《人民武装警察法》“社会安全事件”概念及特点分析

《中华人民共和国人民武装警察法》颁布之前,武警部队虽然已经担负着执行处置社会安全事件的任务,但对于社会安全事件的概念及其特点的分析较为模糊。2009年8月颁布的《人民武装警察法》第2章第7条,明确将社会安全事件纳入武警部队的任务范围。鉴于武警部队执行任务种类的多样性,有必要对这一概念的内涵、外延及其特点进行界定。     

The African Standby Force: The African Union’s tool for the maintenance of peace and security

Declared operationally ready in 2016, the African Standby Force (ASF) has not been deployed in its originally designed form. This is not for the lack of opportunities but rather a demonstration of the power of the Regional Economic Communities/Regional Mechanisms (RECs/RMs) – Africa’s sub-regional security structures – over matters of peace and security. Experience gathered from its short existence suggests that the ASF may never be deployed in its current form. It may instead evolve into a robust framework, adaptable mainly by the RECs/RMs, for addressing varied security challenges. Four things are critical to enhancing the utility of the ASF: the political willingness of the RECs/RMs, the strategic interest of the member states, predictable and sustainable financing, and clarity on the role of the African Capability for Immediate Response to Crisis, the temporary battlegroup that was created to provide the African Union with a rapid response capability, pending the ASF’s operationalization.     

Learning to Fight and Fighting to Learn: Practitioners and the Role of Unit Publications in VIII Fighter Command 1943–1944

A military cannot hope to improve in wartime if it cannot learn. Ideally, in wartime, formal learning ceases and the application of knowledge begins. But this is optimistic. In 1942, USAAF Eighth Air Force assumed it had the means necessary for victory. In reality, its technique and technology were only potentially – rather than actually – effective. What remained was to create the practice of daylight bombing – to learn. This article (1) recovers a wartime learning process that created new knowledge, (2) tests existing tacit hypotheses in military adaptation research, and (3) offers additional theoretical foundation to explain how knowledge is created in wartime

中国人民武装警察部队（以下简称武警部队）作为我国的一支重要武装力量，担负国家赋予的安全保卫和维护社会稳定任务。在当前日益复杂的斗争形势中，完成执勤、处突任务不仅要具备过硬的军事技能，而且也要善于运用谋略。《孙子兵法》中所蕴涵的“道义”、“庙算”、“知彼知己，百战不殆”等谋略思想，对武警部队执勤、处突具有很强的借鉴意义。     

加强公安现役部队基层文化设施建设的思考

公安现役部队基层文化设施建设是衡量基层政治工作和全面建设的重要标志,部队要结合自身文化活动特点,从实际出发,科学谋划,合理配置,综合利用,使之成为开展群众文化活动、传播先进文化的重要阵地。针对公安现役基层部队在文化设施建设中存在的不足,以提高文化设施的利用效果、发挥育人功能为切入点,就基层文化设施的配置、更新、管理等方面提出了相应的对策。     

新疆边境地区恐怖活动特点及打击对策

近年来以“东突”为主的恐怖势力在新疆边境地区活动十分猖獗,呈现出联合,渗透对象多元、低龄等特点。公安边防部队地处边境一线,任务艰巨,责任重大,要通过加强反恐情报建设、健全装备保障体制、加强战法研究与战术训练、加强边境管理以及加强国际警务合作等多种对策,不断提高部队打击和防范恐怖活动的能力与水平,为维护边疆稳定做出贡献。     

Specialization in defence forces

The choice between balanced and specialized defence forces depends on the technology of defence output (e.g. whether a force scope multiplier is present), the existence of scope and scale economies, the platform customization costs and, of course, the level of defence budgets. Minimum force element levels (thresholds), and scale economies facilitate specialization as opposed to scope economies (e.g. platform‐sharing), scale diseconomies and the force scope multiplier (e.g. defence weakest‐link technology). When a balanced force is not optimal, the option value of a non‐optimally maintained force element must also include the opportunity cost arising from suboptimal force elements. Shrinking defence budgets may produce two surprising phenomena. If some force elements are shut down as a result of thresholds, the surviving ones may increase in platform numbers as well as enjoying closer‐to‐most‐desirable platforms. Furthermore, if heritage force elements are shut down within the budget contraction environment, overall defence capability might rise.     

Investigating optimal replacement of aging air force systems

An availability‐oriented approach has been developed to decide when to replace an aging system. For an existing system, it is optimal to operate another year if and only if the incremental cost per available year is less than the lifetime average cost per available year of a new aircraft. We illustrate our approach using United States Air Force KC‐135 tanker data. In demonstrating our approach, we find it will be optimal to replace the KC‐135 by the end of the decade.     

Civil–military relations in francophone Africa and the consequences of a mistaken analysis

The Building Security Overseas Strategy is at its core an ‘Intervention to end all Interventions’ – from a Western as well as an African perspective. Two of its main pillars are security sector reform in specific countries and systematic support to the development of the African Peace and Security Architecture. This article addresses the question why such efforts have met little success in francophone Africa. It argues that the failure of Western advisers to understand the sociological dynamics of African armed forces, shaped by a political culture based on personal loyalty to the leader, is at the root of the problem. In that context, the Huntingtonian-type distinction between the civilians and the military does not apply as military and civilians act in concert within common clientelism systems. As a result of the curtailing of the state-formation experience in most African countries, the military never had to demonstrate its performance as a state builder, nor did it have to bargain its legitimacy against the support of the citizens. Partnership in that context will remain a misnomer, at least until African military can credibly demonstrate commitment to state-building grounded in a broad-based social contract.
