Tactical learning is critical to battlefield success, especially in a counterinsurgency. This article tests the existing model of military adaption against a ‘most-likely’ case: the British Army’s counterinsurgency in the Southern Cameroons (1960–61). Despite meeting all preconditions thought to enable adaptation – decentralization, leadership turnover, supportive leadership, poor organizational memory, feedback loops, and a clear threat – the British still failed to adapt. Archival evidence suggests politicians subverted bottom-up adaptation, because winning came at too high a price in terms of Britain’s broader strategic imperatives. Our finding identifies an important gap in the extant adaptation literature: it ignores politics.  相似文献

Despite all the talk of ‘hearts and minds’ being the key to counterinsurgency, local public opinion is rarely studied and when it is, it often yields surprising conclusions. Through analyzing polling data from Vietnam, Iraq and Afghanistan, this article shows that public opinion is less malleable, more of an effect rather than a cause of tactical success, and a poor predictor of strategic victory. As a result, modern counterinsurgency doctrine’s focus on winning popular support may need to be rethought.  相似文献

ABSTRACT

Al Qaeda following 9-11 experienced a period of stagnation which it sought to remedy through a project of re-branding. Critical of this approach, Islamic State claimed that al Qaeda was an elitist organization that had facilitated the stagnation of the Salafi Jihadist project. In an attempted to claim dominance over the jihad, Islamic State’s endeavored to discredit al Qaeda through a process it presented as ideological correction, linked to Islamic eschatology, sectarian agitation, permissive violence, and the caliphate. Following Islamic State’s acquisition of vast territory in Iraq and Syria, arguments proliferated that Islamic State had surpassed al Qaeda. As the caliphate has collapsed what effects will this have on al Qaeda’s fortunes and strategy? It is argued that Islamic State has provided al Qaeda’s strategic approach with renewed vigour to help ensure its survival and pursue resurgence. Al Qaeda acting in concert with the meta-strategy for survival concept, has altered an existential threat into an advantage through disavowing Islamic State’s methods, continuing to engage with localism, and pursuing rebranding by positioning itself as a moderate alternative. The cases of al Qaeda affiliates in Yemen, Syria, West Africa, and South Asia are instructive in assessing the effectiveness of al Qaeda’s resurgence.  相似文献

在导航战中,卫星功率增强技术是提高战区卫星导航系统生存能力的重要措施.针对导航战背景下如何保持Compass系统对我国领土及周边区域导航服务能力的问题进行了研究,提出了一种基于混合星座和最优GDOP值准则的卫星导航系统功率增强方案,并就功率增强覆盖区域在不同实现方式条件下的覆盖性、可用性和实现复杂度等性能进行了对比分析.分析结果表明,采用“5GEO +4MEO”的功率增强组合形式,可以实现对我国领土及近海区域的全天时覆盖,可用性水平达到100%( GDOP <6.3),同时具有实现复杂度低和系统稳定性好等特点,可作为我国区域功率增强的备选方案.  相似文献

ABSTRACT

With the world’s ninth largest economy and comprising nearly 60% of South America’s GDP, 47% of its territory, and 49% of its population, Brazil has become a regional power and an important actor in world affairs over recent decades. This scenario has led the government to re-evaluate its role in the world order, resulting in the enactment of the National Defence Policy, whose objective was to consolidate the country as a regional power while at the same time addressing national security issues, promoting economic development through a series of defence programmes, restructuring the defence industrial base, fostering innovation through technology and knowledge transfer to Brazil, and indigenous research and development. However, the policy’s implementation suffers from several challenges discussed in this article, which may test the capability and competence of Brazilian policymakers, military, industrialists, and other individuals and organisations involved in its implementation.  相似文献

ABSTRACT

Increasing attention paid to US casualties in far-flung places such as Tongo Tongo, Niger, and headlines claiming ‘secret wars’ have fueled discussion about American military’s involvement in Africa. Though the continent has been a part of the American way of war since the beginnings of the US – consider the early combat actions of US Marines in Tripoli –, current African conflicts are challenging our understanding of war and approaches to winning it. This article examines the ways America seeks to achieve its ends in Africa with a particular focus upon the last 10 years of US counter-terrorism and stability operations in Niger and the Sahel Region. The author proposes unifying American, Allied, and partner efforts through a strategy of Active Containment.  相似文献

