This paper proposes a simple game-theoretic framework for analyzing the relationship between the government, industry and indigenous community, especially in the context of mounting violence surrounding displacement of indigenous communities by governments for the purposes of commercial use of their habitat. It specifically takes into account the possibility of alleged ‘nexus’ between the government and the industry and explores its implications on the level of allocation and utilities of the players. We find that the bias in allocation that occurs when the government and the industry enter a ‘nexus’ can be rectified when there is resistance from the indigenous groups. Moreover, rebellion is a dominant strategy of the indigenous community, irrespective of whether there is ‘nexus’ or not, and being in ‘nexus’ with the government is a best response for the industry. The unique SPNE occurs when there is ‘nexus’ between the industry and the government and resistance by the indigenous groups, corroborating the widespread allegations of ‘nexus’ and evidence of resistance worldwide. We also explore a few extensions of the basic model and present some narrative evidence in support of the theoretical model. 相似文献

Today, few countries fight alone; most fight as allies or partners in multilateral campaigns. The end of the Cold War opened a window of opportunity for multinational military operations (MMOs). These have seen varying degrees of participation, enthusiasm, and success. This special forum is devoted to the politics of multilateral warfare including their formation, maintenance, and durability. The introduction sketches past research and derives some key questions of continuing relevance. The contributions shed light on the domestic and international politics of MMOs, focusing on the implementation of national restrictions and their repercussions for MMOs, party politics of military intervention, the conditions under which states decide to defect from military operations, and the role of junior partners in MMOs. In sum, this forum offers a fresh look at the politics of MMOs, including conceptual contributions to the study of national restrictions, domestic constraints, and coalition warfare. 相似文献

在无人机与有人机共用空域时,随时可能发生飞行冲突,应当有一种可靠的冲突解脱技术,保证无人机的空域运行安全。为此,构建了基于正三角形栅格法的空域运行环境,改进了以往十字栅格环境规划动态路径的缺陷;提出了基于空间分割的改进蚁群算法,提高了算法的寻优性能与路径规划能力。最后结合ADS-B系统的工作原理,在利用卡尔曼滤波对ADS-B信息进行修正的基础上,设计了无人机冲突感知的技术方案,并用实时的路径重规划技术实现飞行冲突的解脱。最终的仿真实验验证了飞行冲突解脱技术方案的有效性,可为未来无人机的空域运行技术提供一定的理论参考。 相似文献

AbstractPost-uprisings Middle East politics is frequently described as a ‘regional cold war’ involving proxy warfare that emphasises the role of shared identities linking external and local actors. But does the ‘content’ of identities impact proxy war dynamics? This article considers the present ‘battle for Syria’, a local conflict that became a theatre for multiple proxy wars involving actors emphasising identities on various levels, most notably national, religious/ sect and ethnic. It suggests that identity content does matter, with global powers more reluctant than regional players to back groups identifying at sub-national level, while foreign non-state actors are enthusiastic backers of sub-national identity. 相似文献

Cyberspace is an avenue of approach through which a military force can attain objectives of value. Through these cyber avenues of approach, military forces can engage, vet, organize, and direct human agents to accomplish specific activities. Although the objectives of these activities could differ from traditional military objectives, they still have military relevance. This particular manifestation of cyber conflict is neither a new domain of war nor something outside of warfare. Rather, it can be viewed as an emerging avenue of approach in the larger context of military operations, auguring benefits in the integration of cyber activities with operations. 相似文献

The damaging economic effects of the debt crises on Africa in the late 1980s encouraged considerable research on the determinants of external debt in developing economies. Although sub-Saharan Africa's (SSA) debt was cut by two-thirds by 2008, through two debt relief programmes, debt in the region has since been rising at an increasingly rapid pace. This study provides an empirical analysis of the determinants of external debt in SSA over the period 1960–2016, using dynamic panel methods. It also considers two potentially important factors that have received relatively little attention. One is military spending, rarely considered, despite a number of well-publicised scandals over the procurement of unnecessary and expensive high-tech weapons systems. A second, is the possibility that the countries studied have been involved in conflict. The empirical results point to a positive impact of military spending on external debt, but with some evidence of heterogeneity across the countries. Furthermore, findings indicate that the positive effect of military expenditure on debt becomes more marked in countries that have been affected by conflict. These results imply that policies to improve security and reduce military spending could be beneficial in reducing external debt and, potentially, improving economic performance in the region. 相似文献

ABSTRACT Following South Sudan's secession in 2011, the country faced significant political, social and economic challenges. The country emerged from a long andarduous nation-building journey, including almost 50 years of violent conflict, that would continue after declaring independence. This nation-building process would suffer a significant set-back in December 2013 when the most recent civil war broke out. This article provides a new perspective on South Sudan's nation-building trajectory that tends towards violence and complicates peace-building. It does so by utilising the leadership process approach from the Leadership Studies literature. While popular literature and commentary tends to fault the South Sudanese elite for the current crisis, there has not been a systematic effort to understand the leadership challenge and its role in conflict, peace and nation-building in South Sudan. In this article, South Sudan's nation-building process and its three primary components of (a) identity construction, (b) statehood and (c) collective will and responsibility, are analysed from a leadership perspective, focusing on issues of power and influence. The conclusion is reached that South Sudan's nation-building has been and will likely continue to trend towards a violent process due to a leadership process that lacks mutuality and is founded on insufficient sources of power. 相似文献

The South African Defence Review 2014 is the country's new defence policy. The Review, which is expected to steer South African defence policymaking for the next few decades, discusses in detail the role of the South African National Defence Force (SANDF) in peace missions in Africa and proposes the direct involvement of the country's soldiers in both military and civilian tasks, from peacekeeping to humanitarian assistance, post-conflict reconstruction and development. This paper contains a critical review of the Review with regard to South Africa's envisaged contribution to regional and continental peace and stability. It is argued that humanitarian assistance and post-conflict reconstruction should not be securitised and that the SANDF should only be tasked with peacekeeping and the establishment of stability and security in fragile in-conflict and post-conflict settings. The humanitarian work should be left to humanitarian and aid agencies, while reconstruction and development should be left to organisations such as the New Partnership for Africa's Development, continental and international development organisations, and local actors. 相似文献

The prevailing discourse in Mogadishu among the federal government of Somalia and the international community is that Al-Shabaab is no longer relevant in contemporary Somali political landscape. In the language of the government, Al-Shabaab is like a lost crocodile thrown out from the river. In the lexicon of the international community, Al-Shabaab is gradually receding. In fact, Al-Shabaab is actually puissant and potent in terms of social, political and military capabilities; not just in Somalia, but also in the wider East Africa region. Why is Al-Shabaab resilient and resistant? Why is it even more effective than the federal government? To answer these questions, this article reveals how Al-Shabaab is increasingly more legitimate than the federal government. In conclusion, the article proposes that negotiated settlement with the insurgency movement could lead to peace in war-torn southern Somalia. 相似文献
