As worries have grown about global warming and the sustainability and price of fossil fuels, the demand for nuclear energy has increased, and nuclear power is increasingly viewed as a reliable and clean resource. However, the so-called nuclear renaissance coincides with an international security environment in which the norms of nuclear nonproliferation seem to be eroding. Turkey, a non-nuclear weapon state, plans to generate nuclear power to meet future energy demands, but it is aware of and concerned with regional proliferation trends. Questions have also been raised regarding Ankara's rationale for using nuclear energy, as well as its potential motivations and capabilities regarding future proliferation. This article will provide an overview of Turkey's nuclear energy history and plans, as well as the proliferation-related questions that could arise; it will also look at the domestic debate on nuclear energy and Turkey's status as a non-nuclear weapon state.  相似文献

The Kingdom of Lesotho spends around five per cent of its annual budget – some 700 million Maloti ($US52.6 million) in 2017 – on the Lesotho Defence Force (LDF). Lesotho’s geographical position means that the LDF has no meaningful role regarding its primary function of defending the country from external aggression and it hardly engages in its secondary functions. In addition, the LDF has a long history of interference with democratic processes and engaging in human rights abuse. The financial resources currently allocated to the LDF could do far more for security, widely defined, if they were allocated to a number of other government expenditure categories.  相似文献

This paper examines the rationale and centrality of private military and security companies (PMSCs) in humanitarian assistance operations in Sudan, asking why PMSCs are involved in humanitarian assistance operations in Sudan and what the principles underlying their activities are. To answer this question, the paper draws attention to the link between humanitarian crises and PMSC interventions. Where there is no meaningful alternative intervention, undergirded by humanitarian concerns that are also profit driven, PMSCs come in to provide the needed services. The protracted and complicated internal armed conflicts in Sudan, which have lasted for over two decades, have produced as many as 4,8 million internally displaced persons (IDPs) – the single largest number in the world. The kind of humanitarian assistance operations provided by PMSCs in Sudan have become critical to the provision of much-needed services which were inadequately provided by governmental authorities at both unilateral and multilateral levels. This paper argues that the humanitarian crises in Sudan created a regime that permits humanitarian assistance operations by both state and non-state actors.  相似文献

This article is about the management of security incidents in organisations and companies which are under the protection of private security personnel, whether in-house or contracted. Incidents can be defined as accidental or anecdotal (bird flies into a camera) to a violation of law or company policy. Managing security incidents is one of the key functions of a private security service provider. The purpose of this study is to explore the management of security incidents and the information related thereto, identify shortcomings and find solutions for managing these shortcomings. Interviews were used to gain insight from personnel within the private and government sectors which are served by the private security industry. It was found that security incidents are handled in a routine way by organisations from the different sectors. One major shortcoming is that security incidents and the information related thereto are not managed by security service providers according to an operational framework or model with the required infrastructure and resources. The significance of this study is for security incidents to be managed correctly, so that the information related thereto may be captured accurately, analysed and used proactively and reactively to improve physical protection systems, develop preventative strategies and provide actionable information products in order to reduce crime, increase detection rates and prevent losses.  相似文献

Governments are increasingly recognizing the problem posed by internally weak nuclear-capable states. The problem, however, is under-theorized. This article brings together literature on sovereignty and international order, the nonproliferation regime, and weak states, and introduces new concepts to provide a more structured understanding of this problem. Insight comes from focusing attention on the function and governance of two nuclear estates (termed the production and operational estates), and on their resilience to decay and disorder occurring within the state and society. Drawing on empirical observation, the authors suggest a typology of weakness in nuclear states, involving state fragmentation typified by the former Soviet Union, the “hard weak state” typified by North Korea, and the internally conflicted state typified by Pakistan. Although these types give rise to distinctive difficulties, their alleviation depends heavily on the maintenance of internal authority within the state and estates, the presence or absence of cooperative relations, and the international regulatory framework's vitality.  相似文献

Data limitations arising from non‐transparency in military expenditure reporting impose significant constraints on economists studying country and comparative developments in this field. This article focuses on the case of China. It reviews the recent literature on China's military expenditure, examines the variance in published estimates, and identifies three factors which help explain the variance: budgetary falsification; non‐budgeted PLA revenue; and the US dollar purchasing‐power parity of the yuan. Conclusions emphasize important policy implications of such variance and suggest a more active role for defence economists in a field of research generating considerable attention from international relations scholars.  相似文献

In the past, national security for the majority of countries was almost exclusively associated with an external military threat emanating from a rival state(s). This was reflected in the standard models for the demand for military expenditure. The emergence of new security challenges such as terrorism, transnational crime networks, failed and rogue states, has profoundly affected the international security environment and the concept of national security. This note develops a model for the demand for national security expenditure adopting a broader, more inclusive definition of national security and includes concomitant budgetary outlets to meet the new security challenges.  相似文献

Despite promulgating a comprehensive set of guidelines to deter UN personnel from committing acts of sexual misconduct, allegations of sexual exploitation and abuse have become widespread within United Nations peacekeeping missions. The policy of zero-tolerance for peacekeeper misconduct has not been matched by strong disciplinary measures, and crimes are often ignored and rarely punished: absentee fathers, rapists and murderers simply disappear back in their home countries. In countries where women and children rarely have the same economic resources, political rights and authority or control over their environment—or their bodies—they easily become prey for those in perceived positions of power and authority. By failing to hold those responsible to account, the UN may in fact be fuelling even greater discrimination and violence against women and children. In order to ensure those who are mandated to protect to do not become perpetrators of abuse, the UN must take a stronger stand against those who commit acts of sexual misconduct, and must ensure that victims see that their abuser is brought to justice and that reparation is offered. A recent report submitted by the Secretary-General's Special Envoy on Sexual Exploitation and Sexual Abuse makes a comprehensive set of recommendations to prevent, detect, and respond to these allegations. The aim of this essay is to highlight some of the main points of the Special Envoy's report, and to examine the practical challenges the UN and troop/police contributing countries will face when attempting to implement these recommendations.  相似文献