Some U.S. military leaders have asserted that the United States, Japan, Australia, and India and the Republic of Korea are developing multilateral defense cooperation to deter aggression and uphold norms much like North Atlantic Treaty Organization (NATO) has in Europe. Frequent military exercises and China’s threats to freedom of navigation (FoN) and North Korea’s nuclear missiles comprise the motive force for such cooperation. However, cooperation thus far has been trilateral and minimal, given divergent national interests and dispersed geopolitical locations. Cooperation among Japan, Republic of Korea (ROK), and the United States is increasing given the threat, but ROK’s public opinion is divided about Japan. Australia, Japan, and India have increased cooperation with the United States but are reluctant to conduct FoN operations with the United States to challenge China’s expansionism in the South China Sea. If China becomes more aggressive and blocks FoN or seizes territory, development toward an Asian NATO is possible.  相似文献

The purpose of this paper is to provide a better conceptualization of insurgent strategies. Specifically, I shall examine Che Guevara's ‘Foco’ theory of insurgency, as it is one of the most theoretically popular and most pervasive strategies of insurgency currently practiced throughout the world. After briefly examining the origins, objectives, and theoretical strengths of the Foco theory (also known as the Vanguard Theory), I will argue that Guevara's theory suffers from an internal tension that I term the ‘Vanguard's Dilemma’. The significance of this dilemma creates a tension within the Vanguard Theory that can be fatal for insurgents if properly exploited by counterinsurgent operations. This paper will examine in detail this dilemma and show how it can be exploited. Given that several insurgent groups within Iraq and Afghanistan currently adhere to the Vanguard Theory of insurgency, a proper understanding of this insurgent strategy is an essential first step in the long road towards confronting and winning asymmetrical conflicts.  相似文献

针对战争制胜机理定量研究需求,提出了一种基于混合评估的制胜要素选择算法。针对战例数据特点,该算法选择两种过滤方法分别从不同方面对要素全集进行评估排序而后加权得到综合排序结果;将结果作为遗传算法的初始种群,而后以分类精度作为个体适应度函数。选择几种典型的分类器综合比较,筛选出规模较小、性能较好的要素子集。测试结果表明,该算法不仅能有效地减少要素子集规模,还可以进一步提高制胜机理分析模型的准确率和效率。  相似文献

ABSTRACT

The Chinese People’s Liberation Army (PLA) is halfway through a multi-decade modernization process. It has begun a major restructuring effort as it shifts its focus from a traditional continental defensive posture to a more maritime-oriented emphasis. In order to create more balanced joint force, it has adjusted the structure of its highest command organization, the Central Military Commission; abolished the former four General Departments and seven Military Regions; created five new joint Theater Commands and service-level commands for the Army and Rocket Force; and is reducing the size of its active duty force by 300,000 personnel. While seeking to overcome numerous internal obstacles, the PLA continues to develop and improve its capabilities to conduct integrated joint operations to deter a variety of threats to China’s sovereignty and territory and, if deterrence fails, to win informationized local war.  相似文献

Based on full access to Norwegian archives up to 1970, the article describes the origins and development of ‘stay-behind’– an organized preparedness, under the aegis of the Norwegian Intelligence Service, for intelligence and sabotage behind enemy lines in case of a Soviet occupation. Initiated by Defence Minister Jens Christian Hauge, wartime leader of the Norwegian military resistance, the set-up built on lessons learnt during the German occupation, when effective resistance was hampered by inexperience and improvisation. Secrecy and security, and national Norwegian control albeit with cooperative links with British and American secret services, were distinctive features of the networks that came into being from 1948 onwards. NATO began to take an interest from 1952, but SACEUR's main concern was for ‘retardation’– guerrilla and sabotage activities to delay Soviet forces even before entering NATO territory.  相似文献

