针对目前防空作战中对敌主攻方向判断的困难和复杂性,运用系统工程理论、模糊数学等理论探索要地防空群对敌主攻方向定量判断问题。全面分析了影响敌主攻方向选取的诸多因素,建立了分析指标体系和模糊综合分析模型,为判断敌主攻方向提供了一种新的思路和定量分析的方法。在影响敌空袭目标选取的因素中,不确定和灰色的因素多,模糊综合分析方法采取定量与定性分析相结合的办法,把定性的因素定量化,较科学地解决了要地防空群对敌主攻方向判断的问题,进一步丰富了防空兵作战指挥精确决策理论。 相似文献

This paper extends the joint product model of military alliances to apply to the new strategic doctrine adopted by NATO in the 1990s. In particular, a choice must be made between protecting one's own territory and pooling forces for an alliancewide rapid reaction force. This new model accounts for a host of externalities and their implications for burden sharing, full financing, and allocative efficiency. The Pigouvian taxes that adjust for force thinning and attack deflection are shown to finance optimal border‐protecting forces under a variety of circumstances. Second‐best considerations arise owing to the pure publicness of rapid reaction forces. The ideal toll arrangement does not currently characterize NATO financing, nor is it likely to do so. 相似文献

A truly universal ban on anti-personnel mines cannot be realized without engagement of armed non-state actors and armed groups operating outside state control, including rebels and national liberation movements. Events after 9/11 have complicated engagement with organizations that can be classified as ‘terrorists’. Yet, the use of anti-personnel landmines itself can be viewed as an act of terrorism and African leaders have, on various occasions, classified the use of landmines and the presence of unexploded ordnance as engendering insecurity and a serious impediment to development. The success of a total ban ultimately depends upon ensuring that armed non-state actors act in accordance with international humanitarian law. The Geneva Call Deed of Commitment for Adherence to a Total Ban on Anti-Personnel Mines and for Cooperation in Mine Action (DoC) might be described as an alternative instrument to the Anti-Personnel Mine Ban Convention and can serve an important and impartial channel of communication with non-state actors. We have used the Michigan Model of World Production and Trade to assess the impact of exports and imports of armaments (based on 1980 data) on sectoral trade and employment and other economic variables in the major Western trading countries. If the United States were to place a unilateral embargo on its arms exports and imports, we calculate that it would experience a comparatively small amount of employment displacement in the aggregate and that most of this displacement would occur in the transport equipment and electric machinery sectors. If all the major Western countries were to place a multilateral embargo on their arms trade, the sectoral effects on the United States would be similarly small. But the sectoral effects in several other industrialized and developing countries measured as a percentage of sectoral employment, would be larger, indicating potential short‐run adjustment problems in labor markets in some cases. 相似文献

海面目标运动和编队阵型的约束特性,使得通过对装订阵型和末制导探测阵型进行点集匹配来选择预定目标成为一种有效途径。但当编队目标释放干扰时,会引起阵型结构发生局部变化,导致目标选择性能恶化。本文基于反舰导弹目标选择需求,分析了传感器导航和探测误差、装订信息误差、编队目标运动和释放干扰等因素所引起的位置点集变形,通过利用阵型中未污染的结构信息,提出了基于几何散列法和结构加权平均Hausdorff距离的编队预定目标选择方法。理论分析和实验结果表明,该方法不受传感器导航误差和编队目标整体运动的影响,在编队存在冲淡干扰时能有效提高目标选择能力。 相似文献
