This paper provides a country survey of the Turkish defence economy. Turkey is a member of NATO alliance and is strategically located between Europe and Middle East. Moreover, Turkey has a high defence burden and high economic growth. The first part of the survey presents a brief economic background of Turkey, its armed forces, the defence industry, its modernisation and trends in Turkish defence expenditure. The rest of the paper focuses on the relationships between defence spending and economic growth. The effect of defence spending on economic growth is econometrically estimated using a supply side model. Both externality effects and the size effect of defence spending are estimated for Turkey. The study concludes that defence expenditure stimulates economic growth while externalities from the defence sector to the rest of economy are negative for Turkey. 相似文献

Defence offsets rank as one of the most important and controversial topics within the broad field of defence economics. Arms vendors are likely to view offsetting investment as a distraction, fearful of its potential to hurt the bottom line. By contrast, policymakers in the arms purchasing countries see offsets as an opportunity to extract technology transfer, as well as employment, investment and export sales opportunities. Establishing the actual impact of offsets, however, is not easy. The subject is shrouded in secrecy and myth, with anecdote and generalisation pervading even the intellectual press. This study — which is a country survey — deals with basic problems of the functioning of the Polish arms industry in the conditions of systemic transformation, that has taken place in Poland since 1989. It also reflects new political and military conditions and changes in the economic system, commonly called marketization. The study is focused on reasons for the bad economic state of the enterprises engaged in military production, which include a drastic drop in demand on home and foreign markets. The study discusses the main direction of activities that are planned to reshape and adjust military production to the new, changed conditions covering such problems as ownership and organization changes as well as prospects for conversion. 相似文献

This article surveys the body of available evidence regarding the spill-over effects of defence R&D. It reviews the routes through which defence R&D spills over to the economy with positive externalities – in terms of new products, technologies or processes; the barriers that impede or block such a process; potential negative repercussions, and the measure of such effects. The main conclusion is that the uncertainty of these effects, and the inaccurate appraisal of their value, hardly supports informed decisions concerning defence R&D policies. 相似文献

This article treats an elementary optimization problem, where an inbound stream of successive items is to be resequenced with the help of multiple parallel queues in order to restore an intended target sequence. Whenever early items block the one item to be currently released into the target sequence, they are withdrawn from their queue and intermediately stored in an overflow area until their actual release is reached. We aim to minimize the maximum number of items simultaneously stored in the overflow area during the complete resequencing process. We met this problem in industry practice at a large German automobile producer, who has to resequence containers with car seats prior to the assembly process. We formalize the resulting resequencing problem and provide suited exact and heuristic solution algorithms. In our computational study, we also address managerial aspects such as how to properly avoid the negative effects of sequence alterations. © 2016 Wiley Periodicals, Inc. Many logistics systems operate in a decentralized way, while most optimization models assume a centralized planner. One example of a decentralized system is in some sea cargo companies: sales agents, who share ship capacity on a network, independently accept cargo from their location and contribute to the revenue of the system. The central headquarters does not directly control the agents' decisions but can influence them through system design and incentives. In this paper, we model the firm's problem to determine the best capacity allocation to the agents such that system revenue is maximized. In the special case of a single‐route, we formulate the problem as a mixed integer program incorporating the optimal agent behavior. For the NP‐hard multiple‐route case, we propose several heuristics for the problem. Computational experiments show that the decentralized system generally performs worse when network capacity is tight and that the heuristics perform reasonably well. We show that the decentralized system may perform arbitrarily worse than the centralized system when the number of locations goes to infinity, although the choice of sales incentive impacts the performance. We develop an upper bound for the decentralized system, where the bound gives insight on the performance of the heuristics in large systems. © 2007 Wiley Periodicals, Inc.
