省部共建高校的服务定位：打造区域经济社会发展的核心动力源

省部共建高校是我国高等教育的重要组成部分，其服务应立足区域经济建设和社会发展的需要，一方面推进区域自主创新，另一方面实现学校自身又好又快的发展。该文从人才培养、科技创新、社会服务、文化辐射四方面分析了省部共建高校的服务定位，提出力争将其建设成为推动区域经济社会发展的核心动力源，成为地方高校发展的示范集群。     

面向快速响应发射的机动测控力量构建

快速响应发射是太空作战背景下实现快速进入、反击作战及重建太空信息支援作战能力的重要保障。立足未来太空作战需要,本文提出构建全域机动测控力量的设想。该测控力量以快速响应发射、应急航天搜救以及商业航天发射为目标,并具备全面对抗条件下全域范围内机动作战、独立遂行测控任务的能力。文章研究分析了测控力量作战编成,并对后续作战应用进行探讨,以完善现有测控力量体系、提升测控作战能力。     

无人机使用助力现代联合登岛(礁)作战

无人机已经广泛使用军事领域各个方面,但就其助力现代联合登岛(礁)作战,还少有研究。本文从无人机助力联合登岛(礁)作战特性分析、具体表现和实现途径三个方面进行了探讨,以期对现代联合登岛(礁)作战有所借鉴和帮助。     

A Good Ally - Norway and International Statebuilding in Afghanistan, 2001-2014

The article examines the findings of the Commission of Inquiry established by the Norwegian government in 2014 to evaluate all aspects of Norway’s civilian and military contribution to the international operation in Afghanistan from 2001 to 2014. Concerned with the wider implications of the Commission’s findings, it focuses on two issues in particular: (1) Norway’s relations with the US, a close and long-standing strategic ally whose resources, capabilities and dominance of decision-making dwarfed that of all other coalition partners in Afghanistan; and (2) Norway’s record in the province of Faryab, where, from 2005 to 2012, a Norwegian-led Provincial Reconstruction Team was charged with bringing security, good governance and development to the province. How Norway prioritised and managed relations with the US highlights and helps to problematise the challenges – political, practical and moral – facing small and medium-sized powers operating in a coalition alongside the US. Norwegian efforts in Faryab are revealing of the dilemmas and contradictions that plagued and, ultimately, fatally undermined the international intervention as a whole. As such, Norway’s experience provides a microcosm through which the inherent limitations of the attempt to transfer the structures of modern statehood and Western democracy to Afghanistan can be better understood.     

基于ADAMS和Matlab的大口径舰炮发射系统动力学仿真

利用ADAMS和Matlab/Simulink两大软件的信息交互功能,将ADAMS中的全炮动力学仿真模型生成ADAMS_SUB模块,并将其嵌入联合后坐系统仿真模型中;通过ADAMS和 Matlab/Simulink同步运行对全炮进行发射动力学联合仿真,模拟大口径舰炮发射的全过程,分析全炮的动态响应.对全炮发射动力学联合仿真结果进行后处理分析,观察炮口扰动曲线,进行稳定性分析和炮口扰动分析.根据分析结果,对所建模型及仿真模块进行评价,结果表明,仿真结果与靶场试验数据基本吻合,为物理样机的研制提供了重要的理论参考依据.     

Advancing “Defence-in-depth”: intelligence and systems dynamics

This article aims to encourage the fostering of more systems thinking, and its greater exploitation, within the domain of contemporary intelligence. With particular focus on “micro systems thinking” and with reference to key intelligence processes, such as intelligence analysis, the utility of many systems dynamics within the intelligence context seeks to be further revealed. Through their greater collective harnessing, including up to “System of Systems” (“SoS”) dynamics, and promoting all that they can offer, more sophisticated overarching operational-to-strategic/policy “ends,” notably that of “defence-in-depth,” can be viably further advanced in a sustainable manner into the future. Arguably, a much-needed transformative impact on contemporary intelligence can also be increasingly realised through comprehensively engaging in and with more systems and SoS thinking. Aiding civil protection tasks, crisis management, emergency planners, and civil contingency practitioners likewise gain.     

多分辨率建模在联合作战仿真中的应用研究

针对目前联合作战建模与仿真中存在的困难和问题,运用多分辨率建模(MRM)方法对其进行了探索研究。对联合作战的作战要素、仿真映射结构进行了分析,探讨了多分辨率建模的主要方法,提出了联合作战仿真的体系结构,并设计了基于多分辨率建模的联合作战仿真模型框架。     

维和任务区当地译员的重要作用与素质要求

维和行动中的当地译员是一个特殊群体,在维和任务中具有重要作用。当地译员必须具备保密性、中立性、服务性等基本素质。因此,最大限度地调动当地译员的工作热情、提高其职业素质、是保证维和行动顺利完成的重要环节。     

爆炸复合接头剪切强度测试方法研究

参照正交各向异性层压复合板层间剪切强度的测试方法,提出了用于测试爆炸复合接头复合界面剪切强度的3种方法;并建立三维有限元模型,分别对3种测试方法进行模拟;最后分别对3种方法进行了测试试验.结果表明,3种试验方法均能有效测试爆炸复合接头的剪切强度,其中对称试件双切口拉伸法最适合实际应用.