Since 2002 the Colombian government has been implementing a series of policy initiatives that have sought to coordinate state resources in a neo-classical counterinsurgency approach to fight the country's main insurgent group, the Fuerzas Armadas Revolucionarias de Colombia (FARC), and recover and consolidate the territory. Despite impressive operational successes against the insurgency and other illegal groups, the government has been unable to reassert its control and build legitimacy via the state-building effort known as ‘Consolidación’, in some of the most recalcitrant areas of the country. This article examines two areas where government efforts at consolidation appear to be failing to discuss the limits of COIN theory and practice.  相似文献

In the late 1950s, as intercontinental ballistic missiles (ICBMs) replaced bombers, the development of Soviet ICBMs prompted fears of strategic vulnerability in the West. The Eisenhower administration's decision to deploy Intermediate Range Ballistic Missiles (IRBMs) on the territory of NATO allies sought to redress the perceived vulnerability until American ICBMs were ready. British deception planners considered how to enhance the threat posed by the IRBMs. An outline plan codenamed ‘Celestial’ was intended to persuade the Soviets that the otherwise vulnerable missiles could not be readily neutralised. This article explores this deception and how such planning also sought to convey accurate information alongside disinformation. It also suggests that deception planners appear to have given little heed to the potentially counterproductive consequences of such an operation.  相似文献

One of the most important decisions that a firm faces in managing its supply chain is a procurement decision: selecting suitable suppliers among many potential competing sellers and reducing the purchase cost. While both auctions and bargaining have been extensively studied in the literature, the research that combines auctions and bargaining is limited. In this article, we consider a combined auction‐bargaining model in a setting where a single buyer procures an indivisible good from one of many competing sellers. The procurement model that we analyze is a sequential model consisting of the auction phase followed by the bargaining phase. In the auction phase, the sellers submit bids, and the seller with the lowest bid is selected as the winning bidder. In the bargaining phase, the buyer audits the cost of the winning seller and then negotiates with him to determine the final price. For this auction‐bargaining model, we find a symmetric equilibrium bidding strategy for the sellers in a closed form, which is simple to understand and closely related to the classical results in the auction and bargaining literature. We also show that the auction‐bargaining model generates at least as much profit to the buyer as the standard auction or sequential bargaining model. © 2009 Wiley Periodicals, Inc. The strategy of ‘winning hearts and minds’ is considered key to successful counterinsurgency, but it often works at the expense of political control over the course of war. This happens when the strategy requires the counterinsurgent to work with a local nationalist group that takes advantage of its lack of access to civilians. This exposes the counterinsurgent to a dilemma inherent in the strategy; because working with the group is a crucial part of the strategy, victory would be impossible without it. Yet when the strategy is implemented through the group, it compromises the policy it serves. I show how this dilemma undermined British political control during the Malayan Emergency.  相似文献

A “local” condition of winning (in the sense that the force ratio is changing to the advantage of one of the combatants) is shown to apply to all deterministic Lanchester-type models with two force-level variables. This condition involves the comparison of only the force ratio and the instantaneous force-change ratio. For no replacements and withdrawals, a combatant is winning “instantaneously” when the force ratio exceeds the differential casualty-exchange ratio. General outcome-prediction relations are developed from this “local” condition and applied to a nonlinear model for Helmbold-type combat between two homogeneous forces with superimposed effects of supporting fires not subject to attrition. Conditions under which the effects of the supporting fires “cancel out” are given.  相似文献

Approximately 470,000 refugees and migrants passed through Slovenian territory between September 2015 and March 2016, creating a crisis that required a great deal of organisational and field work on the part of many governmental and non-governmental institutions. In the social sciences, a discourse on “security versus humanitarian approach” on the refugees and migrant issue appeared; however, the article goes over such a discourse and deals with roles and problems of different institutions – mostly the military – that responded to the crisis. Namely, coping with the crisis was characterised by significant institutional adjustments, difficult co-ordination, and intense public debate. The Slovenian Armed Forces were included in this process as support for Civil Protection and Police. The military’s role followed the military missions defined by the Defence Act; however, the government also proposed some changes to the act that were met with some doubts on the part of the public and different institutions.  相似文献
