuclear nonproliferation, and the peaceful use of nuclear energy are examined.  相似文献

This article seeks to elucidate the concept of nuclear learning. It explores both the “nuclear” and the “learning” aspects of the concept. On the nuclear side, it distinguishes between learning basic facts about nuclear arms and drawing inferences about the larger implications of those facts. On the learning side, it discusses three issues: whether to use the term in a normative or value-neutral manner; the difference between learning that leads to a change in means versus learning that leads to a re-evaluation of ends; and whether learning only takes place at the level of individuals or whether there can also be learning by collective entities. The article argues there is no universal best answer to these questions and that the particular concept of learning that should be employed depends on the goals of the analyst. If the goal is to reduce the chances of nuclear war, however, one type of learning that will be important to consider is whether there is shared, cross-national learning.  相似文献

The article presents and analyzes the US extended deterrence commitments in the Middle East as well as those provided by regional states, and assesses the effectiveness and credibility of these commitments. The article then proceeds to analyze a situation wherein Iran successfully develops nuclear weapons. It considers first the security requirements and alternatives of Gulf Cooperation Council (GCC) states, and then proceeds to assess the stability—or instability—of an Israeli-Iranian nuclear balance. The enhancement of US extended deterrence in the region is required in order to deter Iran, reassure allies, and contribute to the stability of an Israeli-Iranian nuclear balance. The article also discusses several contextual issues, such as: the future form of US extended deterrence; distinguishing between the latter and other US extended deterrence commitments; and the different approaches of specific GCC states and Israel.  相似文献

Although globalization has created opportunities for nuclear and biological proliferation dangers to take root and grow, it also has opened the door to new solutions. Original ideas and approaches are needed to develop a stronger, more flexible next-generation nonproliferation strategy that accounts for the increasingly important integration of economic, political, and technological issues. The foundation of this strategy should focus on tapping the power of market-based mechanisms, understanding how commercially driven decisions affect proliferation threats, establishing new partnerships, and forging cohesion among the current nonproliferation mechanisms. The implementation of such a strategy will require forceful leadership, a cultural shift from both policymakers and the range of stakeholders, and consensus building within the international community.  相似文献

Founded on the basis of the 1991 Treaty Establishing the African Economic Community that came into force in May 1994, the Pan-African Parliament (PAP) was inaugurated in Addis Ababa on 18 March 2004. The inauguration followed the ratification by a majority of the 53 African Union (AU) member states of the PAP Protocol that had come into force on 14 December 2003.

While it is suggested that the PAP will oversee the AU Executive once the continental parliament has been given legislative power in its second term, the debate on the role that the PAP should play continues to rage. This article enters the debate by giving an overview of the workings of the PAP and makes some concrete proposals on ways in which the continental parliament can contribute to the continent. The article underlines the need for the PAP to develop or seek the capacity to conduct or commission research on pertinent issues for further recommendation to the assembly. It proposes that the continental parliament should send observer missions to countries holding elections on the continent so that it may contribute to the entrenchment of democracy on the continent.

The article also identifies some of the challenges that lie ahead of the continental body, including funding as well as the challenge of maximising the participation of ordinary Africans.  相似文献

The armed conflict in the DRC has been characterised by appalling, widespread and systematic human rights violations. It varies from civil war to a war between national armies. Much of the conflict falls between these two categories due to the involvement of foreign troops in civil strife, as well as foreign rebel groups fighting their home government's troops but on Congolese soil. The most pressing need is to cease hostilities and address the humanitarian situation in the country. Questions of justice and accountability, and issues relating to the rule of law will have to be addressed soon in order to achieve a durable peace in the country and in the region. Since there are links between different conflicts in the region, a broader solution should preferably be found. However, this would further complicate an already difficult proposition. Efforts limited to the DRC would be more feasible and could lead to similar measures in other conflict ridden countries in the region. Frustrated by decades of authoritarian rule, political repression, economic mismanagement, poverty, soaring unemployment and other related injustices, the youth in Tunisia, Egypt and Libya rose up against the state, while Algeria and Morocco narrowly escaped the events of the so-called ‘Arab Spring’. This quest for political reform is an indication of a great collective shift that has the potential to reverberate throughout the African continent. However, to what extent can the youth succeed in bringing about the much-desired transition to democracy? This article focuses on the North African youth uprising and the quest for political reform in Africa. It examines the core issues of the youth uprising and the challenges to the attainment of political reform. A youth uprising can lead to genuine political reform if the major challenges in building new democratic forms of governance which can address economic disparity, protection of human rights, justice and security, can be overcome.  相似文献

If the US has wielded power as global hegemon, then there should be evidence of a linkage between American resources and the ability to influence behavior. However, there is widespread disagreement on how this power is manifested (see Krause, ). Methodological and epistemological issues have hampered empirical studies of US hegemonic behavior. For example, does the US reward past behavior or does it offer inducements for future behavior? We document and discuss these issues in terms of the aid–foreign policy compliance nexus. The empirical portion of our paper tests whether US military and non‐military aid are correlated with foreign policy similarity. The main merits of our study are that: (1) we test a new measure of foreign policy similarity developed by Signorino and Ritter () and compiled by Gartzke et al. (); (2) we relax the causality issue and test using vector autoregression (VAR) for 76 developing countries; and (3) our time horizon is a minimum of 30 years for each country. Our central finding is that aid is most often used as a reward. More specifically, foreign policy similarity leads to greater economic aid for most African countries, foreign policy similarity leads to greater military aid for a majority of Latin American states, and there are no overarching patterns for Asia and the Middle East. We discuss the implications of our findings in the context of the bargaining and structural approaches to statecraft.  相似文献

International technical cooperation on issues relevant to the challenges of nuclear disarmament can demonstrate commitment to obligations under Article VI of the Treaty on the Non-Proliferation of Nuclear Weapons, strengthen the security of fissile materials and weapons, and develop technical approaches to support more ambitious disarmament activities in the future. Including non-nuclear weapon states would ensure that their views are taken into account and would invest them in developing solutions to key challenges. This article discusses three areas for technical cooperation that would build on past activities and that could produce such benefits as improved protection, control, and accounting of nuclear weapons and fissile material; enhanced transparency for nuclear weapon complexes; and mechanisms for international management of sensitive civilian nuclear facilities. International cooperation in each of these areas could provide a technical basis for pursuing possible future disarmament negotiations and substantively demonstrate commitment to Article VI.  相似文献

The disappointingly slow pace of progress on efforts to prevent proliferation, reduce nuclear weapons, and eliminate nuclear risks has many causes. The factor that might be easiest for individuals in the arms control and nonproliferation community to change stems from their own ambivalence about major questions that must be addressed on the road to reducing the number of nuclear weapons in the world to zero. This essay explores how ambivalence about four key issues—strategic stability, alliance relations, institution-building, and nuclear energy—often leads community members to take positions that play well at home and within their like-minded group but raise unintended impediments to achieving their own long-term goals. The author suggests alternative ways to handle these questions to improve the prospects for domestic and international agreement on practical measures that would eliminate, not perpetuate, nuclear risks.  相似文献
