This article fills a gap in the research on Hezbollah by evaluating their military performance from their formation in 1982 and up till the 2006 Israel–Hezbollah war. This study tests the theses that Hezbollah had developed a very strong tactical proficiency in the late 1990s and that there are more similarities in their strategy and tactics during the 2006 war and the 1982–2000 insurgency in Southern Lebanon than previously assumed. Abstract The mandate of South Africa's recently appointed National Planning Commission includes addressing ‘defence and security matters’. This article seeks to outline the central elements of the threat environment facing South Africa in the foreseeable future. It is argued that South Africa faces no meaningful existential threat from conventional military forces but that its security forces will need to be prepared to address possible raids and attacks by conventional military forces both on home soil and on vital interests beyond the nation's borders. Other threats highlighted include the threats posed by potential insurgencies, by terrorism, and by crime, social unrest and banditry. Also addressed is the danger of so-called hybrid threats, in which two or more of the single threat types outlined here are combined. Finally, the article challenges the National Planning Commission to rethink South Africa's policy on peace operations in the light of the need to ensure the safety and security of the nation's citizenry. 相似文献

This article suggests that the War on Terrorism is actually a campaign against a globalized Islamist 1 insurgency. Therefore, counterinsurgency approaches are more relevant to the present conflict than traditional terrorism theory. Indeed, a counterinsurgency approach would generate subtly, but substantially different, policy choices in prosecuting the war against Al Qaeda. Based on this analysis, the article proposes a strategy of ‘disaggregation’ that seeks to dismantle, or break, the links in the global jihad.2 Like containment in the Cold War, disaggregation would provide a unifying strategic conception for the war – a conception that has been somewhat lacking to date. 相似文献

ABSTRACTThe paper compares political territoriality of selected jihadist violent non-state actors. Looking at selected groups that attempted to control territory (Afghan Taliban, Al-Shabaab, the Islamic State), it attempts to establish a generalization regarding the use of territory by this type of violent non-state actors. To this end, it analyses connection of territory to groups´ security provision, economic activity, and identity. Despite many differences among the groups, it concludes that these groups often utilize both territorial and personal characteristics. The PKK has been a prolonged problem in Turkey, and various measures have been adopted to diminish and end the violence. In addition to the impacts on violence, these policies have also had an impact on public opinion and ethnic awareness of Kurds in Turkey. This article analyzes these policies and their effects on electoral support for the PKK by examining the vote shares of the pro-PKK political parties in national and local elections. It concludes that Turkey has conceptualized the issue solely as a problem of terrorism, but the goal, strategy, organization, and format of violence used by the PKK reflect the nature of an insurgency. Therefore, it is argued that Turkey, by ignoring the insurgency features, has disregarded the legitimate parts of the cause and related popular support, and thus has responded mostly with deterrent measures apart from the reforms of recent years. Results have shown that policies of deterrence culminated in a steady level of support for the PKK indicating that low level of legitimacy – as they were perceived by the people – of the policies resulted in viable popular and political support for the PKK. Despite the recent accommodative reforms, the existence of pro-PKK parties rallying electoral support in the political arena provided sustained level activities in the conventional politics in Turkey's municipal and national political system, in which they pursue pro-PKK agendas, such as ‘Autonomy’ and ‘Confederation’ as well as activities to increase the distinction in identity around the ethnic consciousness for more popular support. Bangladesh, otherwise a homogeneous society, confronts a serious tribal insurgency in its southeastern Chittagong Hill Tracts region. Before signing a Peace Accord in 1997, the tribal groups, known as Jummas, who constitute 1% of the nation's population but occupy about 10% of its territory, fought insurgency battles for over two decades demanding recognition of their ethnic identities and autonomy of their region. The highly controversial Accord, however, still remains largely unimplemented, and often it evokes fears of secession. This article argues that a probable secession of the Chittagong Hill Tracts (CHT) may not be in the best interests of the Jummas or the people of Bangladesh; and a pragmatic resolution of the issue may lie with granting full functional autonomy to the Jummas in a constitutionally protected reservation area. 相似文献

Since Operation Enduring Freedom, Central Asian militants, such as the Islamic Movement of Uzbekistan, have fled to Pakistan from their previous strongholds in Afghanistan. However, many militants have begun returning to Central Asia. Thus questions are raised as to what extent militancy has the potential to thrive with the pending North Atlantic Treaty Organization withdrawal from Afghanistan set for 2014? Is militancy a legitimate security threat to Central Asia? What strategies might militants implement? Thus, this article examines the current state of militancy, analyzes militant trends, introduces Afghanistan and Pakistan into the Central Asian equation, and determines the militants' capability and overall strategy. The article concludes that militant Islam, regardless of its current numbers, remains a viable threat to regional security, Afghanistan will be an essential factor for the future of Central Asian militancy, and the form this re-emergence will take becomes apparent. 相似文献

The successful pacification of Fallujah in 2007 during the Anbar Awakening movement was due to the coordinated efforts of US and Iraqi forces to physically and psychologically separate the people from the insurgency. Efforts along security, political, and development lines along with a robust tribal effort eliminated the armed insurgency and set the basis for victory in the area. But a synchronized delivery of these resources was insufficient to defeat the insurgency by itself absent the population's decision to turn against the insurgents. This process began to occur in 2006 and was successfully capitalized upon by Coalition Forces in Fallujah in 2007. 相似文献
